HomeMy WebLinkAbout2022-04-06 P & R Meeting - Approved Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a scheduled meeting on April 6, 2022 in the Council Chambers at the Centerville City Hall and was also livestreamed at: https://northmetrotv.com/channel-15-live-stream. Present: Committee Member Heidi Errickson-Grahek Committee Member Emem Akpan Committee Member Kathy Freiermuth Committee Member Jessica Kubat Committee Member Brian Peterson Committee Member Suzanne Seeley Also Present: Mr. Mark Statz, City Administrator Ms. Teresa Bender, City Clerk Mr. Steve King, City Council Member Absent: Ms. Michelle Lakso, City Council Liaison I. CALL TO ORDER Committee Chair Errickson-Grahek, called the April 6, 2022 meeting of the Parks and Recreation meeting to order at 6:35 p.m. in the Council Chambers at the Centerville City Hall. II. APPROVAL OF AGENDA Motion made by Committee Member Kubat, seconded by Committee Member Errickson-Grahek to accept the revised agenda as modified by staff. All in favor. Motion carried. III. APPEARANCES Mr. Matt Frevel, 7180 Clear Ridge, appeared before the Committee, via Zoom, to present his concerns regarding the infestation of the Emerald Ash Borer in the City. He also stated that he appeared before the City Council on March 23, 2022. He discussed the ramifications if the City ignores the infestation and is requesting that the City educate its residents and/or provide treatment programs for saving and/or removal of privately owned trees. He also warned the City about trees located within the City’s parks. He stated that he has completed research and presented his findings from within local parks. An evaluation will need to be completed to determine which trees may be treatable and which should be removed. IV. PUBLIC HEARINGS – NONE V. UNFINISHED BUSINESS 1. 22-001: Music in the Park a. Musicians have been confirmed for all dates except for July 5. The average price paid to City of Centerville Parks and Recreation Meeting Minutes April 6, 2022 each band is between $300 to $350. b. Budget – currently $3,000 has been budgeted for this event. $390 has been paid to ASCAP for copyright protection, leaving $2,610 remaining. Committee Member Peterson requested that $500 be designated as an increased payment for one of the bands with 12 members, plus an extra $250 for advertising and/or incidentals. Currently, there is an additional $500 in the Line Item Budget - Reserve that can be used towards these expenses. Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Kubat to recommend to City Council to approve an increase in the Music in the Park Budget of $240. All in favor. Motion carried. c. Food trucks have been scheduled for each Tuesday. 2. 22-007: Comprehensive Tree Plan Committee Member Seeley suggested that along with the Comprehensive Tree Plan for each park, consideration for Emerald Ash Borer should also be looked at the same time. She suggested that perhaps Mr. Frevel would volunteer his services. Mr. Frevel accepted working with the Committee and City Clerk Bender requested that Mr. Frevel provide the Committee with his background and knowledge of Emerald Ash Borer. Mr. Frevel stated that for the most part he could spot an infected tree but it was difficult without foliage. He stated that he has received a certificate from the DNR regarding Emerald Ash Borer but was not a certified arborist. Chair Errickson-Grahek would work with Mr. Frevel. Committee Member Seeley reviewed all of the parks in May, 2021 and provided a list of maintenance items in each park. Public Works Director Palzer previously took care of many of the items on the list. A suggestion was made to utilize volunteers for removal of trees within parks and staff discouraged this suggestion due to liability issues. VI. NEW BUSINESS 1. Emerald Ash Borer Program – Lino Lakes (Example) The Committee, along with Public Works Director Palzer and Mr. Frevel would work together on identifying infected trees, the ability to treat trees or remove those that were infested too aggressively for saving and present a budget and plan to City Council in the future. A sub-committee was formed with Committee Members Errickson-Grahek, Seeley and Kubat. Motion by Committee Member Peterson, seconded by Committee Member Seeley to adopt the recommended action for treatment of City owned trees within parks, that are viable to be saved, through a vendor outside of any agreement and/or whether to recommend to Council the inclusion of viable, City owned trees and arranging for a program that can be offered to residents through the RFP process to determine a vendor. The committee wishes to give the PW Department autonomy in identifying and treating trees for EAB, beginning with Hidden Springs. All in favor. Motion carried. 2. Park Facility Permit Application Motion made by Committee Member Kubat, seconded by Committee Member Peterson, recommends to the City Council the Approval of New Business Items #2, 3 and 4 as presented. All in favor. Motion carried. 5. Earth Day/Park Cleanup/Main Street Earth Day is on April 22, 2022. Activities have been scheduled at Wargo Nature Center by Anoka County. Centerville Park Cleanup Day is scheduled for April 23, 2022 with a rain date of April 30, 2022. Meet at City Hall at 9:00 a.m. to help cleanup any of the parks except Laurie LaMotte Memorial Park as it will have been done on April 16, 2022 by the Centennial Little League. a. Adopt A Highway Application Information was provided from Anoka County regarding the program and application to participate. Staff reported that the location would need to be completed on the application and if cleaned two (2) times a year a Blue “Adopt a Highway” sign would be installed in honor of the group participating. Motion by Committee Member Errickson-Grahek, seconded by Committee Member Akpan to table this agenda item for a future meeting. All in favor. Motion carried. b. Cleanup Day Volunteer Flyer Staff presented a draft flyer for consideration for Cleanup Day. Consensus of the Committee was that the flyer was acceptable for use. 6. Project Banjo A large commercial development of an online fulfilment center is proposed in the city's industrial zoning district. a. Parks - The City/P & R has a choice if they want to take a land donation of up to 10% of the land for a park which would be about 4 acres or a monetary contribution of approximately $87,000. b. Trails – There was discussion whether there are segments of trails that should be built through or adjacent to the plat. Any trails constructed would be at no cost to the city and would not reduce the amount of Park Dedication fees paid. c. PUD – There was discussion regarding additional offsite improvements that may make sense for this development to complete or whether additional cash payments to the Park Dedication Fund would be acceptable. Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Freiermuth to recommend to the City Council to #1. decline a land dedication with the Banjo Project and, instead, accept the Park Dedication Fees as outlined on the city's fee schedule; #2. the th city should require the construction of the Fairview Street east-west connection between 20 st Avenue and 21 Avenue; #3. as part of the PUD negotiations, the city should accept additional Park Dedication funds as a public benefit. All in favor. Motion carried. 7. Role of P & R Committee with Main Street Market Event There was brief discussion regarding the Committee’s role, volunteering, etc. associated with the event and whether it should be a collaboration with the EDA or the Committee’s event. Role of P & R Committee with Fete des Lacs Administrator Statz has recommended that a Committee member attend all Fete des Lacs meetings in an attempt to report back to the Committee the status of planning events, volunteers, etc. He is looking for direction from the Committee as to their desire in becoming more active in planning events, volunteering at events, taking on additional roles, etc. 9. Race Coordinator Quotes To date, the City has not found an interested candidate to perform the functions of a Race Coordinator for the Fete des Lacs Annual 5k/8k runs. Running Ventures and Anderson Race Management have submitted quotes with various options for services above what has been provided in the past. Their minimum fee is about $1,500 for some basic services. Motion made by Committee Member Peterson, seconded by Committee Member Errickson- Grahek to set a budget, not to exceed $2,000 for registration, setting up course, results, etc. and allow staff to determine which vendor will be utilized. All in favor. Motion carried. Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Kubat to set budget, not to exceed $1,000 to certify the race courses which would be valid for 10 years if no changes. New Business Items #10, 11 and 12 of VI. New Business to a Work Session scheduled for Tuesday, April 19, 2022 at 5:00 p.m. in the City Council Chambers at City Hall. All in favor. Motion carried. 13. Accept Anonymous Donation of 6-Place Bicycle Rack Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Akpan to accept the donation of a 6-Place Bicycle Rack to be installed in Laurie LaMotte Memorial Park. All in favor. Motion carried. 14. Recommendation to accept Annual Port-A-Pots Contract. Motion made by Committee Member Akpan, seconded by Committee Member Freiermuth to recommend to City Council to accept the Air Fresh contract for the Port-A-Pots for 1 year. All in favor. APPROVAL OF MARCH 2, 2022 P & R MEETING MINUTES Motion made by Committee Member Kubat, seconded by Committee Member Freiermuth to approve the minutes of the March 2, 2021 meeting with the following corrections: V. Unfinished Business, 2. Music in the Park add “stated” between Peterson and that; add “and Teresa Bender, City Clerk after adjournment”. All in favor. Motion carried. VIII. UPDATES/ANNOUNCEMENTS 1. Staff Updates a. 21-007: Eagle Park Tree Removal Staff reported Langer’s Tree Services will be returning following the melting of snow to cut the stumps to ground level. b. 19-022: ADA Equipment Committee Member Freiermuth reported that she briefly researched ADA parks in Minneapolis. She did not find many that were what Centerville is looking to install to enhance the existing parks. Possibly consider a “destination” playground. She will continue to explore options. c. 16-016: Website Status The City Council approved a contract with CivicPlus, at their March 9, 2022 meeting; however, upon review by Legal Counsel, it was determined that additional review and language adjustment(s) needed to be made. The item will appear on Council’s agenda in the near future. 2. Council Liaison Update a. City Council Strategic Plan – Draft City Council Member Steve King appeared to encourage all committee members to read this document, briefly reviewed the Plan and focused in on rebranding, City website re-design and population 5,000.
