Home My WebLink About2022-06-01 P & R Meeting - Approved Approved City of Centerville Parks and Recreation Meeting Minutes June 1, 2022 CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a scheduled meeting on June 1, 2022 in the Council Chambers located at the Centerville City Hall. The meeting was also livestreamed at: https://northmetrotv.com/channel-15-live-stream. Present: Committee Member Emem Akpan Committee Member Kathy Freiermuth Committee Member Heidi Errickson-Grahek Committee Member Brian Peterson Committee Member Suzanne Seeley Absent: Committee Member Jessica Kubat Also Present: Ms. Teresa Bender, City Clerk Ms. Michelle Lakso, City Council Liaison Mr. Paul Palzer, Public Works Director I. CALL TO ORDER Committee Chair Errickson-Grahek called the June 1, 2022 meeting to order at 6:40 p.m. II. APPROVAL OF AGENDA Motion by Committee Member Seeley, seconded by Committee Member Peterson to approve the agenda as presented. All in favor. Motion carried. III. APPEARANCES – NONE IV. PUBLIC HEARINGS – NONE V. UNFINISHED BUSINESS 1. 22-007: Comprehensive Parks Trees Plan Committee Member Seeley distributed laminated samples of leaves from an Ash tree to committee members for ease in identification of an Ash tree. She also suggested that the City post a sample in the vestibule to aid residents in distinguishing an Ash tree. a. Emerald Ash Borer DNR Grant Information Director Palzer stated that the grant application process is very complicated and has very specific requirements, including such things as a management plan, etc. A copy of the application process was distributed. It was stated that the grant period runs through 2024. It was recommended that this topic be tabled until the July meeting with the information being thoroughly reviewed by all and also to invite a DNR representative to attend the July meeting. Ms. Bender will also obtain copies of tree plans of other cities. 1 City of Centerville Parks and Recreation Meeting Minutes June 1, 2022 Motion by Committee Member Peterson, seconded by Committee Member Errickson-Grahek to table V. Unfinished Business, Item #1., a. Emerald Ash Borer DNR Grant Information to the July P & R Meeting. All in favor. Motion carried. b. Division of Forestry – Ash Management Guidelines Included in the packet was a Comprehensive Ash Management Guidelines along with an email from Public Works Director Palzer. He stated that he would be drafting a plan utilizing the following three (3) priorities: and determining and prioritizing the needs of each park: 1. Remove any trees that are hazards (people, buildings, parking lots, etc., or dead); 2. Identify and treat selected trees in some or all of the parks (pilot program/aid in diversification and replanting); 3. Research types of trees, soils, etc. to assist in repopulation of diseased tree locations starting with Hidden Spring. He stated that Anoka County offers saplings for sale annually. c. Status of Park Trees – Trimming or Removal Director Palzer reported that he and a representative from Langer's Tree Service inventoried trees near trails on the south side of the City and determined that three (3) Popular, three (3) Ash and one Oak would need to be removed, along with trimming of a Weeping Willow tree. Langer Tree Service will be completing the removal and trimming. Brief discussion ensued regarding the possibility of obtaining a vendor that would provide services to the City for City owned trees and provide reduced/discounted services to residents. 2. Music in the Park Plan The plan was contained in the Committee’s packet for review. It addresses start time, location, a parking map, directions for food vendors, contains contact information for questions/cancellations, a schedule, opportunities for bands/vendors to market and photo requests. No action was required on this item. 3. Donation/Monument Policy Ms. Bender provided a copy of the Anoka County policies for park donations and memorials. A draft policy was contained in the committee’s packet for discussion. Motion by Committee Member Peterson, seconded by Committee Member Seeley to table V. Unfinished Business, Item #3., Donation/Monument Policy to the July P & R meeting. All in favor. Motion carried. An email response was sent to Ms. Blum regarding her donation request for the planting of a tree on the North side of Main Street near the intersection of Dupre Road. She was informed that the future root system of the tree may interfere with underground infrastructure but the City would be happy to discuss placing a tree within a park if desired. 2 City of Centerville Parks and Recreation Meeting Minutes June 1, 2022 4. Anoka County Adopt A Highway Program Information was contained in the packet about the program. It was stated that committee members currently complete an annual cleanup along Main Street from Cornerstone Park, Trailside Park and the fishing pier each April and they did not desire to be committed to completing the cleanup process twice annually due to additional park activities. Consensus of the committee was not to participate in the program at this time. VI. NEW BUSINESS 1. Possible 2022 Volunteer Appreciation Items & Possible Logo a. P & R Logo – the committee was provided with nine (9) samples. The committee took a poll and briefly discussed the designs. It was stated that the logo would be utilized for specific items such as Volunteer Appreciation Items, etc. Motion made by Committee Member Seeley, seconded by Committee Member Peterson to approve Option #9. All in favor. Motion carried. b. Volunteer Appreciation Items – the committee members were presented with several options (water bottles, hand sanitizer, lip balm and sunscreen) for items while being mindful of a $5 or less amount per State Statute for Council, Committee/Commissioners. It was stated that the set-up fees or shipping would not be part of the value of the item(s). It was also stated that the newly approved logo would appear on the items. Motion by Chairperson Errickson-Grahek, seconded by Committee Member Akpan to approve the expenditure of up to $1,000 for the purchase 150 water bottle and 100 each of lip balm and 100 each of sunscreen as presented. All in favor. Motion carried. Brief discussion ensued regarding ingredients, additional research would be completed and if a substitute item could be found with different ingredients that would be chosen. Otherwise, an alternative item fitting into the $1,000 budget in combination with the water bottle would be chosen. 2. 2023 Budget - Input Staff stated that for ease, Committee and Program Expenses were combined. There was brief discussion regarding committee member stipend amounts and several line items. Motion by Committee Member Peterson, seconded by Committee Member Errickson-Grahek to recommend to Council to approve an increase in the 2023 P & R Budget for Music in the Park, from $3,500 to $4,000 and an increase in the Movie in the Park, from $500 to $750. All in favor. Motion carried. 3. Use of Laurie LaMotte Memorial Park – Anoka County Radio Club Motion by Committee Member Peterson, seconded by Chairperson Errickson-Grahek to recommend to City Council to approve the Special Event Permit Application for the Anoka County Radio Club on June 24 through 26, 2022 (Friday Evening to Sunday Afternoon for the 3 City of Centerville Parks and Recreation Meeting Minutes June 1, 2022 ACRC/ARRL Field Days, 2022, which is open to the public, at Laurie LaMotte Memorial Park. All in favor. Motion carried. 4. Logo Contest – Fete des Lacs Chairperson Errickson-Grahek reported that the Subcommittee just completed the review of all entries received from Centerville Elementary and Centennial Middle School students who submitted entries and stnd chose six (6) winners. Three (3) from the Elementary School (Audrey R., 1 Place, Summer D., 2 Place st and Shubael G., Honorable Mention) and three (3) from the Middle School (Makena L., 1 Place, Brooke ndst R., 2 Place and Gwenevere B. Honorable Mention). It was stated that each 1 Place winner would nd receive $100 and their logo on the fliers and T-Shirts, each 2 Place winner would receive $50 and each Honorable Mention would receive $25. Mayor Love presented the winners with their checks, letters and certificates on June 7, 2022. VII. APPROVAL OF P & R MINUTES 1. April 6, 2022 Meeting Minutes 2. May 4, 2022 Meeting Minutes Motion made by Committee Member Seeley, seconded by Committee Member Peterson to approve both the April 6, 2022 and the May 4, 2022 meeting minutes with the same correction in each: change “evaluated”/”evaluate” to “reviewed”/”review” under Unfinished Business. All in favor. Motion carried. VIII. UPDATES/ANNOUNCEMENTS All items except number four (4) are tabled to the July meeting. 1. Staff 2. Council Liaison 3. Park Trees Sub Committee 4. Community Ed/EDA Visit Sub Committee Committee Member Akpan stated that he had attended an Economic Development meeting recently where he discussed the Community Education/P & R event for Trunk or Treat in the Centerville Elementary parking lot. The members of the EDA are willing to subsidize the purchase of candy and will support the efforts of Parks & Recreation during this event. They would also like to get local businesses involved. 5. No Mow May – Sub Committee – Seeley & Errickson-Grahek IX.
