I. CALL TO ORDER The meeting was called to order at approximately 6:33 p.m. by President Jeff Hanzal. IL ROLL CALL* NOT APPROVED PRESENT: President Jeff Hanzal Commissioner Steve King Commissioner Mark Remillard Commissioner Jim Weatherhead ABSENT: Commissioner Darrin Mosher STAFF: Assistant City Administrator, Athanasia Lewis III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda There were no amendments to the agenda. Motion by Commissioner Remillard and seconded by Commissioner Weatherhead to approve the agenda. All in favor. Motion carried. III. APPROVAL OF MINUTES The May 18 minutes were revised to incorporate two minor administrative revisions. There was no meeting in June. Motion by Commissioner King and seconded by President Remillard to approve the May 18, 2022 meeting minutes. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills a. Check List Motion by President Hanzal and seconded by Commissioner King to approve the checks as presented. All in favor. Motion carried. City of Centerville EDA Meeting Minutes July 20, 2022 2. Communications a. Swag Bags Assistant Administrator Lewis reported that the city distributed 150 swag bags with promotional items provided by local businesses; she thanked the businesses for their support. b. 1737 Main Street Assistant Administrator Lewis reported that Mike Brass, the city's realtor, is working with the owner of Chef Hot Hands to assist him with securing a business loan, so he can relocate his business to the 1737 Main Street property. In addition, Scooters Coffee has also expressed interest in the 1737 Main Street site. Staff met with a representative from Scooters Coffee and discussed the site, the company's business model, and development process. The representative will be meeting with corporate representatives later in the week and, said she would follow up with us soon. VI. REPORTS 1. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Assistant Administrator Lewis reviewed the report as presented. 2. Year to Date Financials The financials were reviewed as presented. 3. Ongoing Programs: Assistant Administrator Lewis reviewed the report as presented. 4. Administrator's Report Assistant Administrator Lewis reviewed the report as presented. VIL OLD BUSINESS 1. CenterStage Program Overview & Guidelines Assistant Administrator Lewis reviewed the revised program guidelines as presented in the packet. The revised program will provide up to four ads to new businesses or businesses who have not participated in the program before. Motion by President Weatherhead and seconded by Commissioner King to approved the revised CenterStage program guidelines. All in favor. Motion carried. VIIL NEW BUSINESS 1. 2023 EDA Budget Assistant Administrator Lewis reviewed the 2023 budget at presented, noting key changes in certain line items, such as the CenterStage program, Business Appreciation, Memberships and Schooling, Studies, Promotional items, etc. Discussion ensued about the monument sign line item as well, and staff will follow up with the administrator and/or city council on this to receive clarification on this line item. The EDA noted that they would not like to include a contingency line item in the budget. Motion by President King and seconded by Commissioner Remillard to approved the 2023 EDA Budget. All in favor. Motion carried. Page 5 of 5 City of Centerville EDA Meeting Minutes July 20, 2022 2. Business Appreciation Event The EDA discussed the upcoming Business Appreciation event, noting that they would like to hold it at Hidden Springs this year. They would also like to have a key note speaker, someone who could talk about business -related topic(s) like running your own business. A well -know person in the area or comedian was suggested. The EDA would like to increase business participation, add promotional items to give away, and provide a networking opportunity for local businesses. Staff will work on event logistics, and bring something back to the EDA next month. 3. Approval of the EDA logo Discussion ensued about the EDA logo as presented in the packet. Motion by Commissioner Weatherhead and seconded by Commissioner Remillard to approved the EDA logo with the revised established date of 2018. All in favor. Motion carried. 4. Election of Officers for 2022 (Vice -President Jim Weatherhead's term expires July 30) The EDA elected their 2022 officers as follows: Vice President, Mark Remillard, Executive Director, Athanasia Lewis, Secretary, Athanasia Lewis, Treasurer — Vacancy, Assistant Treasurer, Athanasia Lewis Motion by Commissioner Weatherhead and seconded by Commissioner King to adopt a resolution setting the appointment of officers for 2022, moving Mark Remillard to Vice President, and Athanasia Lewis to Executive Director and Secretary. All in favor. Motion carried. 5. Resolution recognizing Jim Weatherhead for his service President Hanzal read the resolution recognizing Commissioner Weatherhead for his service. EDA members thanked Commissioner Weatherhead for his service. Motion by Commissioner King and seconded by President Hanzal to adopt a resolution recognizing Commissioner Weatherhead for his service. All in favor. Motion carried. 6. Study by Civic Intelligence Derrick Miedaner presented a proposal, consisting of a catalog of city -owned properties, noting their size, nature, and shovel -readiness. Discussion ensued about the proposed study, an expanded scope of work, and the organization's data analysis capabilities. Derrick also talked about their proprietary database, which allows Civic Intelligence to analyze data, based on defined objectives. After considerable discussion, it was determined that more information about objectives is needed to determine the nature of a revised study; the EDA asked Derrick to revise the scope of work and bring back a few options for further consideration at the next meeting. CivicPlus has shown staff a draft of the site design and layout. City Council reviewed this draft at their August 10, 2022 meeting, and provided feedback to staff. Next steps include finalizing the design and layout, content migration, mobile app design and beta testing. The expected launch date is October 4, 2022. In exchange for termination of the Purchase Agreement, Centra agreed to forfeit their earnest money backing the Purchase Agreement and grant ownership of those monies to the city. At the August 10, 2022 city council meeting, the board passed a resolution terminating the real estate purchase agreement with Centra Homes North, LLC. Administrator Statz has been in communication with another prospect for this property. Email correspondence is attached for your review. Here's the layout of the proposed project that Centra was looking at. If you have a builder that would step in and want to take on that project, in substantially the same configuration, we could probably get through the entitlements fairly quickly. You could reach out to Centra or Carlson McCain about getting the rights to their plans, etc. What I'm giving you here is just what is part of the public record. You'll note that the layout on the plans is different from the rendered layout in that the whole development is moved 8' or so to the west (we just narrowed the trail corridor). This is because the county required an additional 10 feet of right-of-way. A few things to note about this site are that: there is no need for stormwater treatment; that is taken care of off -site. the price of the land is negotiable, depending on the quality of product and number of units. the city is willing to look at a cost share for the streetscaping costs, again, depending on the quality of the product. there is a requirement for 2 units to be sold to income qualified buyers at 80% of AMI; this restriction will run with the land for 10 years. Amazon is bringing 600 jobs to our community in the fall of 2023; they are moving dirt and installing pipe as we speak. This type of housing seems like it would be attractive to those employees. We are also talking with a developer who is interested in building a +/-50 unit apartment building on this site. However, I think that the Council would prefer the townhome concept (or some version of it). So, let me know as soon as you can, if you think this site will work for you. I spoke with Mike Brass and he said you had a bit of a unique financing method you were looking at, here. I think it would be good to have a meeting with our City Attorney, early on, so that we could wrap our heads around that. If our attorney can get comfortable with what you would be doing, that would be a big step forward. I've copied Kurt (attorney) to this email. You can certainly reach out to him to set up a meeting. He will attend the September EDA meeting, so he can meet the board and provide an update. The Quad Area Chamber - held a lunch with the Royalty and Lino Lakes Ambassadors Program Sponsors on August 1 lth from 1130-lpm. The annual candidate experience is a leadership development program for young women that takes place each summer between July and August. Program organizers seek to provide a fun and memorable summer while fostering personal growth through a variety of unique events that build self- confidence, networking skills, new friendships, and service opportunities. At this event, the ambassadors practiced their speeches and interview questions as part of the preparation for Coronation. Hugo Area Business Association - The HBA met on August 9, 2022 and toured the new Lions Park. The Pavilion is being named after Peter Peterson, a volunteer and active parks board member for Hugo and White Bear Lake. There is a Veterans Memorial in one corner of the park. There are 164 parking spaces in addition to on -street parking. The parks has an ADA accessible playground. The New Elementary School is opening this year - teachers are moving in next week. Four parties (Grassroots -Legalize Cannabis Parry, Legal Marijuana Now Party, Republican Party and the Democratic -Farmer -Labor Party) have all put forward candidates. Emerald Ash Borer Several trees have been treated by Rainbow Tree Care within the City and ` its local parks as a way to slow the spread of the bug and providing time for diversification of types of trees for replacement and strategic planning. The Committee forwarded their recommendation to Council for acceptance of a Request for Proposal (RFP) for a preferred tree service provider that treats healthy trees as a preventative measure to deter infestation. Rainbow Tree Care has submitted pricing within their RFP, a guarantee, customer recommendations, etc. If Council approves, the proposal will be available to residents through the website and all social media avenues of the City. Monument/Donation Policy The Committee forwarded their recommendation to Council for approval of a Monument/Donation Policy which will guide Staff, the Committee and the donor through the processes, expectations and requirements associated with a monetary or material donation. The grant will be used to replace the MSA Altair 4 gas monitors. The grant will be awarded in August, and because the devices are readily available, they will be in service in just a few days. The Volunteer Fire Assistance grant is only available to departments who serve cities under 10,000 residents and departments who are comprised of paid -on -call or volunteer members. Congratulations on receiving this award! Project Map Staff has prepared a map of all active developments to help everyone get a better picture of what's happening around our community. The number you see at the heading of each item in this section corresponds to a number on the map, which is attached to the end of this report. (9) Block 7 Property (Downtown) — "Sorel Quarter" The developer (Centra Homes) has informed the city that they will no longer be pursuing a project on Block 7, siting a slow -down in the townhome market and rising costs for infrastructure and building materials. The city was recently contacted by another developer interested in the property. We will be working with them to see if there is a viable project to come back to the Planning Commission with in the near future. Centerville Elementary School Expansion A walk-through with the city's building inspector identified a few items which needed to be addressed. Progress continues with a goal of being open in time for the start of the school year. (3)(4) Old Mill Estates lst and 2nd Additions The developer has begun work and the punch list. Staff is monitoring progress to ensure completion in 2023. City staff and the homeowner adjacent to the trail on Old Mill Court will bring a final proposal to the City Council for action at the August 10 meeting. If the council agrees to an alternative plan, the homeowner and city staff will arrange for construction of the trail in short order. (16) Centerville Self Storage (20th Ave. Centerville Self Storage) The facility is now open for business. A few minor punch list items remain. (1) Bay View Villas (Waterworks Site) The developer's landscaping crew has begun work on the shoreline treatments and will be addressing other landscaping items from the punch list. (8) Atlas Villas Memory Care Project (1825 Main Street) A Certificate of Occupancy was granted to the facility by the city's building department. The management company is working on their licensure, through the state and county, prior to opening their doors. (10-14) Rehbein Commercial The contractor is working on punch list items including boulevard restoration. (13) Kwik Trip A building permit has been issued and construction on the site has begun. The store anticipates opening around the end of December. (11) Norbella Senior Living The parking lot has been constructed with curb and gutter and the first lift of asphalt. Other site work continues as the building crew completes work on the interior; sheetrock is up and finishes are being installed. A September opening is still the target. (2) Peterson Shores Staff met with a prospective builder on site to discuss sewer and water connections as well as grading and driveway issues. (17,19) Rehbein Industrial Paving of the wear course of asphalt will be scheduled for sometime in August. (19) Sutton Transport The buildings walls and roof have been erected. Windows and doors are next up. Site utilities are substantially complete and work on the parking and loading areas continues with curb and pavement expected in the coming weeks. (15) 2050/2070 Main Street —American Roofing Supply Interior work is complete. The canopy and signage for the exterior of the building are next on the schedule. Site work has resumed with curb and pavement expected this week, followed by landscaping and final site clean-up. (18) Max Storage (Fairview Street) The Conditional Use Permit (CUP) has now been sent in to the County for recording and a grading permit has been issued. The building permit is imminent as soon as plumbing and mechanical plans are finalized. (17) Amazon Fulfillment Center Grading on the site has begun. There are three utility crews installing the on -site sewer and water along with the city's water main along 21st Avenue. The water main will need to be directionally drilled under the creek, which requires specialized equipment and crew. City engineering staff will be working with County and Lino Lakes engineers to begin prioritizing the use of transportation related funds from the development. A first step will be to complete a corridor study of the 20t' Avenue (CSAH 54) route from Main Street to Birch Street. The program offers half -priced hook-up charges for businesses hooking to city water. Wellhead Protection Plan The Minnesota Department of Health held a kick-off meeting with city staff and consultants for the implementation of the city's Part-2 Wellhead Protection Plan. The group reviewed items in the documents and the timelines associated with various activities. Staff will be following up on the action items over the course of the next few months. Well #2 Repairs The city's primary well (Well 92) started having some electrical problems a few months ago. Several weeks ago, those problems got worse and ended up necessitating having the 14-year old pump and motor replaced, along with the Variable Frequency Drive which runs the motor. In total, costs for the replacement of these components amounted to just under $25,000. City staff made the decision to replace these elements in short order, without bringing them before the council for a number of reasons. First, having the city's primary well out of service during the heat of the summer, is not a desireable situation. Secondly, some of the parts were in and out of back -order status and staff felt it wise to move while they were available on a timely basis. We are happy to report that, during this outage, our redundant systems performed very well. The city's secondary well (Well 91) was able to keep up and the chemical and monitoring equipment at that well performed as expected. Additional redundancies, in our two interconnections to the Lino Lakes water system were double checked and stood at the ready. However, they were never needed, due to the adjustments made by our public works department and the performance of our back-up well. This situation was a reminder of the many things that go on behind the scenes to ensure our sewer and water customers have reliable and safe service. Our staff and built-in redundant systems performed well and we were glad to have them both at the ready.
