HomeMy WebLinkAbout2022-01-04 P & Z Minutes - Approved CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Regular Meeting of the Planning and Zoning Commission held a meeting on Tuesday, January 4, 2022 at 6:30 p.m. I. CALL TO ORDER The meeting was called to order at 6:30 p.m. 1. Roll Call Present: Acting Chairperson John Krueger Chairperson Linda Broussard-Vickers (via Zoom) Commissioner David Kubat (via Zoom) Commissioner Les Kuiper Commissioner Darrell (DJ) Olson, Jr. (via Zoom) Commissioner Richard Nelson Commissioner Nick Twohy (via Zoom) Absent: None. Staff: City Administrator Mark Statz Assistant City Administrator Athanasia Lewis Council Liaison, Russ Koski City Planner, Phil Carlson (via Zoom) City Attorney, Kurt Glaser (via Zoom) II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA City Administrator Statz requested the addition of agenda item VII.2. Discussion of Chair and Co-Chair positions. Motion by Commissioner Kuiper, seconded by Commissioner Nelson to approve the Agenda as amended. All in favor. Motion carried. IV. PUBLIC HEARINGS (6:30 PM or shortly thereafter) 1. None. V. AWARDS, PRESENTATIONS & APPEARANCES 1. None VI. OLD BUSINESS 1. Ordinance Revisions – Outside Storage in Residential Districts Page 1 of 4 City of Centerville Regular Meeting Planning and Zoning Commission January 4, 2022 City Administrator Statz addressed the Commission and introduced this item. Chairperson Broussard-Vickers stated she likes the updates to the ordinance and feels a 10 foot setback is the best option. She noted the visual of a vehicle being parked in a yard is not appealing. City Administrator Statz stated the idea of a passenger vehicle being parked in a yard can look unaesthetically pleasing. City Planner Carlson stated it is important to take into consideration the lawn maintenance that would be necessary if a vehicle is driven on and off a lawn daily, opposed to a boat being pulled onto the lawn maybe twice a year. Commissioner Kubat stated in the illustration he can see the allowed types of vehicles proposed in certain areas but he does not see it in the language of the ordinance. City Administrator Statz stated he had to look for a bit to locate the area where the language Commission Kubat is referring to. He noted although it is shown in the image provided he would not recommend including the picture in the ordinance. City Attorney Glaser stated if the Commission does not want to allow passenger vehicles in the yards they can include the wording “passenger vehicles can only be permitted on the driveway” or “passenger vehicles can only parked on the driveway”, he noted that is how other cities have stated it. Commissioner Twohy asked about the pervious surface allotment. City Administrator Statz stated they can look into that and see how they might be able to incorporate a certain percentage of allowed pervious surfaces. City Administrator Statz reviewed the input from the Commission. He stated the Commission is in a 4-3 split on the length that should be proposed for the setback, with 4 Commissioners being in favor of a 5 foot setback. He stated the consensus of the Commission was to review the treatment of the Royal Meadows Develoment and other areas similar in nature, review the wings, and add some clarification on passenger vehicles and their operability. VII. NEW BUSINESS 1. Ordinance Review – Section 111.16 – Liquor Regulations City Administrator Statz introduced this item. He explained the intent of the law and stated he is just looking for discussion and input from the Commissioners. Chairperson Broussard-Vickers stated she does not see the need for this at the moment. Commissioner Twohy asked if they have had any issues that this ordinance would cover. Page 2 of 4 City of Centerville Regular Meeting Planning and Zoning Commission January 4, 2022 City Administrator Statz noted this could address things like fights or drunken people stumbling outside of a bar right across the street by the school. He noted these things have not been an issue but those are the types of incidents this ordinance could prevent. City Attorney Glaser stated the Commission can control certain things regarding what type of businesses can go there and how the buildings look by putting a CUP on any business that may want to open in this area. Commissioner Kubat asked if there is a way to limit what goes there based on the businesses around it. City Attorney Glaser stated they can include language that says a certain type of business cannot be within sight of a school or church as an example. City Administrator Statz stated he understands a general direction the Commission is going with this item. 2. Discussion of Chair and Co-Chair Positions City Administrator Statz introduced this item and stated the purpose of this discussion. Chairperson Broussard-Vickers stated she will be away for several meetings and as the Chairperson feels it may be a good time to see if anyone else would like to step into that role. Commissioner Nelson stated using zoom has become a part of life and it seems to be working fine so he does not see a reason to change anything. City Administrator Statz suggested adding a third person to serve as second Co-Chairperson in the event the both the Chair and Co-Chairperson cannot attend a meeting in the future. Motion by Commissioner Kubat, seconded by Chairperson Broussard-Vickers to suggest City Council approve the current Planning & Zoning Commission positions; Chairperson Broussard-Vickers, Vice-Chairperson Twohy, and Second Vice- Chairperson Krueger. Motion carried. VIII. APPROVAL OF MINUTES 1. December 7, 2021 Planning & Zoning Commission Meeting Minutes Motion by Commissioner Kuiper, seconded by Commissioner Nelson to approve the Planning & Zoning Commission meeting minutes of December 7, 2021. Chairperson Broussard-Vickers abstained. All others in favor. Motion carried. IX. Announcements and Updates 1. Council Member Liaison Page 3 of 4 City of Centerville Regular Meeting Planning and Zoning Commission January 4, 2022 None at this time. 2. Administrator’s Report City Administrator Statz stated provided a brief update on the City projects and their current progress. He introduced Ms. Athanasia Lewis the new Assistant City Administrator to the Commissioners and noted the City Council has appointed a Jr. Councilmember, Danny Peterson, and stated he will be at the meeting next week as well. X. ADJOURNMENT Motion by Commissioner Twohy, seconded by Commissioner Kuiper to adjourn the meeting at 7:45 p.m. All in favor. Motion carried. Page 4 of 4
