CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
Pursuant to due call and notice thereof, the Regular Meeting of the Planning and Zoning
Commission held in Council Chambers on Tuesday, May 3, 2022 at 6:30 p.m.
I. CALL TO ORDER
The meeting was called to order at 6:30 p.m.

III. APPROVAL OF AGENDA
Motion by Commissioner Olson, seconded by Commissioner Kuiper to Approve the
Agenda as presented. All in favor. Motion carried.
IV. PUBLIC HEARINGS (6:30 PM or shortly thereafter)
Administrator Statz provided an overview of the process for the public hearing, noting that staff will
first review the memo as outlined in the packet, the applicant will then clarify anything needing
clarification before the hearing is opened up for public comment. Once the Board has heard from
the public, the public hearing will be closed, and the regular meeting will resume.
The public hearing opened at 7:30pm.
The Planning and Zoning Commission heard comments from the public. Several residents provided
feedback about Banjo and primary concerns include: noise, traffic-related issues, Co2 emissions,
height, and the project’s impact on local businesses. A resident also inquired about flipping the site,

so truck terminal parking is located on the east side of the building (a suggested noise mitigation
measure).
Applicant Dan Mueller addressed comments, noting that the company is very environmentally
conscious, and idling is prohibited. Further, the site will be ready for electric vehicles (conduit and
wiring are ready to support electric vehicles in the future). Mr. Mueller stated that the client has
done their own noise study and it’s more restrictive than city code; the applicant will take feedback
about the noise back to the client for further review. Mr. Mueller also stated that the primary reason

the site was designed this way is to avoid new accesses on 20Avenue and because of existing

screen and vegetation on 20. Traffic concerns are still under review.

Motion by Commissioner Nelson, seconded by Commissioner Kuiper to close the public
hearing. All in favor. Motion carried.
V. AWARDS, PRESENTATIONS & APPEARANCES
1. Mrs. Kylie Haffke, 6908 Oak Circle – Request Fence Ordinance Amendment to Allow
Construction Directly on Property Line
Mrs. Haffke was not in attendance and no action was taken.
VI. OLD BUSINESS
Discussion ensued about the traffic study, CUP, and PUD. Points of interest include: the location of
the trail, extension of Fairview, timing of improvements, limitations during peak hours, reasons for
a CUP and PUD, concerns about noise and mitigation measures.
The conditions of approval were also discussed. The following conditions and findings of fact
were revised as follows: Condition 3 was struck and Condition 4 was revised to include a letter of
st
credit for $650.00 and add 21 median potential. Condition 5 was revised to note that a trail will not
be constructed until city staff deems it a safe and appropriate time. Conditions 10 and 11 were struck
and replaced with language requiring the applicant to provide a sound study for review by city staff
and a follow up study to measure noise in the real-world experience; mitigation measures are
required if needed. Condition 12 was revised require that the fence will be maintained; the fence
should also be extended to the north end of the parking lot. The P&Z also added a condition that
requires no idling – the applicant will be required to bring their idling policy to city council for
review. Condition 17 was added, requiring another site plan review for the addition of electric
charging stations.
The Commission reviewed the findings of fact andds revised fact #6, striking the last sentence, and
replacing the language to say that the Commission feels the applicant providing the noise study and
follow up study after the facility is built is reasonable mitigation. Fact #7 was struck in its entirety.
The Commission made a factual finding that in addition to noise, exhaust and limitations of idling

on premises will be sufficient to address concerns held at the public hearing. Another finding of fact
was added that the Commission believes that the building height is reasonable given the use of the
area and outside storage is limited in nature and entirely enclosed so it meets the acceptable
standards.
a. Site Plan Review
Motion by Commissioner Kubat, seconded by Commissioner Nelson to recommend approval
of the Site Plan for Project Banjo. All in favor. Motion carried.
b. Preliminary Plat
Motion by Commissioner krueger, seconded by Commissioner Kuiper to recommend
approval of the Preliminary Plat for Fairview Second Edition subject to the conditions of
approval, and findings of fact (as noted above). All in favor. Motion carried.
c. Conditional Use Permit for a Planned Unit Development
Motion by Commissioner Olson, seconded by Commissioner Kuiper to recommend approval
of the Conditional Use Permit for a Planned Unit Development for Project Banjo, with the
conditions and findings noted in the staff memo as modified by the Commission in tonight’s
discussion (see above), All in favor. Motion carried.
d. Conditional Use Permit – Truck Terminal
Motion by Commissioner Kubat, seconded by Commissioner Kuiper to recommend denial of
the Conditional Use Permits for Truck Terminal/Excess Building Height, Outside Storage,
would be made finding that a PUD was an appropriate substitute for the conditional use
permits. All in favor. Motion carried.

1. Council Member Liaison
Council Member Koski reported that the Fire Steering Committee met and announced that our Fire

Chief announced his retirement, effective April 30 and they hired a search firm to find a new fire
chief. Dan Radcliffe is serving in an interim capacity until then.
2. Administrator’s Report
Administrator Statz reviewed the Administrator’s report as presented in the packet.
