Director, EDA (Seal) CITY OF CENTERVILLE ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES September 21, 2022 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic Development Authority meeting on September 21, 2022. I. CALL TO ORDER The meeting was called to order at approximately 6:30 p.m. by President Jeff Hanzal. II. ROLL CALL* NOT APPROVED PRESENT: President Jeff Hanzal Commissioner Steve King Commissioner Darrin Mosher VACANCY: One Seat ABSENT: Vice-President Mark Remillard STAFF: Assistant City Administrator/EDA Executive Director, Athanasia Lewis III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda The agenda was approved as presented. Motion by Commissioner Mosher and seconded by Commissioner King to approve the agenda as presented. All in favor. Motion carried. IV. APPROVAL OF MINUTES There is one revision needed in the August 17 minutes, which is to add that Commissioner Remillard is Vice-President. Motion by Commissioner King and seconded by Commissioner Mosher to approve the August 17, 2022 revised meeting minutes. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills Executive Director Lewis reviewed the checks as presented in the packet. City of Centerville EDA Meeting Minutes September 21, 2022 a. Check List Motion by Commissioner Mosher and seconded by Commissioner King to approve the check list as presented. All in favor. Motion carried. 2. Communications a. Block 7 Executive Director Lewis reported that at the September 14 City Council meeting, the council approved a purchase agreement with Jim Boo and the Carson Schifsky group to move ahead on the former Centra Homes project on Block 7. The project is for a 26-unit row-style townhome development. Centra Homes sold their plans to the Schifsky group, and the preliminary and final plans will have to go to the P&Z for approval before the end of the year. b. 1737 Main Street Executive Director Lewis reported that Mike Brass contacted Administrator Statz about the possibility of Don Julios (breakfast concept) at the 1737 Main Street site Î we have no additional information at this time. c. Business Appreciation Event Executive Director Lewis reported that the details for the upcoming annual business appreciation event have been finalized. Wiseguys pizza will provide the food and Gregory Frahm-Gilles will give the keynote speech. VI. PRESENTATION 1. Gregory Frahm-Gilles, ACRED Gregory Frahm-Gilles, the Anoka County Regional Economic Development Director, introduced himself to the EDA and gave a brief presentation on what he has been working on since he started on August 1st. Since he began in his new role, Gregory has been meeting with the twenty-one municipalities in Anoka County and learning the definitions of economic development in each of them. GregoryÓs role is to help cities identify their goals and priorities and help move them forward. At the county level, ACRED is working on broadband, border-to-border grants, and workforce initiatives. 2. EDA Candidate Anthony Smith The EDA interviewed Anthony Smith for the EDA vacancy 3. EDA Candidate Chris Swenson The EDA interviewed Chris Swenson for the EDA vacancy VII. REPORTS 1. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Executive Director Lewis reviewed the report as presented in the packet. AdministratorÓs Report Executive Director Lewis reviewed the AdministratorÓs Report as presented in the packet. VIII. OLD BUSINESS 1. Business Appreciation Event Executive Director Lewis reviewed the item as presented in the packet. IX. OLD BUSINESS 1. Trunk or Treat Event Executive Director Lewis reviewed the Trunk or Treat event as presented in the packet and the Parks and Recreation Committee Chair was present to answer questions about the event and co- sponsorship logistics. Motion by Commissioner Mosher, seconded by Commissioner King to donate $300.00 to co- sponsor the trunk or treat event. All in favor. Motion carried. 2. Scope of Work for Downtown Redevelopment Study Executive Director Lewis reviewed the proposed scope of work for a downtown redevelopment study as presented, noting the outcome of the study would confirm if mixed use is a viable option for downtown, if so, what metrics are needed, and how to get there from where we presently are. Discussion ensued. Motion by Commissioner Mosher, seconded by President Hanzal to bring the scope of work to the city council to see if they had input for the scope. All in favor. Motion carried. X. NEW BUSINESS 1. Committee Applications The EDA discussed the EDA candidates. Both candidates interviewed very well. Motion by Commissioner King to recommend to council approval of candidate Anthony Smith to fill the EDA vacancy. Motion failed due to no second. Motion by Commissioner Mosher, seconded by President Hanzal to recommend to council approval of Candidate Chris Swenson to fill the EDA vacancy. Roll call: President Hanzal and Commissioner Mosher Aye, Commissioner King Nay. Motion carried (2/1). XI. The meal was provided by Wiseguys and presentations were given by Gregory Frahm-Gilles, the Anoka County Regional Economic Development Director, and Carrie Mikkonnen, a business advisor with Open to Business. Four businesses were represented: Kelly's, Christa's Paw Spa, Creative Memories, and Lonni Olson Design & Consulting. Prizes were given during the event: a one-year membership to the Quad Area Chamber of Commerce (co-sponsored by EDA and Chamber), a CenterStage ad, and two $25.00 gift cards. We are ready, are you? Come join us in participating in this fun new event which will take place at the end of the 5k race the morning of October 29, 2022. Past 5k races have been well attended (2021: 151 participants; 2020: N/A-Covid; 2019: 199 participants; and 2018: 150 participants). The goal of the ÐTrunk or TreatÑ event is to add additional events, post-race that can be enjoyed by the entire family. The ÐTrunk or TreatÑ event will run from 9:45am-12pm on Saturday, October 29, 2022 at the Centerville Elementary School parking lot. PLANNING & ZONING At its meeting on 10/4, the following issues were discussed: City Code Updates Discharge of Firearms The cityÓs legal counsel was on hand to discuss what can and cannot be regulated by local ordinances related to various categories of weapons, such as guns, muzzle loaders and bow and arrow. The commission discussed how to balance public safety and nuisances with property owner rights. Formal code changes will be brought forward at an upcoming meeting for further consideration. Development Amazon Î Request for Changes to Fencing Plan Representatives from AmazonÓs project management team presented a request to add barbed wire to fencing around its truck dock area on the site currently under construction. The commission expressed a mixture of opinion on the issue. City Code prohibits the use of barbed wire, except in agricultural areas, but the development was approved under a Planned Unit Development (PUD), which allows for flexibility. AmazonÓs representatives will decide whether or not to pursue a formal request to amend the PUD. The Commission may also explore changes to city code to allow barbed wire in certain industrial areas. PARKS AND RECREATION Volunteer Appreciation Event Preparations for the second annual Volunteer Appreciation Event are being completed. The event has been rescheduled, CarboneÓs will be catering the event with refreshments and dessert being provided. Invitations will be forwarded shortly to those that have provided the City with assistance in its many events/areas throughout the year. It is still planned for Hidden Spring Park. The City appreciates their volunteers and this is one way we recognize them for serving. Emerald Ash Borer Do you have Ash Trees? Are you aware of the Emerald Ash Borer? Are your trees dying and you do not know why? Do you know the types of trees in your yard? They could be Ash and the City Council just approved Rainbow Tree Care as the CityÓs preferred vendor for the treatment of Emerald Ash Borer. They are offering reduced pricing for treatment, a guarantee, etc. Halloween Hustle 5K/Trunk or Treat Event The cityÓs Parks & Recreation Committee and EDA have collaborated with the Centennial Community Education and Centennial Alumni Association to offer a ÐTrunk or TreatÑ event on October 29, 2022 from 10 a.m. to 12 p.m. in the Centerville Elementary School parking lot following the annual Halloween Hustle 5K. Businesses are encouraged to decorate their vehicles and hand out candy, small items, promotional material, etc. The Centennial Lakes Police Department and Centennial Fire District will be on-site to interact with the kids. Since 1922, the National Fire Protection Association (NFPA) has sponsored the public observance of Fire Protection Week. During Fire Prevention Week, firefighters ramp up their public education and outreach efforts in an effort to decrease casualties caused by fires. The Centennial Fire District (CFD) will be at the schools teaching students throughout the week, and posting messages on their Facebook page emphasizing that ÐFire wonÓt wait. Fire Prevention Week is observed every year during the week of th October 9 in commemoration of the Great Chicago Fire, which began on October 8, 1871 and lasted for two days. PUBLIC SAFETY Centennial Fire District The Centennial Fire District received a Firehouse Public Safety Foundation grant to replace AEDs located at our city halls and on CLPD squads. The grant accounts for more than $25,000 to replace aging fire apparatus. We are glad to announce that the AEDÓs have arrived. WeÓd like to congratulate our Fire District on their outstanding work on securing this grant. The number you see at the heading of each item in this section corresponds to a number on the map, which is attached to the end of this report. (9) Block 7 Property (Downtown) The city approved a purchase agreement with a developer (Schifsky Companies) who intends to build a concept largely similar to the previous proposal from Centra Homes. They are completing some due diligence work and will be looking to begin the zoning process soon. stnd (3)(4) Old Mill Estates 1 and 2 Additions The developer is adding black dirt and seed to areas in boulevards and around ponds this week. They are also working to finalize wetland and other watershed permits. Construction of the gravel base for the trail between Old Mill Court and Laramee Lane will begin in the next few weeks. Concrete work will be completed in the spring to ensure the base has a chance to settle over the winter. (16) Centerville Self Storage The facility is now open for business. The developer has made progress to address drainage issues along the north side of the facility and will continue to work on minor clean-up items. (1) Bay View Villas (Waterworks Site) The developerÓs landscaping crew has finished sod work near the cul-de-sac and has just a few items from the punch list remaining. (8) Atlas Villas Memory Care Project (1825 Main Street) A Certificate of Occupancy was granted to the facility by the cityÓs building department. The management company is working on their licensure, through the state and county, prior to opening their doors. (10-14) Rehbein Commercial The final lift of asphalt was paved this week. A final punch list has been created and the contractor is working through that list. (13) Kwik Trip Construction on the site continues. Building framing and roofing is nearing completion, while concrete work on site also moves forward. The store anticipates opening around the end of December. (11) Norbella Senior Living A grand opening is scheduled for October 13 at 10:00 AM. The public is welcome to come and take a tour of the new facility. (2) Peterson Shores Staff met with a prospective builder on site to discuss sewer and water connections as well as grading and driveway issues. (17, 19) Rehbein Industrial Paving of the wear course was completed on rd October 3 and the road is fully open to traffic. A few minor punch list items remain, before the project can be completed. (19) Sutton Transport A Certificate of Occupancy has been issued and business operations have begun (see right). (15) 2050/2070 Main Street Î American Roofing Supply Crews put the finishing touches on the building by installing their sign and completing the work on the gates to the yard area (see below). (18) Max Storage (Fairview Street) The plumbing permit has been received from the state and city staff have been working with the developer as they look at how best to approach construction (whether to complete the buildings in one phase or two). (17) Amazon Fulfillment Center Grading, utilities, parking lot and building pad construction are all moving along, on schedule. Water st main installation along 21 Ave. is now complete. A kick-off meeting for the Corridor Study has been held. The study will prioritize area-wide transportation improvements to address increased traffic from Amazon and surrounding growth. The program offers half-priced hook-up charges for businesses hooking to city water. Wellhead Protection Plan The Minnesota Department of Health held a kick-off meeting with city staff and consultants for the implementation of the cityÓs Part-2 Wellhead Protection Plan. The group reviewed items in the documents and the timelines associated with various activities. Staff will be following up on the action items over the course of the next few months. Well #2 Repairs City staff has applied for a reimbursement grant from Xcel Energy for the installation of the Variable Frequency Drive (VFD), used in the repairs for Well #2. 2022 Thin Overlay Program and City Hall Parking Lot Improvements Construction on the 2022 Thin Overlay Program and City Hall Parking Lot project is substantially complete. Striping of the City Hall parking lot will take place the week of October 10 and other minor punch list items will follow. An Assessment Hearing will be scheduled in the near future to finalize individual assessments for the overlay portions of the project. City Hall Parking Lot Lighting The City Council reviewed and approved plans for proposed lighting at City Hall. The work would be quoted for construction in the spring of 2023 in an effort to allow time to secure a grant through the Occupational Safety and Health Administration (OSHA).
