The usage was monitored to assist you with making the decision and it was determined that usage was minimal with Cornerstone Park port-a-pot being utilized less than the one at Laurie LaMotte Park. On an annual basis, the port-a-pots are removed prior to Halloween to prevent damage. Both port-a-pots were removed a week ago. The City received an email requesting replacement of the Laurie LaMotte port-a-pot and Administrator Statz stated that would occur. The item has been placed on the Agenda for your consideration for placement in Cornerstone Park. Carbone's provided salad, garlic bread and pizza. Chair Errickson-Grahek purchased cookies and refreshments. The Committee previously purchased beverage containers and chap stick for volunteers. Discussion should be had regarding planning of the 2023 event. This should include: (invites via email/mail, timing, indoors/outdoors, date, time, food, etc.) Several individuals associated with scouts, P & Z and P & R members, election judges, park monument volunteers, 5/8K run volunteers, Music in the Park and a Bald Eagle Water Ski representative participated. We have been fortunate to have Carbones, Chef Hot Hands, Laurie's Dance Studio, Bald Eagle Water Ski Show and the Scouts sign up to participate. Preliminary testing of the DS200 (ballot counter) and all internal election devices have been completed and were successful. This testing includes all internal election devices for the Direct Balloting phase, the General Election and backup devices. The Public Accuracy Test (PAT) has been scheduled for October 26, 2022 at 2 p.m. at City Hall. All public is welcome to view this process. The same processes for the preliminary testing are followed: pre-printed ballots are provided by the County and several ballots with pre-determined voting patterns are completed by staff through the Omni Ballot Marker (voter assisted device), then processed through the DS200 with results being verified, modemed to the County for confirmation of receipt and correct tabulation. The internal election device is entered and sealed into the machine for the Direct Balloting Process. The PAT test is to ensure the internal election device and DS200 are working accurately for the General Election. This internal election device will be secured until it is placed into the DS200 and secured the evening prior to the General Election and delivered to the polling place. Staff has assisted 58 voters to date. PARKS AND RECREATION Halloween Hustle 5K/Trunk or Treat Event Volunteer Appreciation Event Invitations have been forwarded to those that have given of their time to the City over the past year. The event will be held at St. GenevieveÓs Community Parish Center on October 25, 2022. CarboneÓs will be catering the event with refreshments and dessert being provided. The City appreciates their volunteers and this is one way we recognize them for serving. ADMINISTRATION Website Redesign & Mobile App th The cityÓs new website launched on October 4. The number you see at the heading of each item in this section corresponds to a number on the map, which is attached to the end of this report. (9) Block 7 Property (Downtown) The city approved a purchase agreement with a developer (Schifsky Companies) who intends to build a concept largely similar to the previous proposal from Centra Homes. They are completing some due diligence work and will be looking to begin the zoning process soon. stnd (3)(4) Old Mill Estates 1 and 2 Additions The developer has finished black dirt and seed work in boulevards and around ponds. They continue to work to finalize wetland and other watershed permits. Construction of the gravel base for the trail between Old Mill Court and Laramee Lane is now complete. Concrete work will be completed in the spring to ensure the base has a chance to settle over the winter. (16) Centerville Self Storage The facility is now open for business. The developer has made progress to address drainage issues along the north side of the facility and will continue to work on minor clean-up items. (1) Bay View Villas (Waterworks Site) The developerÓs landscaping crew has finished sod work near the cul-de-sac and has just a few items from the punch list remaining. (8) Atlas Villas Memory Care Project (1825 Main Street) A Certificate of Occupancy was granted to the facility by the cityÓs building department. The management company is working on their licensure, through the state and county, prior to opening their doors. (10-14) Rehbein Commercial The final lift of asphalt was paved this week. A final punch list has been created and the contractor is working through that list. (13) Kwik Trip Construction on the site continues. The main building is now enclosed and the fueling area canopies are up. Construction of the right turn lane on Main Street began this week with storm sewer and draintile installation. Gravel base and pavement will follow. The store anticipates opening around the end of December. (11) Norbella Senior Living A grand opening was held on October 13 at 10:00 AM. Tours were given and council members got a chance to meet the staff and builders. Several rooms are already reserved, so if you have someone that is looking for Assisted Living or Memory Care services, youÓll want to act fast. (2) Peterson Shores Staff met with a prospective builder on site to discuss sewer and water connections as well as grading and driveway issues. (17, 19) Rehbein Industrial rd Paving of the wear course was completed on October 3 and the road is fully open to traffic. A few minor punch list items remain, before the project can be completed. (19) Sutton Transport The 50,000 square foot trucking and warehousing facility is now fully operational with a few dozen employees reporting to work there each day. Welcome to Centerville! (15) 2050/2070 Main Street Î American Roofing Supply The rehabilitation of the once-vacant, 40,000 sf building on Main Street is not complete and American Roofing Supply is up and fully operational. Welcome to Centerville! (18) Max Storage (Fairview Street) A building permit has now been issued for construction of Building #1 of 2. The developers expect their contractor to be on site within a week or so. (17) Amazon Fulfillment Center Grading, utilities, parking lot and building pad construction are all moving along, on schedule. Water st main installation along 21 Ave. is now complete. A kick-off meeting for the Corridor Study has been held. The study will prioritize area-wide transportation improvements to address increased traffic from Amazon and surrounding growth. The study will examine st 20th Avenue from Birch Street to 80th Avenue, and the intersection of 21 Ave. and Main Street. The program offers half-priced hook-up charges for businesses hooking to city water. Wellhead Protection Plan The Minnesota Department of Health held a kick-off meeting with city staff and consultants for the implementation of the cityÓs Part-2 Wellhead Protection Plan. The group reviewed items in the documents and the timelines associated with various activities. Staff will be following up on the action items over the course of the next few months. Well #2 Repairs City staff has applied for a reimbursement grant from Xcel Energy for the installation of the Variable Frequency Drive (VFD), used in the repairs for Well #2. 2022 Thin Overlay Program and City Hall Parking Lot Improvements The parking lot has now been striped and seeding work has been completed. An Assessment Hearing will be scheduled in the near future to finalize individual assessments for the overlay portions of the project. City Hall Parking Lot Lighting The City Council reviewed and approved plans for proposed lighting at City Hall. The work would be quoted for construction in the spring of 2023 in an effort to allow time to secure a grant through the Occupational Safety and Health Administration (OSHA).
