I. CALL TO ORDER The meeting was called to order at approximately 6:30 p.m. by President Jeff Hanzal. II. ROLL CALL* NOT APPROVED PRESENT: President Jeff Hanzal Vice-President Mark Remillard Commissioner Steve King Commissioner Darrin Mosher Commissioner Chris Swenson ABSENT: None STAFF: Assistant City Administrator/EDA Executive Director, Athanasia Lewis III. OATH FOR CHRIS SWENSON a. Executive Director Lewis administered the oath to Chris Swenson and welcomed Chris to the EDA. IV. APPROVAL OF AGENDA 1. Call for Changes to the Agenda The agenda was approved as presented. Motion by Vice-President Remillard and seconded by Commissioner Mosher to approve the agenda as presented. All in favor. Motion carried. V. APPROVAL OF MINUTES The minutes were approved as presented. Motion by Commissioner Mosher and seconded by Vice-President Remillard to approve the September 21, 2022 meeting minutes. All in favor. Motion carried. VI. BILLS AND COMMUNICATIONS City of Centerville EDA Meeting Minutes October 19, 2022 1. Bills Executive Director Lewis reviewed the checks as presented in the packet. a. Check List Motion by Commissioner King and seconded by Commissioner Swenson to approve the check list as presented. All in favor. Motion carried. 2. Communications a. Business Appreciation Event Executive Director Lewis provided an overview of the business appreciation event that occurred on Tuesday, October 4. There were two speakers, a meal provided by Wiseguys, and available resources. Discussion ensued about next yearÓs event and board members agreed that they need to consider the time of the event due to lighting needs and event participation. b. Volunteer Appreciation Event Executive Director Lewis provided an overview of the volunteer appreciation event as presented in the packet. c. Trunk or Treat Executive Director Lewis provided an overview of the Trunk or Treat event as presented in the packet, and encouraged businesses and EDA members to attend the event. VII. PRESENTATION None VIII. REPORTS 1. Partner Agency Reports a.Anoka County Regional Economic Development (ACRED) Executive Director Lewis reviewed the report as presented in the packet. 2. b. Year to Date Financials Executive Director Lewis reviewed the financial report as presented in the packet. 1. c. Ongoing Programs: Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet. Discussion ensued about who is enrolled in the Blue Logo program. Executive director Lewis will provide this information at the next meeting. 2. d. AdministratorÓs Report Executive Director Lewis reviewed the AdministratorÓs Report as presented in the packet. OLD BUSINESS 1. Holiday Wreaths Executive Director Lewis introduced the topic of holiday decorations that the EDA purchased last year. Discussion ensued about the 24Ñ wreaths purchased last year and the 36Ñ wreaths the EDA would like to purchase this year; the EDA would like to donate the 24Ñ wreaths to businesses, along with a holiday note attached from the EDA. Motion by Commissioner King, seconded by Commissioner Swenson to purchase 25-30 holiday wreaths in an amount not to exceed $3,000, and to donate the 24Ñ wreaths to businesses to display. All in favor. Motion carried. XI. NEW BUSINESS 1. Accept President HanzalÓs Resignation President Hanzal submitted his resignation, which will become effective following the November 16 EDA meeting. The EDA thanked President Hanzal for all of his work on the EDA. Motion by Commissioner King, seconded by Vice-President Remillard to accept President HanzalÓs resignation following the November EDA meeting. All in favor. Motion carried. 2. EDA Vacancy Executive Director Lewis introduced the EDA vacancy. Discussion ensued about the process for filling the upcoming vacancy created by President HanzalÓs resignation. The EDA would like to post the vacancy for thirty days and contact previous applicants to let them know about the upcoming vacancy. Motion by Vice-President Remillard, seconded by President Hanzal to recommend to post the EDA vacancy for thirty days. All in favor. Motion carried. XI. ADJOURNMENT Motion by Commissioner Swenson, seconded by Commissioner Mosher to adjourn the October 19, 2022 Economic Development Authority meeting at 7:46 p.m. All in favor. Motion carried. On Wednesday, November 3, staff/Election Judges assisted 109 voters in the Absentee Î Envelope phase of the voting process and released custody of those ballots to Anoka County for running through their counting equipment per State Statute. These results will be modemed to Anoka County on Monday evening following the close of the process at 5 p.m. PARKS AND RECREATION Halloween Hustle 5K/Trunk or Treat Event The Parks & Recreation Committee/EDAÓs first ever event ÐTrunk or TreatÑ event was held on October 29, 2022 at the Centerville Elementary School following the Centennial Community Educations Halloween 5K Hustle. The weather was pleasant and some of the Trunks reported over 200 kids participated. The Committee and EDA would like to extend their gratitude to all that participated. A special thank goes to those that handed out candy and promotional items: CarboneÓs; the Parks & Recreation Committee; Centerville Lions; Cubscout Pack 3065, who brought their inflatable archery; Chef Hot Hands; the Bald Eagle Water Ski Club; J-Mar Builders Home Improvement, LLC, who brought a live chicken; LaurieÓs School of Dance; the City of Centerville, for providing a snowplow; M Health Fairview, for providing an ambulance and crew; and the Centennial Fire District for providing a fire engine. Volunteer Appreciation Event The event took place on October 25, 2022. Volunteers from the Scouts, the Planning & Zoning Commission, Parks & Recreation Committee, City Council, election judges, park monument volunteers, 5/8K run volunteers, Music in the Park and the Bald Eagle Water Ski Club were represented by individuals that attended. Parks & Recreation Committee Î Open Seat o Meets monthly on the first Wednesday of the month at 6:30 p.m., in chambers Economic Development Authority Î Open Seat o Meets monthly on the third Wednesday of the month at 6:30 p.m., in chambers PLANNING & ZONING Ordinance Reviews Nuisances Î Diseased Trees The Commission will revisit its suggested language changes to the diseased tree section of the cityÓs nuisance ordinance. At the City CouncilÓs October 12 meeting, there were questions raised about the suggested language and existing code language regarding the authority of the designated staff person who would determine if trees were dead, dying or diseased. The Council tabled the proposed ordinance change to allow staff and the Planning Commission to address these concerns. The issue will be discussed at the December 6 P&Z Commission meeting. Temporary Dwellings and Structures With input from the cityÓs Building Official, Police Chief and Fire Inspector, the Commission examined the cityÓs code regarding Temporary Dwellings and Structures. There was consensus that temporary occupancy, with proper notification to the city, and compliance with city code is okay; the Commission discussed adding language pertaining to permitting, enforcement, non-conforming conditions. The Commission will hold a public hearing at the next available Planning and Zoning Commission meeting. No Parking Areas Review At their November 1 meeting, the Planning and Zoning Commission reviewed a map of the CityÓs existing no parking areas and designated parking areas, as well as parking on one side of the street, etc. This was brought to the Planning and Zoning Commission for discussion because of the recent reconstruction of downtown; post- construction, there may be room for parking on one side of the street. Previously in downtown, the streets were very narrow, there was no curb and gutter, and a mix of no parking areas. The Commission discussed overnight parking, seasonal overnight parking, no parking areas, designated parking areas, and signage. The Commission agreed to bring this item back for discussion in December and hold a public hearing in January or February. Amazon Fence Change Request The city has received communication from AmazonÓs representatives that they do not intend to seek changes to the Conditional Use Permit for a Planed Unit Development to allow the addition of barbed wire to their planned fence around the truck docks on the west side of the building. COMMUNITY DEVELOPMENT Project Map Staff has prepared a map of all active developments to help everyone get a better picture of whatÓs happening around our community. The number you see at the heading of each item in this section corresponds to a number on the map, which is attached to the end of this report. (9) Block 7 Property (Downtown) The city approved a purchase agreement with a developer (Schifsky Companies) who continues to explore the viability of the site for a townhome style development. City staff continues to provide information to the prospective developer as questions come up. stnd (3)(4) Old Mill Estates 1 and 2 Additions The developer has finished black dirt and seed work in boulevards and around ponds. They continue to work to finalize wetland and other watershed permits. Construction of the gravel base for the trail between Old Mill Court and Laramee Lane is now complete. Concrete work will be completed in the spring to ensure the base has a chance to settle over the winter. (16) Centerville Self Storage The facility is now open for business. The developer has made progress to address drainage issues along the north side of the facility and will continue to work on minor clean-up items. (1) Bay View Villas (Waterworks Site) The developerÓs landscaping crew has finished sod work near the cul-de-sac and has just a few items from the punch list remaining. (8) Atlas Villas Memory Care Project (1825 Main Street) Details for a late November open house are being finalized. (10-14) Rehbein Commercial thst The sidewalk on the north side of Main Street, between 20 Avenue and 21 Avenue will be graded in the coming weeks and if weather permits, the concrete will be poured. Other punch list items remain. (13) Kwik Trip Construction on the building and site continues. Concrete pavement installation is in full swing now that th the turn lane on Main Street is complete. The store anticipates opening on December 29. (11) Norbella Senior Living Norbella is hosting a Fall Open House on Thursday, November 17 from 1:00PM Î 4:00PM. (2) Peterson Shores Staff met with a prospective builder on site to discuss sewer and water connections as well as grading and driveway issues. (17, 19) Rehbein Industrial rd Paving of the wear course was completed on October 3 and the road is fully open to traffic. A few minor punch list items remain, before the project can be completed. (19) Sutton Transport The 50,000 square foot trucking and warehousing facility is now fully operational with a few dozen employees reporting to work there each day. Welcome to Centerville! (15) 2050/2070 Main Street Î American Roofing Supply The rehabilitation of the once-vacant, 40,000 sf building on Main Street is not complete and American Roofing Supply is up and fully operational. Welcome to Centerville! (18) Max Storage (Fairview Street) A building permit has now been issued for construction of Building #1 of 2. The developers expect their contractor to be on site within a week or so. (17) Amazon Fulfillment Center Foundation work on the main building is now complete. Site work continues, including pond grading, parking lot construction and small utility installation. A kick-off meeting for the Corridor Study has been held. The study will prioritize area-wide transportation improvements to address increased traffic from Amazon and surrounding growth. The study will examine st 20th Avenue from Birch Street to 80th Avenue, and the intersection of 21 Ave. and Main Street. PUBLIC WORKS Commercial Water Connection Fee Assistance At the last City Council meeting, the Council voted to extend the program through the end of 2023. The program offers half-priced hook-up charges for businesses hooking to city water. Wellhead Protection Plan The Minnesota Department of Health held a kick-off meeting with city staff and consultants for the implementation of the cityÓs Part-2 Wellhead Protection Plan. The group reviewed items in the documents and the timelines associated with various activities. Staff will be following up on the action items over the course of the next few months. Well #2 Repairs City staff has applied for a reimbursement grant from Xcel Energy for the installation of the Variable Frequency Drive (VFD), used in the repairs for Well #2. 2022 Thin Overlay Program and City Hall Parking Lot Improvements An Assessment Hearing will be scheduled in January to finalize individual assessments for the overlay portions of the project. City Hall Parking Lot Lighting The City Council reviewed and approved plans for proposed lighting at City Hall. The work would be quoted for construction in the spring of 2023 in an effort to allow time to secure a grant through the Occupational Safety and Health Administration (OSHA).
