Public Works Director Palzer has obtain a quote from Rainbow Tree Care to provide the basic groundwork to determine what species, age and health of trees in open areas of all the parks in the City. He believes that this will assist the city in determining a path forward to tree care, pruning, removal and replacement. He suggests that an additional inventory of wooded areas be added in the Spring to provide an overall tree count and species inventory which will aid in identifying a long-term sustainable tree plan. Hi Paul, Yes we can do both those things. I'll have to check with my team, but it will likely be winter or early spring. Still gives us plenty of time before summer. Could you provide me a list of Parks that you want a full inventory on? That will help me get an idea for what it will cost. I'll also need to know how far back from the curb the boulevard is. Hello Ryan - If I recall correctly, I remember you mentioned that Rainbow would come out and perform a tree inventory for the city of ash trees in the boulevard. We would like to go ahead with this. Our Parks and Recreation Committee would also like to get an inventory of the tree types in out park areas. Can your company also perform this work? If so, please let me know the cost associated with this and possible timing before next summer. Thanks, Paul Proposal to the City of Centerville for Public Tree Inventory. Submitted by: Rainbow Treecare 11/9/2022 Project Understanding The City of Centerville (The City) has requested a proposal from Rainbow Treecare (RTC) to collect an inventory of Trees growing in City owned park areas. Scope of Services Task 1—Create an inventory of trees growing within the Project Areas: RTC will evaluate the condition trees growing on Centerville park property. RTC will use publicly available GIS parcel data as an indication of park boundaries The Project Areas: o Laurie LaMotte Park: 6970 LaMotte Drive o Hidden Spring Park: 698S LaMotte Drive o Eagle Park: 69SS Dupre Road o Cornerstone Park: 1670 Main Street o Trailside Park: 714S main Street o Tracie McBride Park: 187S Fox Run o Royal Meadows Park: 7161 West Robin Lane o Acorn Creek Park: 1874 Revoir Street o City Hall/Fire Station:1880 Main Street *All trees inventoried will be in maintained areas defined as mowed or landscaped areas. Forested or natural areas will not be included in the inventory. Upon request, RTC can collect trees off a path, trail, or natural area edge using a 10" 10' rule where trees 10 inches in diameter or greater growing 10 feet or less from the path, trail, or natural area edge are inventoried. Such request may change the final cost of the proposal. Specifications of data collected: o Location (latitude and longitude) o Species (Common name) o Size: Tree size will be measured on the trunk in inches of diameter at breast height (DBH). Diameter measurements will be taken 4.S feet from the ground. o Condition: All condition ratings will be scored 0-3 using the following guidelines: Condition Rating Description 3 Good 2 Fair 1 Poor 0 Dead Inventory Deliverables RTC will provide the following tree inventory deliverables to The City: Deliverable 1—Tree inventory table: RTC will provide a table of the inventoried trees including the above specifications of data collected. This table will be a Microsoft Excel table delivered in .csv and/or .xlsx format. Deliverable 2—Tree GIS/GPS data: RTC can provide this data in GIS compatible formats including shapefile or file geodatabase. Schedule and Costs After the Client and Rainbow Treecare have signed this agreement; RTC is able to have the project completed by Spring of 2023. Work will take place on this project between the hours of 7-5 Monday -Friday. No weekend work will take place unless agreed two by both parties in writing. RTC Staff will be outfitted in high visibility and/or branded clothing while working on this project. The City is in receipt of the Centennial Lakes Little League's use of the ballftelds at Laurie LaMotte Memorial Park for the upcoming season. It has been general practice of the committee to provide approval subject to submittal of schedules prior to usage. The Little League has complied with these requests in the past and have been a good patron, of the parks. The Little League has also scheduled their clean-up of the Park for Saturday, April 15, 2023 with a backup date of Saturday, April 22, 2023. These fields will be assigned as home fields for the chRdren who live in Centerville and Lino Lakes that are served by the Centennial Lakes Little League. We will send you a copy of the game schedules as soon as they are printed in April, so you have a schedule for our dragging agreement for Laurie LaMotte Memorial Park. Last year, and in years past the maiority of the field usage was Monday through Thursday on all three fields. we only use the weekends for practices when needed. Additionally, we are planning our park clean-up day for Saturday, April 15`h, 2023 with a back-up date of Saturday, April 22nd, 2023. We would also like to invite the Mayor and members of your Park Board and City Council to stop by your fields and meet our volunteers cleaning and raking your fields. Present: Committee Member Emem Akpan Committee Member Kathy Freiermuth Committee Member Jessica Kubat Committee Member Suzanne Seeley Absent: Chair Heidi Errickson-Grahek Committee Member Brian Peterson Not Approved Also Present: Ms. Teresa Bender, City Clerk Ms. Michelle Lakso, City Council Liaison (Left @ 7:30 p.m.) L CALL TO ORDER Acting Chair Seeley called the August 3, 2022 meeting of the Parks and Recreation meeting to order at 6:32 p.m. in the Council Chambers at the Centerville City Hall. II. APPROVAL OF AGENDA Motion by Committee Member Akpan, seconded by Committee Member Kubat to modify the agenda as follows: Move Chain of Lakes Rotary Walk Club from Item #7, Unfinished Business to Item #1, Appearances and to move Bald Eagle Waterski Club to Item #2, Appearances. All in favor. Motion carried. III. APPEARANCES Ms. Linda Runback, Centennial Walking Club Ms. Runback was invited to provide information about the Centennial Walking Club. The Chain of Lakes Rotary Club submitted an application for a SHIP, (Statewide Health Improvement Program) grant from Anoka County and received $3,000 to organize and market the Club (www.centennialwalks.com). She stated that in 2021, walks were scheduled approximately four times per week, at different times of the day, for various locations with walks averaging 1.5 miles lasting 30 to 60 minutes. She stated that in 2022, walks are scheduled for two times per week. She reported that the Rotary would be again submitting for the grant as they felt that the program was well received but would like to obtain additional participation from the public. She also stated that they are looking for leaders to assist in promotion/marketing. She reported that the Club would like to have five walks per week with various times and locations involved. She requested that the City promote the Club and that the Committee support the group in any fashion that they could. City of Centerville P & R Meeting Minutes August 3, 2022 2. Mr. Dean Havel, Bald Eagle Water -Ski Club Mr. Havel introduced himself to the Committee and stated that he felt that with the Main Street Market attendance has increased at their shows. He thanked the Committee for the relationship that they have with the Club and requested that the Club desired to provide their merchandise for sale, provide give a - ways such as bottled water or pre -packaged food items. Discussion was had regarding third -parry sales/vendors for the weeks that the Market was not in season. He also requested that the Club have the ability to install a boat lift to the existing dock for the summer months with it being removed following the end of the season. Upon receipt of the numerous requests by staff, a review was completed of the current agreement between the City and the Club. It was determined that updating of the existing document was needed along with the inclusion of several of the Club's request. A revised agreement was contained in the packet for the Committee's review. Motion by Acting Chair Seeley, seconded by Committee Member Akpan to recommend approval by the Council of the revised agreement as presented subiect to review by the City Attorney. All in favor. Drinking Fountain Installation — to be included as part of the Master Park Plan Motion by Committee Member Kubat, seconded by Acting Chair Seeley to table this item to January/February, 2023 meeting allowing for Staff to explore options. All in favor. Motion carried. 3. Draft Permit for use of City Owned Property Located at 7145 Main Street (Trailside Park) Item was discussed earlier in the meeting. 4. Preferred Emerald Ash Borer Contractor (RFP) Rainbow Trees Service Motion by Acting Chair Seeley, seconded by Committee Member Kubat to recommend to Council to approve Rainbow Tree Service as the City's Preferred Emerald Ash Borer Contractor which would provide residents a 33% discount for services through 2023. All in favor. Motion carried. 5. Port -a -Pot at Hidden Spring Park Staff reported that a suggestion had been made to have a port -a -pot available at Hidden Spring Park during Music in the Park (June -August). Motion by Committee Member Kubat, seconded by Committee Member Freiermuth to recommend to Council to place a port -a -pot in Hidden Spring Park from June -August for 2023. All in favor. Motion carried. 2. Volunteer Recruitment This item was placed on the agenda for discussion only. The Committee provided suggestions for recruitment (i.e., encouraging local groups, families, and neighbors to make a commitment; consideration of hiring a part-time coordinator, utilizing the Junior Council Member/Scouts, etc. The Committee suggested additional discussion to be had at their next meeting. VIL APPROVAL OF JULY 6, 2022 P & R MINUTES It was suggested that if there are any modifications to the minutes that committee members send their suggestions to staff prior to the meeting. Motion by Committee Member Akpan, seconded by Committee Member Freiermuth to approve the July 6, 2022 minutes. All in favor. Motion carried. VIII. UPDATES/ANNOUNCEMENTS 1. Staff Updates a. Main Street Market — the first 4 weeks were well attended: Week 1- 477; Week 2 (Fete des Lacs) 888; Week 3 (Ladies Night) — 330; Week 4 — 422 During this period there were between 15 and 20 vendors each week. City of Centerville P & R Meeting Minutes August 3, 2022 • Ladies Night and its' activities were very popular • Week 5 will be Kids Night with the following activities planned: face painting, bounce house, rock painting, Police & Fire with car & truck demos and the appearance of Sparky, the Fire Mascot. b. City Website — the new website and app are scheduled to be live on October 4, 2022 c. Rainbow Tree Service —the treatment of the cities' Ash trees for the Emerald Ash Borer has been completed and each tree has been tagged. d. Council Liaison — None VII.
