HomeMy WebLinkAbout2022-06-07 P & Z Minutes - Approved CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Regular Meeting of the Planning and Zoning Commission held in Council Chambers on Tuesday, June 7, 2022 at 6:30 p.m. I. CALL TO ORDER The meeting was called to order at 6:30 p.m. 1. Roll Call Present: Chairperson Linda Broussard-Vickers (via Zoom) Commissioner John Krueger Commissioner David Kubat Commissioner Darrell (DJ) Olson, Jr. Commissioner Richard Nelson Absent: Commissioner Les Kuiper Commissioner Nick Twohy Staff: City Administrator, Mark Statz Council Liaison, Russ Koski II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Administrator Statz noted that there were no changes to the agenda. Motion by Commissioner Kubat, seconded by Commissioner Krueger to Approve the Agenda as presented. All in favor. Motion carried. IV. PUBLIC HEARINGS (6:30 PM or shortly thereafter) None V. AWARDS, PRESENTATIONS & APPEARANCES 1. Mr. Alexander Haffke, 6908 Oak Circle – Request Fence Ordinance Amendment to Allow Construction Directly on Property Line without Abutting Property Owner Consent. Administrator Statz noted that Mr. Haffke would not be able to attend the P&Z meeting this month. Administrator Statz introduced the item, and discussion ensued among the commissioners. Points of interest include potential issues with the property line, maintenance issues with having to ask 6 neighbors for their permission to enter their property. The commission decided to table the item for now. Motion by Commissioner Nelson, seconded by Commissioner Olson to Table the item. All in favor. Motion carried. OLD BUSINESS Atlas Villas Memory Care Interim Use Permit Extension Administrator Statz introduced the item, noting that the developer is experiencing supply chain issues, construction spikes, and labor shortages like many others, and as a result of these conditions the developer would like an extension on their Interim Use Permit. Motion by Commissioner Kubat, seconded by Commissioner Olson to extend the Interim Use Permit for a period of two years or a Conditional Use Permit, whichever comes first. All in favor. Motion carried. VII. NEW BUSINESS 1. Emerald Ash Borer – Ordinance Review Administrator Statz introduced the item, noting that the Emerald Ash Borer (AEB) is here and has become problematic on public and private property. Discussion ensued about various diseases impacting trees and hazard prevention. The Commission agreed that ordinance revisions should be expanded to include all diseases impacting trees, not just AEB; the Commission also agrees that hazard prevention should be emphasized in the ordinance revisions. The Commission would like to review this item further, and would therefore, like to hold a public hearing on this issue. Motion by Commissioner Olson, seconded by Commissioner Nelson to hold a public hearing. All in favor. Motion carried. 2. Committee Continuity Discussion Administrator Statz reported that two members of the Commission would like to step down due to schedules. The two commissioners agreed to serve until replacements can be found. The Commission agreed to approve posting for the upcoming vacant seats. Motion by Commissioner Kubat, seconded by Commissioner Olson to approve posting of the vacant seats. All in favor. Motion carried. 3. Rescheduling of July 5, 2022 Meeting th The Commission discussed alternate dates for the next meeting due to the July 4 holiday. The Commission selected July 19 for their next meeting. The Commission also moved their August and September meetings to allow more spacing between meetings. The meeting date is August was moved to August 16 and the meeting date in September was moved to September 13. Motion by Commissioner Olson, seconded by Commissioner Kubat to reschedule their July meeting to July 19, their August meeting to August 16 and their September meeting to September 13. All in favor. Motion carried. 4. Population 5000 Discussion Administrator Statz reported that at the council’s retreat the council expressed interest in taking a closer look at population 5000. Discussion ensued about density on available, developable land. Various build-out scenarios were discussion, and commissioners discussed pros and cons of reaching a population of 5000 or more. Administrator Statz noted that state aid is granted to cities over 5000 people – aid is calculated by population. Page 2 of 3 City of Centerville Planning and Zoning Commission June 7, 2022 Motion by Commissioner Nelson, seconded by Commissioner Krueger to approve continue the discussion for the next couple of months. All others in favor. Motion carried. VIII. APPROVAL OF MINUTES 1. April 5, 2022 Planning & Zoning Commission Meeting Minutes Motion by Commissioner Kubat, seconded by Commissioner Olson to approve the Planning & Zoning Commission meeting minutes of April 5, 2022. All others in favor. Motion carried. IX. Announcements and Updates 1. Council Member Liaison Councilmember Koski reported that the ribbon cutting for Centerville Self Storage occurred earlier today, and the units are priced between $125-$300 depending on the unit. 2. Administrator’s Report City Administrator Statz reviewed the administrator’s report as presented. X. ADJOURNMENT Motion by Commissioner Olson, seconded by Commissioner Nelson to adjourn the meeting at 8:38 p.m. All in favor. Motion carried. Page 3 of 3
