CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
Pursuant to due call and notice thereof, the Regular Meeting of the Planning and Zoning
Commission held in Council Chambers on Tuesday, July 19, 2022 at 6:30 p.m.
I. CALL TO ORDER
The meeting was called to order at 6:30 p.m.
1. Roll Call

Commissioner Les Kuiper
Commissioner Nick Twohy
Absent: Commissioner David Kubat
Commissioner Jon Krueger
Staff: City Administrator, Mark Statz
Council Liaison, Russ Koski
II. PLEDGE OF ALLEGIANCE
III. APPROVAL OF AGENDA
Administrator Statz noted that there were no changes to the agenda.
Motion by Commissioner Kuiper, seconded by Commissioner Nelson to Approve the
Agenda as presented. All in favor. Motion carried.
IV. PUBLIC HEARINGS (6:30 PM or shortly thereafter)
None
V. AWARDS, PRESENTATIONS & APPEARANCES
1. Application for Appointment – Gloria Semmelink
2. Application for Appointment – Bruce Thompson
Planning Commissioners interviewed each of the applicants, taking turns asking questions.
VI. OLD BUSINESS
1. Residential Outside Storage Ordinance
Discussion ensued about proposed changes to the Residential Outside Storage Ordinance.

Motion by Commissioner Kuiper, seconded by Commissioner Twohy to recommend
adoption of the attached ordinance related to Residential Outside Storage to City
Council. All in favor. Motion carried.
2. Centra Homes – Sorel Quarter – Materials Change Review
Administrator Statz reported that the developer received their bid numbers back for materials and
prices are up 30%. They have asked for this item to be item to be tabled until they decide where to
go from here.
Motion by Commissioner Nelson, seconded by Commissioner Twohy to table the
Centra Homes – Sorel Quarter Materials Change Review. All in favor. Motion
carried.
VII. NEW BUSINESS
1. Cannabis Law Change – Ordinance Review
Administrator Statz introduced the item, referencing the information that the League of Minnesota
Cities (LMC) provided about the new law. Discussion ensued about how to proceed and staff will
discuss further with city council.
2. Accepting Resignation of Commissioners
Motion by Commissioner Twohy, seconded by Commissioner Broussard-Vickers to
accept the resignations of Commissioner Twohy, contingent upon receipt of his written
resignation, and Commissioner Broussard-Vickers. All others in favor. Motion carried.
3. Recommending Appointment of Commissioners
Motion by Commissioner Kuiper, seconded by Commissioner Nelson to recommend
appointment of commissioners of Gloria Semmelink and Bruce Thompson. All others
in favor. Motion carried.
VIII. APPROVAL OF MINUTES
1. April 5, 2022 Planning & Zoning Commission Meeting Minutes
Motion by Commissioner Twohy, seconded by Commissioner Kuiper to approve the
Planning & Zoning Commission meeting minutes of April 5, 2022 subject to
Commissioner Twhoy’s attendance being added to the minutes. All others in favor.
Motion carried.
2. May 3, 2022 Planning & Zoning Commission Meeting Minutes
Motion by Commissioner Kuiper, seconded by Commissioner Twohy to approve the
Planning & Zoning Commission meeting minutes of May 3, 2022 subject to
Commissioner Twohy’s attendance being added to the minutes. All others in favor.
Motion carried.

IX. Announcements and Updates
1. Council Member Liaison
Councilmember Koski reported that Fete des Lacs was a really great event – every evening was full,
and he thanked volunteers, sponsors, staff, the Lions, and everyone who helped make the event so
successful. He also thanked residents and neighbors for them for the inconvenience for not being
able to get around during the parade.
Councilmember Koski also thanked Linda Broussard-Vickers and Nick Twohy for their service on
the Planning Commission, noting that the city is where it is today because of their work over their
many years of service to the community.
2. Administrator’s Report
City Administrator Statz reviewed the administrator’s report as presented. He also thanked
businesses and volunteers for their support at the Fete des Lacs festival.
X. ADJOURNMENT
Motion by Commissioner Kuiper, seconded by Commissioner Twohy to adjourn the
meeting at 7:53 p.m. All in favor. Motion carried.
