HomeMy WebLinkAbout2022-05-18 EDA Minutes - Approved APPROVED CITY OF CENTERVILLE ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES May 18, 2022 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic Development Authority meeting on May 18, 2022. I. CALL TO ORDER The meeting was called to order at approximately 6:33 p.m. by President Jeff Hanzal. II. ROLL CALL* PRESENT: President Jeff Hanzal Commissioner Steve King Commissioner Mark Remillard Commissioner Darrin Mosher ABSENT: Commissioner Weatherhead STAFF: City Administrator/EDA Executive Director, Mark Statz Assistant City Administrator, Athanasia Lewis III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda The agenda was amended to add check number 001032. Motion by Commissioner Mosher and seconded by Commissioner King to approve the amended agenda. All in favor. Motion carried. III. APPROVAL OF MINUTES The minutes were revised to incorporate two minor administrative revisions. Motion by Commissioner Mosher and seconded by President Hanzal to approve the May 18, 2022 revised meeting minutes. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills Executive Director Statz reviewed the three checks in the packet as presented. a. Check List City of Centerville EDA Meeting Minutes May 18, 2022 2. Communications a. 1737 Main Street b. EDA Appointment c. Holiday lights d. Website Redesign e. EDA Letter to Residents in M1 & M2 Motion by Commissioner Mosher and seconded by Commissioner Remillard to approve the checks as presented. All in favor. Motion carried. VI. REPORTS 1. Administrator’s Report Executive Director Statz reviewed the Administrator’s Report as presented in the packet. 2. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Assistant Administrator Lewis reviewed the report, noting that the PGA 3M Open will take place thth at the TPC in Blaine from July 20 – July 24. The city submitted a list of invitees, which are included in the packet. Assistant Administrator Lewis also noted that the Quad Area Chamber’s senior event will take th place from 10am-2pm on Thursday, May 19. The Chamber is expecting good attendance. Assistant Administrator Lewis reported that the Hugo Business Association (HBA) has moved their Kids and Biz event from the spring to the fall; going forward the HBA will have their Easter Egg Hunt in the spring and their Kids and Biz event in the fall. 3. Year to Date Financials None 4. Ongoing Programs: Executive Director Statz noted that there has been no activity on the Blue Logo program, and that the CenterStage and Business Revolving Loan and Grant programs would be discussed under Old Business. VII. OLD BUSINESS 1. CenterStage Program Overview & Guidelines Michelle Koch from the Main Street Marketers provided feedback on what she thinks is working and not working on the CenterStage program. Feedback included that businesses owners are leery about the program because we are offering them something free. She also noted that it’s been confusing for business owners because she is calling on behalf of the EDA, but her email address is not tied directly to the city. Michelle noted that some businesses are simply not interested and others are just too busy. Michelle noted that people were more interested in the program in 2020 when things were more uncertain. Michelle shared that she thinks that one ad in the paper is not enough to really help businesses; she recommends either multiple ads, or the option to assist Page 5 of 5 City of Centerville EDA Meeting Minutes May 18, 2022 businesses in other ways. Executive Director Statz noted that aside from the newspaper ads, a primary element of the CenterStage program is the social media component (video, Facebook, etc.). Proposed changes to the program will be discussed at the next EDA meeting. 2. Downtown Building Condition Assessment – CDBG/HOME Grant Executive Director Statz reviewed the report that the consultant provided when he did the walk through inspection of three downtown buildings: Kelley’s, Chef Hot Hands, and Southern Rail. The estimate to bring the buildings up to code is high; Executive Director Statz has spoken to two of the owners who both expressed interest in contributing a percentage of the funds if the project is eligible under a CDBH/Home grant program. Additional discussion with the county is needed. The county noted that a rental rehabilitation program may be a possibility. Staff will follow up with the staff at Anoka County and see if they can work with us to develop a competitive program. 3. Business Revolving Loan & Grant Program Revisions Assistant Administrator Lewis reviewed the revised Business Revolving Loan & Grant program revisions as presented in the packet. Discussion ensued about whether signage should be an eligible expense or not. The EDA decided that signage should be included as an eligible expense and that it be covered at 50% one day one and 50% on day 366. Nothing else in the guidelines has changed. Motion by Commissioner Remillard and seconded by President Hanzal to allow signage as an eligible expense in the Business Revolving Loan and Grant guidelines and to pay 50% of the sign on day one and 50% on day 366. All in favor. Motion carried. 4. Swag Bags The EDA discussed a strategy for filling the swag bags. They suggested that the city email business owners and also visit them in person like they did last year. Staff will send an email blast, along with a list of what was provided last year. Staff will then follow up with a list of businesses the EDA will need to follow up with. VIII. NEW BUSINESS None IX. ADJOURNMENT Motion by Commissioner Remillard, seconded by Commissioner Mosher to adjourn the May 18, 2022 Economic Development Authority meeting at 8:17 p.m. All in favor. Motion carried. Page 5 of 5
