ECONOMIC DEVELOPMENT AUTHORITY
MEETING MINUTES
August 17, 2022
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic
Development Authority meeting on August 17, 2022.
I. CALL TO ORDER
The meeting was called to order at approximately 6:30 p.m. by President Jeff Hanzal.

III. APPROVAL OF AGENDA
1. Call for Changes to the Agenda
The agenda was approved as presented.
Motion by Commissioner Mosher and seconded by Commissioner King to approve the
amended agenda. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
The minutes were approved as presented.
Motion by Commissioner King and seconded by Vice-Chair Remillard to approve the July
17, 2022 meeting minutes. All in favor. Motion carried.
V. BILLS AND COMMUNICATIONS
1. Bills
Executive Director Lewis reviewed the checks as presented in the packet.

a. Check List
Motion by Vice-Chair Remillard and seconded by President Hanzal to approve the check list
as presented. All in favor. Motion carried.
2. Communications
a. Website Redesign
Executive Director Lewis provided an update on the city’s website redesign, showing the EDA a
draft of what the website looks like at this stage in the process. The mobile app was created this
week and more information will follow in the coming weeks.
b. Block 7/Sorel Quarter
Executive Director Lewis reported that Centra Homes has informed the city that they are no longer
pursuing a project on Block 7, siting a slow-down in the townhome market and rising costs of
inflation and building materials. Lewis also reported that there have been a couple of inquiries
about this site – one developer’s project would mirror the one proposed by Centra Homes (26-unit
townhome style development).
Executive Director Lewis also reported that a representative from Scooters Coffee requested
information about the MidWest One Bank property as they are exploring locating on this site with
the bank. Their Scooters Coffee representative advised that the 1737 Main Street location is not a
viable option for them.
VI. PRESENTATION
John Tied from Retail Strategies presented a proposal to the EDA for their consideration. The
proposal includes comprehensive data for a community profile, site analysis of select properties,
selection of retailers for the specified sites, along with contact information, an online training
academy, and coaching for one year.
VII. REPORTS
1. Administrator’s Report
Executive Director Lewis reviewed the Administrator’s Report as presented in the packet.
2. Partner Agency Reports
a. Anoka County Regional Economic Development (ACRED)
Executive Director Lewis reviewed the report as presented in the packet.
3. Year to Date Financials
Executive Director Lewis reviewed the financial report as presented in the packet.
4. Ongoing Programs:
Executive Director Statz noted that there has been no activity on the Blue Logo program, and that
the CenterStage and Business Revolving Loan and Grant programs would be discussed under Old
Business.

VIII. OLD BUSINESS
1. Business Appreciation Event
Executive Director Lewis reported that she is working on securing a speaker for the Business

Appreciation event scheduled on October 6 at 6pm at Hidden Spring Park. During this discussion
thth
the EDA decided to move the date from October 6 to October 4 with the hope that more people
would attend the event on a Tuesday evening.
IX. NEW BUSINESS
1. Proposal by Retail Strategies
Discussion ensued about the presentation from Retail Strategies. Points of interest include the area
of focus for the study (downtown vs. the east side of town), the focus of the study (redevelopment
vs. retail attraction, recruitment, along with retailer information, and other deliverables as outlined
in the Retail Strategies proposal). In addition, the EDA requested that staff explore local options
for redevelopment opportunities downtown. Staff will provide more information at the next EDA
meeting.
Motion by Vice-Chair Remillard, seconded by Commissioner King to table the proposal
from Retail Strategies, while staff explores local options. All in favor. Motion carried.
IX. ADJOURNMENT
Motion by Commissioner Remillard, seconded by Vice-Chair Remillard to adjourn the
August 17, 2022 Economic Development Authority meeting at 8:14 p.m. All in favor. Motion
carried.
