HomeMy WebLinkAbout2022-09-21 EDA Minutes - Approved APPROVED CITY OF CENTERVILLE ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES September 21, 2022 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic Development Authority meeting on September 21, 2022. I. CALL TO ORDER The meeting was called to order at approximately 6:30 p.m. by President Jeff Hanzal. II. ROLL CALL PRESENT: President Jeff Hanzal Commissioner Steve King Commissioner Darrin Mosher VACANCY: One Seat ABSENT: Vice-President Mark Remillard STAFF: Assistant City Administrator/EDA Executive Director, Athanasia Lewis III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda The agenda was approved as presented. Motion by Commissioner Mosher and seconded by Commissioner King to approve the agenda as presented. All in favor. Motion carried. IV. APPROVAL OF MINUTES There is one revision needed in the August 17 minutes, which is to add that Commissioner Remillard is Vice-President. Motion by Commissioner King and seconded by Commissioner Mosher to approve the August 17, 2022 revised meeting minutes. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills Executive Director Lewis reviewed the checks as presented in the packet. City of Centerville EDA Meeting Minutes September 21, 2022 a. Check List Motion by Commissioner Mosher and seconded by Commissioner King to approve the check list as presented. All in favor. Motion carried. 2. Communications a. Block 7 Executive Director Lewis reported that at the September 14 City Council meeting, the council approved a purchase agreement with Jim Boo and the Carson Schifsky group to move ahead on the former Centra Homes project on Block 7. The project is for a 26-unit row-style townhome development. Centra Homes sold their plans to the Schifsky group, and the preliminary and final plans will have to go to the P&Z for approval before the end of the year. b. 1737 Main Street Executive Director Lewis reported that Mike Brass contacted Administrator Statz about the possibility of Don Julios (breakfast concept) at the 1737 Main Street site – we have no additional information at this time. c. Business Appreciation Event Executive Director Lewis reported that the details for the upcoming annual business appreciation event have been finalized. Wiseguys pizza will provide the food and Gregory Frahm-Gilles will give the keynote speech. VI. PRESENTATION 1. Gregory Frahm-Gilles, ACRED Gregory Frahm-Gilles, the Anoka County Regional Economic Development Director, introduced himself to the EDA and gave a brief presentation on what he has been working on since he started on August 1st. Since he began in his new role, Gregory has been meeting with the twenty-one municipalities in Anoka County and learning the definitions of economic development in each of them. Gregory’s role is to help cities identify their goals and priorities and help move them forward. At the county level, ACRED is working on broadband, border-to-border grants, and workforce initiatives. 2. EDA Candidate Anthony Smith The EDA interviewed Anthony Smith for the EDA vacancy 3. EDA Candidate Chris Swenson The EDA interviewed Chris Swenson for the EDA vacancy VII. REPORTS 1. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Executive Director Lewis reviewed the report as presented in the packet. Ongoing Programs: Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet. 2. d. Administrator’s Report Executive Director Lewis reviewed the Administrator’s Report as presented in the packet. VIII. OLD BUSINESS 1. Business Appreciation Event Executive Director Lewis reviewed the item as presented in the packet. IX. OLD BUSINESS 1. Trunk or Treat Event Executive Director Lewis reviewed the Trunk or Treat event as presented in the packet and the Parks and Recreation Committee Chair was present to answer questions about the event and co- sponsorship logistics. Motion by Commissioner Mosher, seconded by Commissioner King to donate $300.00 to co- sponsor the trunk or treat event. All in favor. Motion carried. 2. Scope of Work for Downtown Redevelopment Study Executive Director Lewis reviewed the proposed scope of work for a downtown redevelopment study as presented, noting the outcome of the study would confirm if mixed use is a viable option for downtown, if so, what metrics are needed, and how to get there from where we presently are. Discussion ensued. Motion by Commissioner Mosher, seconded by President Hanzal to bring the scope of work to the city council to see if they had input for the scope. All in favor. Motion carried. X. NEW BUSINESS 1. Committee Applications The EDA discussed the EDA candidates. Both candidates interviewed very well. Motion by Commissioner King to recommend to council approval of candidate Anthony Smith to fill the EDA vacancy. Motion failed due to no second. Motion by Commissioner Mosher, seconded by President Hanzal to recommend to council approval of Candidate Chris Swenson to fill the EDA vacancy. Roll call: President Hanzal and Commissioner Mosher Aye, Commissioner King Nay. Motion carried (2/1). XI.
