ECONOMIC DEVELOPMENT AUTHORITY
MEETING MINUTES
November 16, 2022
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic
Development Authority meeting on November 16, 2022.
I. CALL TO ORDER
The meeting was called to order at approximately 6:31 p.m. by President Jeff Hanzal.
II. ROLL CALL*

Commissioner Chris Swenson

STAFF: Assistant City Administrator/EDA Executive Director, Athanasia Lewis

III. APPROVAL OF AGENDA
1. Call for Changes to the Agenda
The agenda was approved as presented.
Motion by Commissioner Mosher and seconded by Commissioner Swenson to approve the
agenda as presented. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
The minutes were approved as presented.
Motion by Vice-President Remillard and seconded by Commissioner Swenson to approve
the October 19, 2022 meeting minutes. All in favor. Motion carried.

Executive Director Lewis reviewed the checks as presented in the packet.
a. Check List
Motion by Vice-President Remillard and seconded by Commissioner King to approve the
check list as presented. All in favor. Motion carried.
2. Communications
a. Block 7
Executive Director Lewis provided an update on Block 7 as presented in the packet.
b. Aldi
Executive Director Lewis provided an update as presented in the packet.
c. Scooters Coffee
Executive Director Lewis provided an update as presented in the packet.
VII. PRESENTATION
President Hanzal was presented with a plaque for his service to the city.
Former EDA member Jim Weatherhead was presented with a plaque for his service to the city.
Attorney Glasser provided an overview of the open meetings law and Roberts Rules of Order; he
provided a couple of handouts to be used for quick reference.
VIII. REPORTS
1. Partner Agency Reports
a. Anoka County Regional Economic Development (ACRED)
Executive Director Lewis reviewed the report as presented in the packet.
2. b. Year to Date Financials
Executive Director Lewis reviewed the financial report as presented in the packet.
1. c. Ongoing Programs:
Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet.
2. d. Administrator’s Report
Executive Director Lewis reviewed the Administrator’s Report as presented in the packet.
Executive Director Lewis also reviewed the Request for Proposal (RFP) that was issued for a
downtown redevelopment market study. Discussion ensued about the project scope, key dates and
next steps.
Commissioner Mosher brought a copy of the Lino Living Magazine and asked members what they
knew about it or how the city could submit content, since the magazine is mailed to Lino Lakes

and Centerville residents. Executive Director Lewis said that she would look into this and follow-
up with more information soon.
IX. OLD BUSINESS
1. EDA Applications
Executive Director Lewis reviewed the items as presented in the packet and the EDA will hold a
work session at 6:00 pm on December 21 to interview applicants.
Motion by Vice-President Remillard, seconded by Commissioner Swenson to schedule a
work session on December 21 at 6pm to interview EDA applicants. All in favor. Motion
carried.
XI. NEW BUSINESS
1. Resolution recognizing President Hanzal’s Service to the city
The EDA thanked President Hanzal for his years of service to the city.
Motion by Commissioner Swenson, seconded by Vice-President Remillard to adopt a
resolution recognizing President Hanzal for his service to the city. All in favor. Motion
carried.
XI. ADJOURNMENT
Motion by Vice-President Remillard, seconded by Commissioner Swenson to adjourn the
November 16, 2022 Economic Development Authority meeting at 7:53 p.m. All in favor.
Motion carried.
