CITY OF CENTERVILLE ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES November 16, 2022 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic Development Authority meeting on November 16, 2022. I. CALL TO ORDER The meeting was called to order at approximately 6:31 p.m. by President Jeff Hanzal. II. APPROVAL OF AGENDA 1. Call for Changes to the Agenda The agenda was approved as presented. Motion by Commissioner Mosher and seconded by Commissioner Swenson to approve the agenda as presented. All in favor. Motion carried. IV. APPROVAL OF MINUTES The minutes were approved as presented. Motion by Vice-President Remillard and seconded by Commissioner Swenson to approve the October 19, 2022 meeting minutes. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills City of Centerville EDA Meeting Minutes November 16, 2022 Executive Director Lewis reviewed the checks as presented in the packet. a. Check List Motion by Vice-President Remillard and seconded by Commissioner King to approve the check list as presented. All in favor. Motion carried. 2. Communications a. Block 7 Executive Director Lewis provided an update on Block 7 as presented in the packet. b. Aldi Executive Director Lewis provided an update as presented in the packet. c. Scooters Coffee Executive Director Lewis provided an update as presented in the packet. VII. PRESENTATION President Hanzal was presented with a plaque for his service to the city. Former EDA member Jim Weatherhead was presented with a plaque for his service to the city. Attorney Glasser provided an overview of the open meetings law and Roberts Rules of Order; he provided a couple of handouts to be used for quick reference. VIII. REPORTS 1. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Executive Director Lewis reviewed the report as presented in the packet. 2. b. Year to Date Financials Executive Director Lewis reviewed the financial report as presented in the packet. 1. c. Ongoing Programs: Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet. 2. d. AdministratorÓs Report Executive Director Lewis reviewed the AdministratorÓs Report as presented in the packet. Executive Director Lewis also reviewed the Request for Proposal (RFP) that was issued for a downtown redevelopment market study. Discussion ensued about the project scope, key dates and next steps. Commissioner Mosher brought a copy of the Lino Living Magazine and asked members what they knew about it or how the city could submit content, since the magazine is mailed to Lino Lakes Page 5 of 5 City of Centerville EDA Meeting Minutes November 16, 2022 and Centerville residents. Executive Director Lewis said that she would look into this and follow- up with more information soon. IX. OLD BUSINESS 1. EDA Applications Executive Director Lewis reviewed the items as presented in the packet and the EDA will hold a work session at 6:00 pm on December 21 to interview applicants. Motion by Vice-President Remillard, seconded by Commissioner Swenson to schedule a work session on December 21 at 6pm to interview EDA applicants. All in favor. Motion carried. XI. NEW BUSINESS 1. Resolution recognizing President HanzalÓs Service to the city The EDA thanked President Hanzal for his years of service to the city. Motion by Commissioner Swenson, seconded by Vice-President Remillard to adopt a resolution recognizing President Hanzal for his service to the city. All in favor. Motion carried. XI. Quad Area Chamber - The Quad Area Chamber held an "Ask the Expert Breakfast Networking with Centennial Schools" event on December 8th. At this event staff, chamber members, school board members, the principal, and superintendent toured the Centennial High School and talked about the future workforce. Rainbow Tree Care will complete the work, which will also provide GIS/GPS data for each tree. This is the first phase of an overall inventory of trees which will assist with a long-term sustainable tree plan. First of Two Annual Skate/Sled Nights The Committee is ready for the January 14, 2023 event and the Public Works staff will be flooding the rinks as the weather turns colder. Skating, sledding, hot coca, popcorn, sÓmores, a bonfire, snowshoeing, kick-sledding and some contests for prizes will be taking place at Laurie LaMotte Memorial Park that evening. Wargo Nature Center will be providing the snowshoes and kick- sleds that will be on site for use by participants. There are no fees associated with this event; so bring a parent, friend, neighbor, etc. Rink Attendants Wanted The city is accepting applications for warming house attendants. Applicants must be 16 years old to apply. Veterans Day Ceremony The city recently hosted a Veterans Day Ceremony, on November 9 from 5:00pm to 7:00pm at City Hall. The event included a flag ceremony, presentations by the Beyond the Yellow Ribbon Network and a review of the veteransÓ exhibit, hosted by Rebecca Ebnet-Desens (pictured above), from the Anoka County Historical Society. Amazon EV Charging Stations The Planning & Zoning Commission discussed AmazonÓs plan for 260 electric vehicle charging stations at their December 6 meeting. The plan was approved with recommendations outlined in a memo from the fire chief and a request for Amazon to provide fire suppression equipment that would reduce the time and resources used in the event of a fire. Happy Holidays from the EDA The cityÓs Economic Development Authority (EDA) has a limited number of wreaths available to display at Centerville businesses. If you are a local businesses owner and would like one of these wreaths then please contact city hall at 651-429-3232. Since there is a limited supply of these wreaths, they will be distributed on a first come, first serve basis. CENTENNIAL LAKES POLICE DEPARTMENT Two New CLPD Officers Meet CLPDÓs two newest officers, Ashley Koivisto and Danielle Wressell. Ashley formerly worked as a law enforcement officer at the Federal Reserve Bank in Minneapolis, and Danielle previously worked as a dispatcher and a commercial vehicle inspector with the Minnesota State Patrol. We are very excited to have them join our team! When you get the chance, please give them a warm welcome. CENTENNIAL FIRE DISTRICT Annual Santa Parade Re-Cap The Centennial Firefighters and Santa were pleased with the amount of food donations (873.8 lbs.), toys and cash received during their recent Santa Parade on December 10, 2022. All donations stay locally and they pass on their appreciation to all who participated! Scouts Donate Popcorn A big thank you to Scouts from Troop 492 for their donation of popcorn to the Centennial Fire District. Christmas in the Park This was the first annual Christmas in the park sponsored by the Centerville Lions/Centennial Fire District. Weather and turn-out was more than expected (500 people participated). The Lions offered free hot cocoa, hot dogs, pb and j sandwiches, a bonfire, photos with Santa and his elves along with horse-drawn carriage rides. Centennial Fire reports that they accepted toys and food donations (564 lbs.) at this event also and thank all that donated! COMMUNITY DEVELOPMENT Project Map Staff has prepared a map of all active developments to help everyone get a better picture of whatÓs happening around our community. The number you see at the heading of each item in this section corresponds to a number on the map, which is attached to the end of this report. (9) Block 7 Property (Downtown) The city approved a purchase agreement with a developer (Schifsky Companies) who continues to explore the viability of the site for a townhome style development. City staff recently met with Mr. Schifsky to look at ways to more efficiently engineer the siteÓs stormwater infrastructure. stnd (3)(4) Old Mill Estates 1 and 2 Additions The developer has finished black dirt and seed work in boulevards and around ponds. They continue to work to finalize wetland and other watershed permits. Construction of the gravel base for the trail between Old Mill Court and Laramee Lane is now complete. Concrete work will be completed in the spring to ensure the base has a chance to settle over the winter. (16) Centerville Self Storage The facility is now open for business. The developer has made progress to address drainage issues along the north side of the facility and will continue to work on minor clean-up items. (1) Bay View Villas (Waterworks Site) The developerÓs landscaping crew has finished sod work near the cul-de-sac and has just a few items from the punch list remaining. (8) Atlas Villas Memory Care Project (1825 Main Street) The facilityÓs application has been accepted by the state, and they are currently awaiting approval. Atlas is planning on having residents on February 1st. With regard to the building, Atlas is ensuring compliance, and stocking shelves in preparation for opening. Once the installation of ceiling lights is complete, Atlas will have an open house. (10-14) Rehbein Commercial thst The sidewalk on the north side of Main Street, between 20 Avenue and 21 Avenue will be graded and poured in the spring. Other punch list items remain. (13) Kwik Trip Construction on the building and site continues. Concrete pavement installation is now complete along with th the turn lane on Main Street. The store anticipates opening on December 29. The ribbon cutting will be on th January 4 at 11:00 AM with an Open House from 10 AM to Noon. (2) Peterson Shores Staff met with a prospective builder on site to discuss sewer and water connections as well as grading and driveway issues. (17, 19) Rehbein Industrial Record Plans for the project have been submitted and reviewed. Once permit closure is achieved, the project can be closed out. (18) Max Storage (Fairview Street) A building permit has now been issued for construction of Building #1 of 2. The developers have decided to wait until spring to begin construction. (17) Amazon Fulfillment Center Just after Thanksgiving, the first tip-up wall panels for the new Amazon facility went up as the building takes shape. As of the time of this report, all tip up panels have now been installed and the building shell should be up by the end of the month, so that work on the interior can continue through the winter. AmazonÓs representatives, have asked the planning commission to review a proposal to install a total of 260 Electric Vehicle (EV) charging stations. Our site will be one of the first EV-ready Amazon sites in the country. The Commission and City Council have both now reviewed and approved the plan. A second meeting for the Corridor Study was held on December 12. Stakeholders heard from the consultant on their initial data gathering and analysis. Next steps will be developed, looking at intersection evaluations and other more specific corridor issues. The study will prioritize area-wide transportation improvements to address increased traffic from Amazon and surrounding growth. The study will examine 20th Avenue from st Birch Street to 80th Avenue, and the intersection of 21 Ave. and Main Street. st Work on the 21 Avenue Floodway Impacts study has now been authorized, through an agreement with the Rice Creek Watershed District. The study will supply required documentation to the Federal Emergency st Management Administration (FEMA), to demonstrate that the culvert placed under 21 Avenue with the Distribution Alternatives project did not affect the flood elevation in the area. Once complete, the study and resulting paperwork will clear the way for AmazonÓs Flood-fringe excavations. PUBLIC WORKS Commercial Water Connection Fee Assistance At the last City Council meeting, the Council voted to extend the program through the end of 2023. The program offers half-priced hook-up charges for businesses hooking to city water. Toolcat The public works department recently took delivery of the new Toolcat and received training on its operation. Seen here, it was used to do some spot sweeping in our parking lot and on some neighborhood streets, using our box sweeping attachment. The new piece of equipment has proven quite versatile in using our existing attachments as well as some new ones. The annual rain garden mowing at Hidden Spring Park was done with the brush cutter attachment and trails were cleared with the snow blower after the recent storm. Wellhead Protection Plan The Minnesota Department of Health held a kick-off meeting with city staff and consultants for the implementation of the cityÓs Part-2 Wellhead Protection Plan. The group reviewed items in the documents and the timelines associated with various activities. Staff will be following up on the action items over the course of the next few months. City staff recently completed final paperwork and receive reimbursement from the Department of Health associated with a grand for sealing of a well in the downtown at no cost to the city or resident. With the completion of this grant, the city can now apply for other grants related to the Wellhead protection plan. Well #2 Repairs City staff has applied for a reimbursement grant from Xcel Energy for the installation of the Variable Frequency Drive (VFD), used in the repairs for Well #2. 2022 Thin Overlay Program and City Hall Parking Lot Improvements An Assessment Hearing has now been scheduled for January 25 to finalize individual assessments for the overlay portions of the project. Look for your mailed notice of the hearing for official details. City Hall Parking Lot Lighting The City Council reviewed and approved plans for proposed lighting at City Hall. The work would be quoted for construction in the spring of 2023 in an effort to allow time to secure a grant through the Occupational Safety and Health Administration (OSHA). Downtown Streetscaping In 2010, as the county reconstructed County State Aid Highway 14, the city invested in streetscaping to help make Main Street a welcoming corridor. This included trees, lights, decorative boulevards and trails. Since then, the cityÓs EDA has made additional investments, including banners and seasonal decorations. Our public works department has recently doubled their efforts to keep that infrastructure looking its best. Over the past two years, we have painted hydrants, painted light pole bases and changed out light bulbs. This fall, you may have noticed a quick replacement of four trees which were failing to thrive. Growing trees in a salt- heavy boulevard, surrounded by concrete can be a challenge and tree replacement is a necessary part of our maintenance program. Two proposals were received on December 7th, one from Civic Intelligence, and one from Loci. Interviews were conducted the week of December 12-16. Both firms have the educational qualifications to complete the desired scope of work, however, the Loci has more experience preparing market studies like the one the EDA has commissioned. Staff is recommending that the EDA select Loci to prepare the downtown redevelopment market study.
