For the immediate future, that will continue to mean using our existing logo. We have been working with professionals to "clean up" our logo and ensure we have consistent use of it across all departments. One of the things we would like to do is to order some logoed apparel for city staff, and perhaps the council and committees. We have also had some requests from members of the public, wanting to order their own logoed shirts, etc. Staff is concerned with the use of the city's logo by those not directly involved with the city. Some concerns, include: misuse of the logo (changing colors, fonts, etc.), offensive use of the logo, and malicious use of the logo (wearing logoed apparel and posing as a member of city staff). As with previous projects of this nature, adjacent property owners have been assessed a portion of the costs. The assessment amount has been proposed at $650/lot for residential parcels and $6.50/front foot for commercial and institutional parcels. A public Improvement Hearing was held last year. At this meeting, a public Assessment Hearing will be held to hear testimony from the public on the appropriateness of the proposed assessments. COUNCIL MEETING I. CALL TO ORDER Mayor D. Love called the meeting to order at 6:30 p.m. ROLL CALL Not Approved PRESENT: Mayor D. Motion carried. VIII.OLD BUSINESS 1. Res. #23-0XX – Adopting the 2023 List of Appointments Administrator Statz stated that with vacancy created by the resignation of Council Member Lakso, he has simply left her previous appointment assignments blank, assuming the alternate would step in until a new Council Member is appointed. Mayor Love pointed out that we should not leave the Acting Mayor spot open. Administrator Statz explained that there is no policy but that it has been our practice to have the most senior member of the council act in that capacity if both Mayor and Acting Mayor are absent. Since Council Member Koski has the most consecutive years on the Council, he would be appropriate for acting Mayor. Council Member King would be next in line since he and Council Member Mosher began their current service on the same date, but Council Member King has previous (non-contiguous) years of service. Some discussion ensued as to whether or not the list of appointments should wait until a new Council Member is seated. Administrator Statz stated that it was important to formally fill these appointments now with the intent to re-visit the list after the new candidate is named. Council Member Lakso served as the city’s representative on the Anoka County Page 2 of 6 City of Centerville City Council Meeting Minutes January 11, 2023 Fire Protection Council. Council member King is the current alternate and would assume the role, at least initially. Administrator Statz was asked to look into whether or not this representative needed to be a City Council Member. Motion by Council Member Mosher, seconded by Council Member Koski to Approve of the List of 2023 Appointments, as Presented with the Noted Changes. All in favor. Motion carried. IX. NEW BUSINESS 1.Res. #23-0XX – Accepting the Resignation of Council Member Lakso and Declaring a Vacancy on the City Council Administrator Statz began the discussion, by mentioning that the actions described in packet are merely staff suggestions that there a number of ways to approach the resignation of Council Member Lakso. He st noted that, Ms. Lakso had officially taken office on the 1 Monday of year, as detailed in state statute. Further, if more than two years remain on a vacated seat’s term, a special election is required “at or before” the next regular city election. The recommendations contained in the resolution, appoint someone on January 25, 2023 after seeking letters of interest from candidates. Then, a special election would be held in conjunction with regular elections in November, 2024. This approach leaves about two weeks for acceptance of letters. Staff is open to discussion of other processes. Mayor Love thanked Lakso for many years of service to the Council and City and stated that she should be proud of her work. When Michelle ran 5 years ago, she brought an important female perspective to the Council and he feels this is still an important piece of puzzle. Mayor Love clarified that applications are welcome from all candidates, regardless of gender. He went on to say that it would be ideal to have a candidate seated in time to participate in the late February/early March Strategic Planning retreat. Council Member Koski thanked Council Member Lakso for her dedication to City and commitment to the citizens. She did bring a unique perspective and way of thinking and he sincerely appreciated her. Council Member Koski said she will be missed and that we wish her well. Koski reiterated that it would be nice to have someone in place prior to the goal setting meeting but questioned whether we could hit that timeline, given the short window for applications. Love said it is a goal but not set in stone. Council Member Mosher stated that it was a pleasure to serve with her. He hopes to field a strong set of candidates and looks forward to going through applications. He encouraged folks to research and find out the time commitment and what it entails. He generally approved of the presented timeline and agreed it would be nice to have prior to goal setting but if not so be it. Jr. Council Member Shaw said it would be nice to have a large pool of 6 or more to get a feel for what the community wanted and to make the best choice. Administrator Statz stated that if the pool of candidates is six or less he would advise that the Council interview them before the meeting. If there are more than six, we may come back and rearrange pushing the timeline into February. Motion by Council Member Koski, seconded by Council Member Mosher to Approve Resolution #23-0XX Accepting the Resignation of Council Member Lakso and Declaring a Vacancy on the City Council, as Presented. Mayor Love asked if it could be accessed through the mobile app. Administrator Statz said he thought it could and would verify and correct if necessary. 2. Res. #23-0XX – Accepting a Donation from Kwik Trip to the Parks & Recreation Committee Administrator Statz reminded the council that formal action was required to accept donations. Kwik Trip donated to the City’s Parks Department and the Police Department. Since the police are a separate entity, they would accept at their next meeting. Mayor Love thanked Kwik Trip for coming to Centerville. Motion by Council Member Mosher, seconded by Council Member Koski to Approve Resolution #23-0XX Accepting a Donation from Kwik Trip to the Parks & Recreation Committee, as Presented. All in favor. Motion carried. Koski thank Kwik Trip for the donation to Centennial Lakes Police Department, as well. 3. Res. #23-0XX – Accepting a Donation from the Centerville Lions Club to the City to Defray the Costs of Fete des Lacs Administrator Statz described how the city has been operating a joint festival with lions for several years. Donations from local businesses have been growing for several years and have reached a point where they can now defray the costs of the event, in an effort to held keep events free. Therefore, the Lions wish to make a donation to the city to help defray our costs as well. Koski thanked the Lions for all that they do in the community, much of which goes unnoticed. Mayor Love also thanked Lions for everything they do. Motion by Council Member Mosher, seconded by Council Member Koski to Approve Resolution #23-0XX Accepting a Donation from the Centerville Lions Club to the City to Defray the Costs of Fete des Lacs, as Presented. All in favor. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1.Administrator/Engineer Report – Administrator Statz stated that the mobile app has now launched. He encouraged people to download and utilize it and explore and website, as it is fairly new and let us know what you think. Remember skate night this Saturday. Another Skate Night is scheduled for February. Volunteer opportunities exist on P & R and P & Z Commission. The application form is the same form as for the open seat on Council. A Grand Opening for Kwik Trip was held and was nice event. The EDA is working with new businesses to help get them kicked off through their CenterStage program. Administrator Statz reminded everyone to clear snow from around hydrants. Atlas Villas has had one open house and another is scheduled for next Saturday at noon. We are very pleased with the two senior facilities in town and Amazon’s facility is shaping up Page 4 of 6 City of Centerville City Council Meeting Minutes January 11, 2023 nd nicely. A public hearing (the 2 hearing in the assessment process) is scheduled for January 25, 2023 for the 2022 Thin Overlay Program and has been noticed in paper. Junior Council Member Shaw thanked the Council for allowing him the opportunity and anticipates having a great year with Council and hopes to contribute a lot. 2. Council Reports a.Vacant Parks & Recreation – No update Anoka County Fire Protection Council – No update b.Koski – Council Member Koski reminded citizens that clearing hydrants and sidewalks very important and encouraged people to give a hand to someone in need and keep an eye out on th neighbor. He also announced that the Lions 40 Annual Ice Fishing Contest is on February 18, 2023. Koski thanked Michelle for her years of service and thanked the Lions and all volunteers, recognizing that often, the same people are helping out with multiple events and he appreciates their efforts. Christmas in the park was a well attended event and Council Member Koski thanked the Lions and Fire Department for putting it on. Planning & Zoning Commission – January 17 meeting upcoming. Fire Steering Committee – January 19 meeting upcoming. c.King - Economic Development Authority – No update Fire Steering Committee – No update Parks & Recreation Committee – No update d.Mosher – Economic Development Authority – January 18 meeting. Police Governing Board – January 19 meeting. e. Love – Mayor Love welcomed Centerville to 2023 with a Happy New Year and is looking nd forward to great year. The 2 Jr. Council Member to be appointed to the position is Rowan Shaw; welcome Rowan. Mayor Love also thanked Michelle for her years of service. He attended the Grand Opening for Kwik Trip and is happy to have them in town. He noted that he recently saw customers at all gas pumps within the community and hoped that citizens would continue to patronize all businesses in town. Mayor Love also attended an open house at Atlas Villas Memory Care and noted that it is a beautiful facility with unique amenities, curb appeal and an impressive inside. North Metro Telecommunications Commission – Mayor Love attended a NMTC meeting, the previous week and reported that the news team wrapped up elections and post- election coverage along with Blaine’s Veteran’s Program and Guns and Hoses Hockey. This year, the team will again produce an Arrive Alive video, which requires intense production organization. Close Captioning continues and a pay study is nearing conclusion. A recommended COLA increase of 4% was approved. The commission is preparing for leadership transition. Page 5 of 6 City of Centerville City Council Meeting Minutes January 11, 2023 Police Governing Board – Other Mayoral Reports - Mayor Love informed the group that he wrote a letter personally, to State representatives regarding the Homestead Market exclusions and the fact that the thresholds for those benefits have not increased with the value of homes. He encouraged the representatives to do something about this issue. XI. TruGeen has provided this service for the last 20+ years for the city. In 2019, we sent out requests for bids and the only other submitter was 58% higher with 8% increases for years 2020 and 2021. Trugreen has not increased their price since 2019. Staff recommends continuing Trugreen fertilization and weed control program for 2023 with an increase in cost of 6.5% from 2022 for a total of $7,629.06. (9) Block 7 Property(Downtown) The city approved a purchase agreementwith a developer (Schifsky Companies) who continues to explore the viability of the site for a townhome style development. City staff recently met withMr. Schifsky to look at ways to more efficiently engineer the site’s stormwater infrastructure. stnd (3)(4)OldMillEstates 1and 2Additions The developer has finishedblack dirt and seed work in boulevards and around ponds. They continue to work to finalize wetland and other watershed permits. Construction of the gravel base for the trail between Old Mill Court and Laramee Lane is now complete. Concrete work will be completed in the spring to ensure the base has a chance to settle over thewinter. (16) CentervilleSelf Storage Thefacilityis now open forbusiness.The developer has made progress to address drainage issues along the north side of the facility and will continue to work on minor clean-up items. (1) BayViewVillas(WaterworksSite) The developer’s landscaping crew has finished sod worknear the cul-de-sac and has just a few items from the punch list remaining. (8) AtlasVillasMemoryCareProject (1825 MainStreet) Atlas Villas is hosting open houses on January 7th, January 14th, and January 21st. Tours will be given at each of these events. Record plans have been submitted and reviewed. (13) KwikTrip Construction is complete with the exception of some punch list items and the sidewalk along Main Street, in the spring. The store is now open! (2) PetersonShores Staff met with a prospective builder on site to discuss sewer and water connections as well as grading and driveway issues. (17, 19) RehbeinIndustrial Record Plans for the project have been submitted and reviewed. Once permit closure is achieved, the project can be closed out. (18) Max Storage (FairviewStreet) A building permit has now been issued for construction of Building #1 of 2. The developers have decided to wait until spring to begin construction. (17) AmazonFulfillmentCenter The building shell is now up and work on the van loading area canopy has begun. Site work will continue in the spring. Interior work on the building continues. A secondmeeting for the Corridor Study was held onDecember 12.Stakeholders heardfrom the consultant on their initial data gathering and analysis. Next steps will be developed, looking at intersection evaluations and other more specific corridor issues.The study will prioritize area-wide transportation improvements to address increased traffic from Amazon and surrounding growth. The study will examine 20th Avenue from st Birch Street to 80th Avenue, and the intersection of 21 Ave. and Main Street. st Work on the 21Avenue Floodway Impacts study has now been authorized, through an agreement with the Rice Creek Watershed District. The study will supply required documentation to the Federal Emergency st Management Administration (FEMA), to demonstrate that the culvert placed under 21Avenue with the Distribution Alternatives project didnot affect the flood elevation in the area. Once complete, the study and resulting paperwork will clear the way for Amazon’s Flood-fringe excavations. Wellhead ProtectionPlan The Minnesota Department of Health held a kick-off meeting with city staff and consultants for the implementation of the city’s Part-2 Wellhead Protection Plan.Thegroup reviewed items in the documents and the timelines associated with various activities.Staff will be following up on the action items over the course of the next few months. City staff recently completed final paperworkand receive reimbursement from the Department of Health associated with a grand for sealing of a well in the downtown at no cost to the city or resident. With the completion of this grant, the city can now apply for other grants related to the Wellhead protection plan. Well #2 Repairs City staff has applied for a reimbursement grant from Xcel Energy for the installation of the Variable Frequency Drive (VFD), used in the repairs for Well #2. 2022 Thin Overlay Program and City Hall Parking Lot Improvements An Assessment Hearing is scheduled for Wednesday, January 25, 2023 at 6:30 p.m. in Council Chambers to finalize individual assessments for the overlay portions of the project. Benefiting/abutting property owners should have received amailed noticewith a specific amount to be assessed.Those wishing to contest their assessment must submit written notice to do so at or before the hearing. Overlay Program City staff have evaluated the roads and determined that nooverlay project will be completed in 2023. City Hall Parking Lot Lighting The City Council reviewed and approved plans for proposed lighting at City Hall. The work would be quoted for construction in the spring of 2023 in an effort to allow time to secure a grant through the Occupational Safety and Health Administration (OSHA).
