HomeMy WebLinkAbout2022-10-03 P & R Minutes - Approved Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a scheduled meeting on October 5, 2022 in the Council Chambers at City Hall and it was live streamed at: https://northmetrotv.com/channel-15-live-stream. Present: Committee Member Emem Akpan Committee Member Heidi Errickson-Grahek Committee Member Kathy Freiermuth Committee Member Jessica Kubat Committee Member Brian Peterson Committee Member Suzanne Seeley Also Present: Ms. Teresa Bender, City Clerk Mr. Steve King, Council Liaison Absent: None I. CALL TO ORDER Committee Chair Errickson-Grahek called the October 5, 2022 meeting of the Parks and Recreation meeting to order at 6:40 p.m. in the Council Chambers at the Centerville City Hall. II. APPROVAL OF AGENDA Motion made by Committee Member Seeley, seconded by Committee Member Errickson- Grahek to accept the agenda as presented. All in favor. Motion carried. III. APPEARANCES – Mr. Jacob Hart Mr. Jacob Hart, 7305 Brian Drive, appeared before the committee members to express his concerns rd regarding the completion of the sidewalk and adding a pedestrian crossing at the 73 Street/20th Avenue intersection which would provide for pedestrian safety. His presentation was very thorough and provided the committee with options to consider, such as a stripped flat or raised walkway, stoplights and/or roundabout. Because a potential crosswalk would be on a County Road and not a city street, the committee can make recommendations to the City Council to communicate and work with the county regarding the item. th It was stated that Anoka County was completing a plan for 20 Avenue, the Committee felt that information and having an opportunity to speak to the county may help in working actively together on projects such as pedestrian crossings, etc. not only this roadway but others in town. City Administrator Statz has had communication with Mr. Jerry Auge from the county already. Committee Member Brian Peterson introduced his friend and neighbor, Mr. Paul Lundh, who was observing the meeting and may be a potential committee member. IV. PUBLIC HEARINGS – NONE V. UNFINISHED BUSINESS 1. Volunteer Appreciation Event The event has been scheduled for October 25 at 6:30 p.m. and will be held at the Church of St. Genevieve in the front room. A sample invitation was reviewed and appropriate changes were made. The list of volunteers is being compiled, with approximately 75 individuals who will be forwarded invitations shortly or sent via email. Committee members should arrive by 6:00 p.m. to assist with setup. 2. Skate/Sled Nights The events have been scheduled for Saturday, January 14 and Friday, February 10 with both events running from 6:00 pm to 9:00 pm, weather permitting. Committee Member Seeley will contact Wargo Nature Center to inquire about the availability of snowshoes, kick sleds and fat tire bikes for both events. A bonfire along with free popcorn, s’mores and hot chocolate will be provided. Committee members reviewed the proposed flyer and decided to include a sledding contest. The 11 x 17 size is suggested for the Kiosk. The remaining marketing, including the city website, Facebook, Twitter, schools, Church Bulletins, Administrators Report, local business and day cares and the electronic sign at City Hall, etc., should be started at the end of December or early January. Motion made by Committee Member Peterson, seconded by Committee Member Seeley to recommend to Council to expend up to $600 for expenses associated with the events. All in favor. Motion carried. VI. NEW BUSINESS 1. Trail/Sidewalk Discussion Discussion ensued regarding Mr. Hart’s presentation regarding pedestrian and bicycle safety at the rdth intersection of 73 Street and 20 Avenue with the understanding that the City will have input in the future planning for the roadway with the County. 2. Permit Application – Use of Laurie LaMotte Park A Park Facility Permit Application was received, dated September 22, from Ms. Claire Olson for the use of the picnic shelter at Laurie LaMotte Memorial Park on Saturday, October 15, 2022 from 9:00 am to 3:00 pm to launch a campaign volunteer event. Motion made by Committee Member Peterson, seconded by Committee Member Errickson- Grehek to recommend to Council approval of the request. All in favor. Motion carried. 3. Special Event Permit Application – City Trails A Special Event Permit Application was received Ms. Cori Sendle, ISD 12 Community Education, for the Halloween Hustle 5K Run scheduled for October 29, 2022, from 9:00 am to noon. The run begins and ends at the school and utilizes trails within the City and Anoka County. A permit has been submitted to and approved by Anoka County. Motion made by Committee Member Peterson, seconded by Committee Member Kubat to recommend to Council approval of the request. All in favor. Motion carried. 4. Business Outreach for Support of P & R Events and Activities This item was placed on the agenda through a request of the sub-committee for the Trunk or Treat Event scheduled in conjunction with the Halloween Hustle 5K Run. An email was forwarded to local businesses regarding their participation and no responses have been received. Discussion ensued regarding visiting local businesses, requesting financial support/participation and volunteering at the event. Discussion also took place regarding promotion by the Quad Area Chamber of Commerce. VII. APPROVAL OF MINUTES 1. None VIII. ANNOUNCEMENTS/UPDATES 1. Staff Updates City Website – the new website went live on October 4; the app should be live within two weeks due to additional programming. Ms. Athanasia Lewis, Assistant City Administrator thanked all who worked to develop this new website. 2. Council Liaison Report 1. None 3. Halloween 5K Hustle, Trunk & Treat Update Discussion as to the number of vehicles to be available for the Trunk and Treat event, decorating them, and the use of a city truck also for handing out treats, etc. IX. ADJOURNMENT Motion made by Committee Member Kubat, seconded by Committee Member Akpan to adjourn the October 5, 2022 P & R Meeting at 8:19 p.m. All in favor. Motion carried.
