HomeMy WebLinkAbout2023-01-11 CC Minutes - Approved Approved CITY OF CENTERVILLE CITY COUNCIL MEETING JANUARY 11, 2023 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled City Council Meeting on January 11, 2023 in Council Chambers of City Hall and it was also live streamed by North Metro TV. COUNCIL MEETING I. CALL TO ORDER Mayor D. Love called the meeting to order at 6:30 p.m. ROLL CALL PRESENT: Mayor D. Love* Council Member Russ Koski Council Member Darrin Mosher* Junior Council Member Rowan Shaw (Non-Voting) *Mayor Love and Council Member Mosher were sworn in at this meeting. ABSENT: Council Member Steve King Council Member Michelle Lakso** **Council Member Lakso’s resignation was submitted prior to this meeting, and accepted at this meeting. STAFF: City Administrator Mark Statz OATH OF OFFICE Administrator Statz delivered the Oath of Office to the following individuals. 1. Darrin Mosher – Council Member 2. Rowan Shaw – Jr. Council Member 3. D. Love - Mayor II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Mayor Love provided an opportunity for others to add or delete any items. Motion by Council Member Mosher, seconded by Council Member Koski to Approve the Agenda as Presented. All in favor. Motion carried. IV. APPOINTMENTS/PRESENTATIONS City of Centerville City Council Meeting Minutes January 11, 2023 1. None V. PUBLIC HEARINGS 1. None VI. APPROVAL OF THE MINUTES 1. None VII. CONSENT AGENDA 1. City of Centerville Claims through January 11, 2023 (Check #35605-35648), Voided (Check #35620 & 35598) & (1997E-2012E) 2. Centennial Lake Police Department Claims through January 5, 2023 (Check #14580-14605), Payroll (Check #14584-14585) & (E2022095-E2022097 & E2023001-2023003) 3. Centennial Fire District Claims through January 10, 2023 (Check #9416-9429), Payroll (Check #9414-9415) & (E2022015-2022016 & E2023001) 4. Resolution #23-0XX – Resolution to Not Waive Liability Insurance Limits 5. Appointment of EDA Candidate, Anthony Smith 6. Release Letter of Credit for Turn Lane at Kwik Trip in lieu Cash Escrow Mayor Love provided an opportunity for members to pull items for additional discussion. Council Member Koski congratulated Anthony Smith on his appointment to the city’s Economic Development Authority (EDA) and thank you for volunteering Motion by Council Member Koski, seconded by Council Member Mosher to Approve of the Consent Agenda as Presented. All in favor. Motion carried. VIII. OLD BUSINESS 1. Res. #23-0XX – Adopting the 2023 List of Appointments Administrator Statz stated that with vacancy created by the resignation of Council Member Lakso, he has simply left her previous appointment assignments blank, assuming the alternate would step in until a new Council Member is appointed. Mayor Love pointed out that we should not leave the Acting Mayor spot open. Administrator Statz explained that there is no policy but that it has been our practice to have the most senior member of the council act in that capacity if both Mayor and Acting Mayor are absent. Since Council Member Koski has the most consecutive years on the Council, he would be appropriate for acting Mayor. Council Member King would be next in line since he and Council Member Mosher began their current service on the same date, but Council Member King has previous (non-contiguous) years of service. Some discussion ensued as to whether or not the list of appointments should wait until a new Council Member is seated. Administrator Statz stated that it was important to formally fill these appointments now with the intent to re-visit the list after the new candidate is named. Council Member Lakso served as the city’s representative on the Anoka County Fire Protection Council. Council Member Page 2 of 6 City of Centerville City Council Meeting Minutes January 11, 2023 King is the current alternate and would assume the role, at least initially. Administrator Statz was asked to look into whether or not this representative needed to be a City Council Member. Motion by Council Member Mosher, seconded by Council Member Koski to Adopt Res. #23-003 - 2023 List of Appointments, as Presented with the Noted Changes. All in favor. Motion carried. IX. NEW BUSINESS 1. Res. #23-0XX – Accepting the Resignation of Council Member Lakso and Declaring a Vacancy on the City Council Administrator Statz began the discussion, by mentioning that the actions described in the packet are merely staff suggestions and that there a number of ways to approach the resignation of Council Member st Lakso. He noted that, Ms. Lakso had officially taken office on the 1 Monday of year, as detailed in state statute. Further, if more than two years remain on a vacated seat’s term, a special election is required “at or before” the next regular city election. The recommendations contained in the resolution, appoint someone on January 25, 2023 after seeking letters of interest from candidates. Then, a special election would be held in conjunction with the regular elections in November, 2024. This approach leaves about two weeks for acceptance of letters. Staff is open to discussion of other processes. Mayor Love thanked Lakso for many years of service to the Council and City and stated that she should be proud of her work. When Michelle ran 5 years ago, she brought an important female perspective to the Council and he feels this is still an important piece of puzzle. Mayor Love clarified that applications are welcome from all candidates, regardless of gender. He went on to say that it would be ideal to have a candidate seated in time to participate in the late February/early March Strategic Planning retreat. Council Member Koski thanked Council Member Lakso for her dedication to City and commitment to the citizens. She did bring a unique perspective and way of thinking and he sincerely appreciated her. Council Member Koski said she will be missed and that we wish her well. Koski reiterated that it would be nice to have someone in place prior to the goal setting meeting but questioned whether we could hit that timeline, given the short window for applications. Love said it is a goal but not set in stone. Council Member Mosher stated that it was a pleasure to serve with her. He hopes to field a strong set of candidates and looks forward to going through applications. He encouraged folks to research and find out the time commitment and what it entails. He generally approved of the presented timeline and agreed it would be nice to have prior to goal setting but if not so be it. Jr. Council Member Shaw said it would be nice to have a large pool of 6 or more to get a feel for what the community wanted and to make the best choice. Administrator Statz stated that if the pool of candidates is six or less he would advise that the Council interview them before the meeting. If there are more than six, we may come back and rearrange pushing the timeline into February. Motion by Council Member Koski, seconded by Council Member Mosher to Adopt Res. #23-004 Accepting the Resignation of Council Member Lakso and Declaring a Vacancy on the City Council, as Presented. All in favor. Motion carried. Page 3 of 6 City of Centerville City Council Meeting Minutes January 11, 2023 Administrator Statz stated that the application is available on the city’s web site and could be emailed or dropped off at City Hall. Mayor Love asked if it could be accessed through the mobile app. Administrator Statz said he thought it could and would verify and correct if necessary. 2. Res. #23-0XX – Accepting a Donation from Kwik Trip to the Parks & Recreation Committee Administrator Statz reminded the council that formal action was required to accept donations. Kwik Trip donated to the City’s Parks Department and the Police Department. Since the police are a separate entity, they would accept at their next meeting. Mayor Love thanked Kwik Trip for coming to Centerville. Motion by Council Member Mosher, seconded by Council Member Koski to Adopt Res. #23-005 Accepting a Donation from Kwik Trip to the Parks & Recreation Committee, as Presented. All in favor. Motion carried. Koski thank Kwik Trip for the donation to Centennial Lakes Police Department, as well. 3. Res. #23-0XX – Accepting a Donation from the Centerville Lions Club to the City to Defray the Costs of Fete des Lacs Administrator Statz described how the city has been operating a joint festival with lions for several years. Donations from local businesses have been growing for several years and have reached a point where they can now defray the costs of the event, in an effort to keep events free. Therefore, the Lions wish to make a donation to the city to help defray our costs as well. Koski thanked the Lions for all that they do in the community, much of which goes unnoticed. Mayor Love also thanked Lions for everything they do. Motion by Council Member Mosher, seconded by Council Member Koski to Adopt Res. #23-006 Accepting a Donation from the Centerville Lions Club to Defray the Costs of Fete des Lacs as Presented. All in favor. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Administrator/Engineer Report – Administrator Statz stated that the mobile app has now launched. He encouraged people to download and utilize it and explore and website, as it is fairly new and let us know what you think. Remember skate night this Saturday. Another Skate Night is scheduled for February. Volunteer opportunities exist on P & R and P & Z Commission. The application form is the same form as for the open seat on Council. A Grand Opening for Kwik Trip was held and was nice event. The EDA is working with new businesses to help get them kicked off through their CenterStage program. Administrator Statz reminded everyone to clear snow from around hydrants. Atlas Villas has had one open house and another is scheduled for next Saturday at noon. We are very pleased with the two senior facilities in town and Amazon’s facility is shaping up Page 4 of 6 City of Centerville City Council Meeting Minutes January 11, 2023 nd nicely. A public hearing (the 2 hearing in the assessment process) is scheduled for January 25, 2023 for the 2022 Thin Overlay Program and has been noticed in paper. Junior Council Member Shaw thanked the Council for allowing him the opportunity and anticipates having a great year with Council and hopes to contribute a lot. 2. Council Reports a. Vacant  Parks & Recreation – No update  Anoka County Fire Protection Council – No update b. Koski – Council Member Koski reminded citizens that clearing hydrants and sidewalks very important and encouraged people to give a hand to someone in need and keep an eye out on th neighbor. He also announced that the Lions 40 Annual Ice Fishing Contest is on February 18, 2023. Koski thanked Michelle for her years of service and thanked the Lions and all volunteers, recognizing that often, the same people are helping out with multiple events and he appreciates their efforts. Christmas in the park was a well-attended event and Council Member Koski thanked the Lions and Fire Department for putting it on.  Planning & Zoning Commission – January 17 meeting upcoming.  Fire Steering Committee – January 19 meeting upcoming. c. King -  Economic Development Authority – No update  Fire Steering Committee – No update  Parks & Recreation Committee – No update d. Mosher –  Economic Development Authority – January 18 meeting.  Police Governing Board – January 19 meeting. e. Love – Mayor Love welcomed Centerville to 2023 with a Happy New Year and is looking nd forward to a great year. The 2 Jr. Council Member to be appointed to the position is Rowan Shaw; welcome Rowan. Mayor Love also thanked Michelle Lakso for her years of service. He stated that he attended the Grand Opening for Kwik Trip and is happy to have them in town. He noted that he recently saw customers at all gas pumps within the community and hoped that citizens would continue to patronize all businesses in town. Mayor Love also attended an open house at Atlas Villas Memory Care and noted that it is a beautiful facility with unique amenities, curb appeal and an impressive inside.  North Metro Telecommunications Commission – Mayor Love attended a NMTC meeting, the previous week and reported that the news team wrapped up elections and post- election coverage along with Blaine’s Veteran’s Program and Guns and Hoses Hockey. This year, the team will again produce an Arrive Alive video, which requires intense production organization. Closed Captioning continues and a pay study is nearing conclusion. A recommended COLA increase of 4% was approved. The commission is preparing for leadership transition. Page 5 of 6 City of Centerville City Council Meeting Minutes January 11, 2023  Police Governing Board – No report was given.  Other Mayoral Reports - Mayor Love informed the group that he wrote a letter personally, to State representatives regarding the Homestead Market exclusions and the fact that the thresholds for those benefits have not increased with the value of homes. He encouraged the representatives to do something about this issue. XI.
