NOT APPROVED MEETING I. CALL TO ORDER The meeting was called to order at approximately 6:30 p.m. by Vice-President Remillard. II. ROLL CALL* Vice-President Remillard called the roll. PRESENT: Vice-President Mark Remillard Commissioner Steve King Commissioner Darrin Mosher Commissioner Chris Swenson Vacancy STAFF: Assistant City Administrator/EDA Executive Director, Athanasia Lewis ABSENT: None 1. Oath of Office Î Anthony Smith Executive Director Lewis administered the Oath of Office to Anthony Smith. III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda The agenda was approved as presented. Motion by Commissioner Mosher and seconded by Commissioner Swenson to approve the agenda as presented. All in favor. Motion carried. IV. APPROVAL OF MINUTES City of Centerville EDA Meeting Minutes January 18, 2023 The minutes were approved as presented. Motion by Commissioner Mosher and seconded by Commissioner King to approve the December 28, 2022 meeting minutes. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills Executive Director Lewis reviewed the checks as presented in the packet. a. Check List Motion by Commissioner Swenson and seconded by Commissioner Mosher to approve the check list as presented. All in favor. Motion carried. 2. Communications Executive Director Lewis reported that staff will be meeting later this week with Scooters Coffee to discuss viable locations. VI. PRESENTATION 1. 2023 Orientation Î Athanasia Lewis Executive Director Lewis reviewed orientation materials with the EDA and gave each member a manual with this information. VII. REPORTS 1. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Executive Director Lewis reviewed the report as presented in the packet. 2. Year to Date Financials Executive Director Lewis reviewed the financial report as presented in the packet. Commissioner Smith asked a few questions about previous financials and the budget process. Motion by Commissioner Swenson and seconded by Commissioner Mosher to approve the financial statement as presented. All in favor. Motion carried. 3. Ongoing Programs: Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet. 2 City of Centerville EDA Meeting Minutes January 18, 2023 4. AdministratorÓs Report Executive Director Lewis reviewed the AdministratorÓs Report as presented in the packet. VIII. OLD BUSINESS 1. Contract with LOCi for Downtown Redevelopment Market Study Executive Director Lewis introduced this item and the EDA motioned to approve the contract with LOCi. Motion by Commissioner Mosher, seconded by Commissioner Swenson to approve a contract with LOCi for a downtown redevelopment market study. EDA members Swenson, Mosher, King and Remillard voted Aye. Commissioner Smith voted Nay. With a 4 to 1 vote, the Motion carried. Commissioner Smith requested there be discussion ahead of a vote Î he expressed concern about the contract, namely the timeline, opportunity for public input, and budget for the study. Discussion ensued and background information about the scope of work for the study was shared with new member Tony Smith. The EDA made a second motion. Motion by Commissioner Mosher, seconded by Commissioner Swenson to approve a contract with LOCi for a downtown redevelopment market study. EDA members Swenson, Mosher, King and Remillard voted Aye. Commissioner Smith voted Nay. With a 4 to 1 vote, the Motion carried. IX. NEW BUSINESS 1. ANNUAL ELECTION OF OFFICERS Vice-President Remillard introduced this item. Motion by Commissioner Smith, seconded by Commissioner Swenson to elect Commissioner Remillard as President. All in favor. Motion carried. Motion by Commissioner Remillard, seconded by Commissioner Mosher to elect Commissioner Swenson as Vice-President. All in favor. Motion carried. Motion by Commissioner Remillard, seconded by Commissioner King to elect Commissioner Smith as Treasurer. All in favor. Motion carried. 3 City of Centerville EDA Meeting Minutes January 18, 2023 Motion by Commissioner Remillard, seconded by Commissioner Swenson to elect Bruce DeJong as Assistant Treasurer. All in favor. Motion carried. Motion by Commissioner Smith, seconded by Commissioner Swenson to elect Athanasia Lewis as Secretary. All in favor. Motion carried. Motion by Commissioner Swenson, seconded by Commissioner Remillard to elect Athanasia Lewis as Executive Director. All in favor. Motion carried. 2. ANNUAL REPORT TO THE CITY COUNCIL Executive Director Lewis introduced this item, requesting input from the EDA about what they would like to see in their annual report to city council. Discussion ensued about content for the report. Executive Director Lewis will present a draft report to the EDA in the next month or two. X. ADJOURNMENT Motion by commissioner Swenson, seconded by Commissioner Mosher to adjourn the January 18, 2023 Economic Development Authority meeting at 8:07 p.m. All in favor. A timeline for key deliverables is: April 3 - Draft report to staff for comments & feedback April 12 - Revised draft report for inclusion in EDA packet April 19 - Presentation to EDA & opportunity for board input May 3 - Final Report to staff for inclusion in city council packet May 10 - Presentation to City Council LOCi also prepared a survey for citizen engagement. The commission is considering: For RVs Stay up to 14 days/year/parcel w/no winter stays No exchange of money allowed Must have principal structure on lot Must be parked in driveway Self-service permit required For Tents Limited stays No permits necessary A public hearing will be held on March 14 at 6:30 p.m. at City Hall, or you may submit comments at info@centervillemn.com THC Regulations Centerville, along with many cities across the state, issued a moratorium on the sale of THC products after the state legalized edibles in July of 2022, with few restrictions. Those included: 21+ to purchase Max 5 mg/serving, max 50 mg/package No marketing to children As required by a moratorium, the city is studying the issue by talking with our law enforcement and school officials, watching what other cities are doing to see what is working and what is not, and soliciting input from the public. Staff met with the consultant to review the project timeline, establish key deliverable dates, discuss citizen engagement, and provide background information about the city and previous development studies. CENTENNIAL LAKES POLICE DEPARTMENT Our newest police officer, Cole Henjum will be starting his pre-service training on Monday, January th 30. Cole is a graduate of St. Francis High School. Cole earned his bachelorÓs degree in criminal justice st from St. Cloud State University, and recently served in the U.S. Army with the 101 Airborne Division at Fort Campbell, Kentucky. While in the Army, Cole was in Ranger School focusing on Tactical Combat Casualty care. CENTENNIAL FIRE DISTRICT Firefighting is a difficult job to begin with, but you can do your part to make it easier by clearing snow from around fire hydrants. This saves precious time for our crews, leading to better outcomes. COMMUNITY DEVELOPMENT Project Map Staff has prepared a map of all active developments to help everyone get a better picture of whatÓs happening around our community. The number you see at the heading of each item in this section corresponds to a number on the map, which is attached to the end of this report. (9) Block 7 Property (Downtown) The city approved a purchase agreement with a developer (Schifsky Companies) who continues to explore the viability of the site for a townhome style development. City staff recently met with Mr. Schifsky to look at ways to more efficiently engineer the siteÓs stormwater infrastructure. stnd (3)(4) Old Mill Estates 1 and 2 Additions The developer has finished black dirt and seed work in boulevards and around ponds. They continue to work to finalize wetland and other watershed permits. Construction of the gravel base for the trail between Old Mill Court and Laramee Lane is now complete. Concrete work will be completed in the spring to ensure the base has a chance to settle over the winter. (16) Centerville Self Storage The facility is now open for business. The developer has made progress to address drainage issues along the north side of the facility and will continue to work on minor clean-up items. (1) Bay View Villas (Waterworks Site) The developerÓs landscaping crew has finished sod work near the cul-de-sac and has just a few items from the punch list remaining. (10-14) Rehbein Commercial thst The sidewalk on the north side of Main Street, between 20 Avenue and 21 Avenue will be graded and poured in the spring. Other punch list items remain. Record plans have been submitted and reviewed. (13) Kwik Trip Construction is complete with the exception of some punch list items and the sidewalk along Main Street, in the spring. The store is now open! (17, 19) Rehbein Industrial Record Plans for the project have been submitted and reviewed. Once permit closure is achieved, the project can be closed out. (18) Max Storage (Fairview Street) A building permit has now been issued for construction of Building #1 of 2. The developers have decided to wait until spring to begin construction. (17) Amazon Fulfillment Center The building shell is now up and work on the van loading area canopy has begun. Site work will continue in the spring. Interior work on the building continues. A second meeting for the Corridor Study was held on December 12. Stakeholders heard from the consultant on their initial data gathering and analysis. Next steps will be developed, looking at intersection evaluations and other more specific corridor issues. The study will prioritize area-wide transportation improvements to address increased traffic from Amazon and surrounding growth. The study will examine 20th Avenue from st Birch Street to 80th Avenue, and the intersection of 21 Ave. and Main Street. st Work on the 21 Avenue Floodway Impacts study has now been authorized, through an agreement with the Rice Creek Watershed District. The study will supply required documentation to the Federal Emergency st Management Administration (FEMA), to demonstrate that the culvert placed under 21 Avenue with the Distribution Alternatives project did not affect the flood elevation in the area. Once complete, the study and resulting paperwork will clear the way for AmazonÓs Flood-fringe excavations. Development Inquiries Salon owners looking to expand and build their own building. PUBLIC WORKS Commercial Water Connection Fee Assistance At the last City Council meeting, the Council voted to extend the program through the end of 2023. The program offers half-priced hook-up charges for businesses hooking to city water. Wellhead Protection Plan The Minnesota Department of Health held a kick-off meeting with city staff and consultants for the implementation of the cityÓs Part-2 Wellhead Protection Plan. The group reviewed items in the documents and the timelines associated with various activities. Staff will be following up on the action items over the course of the next few months. City staff recently completed final paperwork and receive reimbursement from the Department of Health associated with a grand for sealing of a well in the downtown at no cost to the city or resident. With the completion of this grant, the city can now apply for other grants related to the Wellhead protection plan. 2022 Thin Overlay Program and City Hall Parking Lot Improvements An Assessment Hearing was held on Wednesday, January 25, 2023 at 6:30 p.m. in Council Chambers to finalize individual assessments for the overlay portions of the project. Benefiting/abutting property owners should have received a mailed notice with a specific amount to be assessed. The adoption of the assessment roll was tabled for verification of correct assessment amounts and will again be considered at CouncilÓs February 8, 2023 City Council meeting. Overlay Program City staff have evaluated the roads and determined that no overlay project will be completed in 2023. City Hall Parking Lot Lighting The City Council reviewed and approved plans for proposed lighting at City Hall. The work would be quoted for construction in the spring of 2023 in an effort to allow time to secure a grant through the Occupational Safety and Health Administration (OSHA).
