HomeMy WebLinkAbout2023-02-22 CC WS & Council Meeting Minutes - Approved Approved CITY OF CENTERVILLE CITY COUNCIL WORK SESSION AND MEETING FEBRUARY 22, 2023 5:00 & 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled City Council Work Session & Meeting on February 22, 2023 via Zoom and the Regular Council meeting was live streamed by North Metro TV at 6:30 p.m. WORK SESSION MEETING I. CALL TO ORDER Mayor D. Love called the meeting to order at 5:01 p.m. ROLL CALL PRESENT: Mayor D. Love Council Member Russ Koski Council Member Darrin Mosher Council Member Steve King Junior Council Member Rowan Shaw (Non-Voting) ABSENT: None STAFF: City Administrator, Mark Statz Assistant City Administrator, Athanasia Lewis II. ITEMS OF DISCUSSION 1. Council Candidate Interviews: a. 5:00 – Dr. Raye Taylor Dr. Taylor introduced herself to the Council, gave a brief review of her experience/background and answered the prescribed set of questions given to all candidates for the vacancy. Mayor Love thanked Dr. Taylor for her interest and attending the evening. 2. Discussion of Council Candidates Mayor Love stated that the City had received four (4) applications from interested candidates and held interviews with all of them for the vacant (2) year seat. Consensus of the Council was that all candidates were qualified for the position. It was felt that some candidates had stronger strengths in areas of government involvement than others. The majority of members felt that leaving the position vacant another two weeks may allow for additional candidates and additional decision making. Discussion ensued regarding arranging the Council’s Goal Setting Session and having it without the vacant position filled. City of Centerville City Council Meeting Minutes February 22, 2023 3. American Rescue Plan Act (ARPA) Funds Allocation Administrator Statz reviewed the presented materials with Council. He stated that the materials had been prepared by Finance Director DeJong and completed the required reporting associated with the American Rescue Plan Act funding allocated to the City for lost revenue due to COVID. Administrator Statz stated that the money is being accounted for with the purchase of the Toolcat, previous paving project and payroll expenditures. Discussion ensued regarding ensure reporting, following requirements associated with the expenditures and allow ability, Street Fund balance, future allocations of funding and discussion if Council wanted, transparency to residents and the benefits received, proper accounting and reporting and the Capital Improvement Plan not including inflation. 4. Public Employee Retirement Assoc. (PERA) Defined Contribution Plan Administrator Statz reported that Council Members were eligible for the program offering and information was contained in the packet for their review and consideration. Discussion ensued as to whether employees received matching funding for their PERA contributions, a small administrative fee for operating the program and wages paid for Mayor and Council Members being minimal. 5. Development Incentives – Hotel Site w/detached Restaurant Administrator Statz stated that there was developer interested in the parcel of property north of NorBella of Centerville. He stated that the developer has inquired as to incentives that may be available for construction of a hotel with a detached restaurant. Administrator Statz stated that Tax Increment Financing is not available for a project such as this and it is not City owned property so discounting land purchase fees do not apply. He stated that some incentives that the City could consider could be discounted sewer/water connection fees, waiving of park dedication fees or tax abatement. He stated that this was a discussion item to obtain Council’s direction for continued discussions with the developer. Discussion ensued that the developer was the same developer that previously wanted to construct apartments on the site, that they constructed the hotel located at Running Aces and has a background in management of similar facilities. Brief discussion also took place regarding zoning of the property, appropriate uses, tax abatement on the restaurant if it were a part of the building or detached, additional research, taxes charged to hotels that assist visitor bureaus and organizations that give marketing and advertising assisting in tourism, Xcel Energy’s large addition to their training center in Hugo, the Amazon building, tie incentives to what the Council would like to see, whether a recent tax abatement project in Forest Lake was public information and the City’s assessor putting information together for proposed taxes on a building for future discussion. Roll call: Mayor Love, Council Members King, Koski and Mosher in favor. Motion carried. 2. February 8, 2023 City Council Work Session, Closed Executive Session & Regular Meeting Minutes Council Member Koski stated that he felt that was discussion on reviewing what was collected at the time of subdivision versus issuance of building permit and City Code language. Administrator Statz stated that he could review the meeting but felt that the minutes appropriately reflected the discussion and action. Attorney Glaser concurred. Attorney Glaser stated that during that meeting, there was confusion regarding the City Code and language amendments to the park dedication fee requirement. Motion by Council Member Koski, seconded by Council Member King to approve the February 8, 2023 City Council Work Session, Closed Executive & Regular Meeting Minutes as Presented. Roll call: Mayor Love, Council Members King, Koski and Mosher in favor. Motion carried. VII. CONSENT AGENDA 1. City of Centerville Claims through February 22, 2023 (Check #35712-35741), (2026E- 2030E) & Voided (Check #35715 & 35721) 2. Centennial Lake Police Department Claims through February 16, 2023 (Check #14644- 14659, (E2023010-2023015) & Payroll (Check #14642-14643) 3. Centennial Fire District Claims through February 14, 2023 (Check #9438-9447) Mayor Love provided an opportunity for members to pull items for additional discussion. Motion by Council Member Mosher, seconded by Council Member Koski to Approve of the Consent Agenda as Presented. Roll call: Mayor Love, Council Members King, Koski and Mosher in favor. Motion carried. VIII. OLD BUSINESS 1. Vacant Council Seat Appointment This item was discussed during the Work Session. Motion by Council Member Koski, seconded by Council Member King to Table Action on the Item until the Next Regularly Scheduled Council Meeting. Mayor Love thanked all of the candidates for coming forward, participating in interviews and being patient upon their decision. He stated that continued discussions were needed and official action would not be this evening. Roll call: Mayor Love, Council Members King, Koski and Mosher in favor. Motion carried. Page 4 of 6 City of Centerville City Council Meeting Minutes February 22, 2023 IX. NEW BUSINESS 1. Extension of Joint Powers Agreement with Rice Creek Watershed Dist. For Erosion Control Inspection Services Administrator Statz stated that he was proud of this agreement and elimination of duplication of services. He stated that he believed that the current program was working well and to both entities benefits. He provided some background as a requirement for operating an MS4 is inspection of construction sites for best practices and proper adherence to rules and regulations. He stated that reporting has become easier and more efficient. He recommended the extension, stated that both entities wanted to continue to work cooperatively and hoped in the future that extension would not be needed with an ongoing agreement. Motion by Council Member Koski, seconded by Council Member King to Extend the Joint Powers Agreement with Rice Creek Watershed Dist. For Erosion Control Inspection Services as Presented. Roll call: Mayor Love, Council Members King, Koski and Mosher in favor. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Administrator/Engineer Report – Administrator Statz stated that his report was in Council’s packet for their review and he would be happy to answer any questions they may have. He stated that he wanted to highlight several items such as vacancies on the Planning & Zoning Commission and the Parks & Recreation Committee. He stated that the Planning & Zoning Commission scheduled a public hearing for March 14 to discuss language amendments for temporary dwelling of RVs and tents along with parking regulations. He reported that the CLPD had recently swore in Officer Cole Henjum. He stated that the EDA is requesting that individuals complete a Community Survey regarding the Downtown area which is on the website and been email blasted to businesses and residents with a deadline date of March 24, th 2023. He provided a brief update on the 20 Avenue corridor study, he stated that plows were deployed late last evening and early this morning gearing up for later in the evening. He reported that the Rice Creek Watershed District was offering mini-grants to citizens and organizations for a maximum of $500 for rain gardens, pollinator gardens, etc. He stated that more information was available on their website. Junior Council Member Shaw reported that the Centennial High School Girls Hockey to was going to the State Tournaments where they would be playing top-seeded Minnetonka on Thursday. Council Reports a. Vacant  Parks & Recreation – No update  Anoka County Fire Protection Council – No update b. Koski – Council Member Koski stated that he attended the recent NorthMetro Telecom on behalf of Mayor Love. He stated that it was his first meeting that he has had the opportunity to attend of the Commission, that their next meeting was scheduled for June 21. He noted that the February 8, 2023 minutes stated that the next meeting was March 15 which should be February 15 instead. That NMTV would be broadcasting Guns & Hoses this Friday. He reported that subscribers are decreasing and a study is being completed for PEG fee placement on streaming services. He also Page 5 of 6 City of Centerville City Council Meeting Minutes February 22, 2023 stated that they are in the midst of a pay study which will assist in retaining staff. He stated that two (2) staff members were retiring shortly. Council Member Koski reported that the Commission has hired an accounting firm to complete their annual audit and that the City would be receiving $7,170.94 in franchise fees for 2022 shortly.  Planning & Zoning Commission – Council Member Koski stated that the Commission th would meet on the 14 of March.  Fire Steering Committee – Council Member Koski stated that the next meeting was scheduled for April 20, 2023. c. King -  Economic Development Authority – Council Member King deferred to Council Member Mosher for reporting.  Fire Steering Committee – Council Member King stated that the next meeting was scheduled for April 20, 2023.  Parks & Recreation Committee – Council Member King stated that the next meeting was scheduled for March 1, 2023.  Fire Protection Council – Council Member King stated that the next meeting was scheduled for April 27, 2023 d. Mosher –  Economic Development Authority – Council Member Mosher stated that two new members were sworn in, and their goals and standard procedures were reviewed. He reported that Finance Director DeJong discussed their budget with the committee. He reminded the audience to participate in the Downtown Survey either from the website or the app. He reported that Assistant City Administrator Lewis is completing an Annual Plan for presentation to Council showing their accomplishments and goals so that they could be incorporated with Council’s goals.  Police Governing Board – Council Member Mosher stated that the next meeting was scheduled for May 8, 2023. e. Love –  North Metro Telecommunications Commission – Mayor Love stated provided no report.  Police Governing Board – Mayor Love provided no report.  Other Mayoral Reports - Mayor Love provided no other reports. XI.
