It seems that now may be a good time to revisit this topic. The city has a choice between a 2 and 4-year term for the position. If the Council chose to move to a 4-year term, the existing mayor's term would NOT be extended, but the next election would be for a 4-year Mayoral term. The reasons for doing this is to allow a Mayor more time to be in office before having to campaign again, freeing up their time to better govern. On the opposing side of this issue is the fact that, in some years there would only be 2 council seats up for election, while other election cycles would offer 3 seats. Since public safety makes up half of the city's general fund budget, it is important that we constantly review our strategies regarding these complex services. Staff will provide an overview of various issues affecting both Police and Fire service and can discuss, in general terms, the types of budget implications may be at hand. APPROVAL OF THE MINUTES City of Centerville City Council Meeting Minutes March 8, 2023 1.February 22, 2023 City Council Work Session & Regular Meeting Minutes Council Member Koski requested that Mayor Love be removed under Updates for NorthMetro TV as he made the comments on Page 5 of the minutes. Motion by Council Member Mosher, seconded by Council Member Koski to approve the February 22, 2023 Work Session & Regular City Council Meeting Minutes as requested above. All in favor. Mayor Love wanted to discuss Item #5 and stated that it was a Resolution, Proclamation Memorializing Chef Hot Hands. He stated that he would be missed throughout the business community, festivals, etc. He stated that his death was unfortunate. Council Member Koski called the Council’s attention to the Centerville Lions upcoming event (Cadillac Dinner) scheduled for April 22 and had concerns about the times requested. He stated that it may have to do with preparation for the event. He also thanked the Lions for all that they do for the community. Motion by Council Member Koski, seconded by Council Member Mosher to Approve of the Consent Agenda as Presented.All in favor. Motion carried. VIII.OLD BUSINESS 1. Appointment of City Council Member Administrator Statz provided the audience and Council with a brief update of what has transpired to this point regarding the appointment. He stated that four (4) candidates had submitted applications, all Page 2 of 6 City of Centerville City Council Meeting Minutes March 8, 2023 individuals had been interviewed by the Council, that the vacancy was posted for several weeks allowing for ample applicants, how voting would be counted due to the vacant seat and absence of Council Member King and he requested that either Council could table the item or make a motion to nominate a candidate for the seat. Mayor Love stated that with the absence of Council Member King, he had discussions with him to ascertain his preference in appointing a candidate. Discussion ensued regarding Council’s gratefulness to all candidates that applied, for their willingness to serve their community, the candidates’ merits and experience, Council Member Lakso’s legacy and the appointment of Council Member/Mayor Love in the same fashion 15 years prior. Motion by Council Member Koski, seconded by Mayor Love to Nominate Raye Taylor to Fill the Vacant Council Seat. Administrator Statz asked when the position/appointment become effective. Council Member Koski made a Friendly Amendment to his Previous Motion Adding that Raye Taylor Would be Sworn into Office at the March 22, 2023 Council meeting. Mayor Love Accept the amendment. All in favor. Council Member Mosher Nay.Motion carried 2/1. st 2. Letter of Map Revision (LOMR) Application – 21 Avenue South Administrator Statz stated that this issue was an error that leads back several years and was brought to light with the realignment of a culvert near Distribution Alternatives and Amazon. Both of the firms have agreed to pay for most of the costs associated with this error until this process was determined to be required with an application fee of $8,000. Administrator Statz stated that the City of Lino Lakes is willing to fund half of the costs which he believes will continue to allow the construction without delay of the Amazon facility and is better than could be hoped for. He stated that the construction of the two facilities brought the improper/neglected fillings to light with FEMA when the Flood Plain/Map Revisions were made jointly between the city and two property owners four to five years ago. Discussion ensued regarding Distribution Alternatives and Amazon work cooperatively with their respective cities and financially supporting rectify the issue along with the City of Lino Lake’s continued financial support to work with the City of Centerville to finish the project correctly. Brief discussion was had regarding future development and whether there would be additional financial impacts. Administrator Statz stated that this was rectify the matter for the City. Motion by Council Member Mosher, seconded by Council Member Koski to Expend $4,000 from st the Storm Water Fund to Jointly Fund a Letter of Map Revision (LOMR) Associated with 21 Avenue South With the City of Lino Lakes. All in favor. Motion carried. IX. NEW BUSINESS 1.Purchase Agreement – 1737 Main Street Mr. Mike Brass, Titus Commercial Real Estate, stated that negotiations have been agreed upon for the purchase of the property for $5,000 and that the execution of this agreement would allow the buyers (F Page 3 of 6 City of Centerville City Council Meeting Minutes March 8, 2023 & M Holdings, LLC) ample time to complete their due diligence, obtain pricing and funding to allow for construction of a salon on the parcel. Attorney Glaser briefly stated that the agreement would allow for timeframes for completion of certain requirements, protect the City during the period and allows for the potential purchaser to reserve the location from further purchase until June 15, 2023. Additional discussion ensued regarding building design, the processes that would be needed to further the project in the future (Planning & Zoning Commission appearances, Council approvals, etc.). Brief discussion to place regarding an anticipated Ribbon Cutting and Mr. Brass stated potentially within (9) months. Motion by Council Member Mosher, seconded by Council Member Koski to Enter into a Purchase Agreement With F & M Holdings, dba Guys and Dolls as Presented but Given Authority to Attorney Glaser for Slight Modifications if Need for 1737 Main Street and the Abutting Parcel Owned by the City. All in favor. Motion carried. 2.Scheduling City Council Retreat Administrator Statz briefly reviewed his submitted Request for Council Action that was submitted in Council Packet with them. He suggested that Council may desire to hold a Strategic Planning Meeting in September or October to plan for the 2024-2025 biennium with population 5,000 as being a central topic. He felt that discussions could be held in late March or early April at a Work Session which would encompass topics associated with the current Strategic Plan, goals contained, progress, course adjustment if necessary and etc. He explained that the EDA contracted with a firm to complete a study involving the Downtown area and felt that the outcome of that study would assist in future planning. He reported that the results where to be received by the EDA in early April with a final version presented in May. Discussion ensued regarding the length of a Work Session, holding several Work Sessions or holding a Special Work Session being several hours in length with the meetings being open to the public and having the ability to obtain members’ schedules through a Google Poll for arranging the meeting date. Administrator Statz stated that he would arrange a Poll. Brief discussion ensued that Jr. Council Member Shaw’s attendance would be welcomed. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1.Administrator/Engineer Report – Administrator Statz stated that his report was in Council’s packet for their review and he would be happy to answer any questions they may have. He stated that Staff had recently submitted a grant on behalf of the City and was successful. He stated that it was a St. Paul Areas Association of Realtors (SPAAR) grant is to support homeownership, placemaking, walkability and other features. He stated that the maximum grant level was $3,000 and the City had yet to hear about its amount awarded. He stated that ideas would be brought forward regarding the funding usage in the near future. He reported that the next day would be at “Day at the Capital” with Police Chief Mork testifying on behalf of State Aid for public safety. He stated that there would be a Local Government Official’s meeting on March 29, 2023 at the Bunker Hills Activity Center where the County Attorney and Sheriff would be updating individuals on such items as warning sirens, etc. He stated that the meeting would be posted for a Potential for Quorum. Mayor Love stated that approximately 113 individuals had completed the Downtown Survey and he was anticipating that more would complete it by the deadline date. Page 4 of 6 City of Centerville City Council Meeting Minutes March 8, 2023 Due to Council Member King’s absence, Administrator Statz provided the Council with a brief update from the recent Parks & Recreation Committee meeting stating that discussions took place regarding revitalizing the Fete des Lacs 5k/8k Runs and the Paddle events. He stated that the planning for Music in the Park food offerings and a listing of performers was coming together with an anticipated lineup shortly. He stated that they also discussed ADA equipment, replacing audio equipment, an upcoming event (Shake Your Shamrock), Park Clean Up Day (April 29, 2023, 9 a.m.), Main Street Market vendors and Skate Night attendance. Junior Council Member Shaw reported that Spring break was current happening and the Girls Hockey Team lost to Minnetonka in the last few minutes of the game. He stated that they played a good game. Koski – Planning & Zoning Commission – Council Member Koski stated that the Commission th would meet on the 14 of March where they would be hold Public Hearings for Language Amendments for the City Code regarding Temporary Structures and Parking. Fire Steering Committee – Council Member Koski stated that the next meeting was scheduled for April 20, 2023. c. King - Economic Development Authority – No report was given. Fire Steering Committee – No report was given. Parks & Recreation Committee – No report was given. Fire Protection Council – No report was given. d. Mosher – Economic Development Authority – Council Member Mosher stated that the next meeting was scheduled for March 15, 2023 Police Governing Board – Council Member Mosher stated that the next meeting was scheduled for May 8, 2023. e. Love – Mayor Love stated that there would be a State of the City Address similarly to what other communities have done which includes the Mayor providing information at a meeting of residents, peers, local dignitaries, etc. He stated that planning is coming along nicely and it would be scheduled for later this month. He stated that he would be attending “Day at the Capital” representing the City. North Metro Telecommunications Commission – Mayor Love provided no report. A couple of options are: Housing and Redevelopment Authority (HRA) funds available through Anoka County General Fund dollars to provide a match for the Livable Communities Grant Program, offered through the Metropolitan Council Predevelopment grant dollars (no match required), offered through Anoka County P ROVIDE B USINESSES INCENTIVES The EDA offers a variety of programs that promote local businesses. A few of these programs are: "«´¤ ,®¦® )­³¤±²³ ³¤ 0±®¦± ¬ ȟ ³§¤ %$! ¯ ±³icipates in a cost/share to help owners recover some of the costs of advertising on interstate signs 2¤µ®«µ¨­¦ ,® ­  ­£ '± ­³ & Ê £¤ 0±®¦± ¬ ȟ the EDA offers a 1:1 matching grant in an amount up to $10,000 for eligible expenses that enhance the exterior of the building. The EDA also provides a 1:1 match on a low interest low in an amount of $20,000 at 2% annually. #¤­³¤± 3³ ¦¤ ȟ ³§¤ %$! ¢®µ¤±² ³§¤ ¢®²³ ®¥   ¯±omotional ad for inclusion in the Quad Press newspaper; the program includes digital marketing as well via social media and Youtube. D EVELOP B USINESS I NCENTIVES T OOLKIT(TIF,T AX A BATEMENT, ETC.) The EDA is exploring business and development incentives for inclusion in an expanded toolkit. Streetscaping, Parking, etc. Infrastructure Investment In this last year, the EDA increased their investment in streetscaping/beautification projects that add curb appeal. The led lights that were hung on the roof at city hall and the tree in front of city hall, as well as the wreaths hung from the light poles along Main Street reflect the boardÔs commitment to at promote Centerville to residents and visitors alike. Prioritize Sites for Investment The EDA has prioritized the following three sites, based on the level of inquiries from developers: 2 1737 Main Street Block 7 Site north of Norbella Senior Living The board is in the process of expanding their business toolkit to include development incentives, or at least recommend them to city council for further consideration. Gauge Property Owner Interest in Redevelopment In 2022, the EDA sent a letter to residents in the M1 and M2 residential districts to gauge their interest in talking with prospective developers. The intent of the letter is to connect residents interested in working with developers on potential projects in downtown Centerville. Goal 2. Spur New Development I NTENTIONAL O UTREACH Over the last year, the EDA has engaged with attended regional networking events to meet potential prospects and talk about available land. E NGAGE P ROPERTY OWNERS Last year the EDA sent a letter to residents in downtown Centerville, inquiring about their interest in talking with potential developers interested development projects in the area. A SSIST WITH MARKET STUDIES Over the last year, the EDA developed a scope of work for the downtown redevelopment market study that is currently underway in Centerville. The purpose of the study is to understand if mixed-use development is a viable option for downtown. If so, the EDA would like to know how implementation would happen. If no, the EDA seeks to understand what viable development looks like in the area. PROMOTE SHOVEL READINESS The EDA has is working closely with the city engineer and realtor to analysis site needs. Goal 3. Increase Business Engagement Business Appreciation The EDA held their annual Business Appreciation dinner late last year and they were able to connect with local business owners, provide resources, and assess upcoming business needs at this meeting. Presentations were given by representatives from partner agencies. Several Ground Breakings, and Ribbon Cuttings were held over this past year and members of the EDA, City, and Chamber of Commerce were in attendance. 3 Outreach Over the last year, the EDA has increased their outreach efforts by sending more emails via the email blast, conducting informal business retention and expansion (BRE) visits, and promoting businesses at annual festivals and events like Fete des Lacs. Goal 4. Market and Promote our City Establish Prominent Website & Social Media Presence 4§¤ ¢¨³¸Ȍ² ­¤¶ ¶¤¡²¨³¤ and mobile app also launched in the last year and the EDA is working with staff to increase outreach on these platforms as well. The EDA is working with staff to expand the business directory, property listings, and provide input to help build a better public presence. The EDA Continues to Strengthen Relationships with Agency Partners: DEED, HBA, Quad Area Chamber, and ACRED, etc. The EDA Continues Investments in Main Street Beautification and Promotional Items as well. Goal 5. Placemaking The EDA is currently exploring placemaking opportunities in Centerville. TITLE OF ISSUE: SPAAR Grant BACKGROUND AND SUPPLEMENTAL INFORMATION: The Saint Paul Areas Association of Realtors (SPAAR) reached out to cities in the area to request letters of interest to fund projects that support homeownership, placemaking, walkability, etc. Staff submitted a letter of interest requesting funding for civic engagement software that would help us engage with residents to determine what "placemaking" feature(s) they would like to see in Centerville. The maximum award from SPAAR is $3,000, which is the same cost of the civic engagement software that staff has researched. The SPAAR board will meet on April 5 to determine how much funding the city will receive, and if they would like to fund the proposed project or an alternate one. Staff would like council to consider contributing up to $1,500 from the General Fund, if the city does not receive the maximum award from SPAAR. SPAAR will provide an update to staff on April 6. VACANT COUNCIL SEAT FILLED At the March 8, 2023 City Council meeting, Dr. Raye Taylor, DVM was appointed to fill the vacant seat on the baord. Ms. Taylor brings a wealth of experience on various boards realted to her profession as a veteranarian. Council thanked all of the well-qualified candidates with diverse backgrounds and experience for putting their names forward. Ms. Taylor will be sworn in at the March 22, 2023 City Council meeting and will serve until the first Monday of 2025. The November, 2024 election will include a Special Election where the remaining two (2) years of the term will be vied for. PARKS AND RECREATION Annual Fete des Lacs Logo Contest The Centennial Middle & Elementary Schools have received their entry forms and contest details for the annual Fete des Lacs Logo Contest. You may also pick up a form at City or find one on the website. Entry ages are grades K-5 and grades 6-8. First prize will land the lucky artists $100, second prize is $50 and honorable mention is $25. Prizes will be given both at the Middle and Elementary School levels. The deadline for entries is May 3, 2023. The Fete des Lacs theme this year is a “Blast from the Past”. Statewide Health Improvement Partnership Grant Submissions The committee is waiting to hear if they have been successful with two (2) Statewide Health Improvement Partnership (SHIP) grants for the installation of a free-standing Bike Repair Stand, and Bottlefiller, w/Drinking Fountain & Pet Station for Laurie LaMotte Memorial Park and a Bottlefiller, w/Drinking Fountain & Pet Station for Acorn Creek Park. The committee should be notified by April 1, 2023. Meeting and City Hall Schedule April 4, 2023, 6:30 p.m. – Planning & Zoning Commission April 5, 2023, 6:30 p.m. – Parks & Recreation Committee April 12, 2023, 6:30 p.m. – City Council April 19, 2023, 6:30 p.m. – Economic Development Authority PLANNING & ZONING Public Hearings The Planning and Zoning Commission held a public hearing on March 14 at 6:30 p.m. at City Hall and discussed potential changes to two sections of city code. Based on public comment and ongoing discussions among the committee members, a recommendation to the City Council was put forward to allow limited use of RVs and tents for recreational purposes. On-street parking restrictions will remain the same. However, some additional streets were recommended for new parking restrictions. The majority of these were in the industrial and downtown areas of the city. THC Regulations The Planning and Zoning Commission has asked staff to explore licensing the sale of Cannabis products, in a similar manner to tobacco or alcohol. Staff will bring back some recommendations, working towards a recommendation to the city council. Staff is also watching the state legislature as it debates bills which seek to legalize marijuana. Some versions of these bills will prohibit the city from issuing licenses. CENTERVILLE CARES Anoka County Recycling App Anoka County has a mobile app that informs users how to properly manage waste and other unwanted items and it is available for smartphones and tablets. “Anoka County Recycles” is the name of the app. Anoka County Recycling & Resource Solutions launched the app to make recycling information more user-friendly and readily accessible when you’re on-the-go. The app mirrors the Recycling and Disposal Directory found on the Anoka County website (anokacounty.us/recycle.) Users search for the item they want to dispose of, and the app will tell them whether the item should be reused, recycled, composted, or thrown in the garbage. For items that can be recycled at drop-off locations but not in curbside recycling, such as electronics, the app provides a list of convenient locations with contact details. Download the “Anoka County Recycles” app to learn more about what you or your loved ones can be recycling. ECONOMIC DEVELOPMENT At the EDA’s regularly scheduled meeting on March 15, Michelle Koch, the Quad Area Chamber President, gave a presentation on the state of the chamber. The presentation covered branding efforts that are currently underway, leadership changes, engagement initiatives, and upcoming events. CENTENNIAL POLICE DEPARTMENT Chaplin Retires CLPD Chaplin and former police chief Joel Heckman is retiring from serving the Centennial Police Department and the community. Joel and his wife are moving out of state, where they will be building a new home. Chief Mork said, “Joel touched many lives as he ministered to others going through very difficult times. We are very fortunate to have her on our team!” RECYCLING 2023 Garage Sale Days – Friday & Saturday, June 9&10 Staff is in the beginning stages of organizing the 2023 Garage Sale Days event, but the dates have been set. Reuse & Clean-up Day – Saturday, June 17, 2023 Items not sold at Garage Sale Days or items around your house that you feel are reusable, may be donated to the Anoka County Reuse Tent during our Reuse & Clean-up Day event. These items can be dropped off, beginning on Friday, June 16, 2023 from 3-7 p.m. at Laurie LaMotte Memorial Park. All of the standard items that have been collected in year’s past for recycling will again be collected (i.e., shredding, bicycles, cardboard, electronics, fire extinguishers, fluorescent lamps, furniture containing foam and/or metal (recliners, hide-a-beds), mattresses and box springs, propane tanks, scrap metal, small engine equipment without fluids, used motor oil, anti-freeze and oil filters. A coupon for 4 items (free) for the fore mentioned items will be available for the event shortly. There will be fees associated with all other items. Vendors on hand will be: Republic Services, Evergreen Recycling, East Side Oil Company and Randy’s Shredding. CITY OF CENTERVILLE IS HIRING Seasonal Public Works/Maintenance Technicians, (May – August). COMMUNITY DEVELOPMENT Project Map Staff has prepared a map of all active developments to help everyone get a better picture of what’s happening around our community. The number you see at the heading of each item in this section corresponds to a number on the map, which is attached to the end of this report. (9) Block 7 Property (Downtown) The city’s purchase agreement with Schifsky Companies for the development of Block 7 has now expired after the developer was unable to make the numbers work for their project. City Staff has already been contacted by another builder and is exploring concepts for development that may fit their product line. stnd (3)(4) Old Mill Estates 1 and 2 Additions The developer has finished black dirt and seed work in boulevards and around ponds. They continue to work to finalize wetland and other watershed permits. Construction of the gravel base for the trail between Old Mill Court and Laramee Lane is now complete. Concrete work will be completed in the spring to ensure the base has a chance to settle over the winter. (16) Centerville Storage The facility is now open for business. The developer has made progress to address drainage issues along the north side of the facility and will continue to work on minor clean-up items. (1) Bay View Villas (Waterworks Site) The developer’s landscaping crew has finished sod work near the cul-de-sac and has just a few items from the punch list remaining. (10-14) Rehbein Commercial thst The sidewalk on the north side of Main Street, between 20 Avenue and 21 Avenue will be graded and poured in the spring. Other punch list items remain. Record plans have been submitted and reviewed. (13) Kwik Trip Construction is complete with the exception of some punch list items and the sidewalk along Main Street, in the spring. The store is now open! (17, 19) Rehbein Industrial Record Plans for the project have been submitted and reviewed. Once permit closure is achieved, the project can be closed out. (18) Max Storage (Fairview Street) A building permit has now been issued for construction of Building #1 of 2. The developers have decided to wait until spring to begin construction. (17) Amazon Fulfillment Center The building shell is now up, including the roof trusses and superstructure for the van loading area canopy. Site work will continue in the spring.Interior work on the building continues. Submittal of the modeling data and application for changes to the Floodway have now been submitted to FEMA. The federal agency has 90 days to respond to our submittal. Development Inquiries Pool and Spa Business looking to relocate to Centerville. Interested in 10,000 sf of existing or build-new space. Residential Developer exploring opportunities on Block 7 PUBLIC WORKS Commercial Water Connection Fee Assistance At the last City Council meeting, the Council voted to extend the program through the end of 2023. The program offers half-priced hook-up charges for businesses hooking to city water. th 20 Avenue (CSAH 54) Corridor Study The latest progress meeting for the Corridor Study was held on February 13. Stakeholders were shown concept maps, laying out potential intersection treatments, access modifications, street cross sections, speed limits, and pedestrian routes. Next, the team will be reaching out to key area land and business owners along the corridor to gain their perspectives on various alternatives. Following those meetings, the concept layouts will be adjusted and readied for a broader public input phase. st The study is examining 20th Avenue from Birch Street to 80th Avenue, and the intersection of 21 Ave. and Main Street, aimed at identifying improvements needed in the short and long-term to accommodate regional growth. Wellhead Protection Plan The Minnesota Department of Health held a kick-off meeting with city staff and consultants for the implementation of the city’s Part-2 Wellhead Protection Plan. The group reviewed items in the documents and the timelines associated with various activities. Staff will be following up on the action items over the course of the next few months. City staff recently completed final paperwork and receive reimbursement from the Department of Health associated with a grand for sealing of a well in the downtown at no cost to the city or resident. With the completion of this grant, the city can now apply for other grants related to the Wellhead protection plan. 2022 Thin Overlay Program and City Hall Parking Lot Improvements Assessment invoices have now been mailed to all affected property owners. The invoices contain information on prepayment options, interest and an amortization schedule. If you have questions about your assessment, how to pay or other logistics of the assessment process, please reach out to city hall at 651-429-3232. Overlay Program City staff have evaluated the roads and determined that no overlay project will be completed in 2023. City Hall Parking Lot Lighting The Public Works Director has sent out requests for proposals to complete the parking lot lighting project, contingent upon a grant award through the Occupational Safety and Health Administration (OSHA).
