NOT APPROVED MEETING I. CALL TO ORDER The meeting was called to order at approximately 6:30 p.m. by President Remillard. II. ROLL CALL President Remillard called the roll. APPROVAL OF AGENDA 1. Call for Changes to the Agenda The addition of the budget to the actual portion of the financial report was added to the agenda. Motion by Commissioner Mosher, seconded by Vice-President Swenson to approve the revised agenda. All in favor. Motion carried. IV. APPROVAL OF MINUTES The minutes were approved as presented. Motion by Vice-President Swenson and seconded by Commissioner Smith to approve the March 15, 2023 meeting minutes. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Motion by Vice-President Swenson and seconded by Commissioner Mosher to approve the check list as presented. All in favor. Motion carried. 2. PRESENTATION 1. Quad Chamber, Michelle Koch, President Michelle Koch, Quad Area Chamber President, gave a presentation on the State of the Chamber. The presentation covered branding efforts that are currently underway, leadership changes, citizen engagement initiatives and upcoming events. VII. REPORTS 1. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Executive Director Lewis reviewed the report as presented in the packet. 2. Year to Date Financials Executive Director Lewis introduced the financial report as presented in the revised packet. Motion by Vice-President Swenson and seconded by Commissioner Smith to approve the financial statement as presented. All in favor. Motion carried. 3. Ongoing Programs: Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet. 4. AdministratorÓs Report Executive Director Lewis reviewed the AdministratorÓs Report as presented in the packet. VIII. OLD BUSINESS 1. Annual Report to Council Executive Director Lewis introduced this item and asked for feedback from the board on their annual report. Discussion ensued about components of the report and next steps. Motion by President Remillard, seconded by Vice-President Swenson to approve the annual report as presented. All in favor. Motion carried. 2 City of Centerville EDA Meeting Minutes March 15, 2023 2. Activity Tracker Executive Director Lewis reviewed the report as presented in the packet. IX. NEW BUSINESS 1. Resolution for Budget Amendment Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about amending the budget for $20,500 and capping the budget with this amount, or leaving the $3,000 already in the budgeted line item. Motion by President Remillard, seconded by Vice-President Swenson to approve the budget amendment as presented in the budget. meeting at 8:00 p.m. President Remillard, Vice- President Swenson, Commissioner Mosher voted Aye. Commissioner Smith voted Nay. Motion carried. 2. Business Survey Executive Director Lewis reviewed the draft business survey as presented in the packet. Discussion ensued about the length of the survey. President Remillard and Executive Director Lewis are going to shorten the survey prior to its distribution. 3. Swag Bags Executive Director Lewis reviewed this item as presented in the packet. Motion by Vice-President Swenson, seconded by Commissioner Smith to purchase the 150 bags as outlined in the packet. Love gave a State of the City Address on Thursday, March 30 at St. Genevieve Community Parish. In case you missed it, Mayor Love communicated that the state of the city is strong Î and the city is growing and thriving. The State of the City presentation highlighted city accomplishments during 2022 and featured key initiatives on the horizon in 2023. In 2022, the city council adopted a two-year strategic plan that prioritizes three goals: (1) Economic Development, (2) Organizational Resilience, and (3) Community Engagement. There have been several ribbon cuttings and grand openings over this last year, including Kwik Trip, NorBella Senior Living, Atlas Villas Memory Care, Centerville Storage, Sutton Transport, First Choice Builds, American Roofing, and Amazon, with Max Storage opening later this year. Active development projects on the horizon include: 1737 Main Street, Block 7, Block 5, and a hotel with a restaurant. The State of the City also covered topics such as the completion of the Centerville Elementary School expansion, signature festivals in our parks & recreation department, staffing additions in public safety, a parking lot overlay in public works, a new website & mobile app and history niche in administration, as well as the cityÓs Jr. Councilmember program and Centerville Cares initiative. Look for it in your Google Play Store and Apple Store links. VACANT COUNCIL SEAT FILLED At the March 8, 2023 City Council meeting, Dr. Raye Taylor, DVM was appointed to fill the vacant council seat. Ms. Taylor brings a wealth of experience on various boards realted to her profession as a veteranarian. Ms. Taylor was sworn in at the March 22, 2023 City Council meeting and will serve until the first Monday of 2025. Welcome to the Centerville City Council Raye! PARKS AND RECREATION Annual Fete des Lacs Logo Contest The annual Fete des Lacs Logo Contest is taking place. You may also pick up a form at City or find one on the website. Entry ages are grades K-5 and grades 6-8. First prize will land the lucky artists $100, second prize is $50 and honorable mention is $25. Prizes will be given both at the Middle and Elementary School levels. The deadline for entries is May 3, 2023. The Fete des Lacs theme this year is a ÐBlast from the PastÑ. Annual Park Cleanup We need volunteers for this event, please join the Committee and other volunteers on Saturday, April 29, 2023 with a rain date of May 6, 2023. The Committee will meet at City Hall at 9 a.m. and disburse from there. Eagle Park needs additional cleanup activities associated with the removal of several trees in 2022. Please utilize the QR Code to the right or visit the Main Street Market Facebook page for up to date information or registration: www.facebook.com/CentervilleMainStreetMarket/ Statewide Health Improvement Partnership Grant Submissions The Committee was successful with their submissions of two (2) Statewide Health Improvement Partnership (SHIP) grants. They have recommended that Council accept them and commence the process of completing required documentation for timeline, acquiring the items will be a responsibility of Anoka County and installation completed by City Staff. The grant amount is $3,000/grant. Look forward to the installation of a free-standing Bike Repair Stand, and Bottlefiller, w/Drinking Fountain & Pet Station for Laurie LaMotte Memorial Park and a Bottlefiller, w/Drinking Fountain & Pet Station for Acorn Creek Park. New Audio Equipment The Committee recommended to Council approval of purchasing new audio equipment to be utilized during events held within the City that require amplification of sound (i.e. public presentation, Music in the Park, Fete des Lacs, Skate/Sled Night, etc.). This will be a welcomed amenity for performers and staff as the existing equipment has outlived its life expectancy. The commission recommended the changes as presented. The revised table will be considered by the City Council at an upcoming meeting. THC Regulations The Planning and Zoning Commission has asked staff to explore licensing the sale of Cannabis products, in a similar manner to tobacco or alcohol. Staff will bring back some recommendations, working towards a recommendation to the city council. Staff is also watching the state legislature as it debates bills which seek to legalize marijuana. Some versions of these bills will prohibit the city from issuing licenses. CENTERVILLE CARES Across the country, April is recognized as Fair Housing Month. The Fair Housing Act prohibits discrimination in housing based on race, color, religion, sex, familial status, national origin, and disability, and commits recipients of federal funding to affirmatively further fair housing in their communities. Featured Chamber Event - Second Annual Senior Expo The Chamber is holding its second annual Senior Expo on May 18, 2023 from 10AM-1PM at St. Genevieve Parish Center in Centerville. This event is free to the public and everyone is encouraged to attend. Several resources will be available for you and your loved ones. Economic Development Authority (EDA) The EDA has received a draft of the Downtown Redevelopment Market Study and the consultant will give a presentation to the EDA at their th meeting on April 19. EDA members will have an opportunity to provide feedback for inclusion in the final report, which will be presented to the city council in May. Thank you to everyone who completed the online survey associated with this market study. We received 192 responses and your feedback provided valuable information for the report. Staff is currently reviewing the responses and results will be shared very soon. CenterStage New Boutique on Main Street Î Onyx & Co. Boutique If you have not already stopped by the new boutique on Main Street, you may want to stop by for a visit. Misty is the owner and she is currently working on acquiring signage, but you will be able to find it easily. The boutique is located between the Liquor Barrel and AmeerÓs Tobacco Shop in the shopping center across the street from city hall. New Name, New Owners Î CenterMart becomes Center Market CenterMart has recently been acquired by new owners. They have been making some changes to the interior of the store and its name. You may want to stop by to say hello and check out whatÓs new. CENTENNIAL FIRE DISTRICT Training night for the fire fighters at CFD. We worked on our SCBA confidence course, mayday, cleaning and care of our face piece and firefighter CPR. COMMUNITY DEVELOPMENT Project Map Staff has prepared a map of all active developments to help everyone get a better picture of whatÓs happening around our community. The number you see at the heading of each item in this section corresponds to a number on the map, which is attached to the end of this report. (9) Block 7 Property (Downtown) The cityÓs purchase agreement with Schifsky Companies for the development of Block 7 has now expired after the developer was unable to make the numbers work for their project. City Staff has already been contacted by another builder and is exploring concepts for development that may fit their product line. stnd (3)(4) Old Mill Estates 1 and 2 Additions The developer recently shared an update from their contractor who plans to complete their remaining punch list items in early May. Other development-wide punch list items remain for the developer to complete. Construction of the gravel base for the trail between Old Mill Court and Laramee Lane is now complete. Concrete work will be completed in the spring to ensure the base has a chance to settle over the winter. (16) Centerville Storage The facility is now open for business. The developer has made progress to address drainage issues along the north side of the facility and will continue to work on minor clean-up items. (1) Bay View Villas (Waterworks Site) The developerÓs landscaping crew has finished sod work near the cul-de-sac and has just a few items from the punch list remaining. (10-14) Rehbein Commercial thst The sidewalk on the north side of Main Street, between 20 Avenue and 21 Avenue will be graded and poured in the spring. Other punch list items remain. Record plans have been submitted and reviewed. (13) Kwik Trip Construction is complete with the exception of some punch list items and the sidewalk along Main Street, in the spring. The store is now open! (17, 19) Rehbein Industrial Record Plans for the project have been submitted and reviewed. Once permit closure is achieved, the project can be closed out. (18) Max Storage (Fairview Street) A building permit has now been issued for construction of Building #1 of 2. The developers have decided to wait until spring to begin construction. (17) Amazon Fulfillment Center Roofing and interior work continue as progress on the building has been steady. Exterior lighting, including both on-building lights and parking lot lights have been completed and are now on during the night. Submittal of the modeling data and application for changes to the Floodway have now been submitted to FEMA. The federal agency has 90 days to respond to our submittal. The program offers half-priced hook-up charges for businesses hooking to city water. th 20 Avenue (CSAH 54) Corridor Study The latest progress meeting for the Corridor Study was held on February 13. Stakeholders were shown concept maps, laying out potential intersection treatments, access modifications, street cross sections, speed limits, and pedestrian routes. Next, the team will be reaching out to key area land and business owners along the corridor to gain their perspectives on various alternatives. Following those meetings, the concept layouts will be adjusted and readied for a broader public input phase. st The study is examining 20th Avenue from Birch Street to 80th Avenue, and the intersection of 21 Ave. and Main Street, aimed at identifying improvements needed in the short and long-term to accommodate regional growth. Wellhead Protection Plan The Minnesota Department of Health held a kick-off meeting with city staff and consultants for the implementation of the cityÓs Part-2 Wellhead Protection Plan. The group reviewed items in the documents and the timelines associated with various activities. Staff will be following up on the action items over the course of the next few months. City staff recently completed final paperwork and receive reimbursement from the Department of Health associated with a grand for sealing of a well in the downtown at no cost to the city or resident. With the completion of this grant, the city can now apply for other grants related to the Wellhead protection plan. Subregional Water Supply Planning Meeting Administrator/Engineer Statz participated in a meeting of local officials to discuss water supply th planning on March 15. The Met Council has been holding these types of meetings over the past few years to engage local governments in regional planning efforts surrounding water supply, which has traditionally been a city-by-city task, with oversight from the Department of Natural Resources (DNR). Early input from stakeholders at these meetings pointed to developing plans at a ÐSubregionalÑ level, so as not to paint water supply planning with a broad brush across the entire metro. Our participation in these meetings is vital to protecting our independent ability to provide safe, affordable and reliable water to our citizens. The map at the right shows the relatively low participation from our fellow Anoka County cities and highlights the need for engagement on this topic. One of the driving topics in the northeast metro, is the White Bear Lake lawsuit. Currently, the city of Centerville is not included in the court-ordered restrictions, since our wells are outside of the 5 mile radius of White Bear Lake as defined in the judgeÓs decision in that case. However, it is entirely possible that future regional water supply plans for the area may wish to include us; potentially forcing the city into connecting to a surface-water based regional system. 2022 Thin Overlay Program and City Hall Parking Lot Improvements Assessment invoices where mailed out to all affected property owners. Some property owners moved between the first hearing and the adoption so those individuals have also been notified. Overlay Program City staff have evaluated the roads and determined that no overlay project will be completed in 2023. City Hall Parking Lot Lighting The City Council will consider award of a contract to complete the parking lot lighting project, contingent upon a grant award through the Occupational Safety and Health Administration (OSHA). The first grant th application deadline is April 15 . If awarded, the lights would be installed early this summer. Love gave a State of the City Address on Thursday, March 30 at St. Genevieve Community Parish. In case you missed it, Mayor Love communicated that the state of the city is strong Î and the city is growing and thriving. The State of the City presentation highlighted city accomplishments during 2022 and featured key initiatives on the horizon in 2023. In 2022, the city council adopted a two-year strategic plan that prioritizes three goals: (1) Economic Development, (2) Organizational Resilience, and (3) Community Engagement. There have been several ribbon cuttings and grand openings over this last year, including Kwik Trip, NorBella Senior Living, Atlas Villas Memory Care, Centerville Storage, Sutton Transport, First Choice Builds, American Roofing, and Amazon, with Max Storage opening later this year. Active development projects on the horizon include: 1737 Main Street, Block 7, Block 5, and a hotel with a restaurant. The State of the City also covered topics such as the completion of the Centerville Elementary School expansion, signature festivals in our parks & recreation department, staffing additions in public safety, a parking lot overlay in public works, a new website & mobile app and history niche in administration, as well as the cityÓs Jr. Councilmember program and Centerville Cares initiative. They have recommended that Council accept them and commence the process of completing required documentation for timeline, acquiring the items will be a responsibility of Anoka County and installation completed by City Staff. The grant amount is $3,000/grant. The commission recommended the changes as presented. The revised table will be considered by the City Council at an upcoming meeting. THC Regulations The Planning and Zoning Commission has asked staff to explore licensing the sale of Cannabis products, in a similar manner to tobacco or alcohol. Staff will bring back some recommendations, working towards a recommendation to the city council. Staff is also watching the state legislature as it debates bills which seek to legalize marijuana. Some versions of these bills will prohibit the city from issuing licenses. CENTERVILLE CARES Across the country, April is recognized as Fair Housing Month. COMMUNITY DEVELOPMENT Project Map Staff has prepared a map of all active developments to help everyone get a better picture of whatÓs happening around our community. The number you see at the heading of each item in this section corresponds to a number on the map, which is attached to the end of this report. (9) Block 7 Property (Downtown) The cityÓs purchase agreement with Schifsky Companies for the development of Block 7 has now expired after the developer was unable to make the numbers work for their project. City Staff has already been contacted by another builder and is exploring concepts for development that may fit their product line. stnd (3)(4) Old Mill Estates 1 and 2 Additions The developer recently shared an update from their contractor who plans to complete their remaining punch list items in early May. Other development-wide punch list items remain for the developer to complete. Construction of the gravel base for the trail between Old Mill Court and Laramee Lane is now complete. Concrete work will be completed in the spring to ensure the base has a chance to settle over the winter. (16) Centerville Storage The facility is now open for business. The developer has made progress to address drainage issues along the north side of the facility and will continue to work on minor clean-up items. (1) Bay View Villas (Waterworks Site) The developerÓs landscaping crew has finished sod work near the cul-de-sac and has just a few items from the punch list remaining. (10-14) Rehbein Commercial thst The sidewalk on the north side of Main Street, between 20 Avenue and 21 Avenue will be graded and poured in the spring. Other punch list items remain. Record plans have been submitted and reviewed. (13) Kwik Trip Construction is complete with the exception of some punch list items and the sidewalk along Main Street, in the spring. The store is now open! (17, 19) Rehbein Industrial Record Plans for the project have been submitted and reviewed. Once permit closure is achieved, the project can be closed out. (18) Max Storage (Fairview Street) A building permit has now been issued for construction of Building #1 of 2. The developers have decided to wait until spring to begin construction. (17) Amazon Fulfillment Center Roofing and interior work continue as progress on the building has been steady. Exterior lighting, including both on-building lights and parking lot lights have been completed and are now on during the night. Submittal of the modeling data and application for changes to the Floodway have now been submitted to FEMA. The federal agency has 90 days to respond to our submittal. The program offers half-priced hook-up charges for businesses hooking to city water. th 20 Avenue (CSAH 54) Corridor Study The latest progress meeting for the Corridor Study was held on February 13. Stakeholders were shown concept maps, laying out potential intersection treatments, access modifications, street cross sections, speed limits, and pedestrian routes. Next, the team will be reaching out to key area land and business owners along the corridor to gain their perspectives on various alternatives. Following those meetings, the concept layouts will be adjusted and readied for a broader public input phase. st The study is examining 20th Avenue from Birch Street to 80th Avenue, and the intersection of 21 Ave. and Main Street, aimed at identifying improvements needed in the short and long-term to accommodate regional growth. Wellhead Protection Plan The Minnesota Department of Health held a kick-off meeting with city staff and consultants for the implementation of the cityÓs Part-2 Wellhead Protection Plan. The group reviewed items in the documents and the timelines associated with various activities. Staff will be following up on the action items over the course of the next few months. City staff recently completed final paperwork and receive reimbursement from the Department of Health associated with a grand for sealing of a well in the downtown at no cost to the city or resident. With the completion of this grant, the city can now apply for other grants related to the Wellhead protection plan. Subregional Water Supply Planning Meeting Administrator/Engineer Statz participated in a meeting of local officials to discuss water supply th planning on March 15. The Met Council has been holding these types of meetings over the past few years to engage local governments in regional planning efforts surrounding water supply, which has traditionally been a city-by-city task, with oversight from the Department of Natural Resources (DNR). Early input from stakeholders at these meetings pointed to developing plans at a ÐSubregionalÑ level, so as not to paint water supply planning with a broad brush across the entire metro. Our participation in these meetings is vital to protecting our independent ability to provide safe, affordable and reliable water to our citizens. The map at the right shows the relatively low participation from our fellow Anoka County cities and highlights the need for engagement on this topic. One of the driving topics in the northeast metro, is the White Bear Lake lawsuit. Currently, the city of Centerville is not included in the court-ordered restrictions, since our wells are outside of the 5 mile radius of White Bear Lake as defined in the judgeÓs decision in that case. However, it is entirely possible that future regional water supply plans for the area may wish to include us; potentially forcing the city into connecting to a surface-water based regional system. 2022 Thin Overlay Program and City Hall Parking Lot Improvements Assessment invoices where mailed out to all affected property owners. Some property owners moved between the first hearing and the adoption so those individuals have also been notified. Overlay Program City staff have evaluated the roads and determined that no overlay project will be completed in 2023. City Hall Parking Lot Lighting The City Council will consider award of a contract to complete the parking lot lighting project, contingent upon a grant award through the Occupational Safety and Health Administration (OSHA). The first grant th application deadline is April 15 . If awarded, the lights would be installed early this summer. City Hall Security Upgrades The City Council will consider award of a contract to make some minor upgrades to the buildingÓs security system, finishing off the planned improvements that were first initiated during the renovation project. The largest majority of people Google meetings to find them. About an equal amount link to it from Centerville's website and directly from the NMTV website. One more fun website fact: during March, more than 100 people read one of the news stories NMTV did on the Amazon facility last year. That's a pretty high number for an older story.
