BACKGROUND AND SUPPLEMENTAL INFORMATION:
The property owner at 1746 Dupre Road is requesting a variance to reconstruct a shed on his property in his
side yard. The rebuilt shed would be 2ft wider and 2ft deeper. The resident has a unique lot and the existing
shed, constructed prior to permitting requirements, is a legal non-confirmity due to its placement in the side
yard. Reconstruction of a shed with the same dimensions is allowed according to City Code.

Subject: Request for Shed Variance at 1746 Dupre Rd
The Staff has received a request for a variance for reconstruction of a shed, at 1746 Dupre Rd, to
replace a twenty-year old shed that no longer meetings the needs of the resident. The reconstructed
shed would be two feet longer and two feet deeper than the existing shed.
The applicant states that the existing shed is no longer functional and that a reconstructed shed
would be more functional. The applicant also indicates that the new shed would not impact the
surrounding properties or the character of the neighborhood.
Staff Recommendation
Approve the request for a variance for reconstruction of a new shed at 1746 Dupre Road with the
following findings:
(1)The property owner proposesto use the property in a reasonable mannerby an official
control: The applicant plans to use the rebuilt shed for storage, in the same way the existing
accessory structure is being used. The City Code does not allow for sheds in any yard
except the rear yard. Since this lot has a small and heavily wooded rear yard, while it has
a large, vacant side yard, it is reasonable to use the side yard for a shed.
(2)The plight of the landowner is due to circumstances unique to the property not created by
the landowner;and the variance, if granted. The landownerÓs lot is pie-shaped, which
causes certain issues for placement of accessory structures. The owner did not create the
shape or topography of his lot.
(3)The variance will not alter the essential character of the locality. The reconstructed shed
will be placed in the side yard, in roughly the same location as the existing shed. Given the
large area of the side yard, the placement of the shed near the rear of the side yard, a
significant distance from the street and the size of the proposed shed, its presence will not
alter the essential character of the neighborhood.
(4)Economic considerations alone do not constitute practical difficulties. The request to place
the shed in the side yard is not borne of economic considerations.

INTRODUCTION
The City owns two vacant parcels on Main Street and Progress Road, a
block east of Centerville Road, in CentervilleÔs downtown. F&M Holdings
applied for a PUD development plan for the properties to build a new
building for the Guys & Dolls hair salon business. The plan, as developed
to date, does not meet the Downtown Design Guidelines and is missing
a number of necessary details. Therefore, we recommend that the
Planning & Zoning Commission continue the item to the next regularly
scheduled meeting so that staff might have an opportunity to work with
the applicant to get a revised set of plans. But we will review the issues
below.
PLANNING & ZONING
The property is guided Mixed Use on the Future Land Use Plan and zoned M-1 Mixed Use. All
developments in M-1 require a Planned Unit Development (PUD), which is processed as a
Conditional Use Permit (CUP) under CentervilleÔs Zoning Code. Retail uses, like a hair salon, are a
permitted use. Parts of the M-1 code are included at the end of this report.
Downtown Master Plan
The site is subject to the design guidelines in the Master Plan & Development Guidelines for
Downtown Centerville adopted in 2006. Among the guidelines that are pertinent, are those
outlined in the April 24 staff memo:
Buildings located at build-to lines (zero setback).
Emphasis on building features at the intersection of Centerville Road and Main Street.
Parking behind or side of buildings. Surface parking on major street frontage is not allowed.

Zoning is illustrated to the right and a portion of the Downtown
Centerville Master Plan is illustrated below, next to an aerial
photo of the area.
The Downtown Master Plan illustrated below, shows the property
in question as a public/semi-public use (blue) with a new 50,000
sq ft multi-story building on it and a 200-car parking ramp behind.
The pink shaded areas depict buildings that would be new
mixed-use structures, all built out to the street frontage, including
the property to the west of the site, which is the current
elementary school parking lot and pond. The main corner of
Centerville Road and Main Street is the focal point of Downtown
Centerville Ï one block west of this site.
With the remodeling of the elementary school a few years ago, its parking lot and pond now
occupy a portion of the critical frontage envisioned in the Master Plan. The placement of a new
building built out to the street frontage on the subject site would not match the existing character
and it is unlikely that the school would take out part of its parking lot and pond any time soon to
build a new mixed-use building out to the street. Therefore, requiring a building out to the street on
the subject site may not be reasonable or necessary.

PROPOSED DEVELOPMENT
The applicants have prepared two site plans Ï A and B Ï for the site, below. Site Plan A is their
preferred plan with parking in front of the building on the two corners of the site, Main Street and
Progress Road, with the building setback to the north and east. Site Plan B would place the
building at the street corner with parking behind, meeting the intent of the Master Plan guidelines.
The applicants note that future expanded
development on the site might involve the
Site Plan A
adjacent property to the northeast, which
would be much easier to accommodate with
Site Plan A vs. Site Plan B.
Taken together, the existing character of the
corner and the future development scenario
make a case for relaxing the Master Plan
standards related to building placement.
Site Issues
There are several issues regarding the site plan
that should be addressed before the project
moves forward, illustrated below:
Even if the building cannot be placed
at the build-to line at the ROW, some

kind of street edge would be
appropriate to require for this site. A low
fence, railing, hedge or other feature(s)
to create a street edge at this corner
would help establish some of the
character that the Downtown Master
Plan envisions.
Site Plan A shows the driveway and
three parking spaces within the street
ROW of Main Street Ï see the graphic
shown above (Site Plan A).. The site plan
and building placement should be adjusted to remedy this.
The PUD standards require at least 20% of the site for Ñopen air recreational useÒ. We
assume this standard is primarily intended for residential projects, but commercial projects
should also have open space or plazas as part of the character to be created in the
Downtown. Refining the site plan to include an open space feature along with the street
edge noted above would be an improvement.

There needs to be a landscape plan showing how the entire site will be treated, especially
the corner edges on Main Street and Progress Road.
There needs to be plans for lighting, signage, trash handling, and other site features.
Parking
Parking standards for commercial uses in the zoning code vary from 6/1,000 sq ft for retail and
3/1,000 sq ft for Ñtrade businessesÒ. The proposed building is about 4,700 sq ft with 18 parking
spaces (not including those in the ROW), or about 3.8 spaces per 1,000 sq ft. This is less than typical
for commercial uses, but the site plan will be refined if the project moves forward, so the precise
number is not important now. The main question is whether the building placement is acceptable
within the context of the Master Plan. There may be other adjustments to the plan to better fit
parking on site. City staff can work with the applicants before the development plan is submitted.
Site Plan A shows two phases of development in the building, presumably one space for the hair
salon and a second space for another user, or a future expansion of the hair salon. Either way,
parking needs must be addressed as the site plan is finalized.
Overhead Power Lines
There are existing overhead power lines that also complicate the property at the corner. They
interfere with the visual character of the corner and potentially the ability to construct a building
out to the corner. Ideally, these should be moved or buried to make the site more attractive and
functional for development that is appropriate to the character of the Downtown Centerville.

Building Materials & Architectural Character
The Downtown Master Plan and Guidelines have standards for architectural treatment of
buildings, including the concept that a ÑFrench QuarterÒ style is intended. The applicants have
provided renderings of the building, which is attractive, but we need discussion of how the style
furthers the Downtown Master Plan and Guidelines.
RECOMMENDATION
I recommend that the Planning & Zoning Commission continue consideration of the PUD
development plan to its next regularly scheduled meeting so that City staff can work with the
applicants to refine the plan. The issues to be addressed might include the following:
1) The site plan should be adjusted to have all parking and drive aisles on private property
and not on street right-of-way.
2) The site and building plans should be revised to include street edge feature(s) to enhance
the site in line with the intent of the Downtown Master Plan, as well as incorporating an
open space feature or features.
3) The potential uses for the building and their parking needs should be refined so that
adequate parking is provided.
4) The architectural character of the building needs to be refined to address the Downtwon
Master Plan and Guidelines.
5) The plat will need to be reviewed and approved by the City Engineer and City Attorney.
6) Stormwater management plans need to be reviewed and approved by the City Engineer
and Rice Creek Watershed District.
7) Access to Main Street (CSAH 14) needs to be approved by Anoka County.
8) Submittal of a PUD narrative explaining how the project meets the intent of the Downtown
Master Plan.
60-DAY DEADLINE
There are separate deadlines for the different applications Ï 60 days for a zoning request such as a
PUD or CUP, and 120 days for the preliminary plat. The applications were received May 15, 2023.
The 60-day deadline for final action on the PUD is July 15, 2023; the 120-deadline for the
preliminary plat is September 15, 2023.

§ 156.051 MIXED USE DISTRICT (M-1).
(A) Purpose. It is intended that the M-1 District implement the "Master Plan and Development
Guidelines for Downtown Centerville," adopted by the City Council on January 11, 2006 (the
"Redevelopment Plan"), and provide for the unique layout and character of a traditional central
business district with retail, professional office, accessory residential and other mixed uses. The M-
1 District correlates to the ÐMixed Use CorridorsÑ in the Redevelopment Plan.
(B) Permitted uses. See Table 156-A.1.
(1) Residential uses with a density between 12 and 30 units per acre.
(2) Retail uses must occupy the first floor of all buildings.
(C) Special requirements. The following special requirements are intended to implement the
Redevelopment Plan, which is incorporated herein by reference.
(1) Existing uses that are not in conformance with this section may not be expanded, but may
continue as nonconforming uses. Additions to a nonconforming single-family residential
structure may be allowed, provided the square footage of the main floor of the home is not
increased by more than 33% from that which existed on January 11, 2006. Also, accessory
buildings or uncovered decks and porches may be constructed in conjunction with
nonconforming single-family uses, provided they meet all of the conditions, including setbacks,
as required in the R-2 Single Family District. (Ord. 2d #36, amended 7/14/2010)
(2) In making decisions about land use compatibility and dimensional criteria for uses and
structures, the City shall have broad discretion to protect the public health, safety and welfare;
and to protect the integrity of the M-l District and surrounding residential neighborhoods.
Redevelopment of any parcel shall be accomplished by submitting application as a Planned
Unit Development.
(3) Driveway access to any use shall not be permitted from Centerville Road or Main Street but
rather planned side streets and alleys must be used for such access.
(4) The architectural design and exterior building materials used in connection with any new or
expanded use or structure shall be consistent with any architectural design or aesthetic control
requirements established by the Redevelopment Plan. The city will engage the services of a
consultant architect to assist with the review. The cost of such services may be charged to the
applicant.

2. Concept Plan Review Î 1737 Main Street Guys and Dolls Salon
Administrator Statz introduced this item, reviewing the concept plan (2 options) as presented in the
packet. In Option A, the building is set back to the rear of the yard, with parking in front. Option B
features a building in the front of the lot, with limited setback to the right-of-way and parking in the
rear. Option B presents a challenge with overhead power lines, which would need to be relocated or
buried for aesthetics, and safety reasons; the associated cost to do this is between $25,000-$60,000.
The city council and staff support Option A to spur downtown development.
3. Planning & Zoning Commissioner Candidate Î Linda Broussard-Vickers
Administrator Statz introduced this item, noting that Linda Broussard-Vickers is willing to serve on
the Commission beginning in June or July through December until she heads south for the winter.
Ms. Broussard-Vickers noted that she would be willing to step down if two candidates come forward
to fill the Commission vacancies.

of Linda Broussard-Vickers to the council for appointment on the Planning and Zoning
Commission. the All in favor. Motion carried.

IX. Announcements and Updates
1. Council Member Liaison
Councilmember Koski reported that the Fire Steering Committee for the Centennial Fire District
discussed the need for new infrastructure, noting the significant increase in cost, which may require
a bond; he noted that the Centennial Fire may be able to recondition one of the existing trucks while
they determine the best path forward on future purchases.

Councilmember Koski expressed his appreciation for police and fire personnel who go above and
beyond to protect the rest of us.
2. AdministratorÓs Report
Administrator Statz reviewed the report, noting that both NorBella and Atlas Senior Living are up
and running, with residents at both facilities. Administrator Statz reported that we are dealing with
an issue with American Roofing Supply and their trucks queuing on HWY 14. We will address this
issue with them and the property owner and figure out a solution quickly. Administrator Statz also
reported that we have concept sketches from Lennar for Block 7 and these will be presented to the
Planning and Zoning Commission in the next month.

AdministratorÓs Report

FINANCE
Credit Rating Upgrade
Standard and PoorÓs recently contacted the Finance
Department for updated information regarding our
financial condition. Finance Director Bruce DeJong
responded with the good news regarding our building
activity and financial results. This prompted a review
which has upgraded our bond rating from AA to
AA+. Our new rating is only one step below AAA.
The rating increase is based on S&PÓs evaluation of the following factors:
¤ Centerville, about 15 miles north of St. Paul in Anoka County, is primarily residential with 30 new
homes built over the past several years and 26 townhomes and commercial/retail development in the
planning stage;
¤ Very strong reserves compared with expenditures with no planned drawdowns and a history of
operational financial balance;
¤ Strong debt profile with no medium-term debt plans; and
¤ Good financial policies and practices under our financial management assessment methodology,
highlighted by conservative budgeting practices, budget-to-actual reporting to the council monthly, fund
balance policy, and a long-term capital and financial plan that is updated every year; and a strong
institutional framework score.
The Mayor and City Council are to be congratulated for their years of prudent financial management and
community development strategies that have come to fruition and have been recognized by our bond rating
agency.

Public Hearings Î June 6, 2023
1737 Main Street Î Proposed Salon
The contract owners (F & M Holdings, LLC) of the parcels have petitioned the City for approval of a
Preliminary Plat and Planned Unit Development (PUD). They would like to construct a single-story
commercial building approximately 3,200 square feet in size, with potential for an expansion of
approximately 1,600 square feet.
7085, 7087, 7089 Centerville Road Î Salon/Spa
The owners of the above stated parcels have petitioned the City for approval of a Planned Unit Development
(PUD) to be issued via either a Conditional Use Permit (CUP) or an Interim Use Permit (IUP) for the
operation of a salon with site improvements, to serve said business, on the adjoining parcels that are under
the same ownership.
1746 Dupre Road Î Enlargement of Non-Conforming Accessory Structure
The owner of the above stated parcel has petitioned the City for approval of a Variance to re-construct a
non-conforming accessory structure on the parcel of property. The existing structure is dilapidated,
constructed in the side yard and constructed prior to current regulations requiring it to be located in the rear
yard. The request for variances seeks permission to reconstruct (and enlarge) the structure in the same
location as the current shed.
THC Regulations
The Minnesota State legislative bodies have each passed their own version of a marijuana legalization bill,
which will now be consolidated into one, through a bicameral reconciliation committee. Each version of
the bill has slightly different allowances for city cost sharing and regulation authority. Once signed into law,
staff will move quickly to formulate recommendations on how to exercise whatever discretion we may have.
Amazon Sign Variance
With a unanimous recommendation from the Planning and Zoning Commission, the City Council approved
a variance for additional way-finding signs for the Amazon campus.

The home rehabilitation loan programs help income-qualified
residents with health, safety, accessibility and some energy concerns on
their primary home. It provides deferred, zero interest loan financing.

The well/septic (AgBMP) loan program is a state-funded water quality program that provides low-interest
loans to landowners. The program's purpose is to improve water quality; funding is only allocated to

The Rice Creek Watershed District
Administrator/Engineer Statz recently attended the Rice Creek Watershed DistrictÓs City/County Partner
meeting, hosted by the City of New Brighton. Educational topics included presentations on:
street sweeping and the benefits to water quality
the public drainage system maintained by RCWD
the districtÓs efforts to evaluate outdated RCWD-owned facilities
the district's climate resiliency project
Johanna Creek Common Carp Barrier (included a site visit)
The sessions included time for discussion among the group and allowed valuable interaction with
the districtÓs staff and board members.
Peltier-Centerville Backflow Feasibility Study
If youÓve been wondering what that weird pile of
equipment is doing between the lakes (see photo),
you can read about it below.
Centerville Lake does not meet MN State water
quality standards and suffers from frequent
and occasionally intense algae blooms. Monitoring
data indicates an increasing trend in phosphorus and
chlorophyll-a annual summer means. A significant
portion of the annual phosphorus load for Centerville
Lake (~40-50%, TMDL,
2013) is thought to be from
Peltier Lake backflow. Peltier
and Centerville Lake are
connected by a pipe under
County Highway 14 (See
Project Area Map). Backflow
is thought to occur when
Peltier Lake's surface
elevation rises above
Centerville Lake's after
snowmelt or rain events due to
Peltier Lake's much larger
watershed and drawn out time
of concentration.
However,
the
hydraulic
relationship
between the
two lakes is
not well
understood.
Further, the
relative
impact of
potential backflow loading on
water quality in Centerville
Lake needs further
development. If the impact on
Centerville Lake is
significant, alternatives for mitigating that impact should be developed.
The primary purpose of this study is to quantify potential nutrient loading associated with backflow
from Peltier Lake into Centerville Lake. A secondary purpose is to develop alternatives to mitigate
potential backflow nutrient loading. Primary funding for this effort is provided by a BWSR
Watershed-Based Funding Implementation Program grant.

COMMUNITY DEVELOPMENT
Project Map
Staff has prepared a map of all active developments to help everyone get a better picture of whatÓs
happening around our community. The number you see at the heading of each item in this section
corresponds to a number on the map, which is attached to the end of this report.
(9) Block 7 Property (Downtown)
Lennar has submitted some conceptual sketches of various townhome layouts for Block 7, with a variety of
products (home styles). The proposal is similar to previous proposals, in terms of layout and density. They
are still in the process of pricing the project to see if it is viable.
Ebert Construction has also expressed interest in the property and will be meeting with staff to discuss the
development, shortly.
Other developers have also expressed interest, but no formal plans have been brought forward.

(3)(4) Old Mill Estates 1 and 2 Additions
The developerÓs contractor recently met with city staff to review some of the items. We expect action on
these in the coming weeks. Other development-wide punch list items remain for the developer to
complete.
Construction of the gravel base for the trail between Old Mill Court and Laramee Lane is now complete.
Concrete work will be completed in the spring to ensure the base has a chance to settle over the winter.
(16) Centerville Storage
The facility is now open for business. The developer has made progress to address drainage issues along
the north side of the facility and will continue to work on minor clean-up items.
(1) Bay View Villas (Waterworks Site)
The developerÓs landscaping crew has finished sod work near the cul-de-sac and has just a few items from
the punch list remaining.
(10-14) Rehbein Commercial

The sidewalk on the north side of Main Street, between 20 Avenue and 21 Avenue has now been graded
and graveled. Concrete work will begin the week of 5/22. Other punch list items remain. Record plans
have been submitted and reviewed.
(13) Kwik Trip
Landscaping work has begun and should be wrapped up in the next week or two.
(17, 19) Rehbein Industrial
Record Plans for the project have been submitted and reviewed. Once permit closure is achieved, the project
can be closed out.
(18) Max Storage (Fairview Street)
Grading of the site is underway. Sewer and water to Building #1 have been completed. Foundations will
be poured the week of 5/22.
(17) Amazon Fulfillment Center
Exterior work, including curb and gutter, and prepping the gravel base for paving are underway. The project
team reports that they are still on schedule to be complete and ready to hand the building over to Amazon in
early August.
Submittal of the modeling data and application for changes to the Floodway have now been submitted to
FEMA. The federal agency has 90 days to respond to our submittal.

Commercial Water Connection Fee Assistance
At the last City Council meeting, the Council voted to extend the program through the end of 2023. The
program offers half-priced hook-up charges for businesses hooking to city water.

20 Avenue (CSAH 54) Corridor Study
The consultant has signed a supplemental agreement with the county to facilitate a public engagement
component for the project, which will allow stakeholders to give input on concept maps, potential
intersection treatments, access modifications, street cross sections, speed limits, and pedestrian routes.

The study is examining 20th Avenue from Birch Street to 80th Avenue, and the intersection of 21 Ave. and
Main Street, aimed at identifying improvements needed in the short and long-term to accommodate regional
growth.
Wellhead Protection Plan
The Minnesota Department of Health held a kick-off meeting with city staff and consultants for the
implementation of the cityÓs Part-2 Wellhead Protection Plan. The group reviewed items in the documents
and the timelines associated with various activities. Staff will be following up on the action items over the
course of the next few months.
City staff recently completed final paperwork and receive reimbursement from the Department of Health
associated with a grand for sealing of a well in the downtown at no cost to the city or resident. With the
completion of this grant, the city can now apply for other grants related to the Wellhead protection plan.
2022 Thin Overlay Program and City Hall Parking Lot Improvements
A public hearing will be held on May 24, 2023 at 6:30 p.m. in Council Chambers to provide an opportunity
for five (5) property owners to appeal their special assessment amounts. These five (5) property owners
purchased property in between the two (2) previous public hearings held for the project and have been
provided with the required hearing notifications.
City Hall Parking Lot Lighting
The City Council awarded a contract to complete the parking lot lighting project, contingent upon a grant
award through the Occupational Safety and Health Administration (OSHA). The City was unsuccessful in
obtaining the first round of awards but will be submitting again in a month or two.
City Hall Security Upgrades
The new system is up and running. Staff is very impressed with the ease of the new improvements. Staff is
entertaining additional work, by receiving quotes of minimal cost for consideration.
