HomeMy WebLinkAbout2023-05-02 P & Z Minutes - Approved Approved CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Regular Meeting of the Planning and Zoning Commission held in Council Chambers on Tuesday, May 2, 2023, at 6:30 p.m. I. CALL TO ORDER The meeting was called to order at 6:30p.m. 1. Roll Call Present: Chair Les Kuiper Commissioner Darrell (DJ) Olson, Jr. Commissioner Richard Nelson Commissioner Bruce Thompson Absent: Vice-Chair Commissioner Jon Krueger Vacancy: Two Staff: Administrator Mark Statz, Assistant City Administrator, Athanasia Lewis Council Liaison, Russ Koski II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA There were no changes to the agenda. Motion by Commissioner Thompson, seconded by Commissioner Nelson to Approve the Agenda as presented. All in favor. Motion carried. IV. PUBLIC HEARING (6:30 PM or shortly thereafter) 1. Variance Request – Ryan Companies US, Inc./on Behalf of Amazon.com Services, LLC Administrator Statz introduced this item as presented in the packet. The request is for a variance to allow two more additional ground signs near the entrances to the site (south of the northern entrance st to the site from 21 Avenue and west of the eastern access to the site from Fairview Street) for wayfinding purposes. NEW BUSINESS 1. Variance Request – Ryan Companies US, Inc./on Behalf of Amazon.com Services, LLC Administrator Statz introduced this item and reviewed the conditions of approval and findings of fact outlined in the staff memo. Motion by Commissioner Thompson seconded by Commissioner Olson to close the public hearing. All in favor. Motion carried. Motion by Commissioner Nelson seconded by Commissioner Thompson to approve the variance with the conditions of approval and findings of fact as presented in the packet. All in favor. Motion carried. 2. Concept Plan Review – 1737 Main Street Guys and Dolls Salon Administrator Statz introduced this item, reviewing the concept plan (2 options) as presented in the packet. In Option A, the building is set back to the rear of the yard, with parking in front. Option B features a building in the front of the lot, with limited setback to the right-of-way and parking in the rear. Option B presents a challenge with overhead power lines, which would need to be relocated or buried for aesthetics, and safety reasons; the associated cost to do this is between $25,000-$60,000. The city council and staff support Option A to spur downtown development. 3. Planning & Zoning Commissioner Candidate – Linda Broussard-Vickers Administrator Statz introduced this item, noting that Linda Broussard-Vickers is willing to serve on the Commission beginning in June or July through December until she heads south for the winter. Ms. Broussard-Vickers noted that she would be willing to step down if two candidates come forward to fill the Commission vacancies. Motion by Commissioner Olson, seconded by Commissioner Nelson to recommend approval of Linda Broussard-Vickers to the council for appointment on the Planning and Zoning Commission. the All in favor. Motion carried. VIII. APPROVAL OF MIN UTES 1. April 4, 2023, Planning & Zoning Commission Meeting Minutes There were no changes to the minutes as presented. Motion by Commissioner Thompson, seconded by Commissioner Nelson to approve the April 4, 2023, Planning and Zoning Commission minutes. All in favor. Motion carried. IX. Announcements and Updates 1. Council Member Liaison Councilmember Koski reported that the Fire Steering Committee for the Centennial Fire District discussed the need for new infrastructure, noting the significant increase in cost, which may require a bond; he noted that the Centennial Fire may be able to recondition one of the existing trucks while they determine the best path forward on future purchases. Councilmember Koski expressed his appreciation for police and fire personnel who go above and beyond to protect the rest of us. Administrator’s Report Administrator Statz reviewed the report, noting that both NorBella and Atlas Senior Living are up and running, with residents at both facilities. Administrator Statz reported that we are dealing with an issue with American Roofing Supply and their trucks queuing on HWY 14. We will address this issue with them and the property owner and figure out a solution quickly. Administrator Statz also reported that we have concept sketches from Lennar for Block 7 and these will be presented to the Planning and Zoning Commission in the next month. 3. Planning and Zoning Action Items Tracker Administrator Statz reviewed the Planning and Zoning Action Items Tracking sheet as presented in the packet. There were no changes to the Planning and Zoning Action Items Tracker document. X. ADJOURNMENT Motion by Commissioner Olson, seconded by Commissioner Thompson to adjourn the meeting at 7:31 p.m. All in favor. Motion carried. Page 3 of 3
