WORK SESSION & MEETING MINUTES
June 21, 2023
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic
Development Authority meeting on June 21, 2023.
MEETING
I. CALL TO ORDER
The meeting was called to order at approximately 6:30 p.m. by President Remillard.
II. ROLL CALL
President Remillard called the roll.
PRESENT: President Mark Remillard
Vice-President Chris Swenson
Commissioner Darrin Mosher
Commissioner Steve King
Commissioner Tony Smith
STAFF: Assistant City Administrator/EDA Executive Director, Athanasia Lewis
ABSENT: None
III. APPROVAL OF AGENDA
1. Call for Changes to the Agenda
A discussion on the swag bags was added as item 3 under Old Business
Motion by Commissioner Swenson, seconded by Commissioner Mosher to approve the
revised agenda. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
The minutes were approved as presented.
Motion by Commissioner Mosher and seconded by Commissioner Swenson to approve the
May 17, 2023, meeting minutes. All in favor. Motion carried.

Executive Director Lewis reviewed the list of checks.
Motion by Commissioner Swenson and seconded by Commissioner Smith to approve the
check list as presented. All in favor. Motion carried.

VII. REPORTS
1. Partner Agency Reports
a. Anoka County Regional Economic Development (ACRED)
Executive Director Lewis reviewed the report as presented in the packet.
2. Year to Date Financials
Executive Director Lewis introduced the financial report as presented in the packet.
Motion by Commissioner Mosher and seconded by Commissioner King to approve the
financial statement as presented. All in favor. Motion carried.
3. Ongoing Programs:
Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet.
4. Administrator’s Report
Executive Director Lewis reviewed the Administrator’s Report as presented in the packet.
VIII. OLD BUSINESS
1. 2024 Proposed Budget
Executive Director Lewis reviewed the proposed 2024 budget as presented in the packet.
Motion by Commissioner King and seconded by Commissioner Swenson to recommend
approval of the 2024 budget. All in favor. Motion carried.
2. Money Market Account
Executive Director Lewis reviewed the item as presented in the packet. Discussion ensued about
money market account options, interest rates, and institution of choice.

The EDA decided on opening a money market account with MidWest One and having Finance
Director DeJong determine the dollar amount that is deposited.
Motion by Commissioner Mosher and seconded by President Remillard to open a money
market savings account with MidWest One and deposit the balance minus $2,500 or an
amount determined by Finance Director Bruce DeJong and the EDA will reevaluate the
account in three months. All in favor. Motion carried.
3. Swag Bags
Executive Director Lewis introduced this item and requested that the EDA help collect swag since
it is coming in at a slower pace than last year. EDA members discussed businesses they would
approach.
IX. NEW BUSINESS
1. Prioritize Recommendations from the Downtown Redevelopment Market Study
Executive Director Lewis introduced this item. Discussion ensued about the recommendations
outlined in the report. Discussion ensued about the recommendations and the EDA would like to
explore the following: 1. Incubator spaces to support small business downtown. 2. Leverage local
economic development tools, state and federal grants and loans, and other resources for
development projects. 3. Combining the following 2 goals: pursuing retail concepts that would be
most likely to have success in downtown Centerville and prioritizing retail development on Main
Street versus Centerville Road (parcel identification on city owned parcels). Executive Director
Lewis will begin working on the priorities and will bring some information back to the EDA.
X. ADJOURNMENT
Motion by Commissioner Smith, seconded by Commissioner Swenson to adjourn the June
21, 2023, Economic Development Authority meeting at 8:08 p.m. All in favor. Motion
carried.
