City Administrator, and Finance Director have reviewed the preliminary budget as presented in June. There are a couple of changes that we would like to present to the City Council here in July as we have updated information and an opportunity to correct some minor errors. As a recap, this estimate shows an increase of just over $275,000 in the General Fund expenditures. The vast majority of the anticipated increases are due to public safety costs. $155,000 is from a proposed Centennial Lakes Police Department change in funding formula and increasing expenditures. There is also $36,000 in increased Fire costs. This $191,000 cost increase will be partially offset by a one-time state public safety grant of $171,000. The challenge for the City Council is the grant will be received in 2023, while the expenditures will commence in 2024. To properly account for the grant and expenditure mismatch, staff proposes the following: a) Recognize the cash receipt in the General Fund as deferred revenue when received in 2023. This will have the effect of increasing fund balance at the end of this year. b) Adopt a budget for 2024 that shows us as earning the $171,186 in 2024 by spending it on allowed operations. This will let use the 2023 cash in 2024 when it matches up with our increased costs. This will leave us in the exact same financial position as if the grant had been received in 2024. Staff is checking with our auditors at Abdo to verify that this is allowable treatment of the grant proceeds, but we have not yet heard back from them. The next large change is the proposed addition of a new public works employee. We are anticipating the retirement of two public works employees in the next several years. It would be prudent to give a new employee a year or two of experience with the current employees prior to taking over their duties. We are budgeting for the position at the mid- point of the salary range. We would attempt to hire a new person at the starting level in the salary range, with the caveat that we would not go any higher than mid -point without specific authorization from the City Council. Using the same salary allocation that we use for the two existing general public works technicians, the first year cost of an new employee would be $34,600 for salary, FICA, PERA, and cafeteria plan contributions. The other adjustment to expenditures is minor, but important. We forgot to add the inflation adjustment into the transfer for equipment replacement. This adds $2,667 to the expenditure budget, an increase of 3% for equipment replacement purposes. Staff would suggest a thorough review of anticipated equipment purchases as part of a review of our capital budgets to determine the full effect of inflationary pressures and supply chain issues for vehicles and equipment. There is also a decrease of $2,670 in the debt service levy, which yields an overall tax levy increase of $105,537 or a 3.6% increase in the total tax levy. Staff would like the council to review this draft which is still subject to significant adjustments. We also have to be patient as the steering committees work through the joint powers agency budgets. Staff would appreciate council feedback on the staffing suggestion, along with any insight into areas that may need additional changes. CITY OF CENTERVILLE REQUEST FOR COUNCIL ACTION CVL,'e teryCCe Esta6Cished 1857 Agenda Item # Department: Requested Council Meeting Date: WS 2.2.1 Administration & Planning July 26, 2023 TITLE OF ISSUE: Block 7 BACKGROUND AND SUPPLEMENTAL INFORMATION: At the July 10 Planning and Zoning Commission meeting, the Commission reviewed two concept plans, one from Lennar and one from Kennedy Development. The plan from Lennar was for a 21 row -style town home development. The plan from Kenndy was for a 37-unit market rate apartment building with underground parking. The Commission provided feedback to both developers and advised that the City Council would review each of the concept plans at their July 26 work session. A few days ago, a representative from Lennar notified staff that they are going to step back and see what happens with Block 7 before they proceed any further. I think the commission is very comfortable with any of your layouts (A, B or Q. The main issue for you to contemplate and address, if you can, is the way in which your development can meet the intent of the downtown design guidelines. It would be great to see if your architects could add a little French flair to your proposal with things like additional brick, Mansard rooflines, Natural stone, tall windows with eyebrow or arched tops, cornice treatments, exposed architectural features, or wrought iron. The next steps will be to bring your proposal, along with the competing apartment proposal that was also shared with the commission, to a City Council work session. The idea will be to see if the Council wants to further pursue either option. I'll ask the Council to give me their preference on who to work with first. Rather than have you both do more due diligence and spend more time and money, I'd like to have the CC direct me to negotiate with one of you at a time. If they ask me to pursue your proposal first, we would just want to flesh out the architectural changes to see if you can come up with something that works for you, financially, and meets the city's expectations for its downtown. We'd also talk through the financial part of it (see attached estimate of fees). My goal would be to try to get through this process in a month or two and reach a point where we can bring your best offer forward to the Planning Commission again. If it meets their approval, we'll get an application for Prelim Plat moving forward and be on our way. Let me know if this all makes sense to you. They both spoke about their rolls along with Council's and City Staff. They both stated that there are numerous agencies that are worked with during emergencies (i.e. Metropolitan Transit, Red Cross, mutual aid between the Fire and Police Department organizations, etc.) 2. Active Shooter Centennial Lakes Police Department, Sergeant, Brian Goetzke, provided a presentation and brief review of statistics, safety, and preparedness in such incidences. Administrator Statz briefly discussed the procedures for City Hall and the importance of early detection. III. George Eilertson, Northland Securities — Upgraded Bond Rating Mr. Eilertson stated that steady growth in market values, historically strong reserves and low debt have allowed the City of Centerville to have achieved a Standard and Poor's Global rating of AA+, similar to other local communities (i.e., Circle Pines, Hugo, Lino Lakes, White Bear Lake and Forest Lake). He explained that regularly Standard & Poor's reviews these ratings and increased Centerville's from AA to the AA+ and that this is very commendable due to the Council's policies, procedures and spending. Reassessment Hearing — 2022 City Hall Parking Lot and Street Improvements Administrator Statz reviewed the process for the original hearing and stated that due to assessment hearing notices being forwarded to previous owners of benefiting properties rather than being delivered to current owners of benefiting properties, a reassessment process was needed with notices being addressed to new property owners and providing them with due process. He stated that the hearing only contained five (5) properties. Attorney Glaser stated that there were no procedural errors, but thus would allow those that chose to appeal with their right to object this evening and continue their appeal with the District Court which is the same process/legal process that all other benefiting property owners were provided with. Motion by Council Member Koski, seconded by Council Member Taylor to Open the Public Hearing for Reassessment — 2022 City Hall Parking Lot and Street Improvements (5 Parcels) at 6:47 p.m. Mayor Love called for member of the public to speak on the issue and no public was present. NEW BUSINESS 1. 2022 Audit Presentation & Acceptance Mayor Love introduced Mr. Tyler See from ABDO Solutions. Mr. See reviewed the audit presentation that was contained in the packet and mentioned that the audit was in his opinion a clean audit with no findings. He stated that the findings from last year had been remedied. Council discussion ensued regarding debt service and interest on debt, debt compared to other communities, population increase versus building, operating costs for sewer and water services, stormwater increase and expansion of the LaMotte irrigation system, personnel cost increases, and appreciation of staff for their contribution for working with Mr. See. Mr. See was asked to provide to the public a brief definition/distinction between tax rate and tax per capita, and he completed the request by reviewing a slide that was contained in the presentation. Motion by Council Member King, seconded by Council Member Mosher to Approve the 2022 Audit as Presented. Council Member Koski questioned American Rescue funding. Finance Director DeJong stated that the funding was utilized for the capital replacement Fund and a Toolcat purchase of $70,000 with the remainder ($360,000) being placed in the Street Improvement Fund toward costs for 2022 Thin Overlay & City Hall Parking Lot Project. Council Member Koski suggested discussion should commence regarding revenue surplus at the same time as the 2024 Budget. Finance Director DeJong stated that he would recommend that a one-time revenue be expended as one- time expenditure in the community. Mayor Love questioned reducing the levy on a one-time basis. Finance Director DeJong stated that could be done but you would be playing catch up each year going forward to balance out your budget. All in favor. Motion carried. 2. Res. #23-OXX — Establishing No Parking Zones (New & Existing) Administrator Statz stated that the information contained in the packet was a recommendation from the Planning & Zoning Commission who considered the following: downtown street project which contained on street parking, new industrial/commercial development/areas with businesses being self- contained for parking, Fairview Street being a pass -through street, Anoka County considering traffic modifications to CSAH14/21st Avenue, etc. Administrator Statz stated that recently the city has noticed Page 4 of 7 City of Centerville City Council Meeting Minutes May 24, 2023 stacking of trucks along CSAH14 near 2050/2070 Main Street. He stated that the Conditional Use Permit associated with the building does not allow for this specifically and there are safety concerns associated with drivers unstrapping their loads on the shoulder and concerns for vehicle passage. Administrator Statz stated that is no signage along Main Street as the issue has not been encountered up until the business started operating. He reported that two (2) meetings have taken place with the owner regarding the issue and the City has received several emails from neighboring businesses that they would allow temporary on street parking of these vehicles on Commerce Drive. Mayor Love questioned whether parking was legal on CSAH14 in that vicinity. Administrator Statz stated that the city made it no parking in 2009/2011 but has no signage. City Attorney Glaser stated that legally a ticket cannot be written when the area is unmarked. There was concern for the definition of "parking" and some scenarios were given (i.e., brakes on engine running, vehicle in park, etc.) Public Comment Mr. Lucas Wiborg, Curtis Ventures, appeared before Council and stated that the stacking of vehicles along CSAH14 was an unforeseen operational issue with roofing being highly seasonal, labor shortages and inventory fluctuations. Mr. Wiborg stated that he has been in discussions with both the tenant and City staff, is aware of the recommended no parking map and would like to suggest modifications to the map as presented as he has provided adjacent business support for temporary, on street parking on Commerce Drive. Mr. Wiborg stated that seven businesses have presented the City with letters of support for this suggestion. He stated that Rumble and ADL also provided letters that were received later than the packet was revised. Mr. Wiborg could like consideration for needs of users. Discussion ensued regarding seeking alternatives with preference being parking on Commerce Drive's south side where there is no development, re -striping of the existing roadway to allow for, amount of stacking that would be desired (3-4 parking spaces), current parking situation along CSAH14 with some on Michaud Way, not allowing vehicle parking for other businesses on Fairview, parking not being overnight, seasonal (April/June) and semi parking only, forwarding back to Planning & Zoning for more additional consideration and public input, direction of trucks parked along Commerce Drive and ease of access on to CSAH14 to gain access to the site, posting signage along CSAH14 as No Parking. Motion by Council Member Koski, seconded by Council Member Kind to Forward the Item Back to the Planning & Zoning Commission for Further Discussion and Input. Discussion ensued regarding the number of parking spaces, ease of access onto Main Street, parking not being in front of businesses, etc. All in favor. Motion carried. 3. Set Date for Strategic Plan Review Work Session Administrator Statz stated that he is suggesting that a Work Session be scheduled to discuss reviewing of the Strategic Plan due to timing and length of meeting. He asked if Council wanted to have a Work Session or two on the first meeting of the month or a separate meeting date that would allow for lengthier discussion. He felt that review could be had regarding what has been completed and what remained for the remaining year as six months are difficult to finish up projects. Page 5 of 7 City of Centerville City Council Meeting Minutes May 24, 2023 Discussion ensued that dedicated time allowing for the separation of a Work Session and Council meeting, possibility of scheduling in late September or October as Fete des Lacs was pending, the Downtown Study and population 5,000 being large items of discussion with the LOCI study, EDA budget and the anticipated hotel study taking approximately a month or two before information was available. Administrator Statz asked if Council would like a written update and Council concurred. No action was required. Motion by Council Member Taylor, seconded by Council Member King to Close the Reassessment Hearing for the 2022 City Hall Parking Lot and Street Improvements Proiect at 8:12 p.m. All in favor. Res. #23-OXX — Re -Adopting Assessment Roll Administrator Statz stated that these property owners have been given an opportunity to appeal this evening and the assessments would be place with the County in November. He stated that one of the five has already paid the assessment. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Administrator/Engineer Report — Administrator Statz stated that his report was contained in the packet and that he would be happy to answer any questions. He briefly discussed the AA+ rating and stated that policies are in place and Council has been good stewards of the City's finances. Council Member Koski asked about the installation of parking lot lights and Administrator Statz stated that staff would be resubmitting for the grant in June with a awarding to potentially being July 4. He stated that if the city was unsuccessful, staff would be moving forward with providing Council with bids for consideration. Junior Council Member Shaw reported that there were eight days left of the school year with years books and graduation gowns being given to students. City Attorney Glaser stated that the Centennial Lakes Police Department is fully staffed, and his office is working with the office on training and onboarding. Administrator Statz mentioned Juneteenth and stated that City Hall would be recognizing the holiday. He stated that this item would be on Council's next agenda for discussion as it would be an additional holiday that would need to be provided to staff. He explained that staff are given a floating holiday and Columbus Day, with staff utilizing Columbus Day for the day after Thanksgiving. He reported that the Centerville artwork had been given to the League of MN Cities where it would be displayed and highlight the City of Centerville for the next year or two before being returned to the city. He congratulated Mr. Dave Unmacht on his retirement from the League as their Executive Director along with the appointment of Mr. Luke Fischer for his appointment as the new Director. He stated that he would be recognizing the Fete des Lacs Logo contest winners shortly by appearing at their respective schools and congratulating them in front of their peers. Senator Gustafson reviewed programs affecting Centerville, including a $2 million increase in statewide education funding for programs that support student mental health & school meals for kids. City of Centerville City Council Meeting Minutes June 14, 2023 Senator Gustafson also spoke about a change to the Local Government Aid (LGA) formula and the positive outcome for communities in 2024. Senator Gustafson shared that she worked on the Public Safety bill, noting that Centerville will receive $171,000 for public safety. She emphasized the importance of allowing cities to control the use of public safety funds. NEW BUSINESS CFD Station 3 Renovation Proposal Assistant Chief Montain stated that the fire department is requesting permission to remodel their offices and meeting space at Station 3. He noted that since the last remodel, staffing logistic have changed and the need for training space is now more important than office space. During the last remodel, they added Page 2 of 5 City of Centerville City Council Meeting Minutes June 14, 2023 offices and remodeled the kitchen area, but most of the cost that was associated with that remodel was for the kitchen area. The newly proposed remodel preserves that investment by keeping the kitchen space intact and reducing the office area. Most of the work that will be done will be handled by staff — keeping the cost down. Discussion ensued about materials for the remodel and use of the space. Motion by Mayor Love, seconded by Council Member Mosher, to Approve CFD Station 3 Renovation Proposal in an amount not to exceed $7000. All in favor. Motion carried. 2. Stormwater Utility Cost Share — Oak Circle Project & Special Assessment Agreement/Waver Assistant City Administrator Lewis explained to council that in 2013 the city adopted Res. 913-022 authorizing the city's participation in resolving private storm drainage problems, which would allow property owners an opportunity to cost share with the city contributing 25% toward improvements and the remaining 75% being placed on property taxes through special assessments. The 2013 resolution references "groups of property owners" as several residents had addressed Council regarding wet backyards. During that time, projects involved numerous residents and not all of them wanted to participate in the program. The intent of the program was to have 100% participation in a group project. Over the last several years very few requests for assistance through this program have been brought to the city. However, recently, the City has received requests from two individuals of abutting properties. Mr. and Mrs. Alexander Haffke approached the city to request that work be completed in their back yard to connect into the city's infrastructure (catch basin in the drainage/utility easement) behind their house. Assistant Administrator Lewis explained that both property owners have signed a Special Assessment Agreement and Waiver of Appeal and agreed to grant the city an easement for maintaining the installed 60' drain tile/pipe and catch basin. Discussion ensued about the intent of the Stormwater Utility Cost Share program, the budget for the program and program recipients. Council Member Taylor stated that she would like to table this item for future discussion, so they can review the policy and get legal advice to ensure they are all interpreting program guidelines in the same way. Motion by Council Member Taylor, seconded by Council Member King, to table the Stormwater Utility Cost Share — Oak Circle Proiect & Special Assessment A2reement/Waiver for a future discussion. Juneteeth Holiday Assistant City Administrator Lewis explained to council that we have a new State Holiday on June 19, noting that this was signed by the Governor, and no public business can be transacted on a holiday, except in case of necessity, including the new Juneteenth holiday. Staff is requesting that city council add this holiday, with compensation for employees, to the already approved holiday calendar for the 2023, and review the 2024 holiday calendar at another time to determine if adjustments are needed. The Planning and Zoning Commission recommended approval of the variance with the findings that are outlined in the council packet. Discussion ensued about the shed and the need for a variance. Other Mayoral Reports - Mayor Love stated that he received the current population and growth from Met. Council and as of April 1, 2022, we have 1,462 housing units, 1,434 households and 3,912 people. Mayor Love reported that he visited Centerville Elementary School and Centennial Middle School to award the local contest winners. He also stated that while he was there, he noticed that there were a lot of items left on tables that looked new, and he wondered when the parents or kids would come and collect their things. He stated that the principal said the school would donate the items to another school that is in more need if the items were not collected. Mayor Love apologized to anyone that was impacted by the work that was going on at Amazon on the Saturday before last by Amazon — it was his understanding that there was a helicopter putting a/c units on the roof. Mayor Love thanked the new parade organizers, Paul, and Cindy. He also thanked all the volunteers who tended the gardens around the signs at the parks and at City Hall. Estimated revenues include: Franchise fees, including the actual first quarter franchise fee payment, with anticipated reductions across quarters two through four. Other income includes dub fees, hums movie transfers, drone, streaming and production services. The year end fund balances include; o The Operating reserve which is traditionally set at 25% of the operating budget, also includes additional allocations for possible 2024 budgetary support. o Accrued vacation, sick and comp time. The total value of awed vacation, sick, and comp time to employees. * The capital equipment fund is intended for emergency replacement of unplanned equipment failures. o The vehicle replacement fund is to cover the cost of new fleet vehicle. o The building repair fund is to cover major costs related to the building such as windows, roof, furnace, parking lot, AC replacement. and painting, carpet replacement etc. o The franchise renewal fund is a reserve fund for the NMTC's franchise renewal process. Franchise renewal can be very expensive, with the informal negotiation process historically costing around $200,000 across the renewal period. Moving to a formal negotiation process is more expensive. These costs could include needs assessments, consulting, and legal fees. While there has been no recent action on franchise renewal, it could begin again at any time. The recommended operating budget for the organization totals $1,420,610. This number is a $27,692 increase over last year's operating budget. Increases were made to the personnel and administrative costs fine items. The Operating budget could be 80 less than last year, depending on the step level of the new Executive Director. ■ Budgeted capital purchases for 2024 are set at $570,984. Budgeted capital items include a server and router for master control, tripod and lens for the production truck,cameras, tripod& equipment contracts, closed captioning contracts, closed captioning charges and microphones, The capital budget also includes routine computer/software upgrades, and software licenses, the final HD Bond payment of $230,266 and $150,000 in capital equipment support fvr cities, • The overall 2024 capital budget is $57,451 lower than the 2023 capital budget. ■ The overall 2024 budget is $29,759 lower than the 2023 budget. If an Executive Director is hired at the minimum step the overall budget would be $58,521 lower than the 2023 bullet. ClosinE Pmints North Metro TV provides a variety of valuable services to our member cities in a very cost effective manner. These services include: ca Program playback and channel management. c Closed captioning. o Internetstreaming of city meetings. o Bookmarking city meetings, o I,ive strearing of city channels and community channels. o Provide city channels on Roku and AppleTV via NM'I`V app. o Video equipment repair, maintenance and consulting- e Drone services, <.) Video production services. o Meeting coverage and troubleshooting. The general public also bcnefits from the services of North Metro TV. These services include: o Educational opportunities, o Access to professional video production tools. o Home Movie transfer services. o Varied and informative programming about their community, including high school sports, local news, and city meetings, A new Executive Director will be hired to lead North Metro TV into the future. Franchise renewal may move forward., and will have an impact on future budgets and goals. Recent state and federal legislation could have an impact on future income sources. North Metro Telecommunications Commission 2024 Budget Line -item Supporting Information Personnel The personnel line -item reflects the recommended market fused step increases, along with a 3% COLA. The Executive Director position is budgeted at the maximum step level to afford flexibility during the hiring process. If an Executive Director is hired at the rninimum step level that would reduce the personnel line item by '$24,978, Part-time staff includes sports and meeting coverage personnel. Employees in the part-time group are utilized when needed for a sports shoat or to cover a city meeting and generally do not work enough to qualify for PERA. Neither category is eligible for health benefits. Payroll taxes apply, Benefits The NMTC employee benefits package has been budgeted at $1,300.00 per person/per month for 2024. This is $45 more, per person/per month than was budgeted for 2023. The Member City benefits package average for 2024 is $1,399.80. All indications are that the NMTC's contribution to PERA will remain at 7.5% in 2024. If a new Executive Director is hired at the minimum step level it would reduce the budgeted payroll taxes by $3,784. Administrative Expenses Budgeted administrative expenses are $11,500 more than 2023. The audit, conference, and specigil meeting line -items were increased. The additions will allow for anticipated audit cast increases, attendance at NATOA and MACTA conferences for a new Executive Director and staff, attendance at NATOA sponsored webinars, and lots of meetings. Money has also been budgeted under the Consultants line item for the new accounting service. Production Expenses • Budgeted prvductlon expenses are $4,000 less than in 2023. The need for DVDs, Bluerays and disc cases has been greatly reduced, partially as a result of electronic file transfers. Office Expenses 8 Office expenses are budgeted at $18.800 more than the 2023 level. • The building maintenance line -item was increased by $15,0€l0, to better reflect actual costs over the past two years; and with recognition that there will likely be unexpected problems with an aging building. Building maintenance includes the furnaccJAC maintenance contract, lawn care, snow removal, carpet and window cleaning, fire inspection, and landscaping and building mechanical services. * Building utilities include server, water, gas, and electric. * Insurance includes all property, liability, crime, volunteer, vehicle, drone, and monument sign coverage. This amount was increased by $3,500. The Commission policy cast was increased fairly significantly in 2023, due to insurance casts in general. ■ Office supply line -item includes all office supplies, and maintenance contracts on printers and copiers. s The TelephonellnternetANeb Hosting line -item remains at $42,000 This line item covers bandwidth which is required to transport signals from city hall. NMTV continues to pay a fee to house video -on -demand and streaming content on a remote server_ This allows for unlimited simultaneous viewing, without a reduction in speed, or an inordinate amount of bandwidth for that purpose. The lane -item also covers the wireless live transmission of sporting events and otherfield productions. The website maintenance contract, web hosting, telephone casts, license fees for our Roku and AppleTV apps, and the annual phone software upgrade are also included. * Postage covers the cost of mailing dubs and equipment for contract maintenance, and other postage for the NMTC. Property tax is for the recyciing assessment, + Building cleaning, trash, recycling, and hazardous material dispo5 allrecycling was increased $500 to better reflect recent actual costs. Capital Expenditures * The 2024 capital budget currently includes $145,502 for production equipment, $3€3,116 for office systems and software fees, $7,000 for a security system upgrade, 5230,226 for the final H❑ band payment,. and 15p,000 for city capital expenses. * The production equipment budget includes annual system contracts, including closed captioning, a master control server and router, a tripod and lens for the production truck, and a variety of cameras, lights, microphones, and tripods for field production. * Office equipment includes three computorlediting system upgrades and monthly software licenses for office and editing computers. • Fees back to Cities are included as a capital east. once the franchise is renewed with Comcast, PEG fees could be restricted to capital costs. In such a case, any PEG fees used for operating costs would result in lower franchise fees. As such; PEG fees will be returned to cities for equipment upgrades and reserves. Summary The recommended 2024 Operating budget is $27,692 higher than the 2023 budget, if an Executive Director is hired at the maximum step_ If an Executive Director is hired at the minimum step, the 2024 Qperating budget would be $UD less than the 2023 budget. The background investigation is now complete. General Information The business is currently active as Connor James Salon and listed as active/in good standing through the Minnesota Secretary of State office. I would recommend the city request a current copy of the business insurance policy if one is not currently on file. Criminal History Applicant does not have anything in her criminal background to prevent licensure. General Information Applicant is 47 years old and her driver's license lists an address of Applicant provided three personal references. No references were contacted. Applicant has a valid Minnesota driver's license. Applicant provided the city with a transcript from Saint Paul College, which indicated she completed 780 hours of massage therapy education. The applicant was awarded on 05/11/2012. The applicant provided a certificate of completion for Advanced Therapeutic Thai Massage through Thai Massage & Bodywork. A google search shows this appears to be a legit company. Criminal History The applicant has a 2009 felony conviction for burglary and assault on a person on the property. The applicant also has a 2003 felony conviction for aiding an offender to avoid arrest. BACKGROUND INVESTIGATION MEMORANDUM Summarw The background investigation is now complete. Due to the applicant's criminal history, I would recommend denying her. certificate in a prominent place in the licensed premises at all times. A certificate permitting the holder thereof to practice massage is nontransferable. Ord. #70, adopted 1111312002, Ord. 2d 416, amended 1211312006 § 115.33 INVESTIGATION OF APPLICATION. (A) Certificate applications shall be reviewed by the local Police Department, which shall furnish written recommendations to the City Council. (B) Thereafter certificates shall be granted or denied by the City Council subject to the provisions of this Chapter. (C) The applicant may appeal to the City Council. (A) Certificates shall be issued only to persons who have received and can furnish proof of receiving a qualifying amount of education. These minimum requirements are any of the following: (1) Hold an associate degree or greater level degree in a field of nursing or physical therapy from a State -accredited, post -secondary educational institution, and hold a current license, in good standing, from the State of Minnesota to practice nursing or physical therapy; (2) Receive no less than 500 hours of certified therapeutic massage training from an institution recognized and accredited by a State or National professional therapeutic massage organization, to include, but not limited to the: (a) American Massage Therapy Association, or (b) Associated Massage and Bodywork Professionals; or (3) Receive no less than 500 hours of certified therapeutic massage training from any institution, and successfully pass the national examination for therapeutic massage within the year prior to application as offered by the National Organization Board for Therapeutic Massage and Bodywork. COMMUNITY DEVELOPMENT Block 7 Property (Downtown) Two developers made presentations to the Planning and Zoning Commission at their July 101h meeting. Lennar Lennar, a national home builder, presented some conceptual sketches of various townhome layouts for Block 7, with a variety of products (home styles). The proposal is similar to previous proposals, in terms of layout and density. The architecture of the homes did not appear to meet the intent of the downtown master plan. However, the builder expressed interest in exploring changes and sited a project in the city of Anoka, where they had altered their facades in order to comply with downtown specifications. Since the Planning and Zoning Commission meeting, Lennar has let city staff know that they wish to allow the other proposal to play out ahead of them as they push pause on the project for the moment. Kennedy PropeM Development Kennedy Property Development (KPD) also presented a concept plan to the Planning and Zoning Commission, featuring a 37-unit apartment building with underground parking on the site. A rendering of the proposed building showed elements of French Architecture, incorporated by the designer to align with the city's downtown master plan. The building would feature market rate units in a variety of sizes (studio, 1, 2 & 3 bedroom). Representatives from KPD have been in contact with city staff and are interested in furthering their due diligence on the potential project. Both proposals will be discussed at the Council Work Session on July 26 at 5:00 PM. That meeting is open to the public. 7087 Centerville Road (former Chef Hot Hands Building) (Block 8) The City Council approved an Interim Use Permit for the commercial building at 7087 Centerville Road to operate a salon. As part of the requirements for the building the parking lot behind the building was to be paved. This work is done, with a few details left to go like fencing and minor landscaping. Additional work inside the building has already begun and will finish within a few months. The business is scheduled to open on July 25, with a grand opening set for August 31. 1737 Main Street (Block 3) The city was awarded a grant to complete soils and environmental reports for their property at 1737 Main Street. As we continue to work with our prospective developer, this information will help guide their final design. Currently, the developer is working to address parking and architectural comments from their review at the Planning and Zoning Commission. We anticipate a resubmittal of drawings in the coming weeks. Old Mill Estates lst and 2nd Additions Most items are now complete. We are awaiting close-out of the wetland and watershed permits, prior to releasing securities. Centerville Storage The facility is now open for business. The developer has completed drainage corrections along the north side of the facility and will continue to work on watershed permit close-out. Bay View Villas (Waterworks Site) The developer's landscaping crew has begun work near the dock access area. Watershed permit closure is also required, prior to release of the development securities. Rehbein Commercial The sidewalk on the north side of Main Street, between 201h Avenue and 2 1 " Avenue has been installed. The developer is working on final turf establishment and is working with staff to adjust their security to cover the warranty period. The developer has also reestablished positive balances in their escrow accounts, which will be held open until all securities have been released. Kwik Trip Work is complete. We are working with the developer to close out the project. Rehbein Industrial Record Plans for the project have been submitted and reviewed. Once permit closure is achieved, the project can be closed out. Max Storage (Fairview Street) Grading has been completed. Sewer and water to Building 41 have been completed. Foundations have been poured. The footings are being completed and the walls are being built. Amazon Fulfillment Center On July 11, a Certificate of Occupancy was issued for the building, by our Building Inspection department! Most site work, including, curb, paving, striping, signage and landscaping is now complete. The contractor A response to the initial floodway modeling submittal has now been received from FEMA. The consultant is working through a resubmittal. Development Inquiries • Developer with interest in Block 7 for townhome development. 20t' Avenue (CSAH 54) Corridor Study The consultant has signed a supplemental agreement with the county to facilitate a public engagement component for the project, which will allow stakeholders to give input on concept maps, potential intersection treatments, access modifications, street cross sections, speed limits, and pedestrian routes. The study is examining 20th Avenue from Birch Street to 80th Avenue, and the intersection of 21st Ave. and Main Street, aimed at identifying improvements needed in the short and long -tern to accommodate regional growth. City Hall Parking Lot Lighting Our second submittal for a grant through the OSHA, to fund the parking lot lights, was unsuccessful.
