CITY OF CENTERVILLE
PARKS AND RECREATION COMMITTEE
MEETING MINUTES
Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a
scheduled meeting on December 7, 2022 in Council Chambers located at City Hall and the meeting was
available via live streaming at: https://northmetrotv.com/channel-15-live-stream.
Present: Chairperson Heidi Errickson-Grahek

I. CALL TO ORDER
Chairperson Errickson-Grahek called the December 7, 2022 meeting of the Parks & Recreation
Committee to order at 6:30 p.m. in the Council Chambers.
II. APPROVAL OF AGENDA
Motion made by Committee Member Peterson, seconded by Committee Member Seeley to approve
the agenda as presented. All in favor. Motion carried.
III. APPEARANCES – Assistant City Administrator Lewis
Ms Lewis presented an update regarding the City’s Website and the status of the App. She provided a
slide presentation that showed many of the websites’ new features. She stated that each park was listed
separately, with a map and the facilities available. She reported that internally a few items needed minor
modification and the App remained being worked on.

V. UNFINISHED BUSINESS
1. Tree Inventory – Mr. Paul Palzer, Public Works
Mr. Palzer contacted Rainbow Tree Care to confirm their ability to complete a tree inventory of each of
the City owned parks and what the cost would be. Rainbow Tree Care’s Proposal includes the following:
* To create an inventory of trees growing within the open areas of all parks including the City Hall/Fire

Hall property;
* To provide the location, species, tree size and condition;
* To provide both the Tree Inventory and the Tree GIS/GPS data to the City upon completion which
should be the Spring of 2023. The amount of this proposal is $2,230.
Mr. Palzer believes that by obtaining this information that it would be helpful for future tree care, such
as pruning, removal and replacement. He suggested that an additional inventory of the wooded areas be
added at some point in the future to provide an overall tree count and species inventory which will aid in
identifying a long-term sustainable tree plan.
Motion made by Chairperson Errickson-Grahek, seconded by Committee Member Seeley to
recommend to Council Approval of a Phase I inventory of Open Park Area Trees - $2,230 as
submitted. All in favor. Motion carried.
VI. NEW BUSINESS
1. Permit Application for Use of LaMotte Ballfields - Centennial Lakes Little League
Mr. Patrick Mahr, President of the Centennial Lakes Little League, is requesting the use of the baseball
and softball fields at Laurie LaMotte Memorial Park beginning April 1, 2023 through September 30,
2023, Mondays through Friday, from 4:00 pm until dark, and Saturdays and Sundays from 10:00 am until
2:00 pm. He indicated that a copy of the game schedules would be forwarded to the City Hall as soon
as they are printed in April which would include a dragging agreement. Most of the fields used in 2022
were from Monday through Thursday and on Saturday and/or Sunday when practices were held. In
addition, they are planning their annual park clean-up day for Saturday, April 15 with a backup date of
April 22, 2023.
Motion made by Committee Member Peterson, seconded by Chairperson Errickson-Grahek to
recommend to the City Council Approval of the Centennial Lakes Little League use of Ballfields
at Laurie LaMotte Memorial Park from April 1 through September 30, 2023 subject to Submittal
of Schedules. All in favor. Motion carried.
VII. APPROVAL OF AUGUST 3, 2022 P & R MINUTES
Motion made by Chairperson Errickson-Grahek, seconded by Committee Member Seeley to
approve the minutes of the August 3, 2022 P & R Committee Meeting with a minor grammatical
correction. All in favor. Motion carried.
VIII. UPDATES/ANNOUNCEMENTS
1. Staff Updates
a. Living Tree Memorial Program – to be placed on the January agenda
b. Drinking Fountains to install in Laurie LaMotte Memorial Park and Eagle Park; committee
members would like Public Works Director, Paul Palzer to provide possible locations in each
park to best serve the users and also how the water will be channeled to the fountains. Ms.
Bender stated that a deadline for the 2023 Anoka County Public Health SHIP grant
applications would be in March and submitting application for the items could be
accomplished by staff.

2. Committee Member Update
a. Schedule from Hockey/Attend Application Received
Mr. Peter Schmidt, representing Centennial Hockey was inquiring about the use of Laurie LaMotte
Memorial Park for January and February. He was informed that the usage was previously approved but
the committee was waiting for the final schedule and suitable ice.
b. Skate Night(s)
Committee Member Peterson indicated he would not be in attendance at the February event, but would
be there in January. Chairperson Errickson-Grahek and Committee Member Seeley stated that they
planned on attending both events. Committee Member Seeley volunteered to purchase ingredients for
s’mores and it was stated that firewood/pallets needed to be obtained for the bonfire. A suggestion was
made to possibly use removed, diseased Ash trees in 2024.
c. Kwik Trip Donation
Chairperson Errickson-Grahek stated that she had been contacted by Kwik Trip stating that they
requested her or a designee to attend their Grand Opening scheduled for January 4, 2023 as they had a
donation that the wanted accepted on behalf of the Committee.
3. Council Liaison Report
1. No report was given.
IX. ADJOURNMENT
Motion made by Committee Member Peterson, seconded by Chairperson Errickson-Grahek to
adjourn the December 7, 2022 P & R Meeting at 7:38 p.m. All in favor. Motion carried.
