It is the opinion of the Chair that the presented contract be approved for the upcoming year, if additional discussion is had regarding the Stand Up Paddleboard (SUP), Kayak and Canoe race for her assistance, it can be addressed at a later date. The Chair has had discussions with Ms. Larson regarding marketing of the runs in local running magazines. Eagle Park trees were not a part of the inventory as they are more dense and with Trailside Park there were difficulties with coordinates. These maps, locations, species should assist the Committee going forward with their diversification, removal, etc. plans. I met with Mike to discuss ways in which to make the school playground area and ball field areas more secure at Centerville Elementary School. Many options were discussed including the use of gates and/or additional fencing. Ultimately, it was decided that the best way forward at this time would be to post signs at opposite ends of the pathway advising the public that for safety reasons the path is closed during school hours. While the actual wording for the signs is still being worked on, our hope is that the majority of people that use the path would understand the reason for the closure during school hours is for the students and school staff members safety and that they will comply without issue. The police department has no desire nor does the school want the police department to take a heavy-handed enforcement ğƦƦƩƚğĭŷ Ʒƚ ğƓǤ ͻǝźƚƌğƷźƚƓƭͼͲ ŷƚǞĻǝĻƩͲ ŷğǝźƓŭ ğ ƭźŭƓ in place advising the public of the closure would allow our department to investigate any suspicious activity that gets called in or that we discover while on patrol. Mr. Jacob Hart, Eagle Scout Project: New Bike Racks Eagle Scout Jacob Hart, a member of Troop 256, appeared before the Committee to present a proposed Eagle Scout Project and posed the installation of new bike racks in several of the parks. He distributed a map of each park which showed potential locations for the replacement of and/or City of Centerville Parks & Recreation Meeting Minutes April 5, 2023 new installation of bike racks. He would like to begin the installation of these bike racks in August, but has many preliminary details to complete such as obtaining donations of product, placements, etc. Mr. Hart was directed to contact Public Works Director Palzer to work closely with him regarding proposed locations for installation, products needed, etc. prior to appearing before the CommitteeÓs next meeting. 3.Mr. & Mrs. Dick Munbleau Î Additional Pickle Ball Courts (Eagle Park) Mr. Munbleau, a resident living close to Eagle Park, appeared before the Committee and stated that he had concerns regarding the ability to lower the net at the tennis court in Eagle Park. He stated that previously there was a crank which allowed for adjustment between the net height for tennis (36Ñ) and pickleball (34Ñ). He stated that it currently is zip-tied and not adjustable. He also stated that the tennis court was minimally used and asked if the Committee would consider making the court entirely pickleball courts. The Committee felt that additional discussion should take place regarding the request and potentially placed on a future agenda. IV. PUBLIC HEARINGS Î NONE V. UNFINISHED BUSINESS 1. Status of SHIP Grants City Clerk Bender stated that the City was successful in obtaining the two SHIP Grants. She explained that the City was awarded $2,454.26 for the installation of the proposed Bike Repair Station to be installed along the Regional Trail in Lauria LaMotte Memorial Park. The funding would cover the purchase of the station and installation but exclude labor for the installation. City Clerk Bender stated that the City was awarded $3,000 for the installation of the proposed Hydration Stations for Acorn Creek Park and Laurie LaMotte Memorial Park. She explained that each station was approximately $10,000 which did not include installation. Ms. Bender stated that the installations and submissions of invoices needed to be completed within a year. Motion by Chairperson Errickson-Grahek, seconded by Committee Member Akpan to recommend to the City Council to accept both grants. All in favor. Motion carried. 2. Purchase of Music Mixer & Speakers Committee Member Peterson discussed his recommended purchases: mixer - $1,700, (2) audience speakers - $850/ea. and (2) additional speakers for the musicians - $150/ea. He stated that a hardcover-sturdy, water/airproof case should be purchased for the mixer which would cost approximately $100. He also stated that these same types of cases may be considered for the tğŭĻ Ћ ƚŅ Ў City of Centerville Parks & Recreation Meeting Minutes April 5, 2023 speakers along with any additional cables, etc. He felt that the total cost of upgrading the equipment would be $4,000. Discussion ensued regarding the budget and funding the items, the selling or keeping of the old equipment, the use of the equipment with almost all events, etc. Motion by Committee Member Seeley, seconded by Committee Member Akpan to recommend to the City Council to approve the expenditure of $4,000 for the new mixer, speakers, cases, etc. with $3,000 coming from the Professional Services of the P & R budget and the remaining $1,000 from the donation from Kwik Trip or any additional expenses would be paid from the P & R budget. Band Contracts Committee Member Peterson gave an update that he has successfully scheduled eight bands for the 8-week run of events between June 13 and August 15 with no performance scheduled on July 4 and August 1, 2023. He stated that staff would be forwarding contracts to performers for signatures and returning to City Hall. b. Vendors - CarboneÓs CarboneÓs has committed to providing food for all eight weeks of the Music in the Park series and, in addition to their pizza, will have some unique offerings. VI. NEW BUSINESS 1. Park Facility Permit Application Motion by Committee Member Akpan, seconded by Chairperson Errickson-Grahek to recommend to the City Council to approve the submitted application for Cub Scout Pack 232 for the use of Laurie LaMotte Memorial Park for their annual Rock Launch with the local MASA rocketry club, scheduled for April 29, 2023 with a rain date of May 13, 2023. Lions Clean-up th Ms. Bender reported that the Centerville LionsÓ Clean-up was scheduled for May 13 at 8:30 a.m. along the Lions Adopt A Highway route. c. Centennial Lakes Little League Clean-up Ms. Bender reported that the Centennial Lake Little League Clean-up was scheduled for April 15 with a rain date of April 22, 2023 for Laurie LaMotte Memorial Park. Discussion ensued regarding the potential for all groups to collaboratively work together to beautify the City. 5. Trunk or Treat Event Ms. Bender reported that the event had been scheduled for Saturday, October 28, 2023, the parking lot had been reserved and trinkets purchased with the assistance of Chairperson Errickson-Grahek. 6. Main Street Market Î Entertainment Ms. Bender reported that Dakota Clover has again volunteered to perform weekly at the markets this year. VII. Banners/Table Coverings Ms. Bender reported that a suggestion had been made regarding the purchase of a covering with the Parks & Rec. logo with the potential for a clear covering to provide protection of the covering. Ms. Bender stated that she would research costs associated with the purchase of a table covering. 2. Committee Member Updates Committee Member Peterson reported that there was a remaining vacancy on the Committee. 3. The equipment was paid for through a grant from the MN Department of Health as part of their Statewide Health Improvement Partnership which is administered by Anoka County. nd 2 Annual Trunk or Treat & Halloween Hustle 5K The Committee is again planning this event, in collaboration with the Centennial Community Education Department and Centennial Alumni Assoc. The event will take place on Saturday, October 28, 2023, from 9:30 a.m. Î 11:30 a.m. Public Safety (PD/FD), a City Snowplow and M-Health Fairview Ambulance will be on hand with their vehicles, adding Touch-a-Truck to the event. Anoka County Regional Economic Development ACRED is planning itÓs annual UpRiver Event, featuring speakers and panelists from the real estate industry to talk about emerging trends in the region. The event is tentatively scheduled for one of the first two weeks in November. Stay tuned for updates on a date and location. PUBLIC WORKS Striping Work After approval from the city council, crews went forward with striping Progress Road, north of Main Street to help reduce stacking on Main Street during drop off and pick- up times at Centerville Elementary. Then, the contractor moved to Commerce Drive for the restriping of that road in an effort to provide an area for some safe truck parking off of the busy county roads. Sidewalk Repairs The cityÓs contractor is progressing from north to south, across town, fixing broken sidewalk panels. The work should wrap up in the coming weeks. Water Tower Repairs The cityÓs contractor has finished spot repairs to the water towerÓs coating system (paint). Consulting engineers, KLM, will be performing some tests on the paint in the coming weeks to help understand the scope and timing of a repaint will look like. Public Works Truck Replacements Public Works Director, Paul Palzer spoke with the Chevy Dealer who represents the state bid for their trucks and was able to place our order for the three trucks identified in our Capital Replacement Plan. There is, however, talk of a labor union strike which could affect the order and/or delivery timeframe. Anoka County Park Reserve Road Reconstruction County Parks staff has inquired about the possibility of using Mound Trail as a detour route for park-goers while the road into the park is reconstructed. Details will be shared, in the near future, with the City Council for a decision on whether or not to allow this arrangment. City Hall Parking Lot Lighting Staff met with the contractor, engineer and public works director to go over installation details and scheduling. Materials are now being ordered and could take up to 6 weeks for delivery. In the meantime, the contractor will be on site to install the concrete bases, conduits and other preliminary items. Centerville Lake Water Quality Project The Rice Creek Watershed District, in cooperation with Anoka Conservation district, the cities of Centerville and Lino Lakes, Anoka County Parks and the Centerville Lake HomeownerÓs Association has submitted a grant application for nearly $1,000,000 to help fund a water quality project for Centerville Lake. The recommended approach to the project is to treat the lake with Alum; a chemical which binds to the phosphorus in the lake, enabling it to settle to the bottom. CENTENNIAL LAKES POLICE DEPARTMENT Police Governing Board The Centennial Lakes Police Governing Board has scheduled a special meeting for October 9 at 7 PM to be held at the CLPD headquarters. The purpose of the meeting will be to review the proposed funding formula change. The three cities believe there is a tentative agreement on the formula that will be adopted by the Governing Board and subsequently each of the three cities. Once that is in place, we also believe that all member cities will adopt the approved budget, leading to a smooth transition into 2022. Alexandra House The Alexandra House published their annual report, recently. The city council regularly makes a contribution to support this institution and the good work they do in our community. Station 3 Remodel Station 3 (thatÓs CentervilleÓs Fire Station) is undergoing a remodel to better facilitate training needs. Sessions that used to be held out in the equipment bay will now be accommodated in a new training room. The space remains flexible and can be used as a meeting space and lunch room. There are just a few remaining items, including trim, touch-ups, and carpet installation. We are hoping things will be completed by the end of September. COMMUNITY DEVELOPMENT Block 7 Property (Downtown) Kennedy Property Development Kennedy Property Development (KPD) has submitted an informal proposal to the city for the development of Block 7, with row-style townhomes, similar to those proposed by Centra Homes. Their proposal includes some additional requests for city fee reductions, beyond what previous proposals have sought. The City Council will review this request at their next meeting. 1737 Main Street (Block 3) The developer has requested to withdraw their request to purchase the land at 1737 Main Street. This is based on many factors, including storm water requirements, powerlines, and site buildout. The request will th be presented to the city council at their October 11 meeting. 7087 Centerville Road Î Connor James Salon (Block 8) The property owner updated city staff on the plan to complete the required fencing and minor landscaping behind the building. Both are on track to be completed this season. 1687 Westview Street (LaLonde Property) The owner of the site has chosen a developer to work with on a proposed redevelopment project for the site. Ebert Companies is a builder and developer, based in the western suburbs of the Twin Cities and has experience building multi-family complexes in suburban and rural settings. They are gearing up for a presentation to the City Council sometime in October. Staff has engaged with our TIF consultant to look at the preliminary feasibility of using TIF on this proposed project and to get an idea of how much increment could be provided, if necessary. stnd Old Mill Estates 1 and 2 Additions The paving of the trail between Old Mill Court and Laramee Lane was completed on August 30. The northern portion of this connection has now been poured, with minor restoration work remaining. The developer has submitted information to the watershed district in an attempt to close-out their permit and are awaiting comments. A renewed letter of credit for the development was recently provided to the city by the developerÓs banking partner. Other building-site specific issues have been addressed, including driveway, sidewalk and construction debris conflicts. Centerville Storage The facility is now open for business. The developer has completed drainage corrections along the north side of the facility and will continue to work on watershed permit close-out. Bay View Villas (Waterworks Site) The developerÓs landscaping crew has begun work near the dock access area. Watershed permit closure is also required, prior to release of the development securities. Rehbein Commercial Developer securities have been received by the city for 35% of the initial project costs and will be held through the 2-year warranty period, which will end in 2024. The contractor has made recent efforts to establish turf in the boulevards of the development and is working towards a close-out of their Rice Creek Watershed District permit. Kwik Trip Work is complete. We are working with the developer to close out the project. Rehbein Industrial Developer securities have been received by the city for 35% of the initial project costs and will be held through the 2-year warranty period, which will end in 2024. Max Storage (Fairview Street) Work on the building continues as the developer works through some building code questions related to HVAC. The roof is now complete and the exterior sheathing is on. Amazon Fulfillment Center Amazon staff have been in contact with city staff regarding the possibility of a ÐGrand OpeningÑ in the near future. Stay tuned for details. Amazon staff has also reached out to collaborate with the city and area organizations on service projects. th One initial idea being explored is an adoption of County Road 54 (20 Ave) and a portion of Main Street th between 20 Avenue and the 35E Bridge. A response to the initial floodway modeling submittal has now been received from FEMA. The consultant is working through a resubmittal.
