Session Meeting Minutes - Approved Approved CITY OF CENTERVILLE CITY COUNCIL MEETING SEPTEMBER 13, 2023 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled City Council Meeting & Closed Executive Session on September 13, 2023 in Council Chamber of City Hall and the Regular Council meeting was live streamed by North Metro TV at 6:30 p.m. COUNCIL MEETING I. CALL TO ORDER Mayor D. Love called the meeting to order at 6:30 p.m. 1. Roll Call ROLL CALL PRESENT: Mayor D. Love Council Member Russ Koski Council Member Darrin Mosher Council Member Raye Taylor Junior Council Member Rowan Shaw (Non-Voting) ABSENT: STAFF: City Administrator, Mark Statz Assistant City Administrator, Athanasia Lewis City Attorney, Kurt Glaser Finance Director, Bruce DeJong II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Mayor Love stated that Check #36116 was voided and proposed moving Consent Agenda Item #6 under the Appearances/Presentations portion of the agenda. He then provided an opportunity for others to add or delete any items. Motion by Council Member Mosher, seconded by Council Member Taylor to Approve the Agenda as Amended. All in favor. Motion carried. IV. APPEARANCES/PRESENTATIONS 1. Honoring the Service of Councilmember Steve King Mayor Love read aloud, Res. #23-021 Establishing August 20, 2023 as Steven Douglas King Day. All Council Members and Staff shared a memory of Council Member King. Mayor Love invited Mrs. Donna City of Centerville City Council & Closed Exec. Meeting Minutes September 13, 2023 King an opportunity to share her words of remembrance of her late husband. Following all comments, Council presented her with a plaque memorializing Steve’s service to the community. Motion by Council Member Koski, seconded by Council Member Mosher to Adopt Res. #23-021 - Establishing August 20, 2023 as Steven Douglas King Day. All in favor. Motion carried. 2. Recognition of Scouts Partnership on History Niche Mayor Love thanked the local scout troops for all that they provide the community and their assistance with the History Niche. Mayor Love invited a representative from the organization to speak and Mr. Brian Peterson spoke on behalf of the scouts. V. PUBLIC HEARINGS 1. None VI. APPROVAL OF THE MINUTES 1. July 26, 2023 City Council Work Session & Meeting Minutes – Provided via Email Administrator Statz acknowledged that the minutes were emailed the morning of the meeting date and reminded the Council that it would be okay to table them. Motion by Council Member Taylor, seconded by Council Member Mosher to Approve of the Minutes as Presented. All in favor. Motion carried. VII. CONSENT AGENDA 1. City of Centerville Claims through September 13, 2023 (Check #36153-36198), (2122E- 2125E) & (Voided Check #36076) 2. Centennial Lake Police Department Claims through September 7, 2023 (Check #14900- 14918), (2023064-2023066) & Payroll (Check #14898-14899 & 14919 & 14920) 3. Res. #23-0XX – Accepting Donation from the League of MN Cities – City of Excellence Award 4. Res. #23-0XX – Accepting Donations from Residents – Eagle Park, Park Bench 5. Res. #23-0XX – Constitution Week Proclamation Mayor Love provided an opportunity for members to remove items for additional discussion. Council Member Koski asked for Item #4 to be removed for further discussion. Motion by Council Member Taylor, seconded by Council Member Mosher to Approve Consent Agenda Items #1, 2, 3, and #5 as Presented. All in favor. Motion carried. Council Member Koski thanked those who donated for the purchase of a park bench to be installed at Eagle Park. Motion by Council Member Koski, seconded by Council Member Taylor to Approve Consent Agenda Item #4 as Presented. All in favor. Motion carried. Resolution 23-0XX - Establishing Various No Parking Zones Throughout the City Administrator Statz reviewed the issue and the history of discussions with the Planning Commission and local business owners and other stakeholders. Extensive discussion ensued between the City Council and Administrator Statz. Mayor Love invited Lucas Wiborg, owner of 7050/7070 Main Street to address the Council. Mr. Wiborg thanked staff for working with hin and his tenant on the issue and voiced his support for the project. He provided some specific information regarding the operations of his tenant to guide decisions related to the restrictions on parking. Further discussion followed, regarding restrictions on the new parking area to be established on Commerce Drive. Motion by Council Member Koski, seconded by Council Member Taylor to Approve Resolution 23-022 - Establishing No Parking Zones (New and Existing) as Presented, with the minor amendment to restrict parking on the south side of Commerce Drive to a 2-hour limit. All in favor. Motion carried. 2. Striping Contract (Progress Road and Commerce Drive) Administrator Statz reviewed the striping quote, including the new striping for Progress Road, north of Main Street, noting that the school and county have given their support to the idea. Motion by Council Member Taylor, seconded by Council Member Koski to Approve the Striping Contract as Presented. All in favor. Motion carried. IX. NEW BUSINESS 1. Centennial Lakes Police Department 2024 Budget Administrator Statz gave an overview of the proposed budget, including the addition of an officer and some capital improvements at the police station. He also noted that the Police Governing Board has approved this budget. Motion by Council Member Mosher, seconded by Council Member Taylor to Approve the Proposed 2024 Centennial Lakes Police Department Budget as Presented. All in favor. Motion carried. 2. Res. #23-0XX - 2024 Preliminary Budget and General Fund Levy Finance Director DeJong presented the final changes to the proposed 2024 Preliminary Budget and General Fund Levy, noting additional projected income from investments of the city’s assets. The budget proposed by city staff results in a 3.5% increase to the General Fund Budget and a 4% increase in the Page 3 of 6 City of Centerville City Council & Closed Exec. Meeting Minutes September 13, 2023 general levy, when the debt levy is included. Discussion ensued regarding the work which has been done to date and the fact that the Preliminary Budget which is submitted to the County sets the maximum levy allowed for the year. The final levy may come down from there but may not be raised beyond that level. Council Member Koski voiced concerns about looming capital expenditures in both the city’s CIP as well as CIPs for the Police and Fire department which are underestimated in those plans, due to the recent large increases in equipment costs and availability. After some discussion, a proposal emerged to add $25,000 to the proposed levy to help mitigate these concerns, should the need arise to supplement the public safety budgets or the city’s own Capital Equipment Fund. Motion by Council Member Koski, seconded by Council Member Taylor to Adopt Res. #23-023 - 2024 Preliminary Budget and General Levy. All in favor. Motion carried. 3. YMCA Donation Request Administrator Statz reviewed the issue and outlined the public purpose for the donation, citing some of the programs which the YMCA provides. He also mentioned that the Parks & Recreation Committee recommended making the donation with half coming from their budget, the other half coming from other General Fund sources. Motion by Council Member Koski, seconded by Council Member Mosher to Approve a Donation to the YMCA as Presented. All in favor. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Administrator/Engineer Report – Administrator Statz stated that his Administrator’s Report was contained in the packet and reviewed several highlights: corridor study had a large turnout, open board positions on P & R & P & Z, History Niche about scouting and very nice display, Movie in the Park this Saturday and a Trunk or Treat event for October 28, Centerville Cares was about Recovery Month, sidewalk panel replacement and its good progress, watertower repairs are underway, several items that will be being brought forward in the near future (i.e., Anoka County will be reconstructing the Regional Park road and possible use of Mound Trail as a detour) and the CLPD Joint Powers Agreement negotiations and Kennedy Properties proposal and TIF as a development tool. Assistant Administrator Lewis reported that the Hotel Study commissioned through a grant from Anoka County had been completed and that Staff would be receiving a debriefing shortly and would forward the information to EDA and Council shortly. City Attorney Glaser stated thank you to the City for honoring the late Council Member King and he stated it was good to have the family at the meeting. Jr. Council Member Shaw reported that school is in session, Homecoming week was coming up, a large crowd for the last football game (Blaine/Centennial). Mayor Love asked about the Cross Country team and Jr. Council Member Shaw stated that they would be having a meet at Lakeville on Friday and the last one meet was in Isanti. 2. Council Reports Page 4 of 6 City of Centerville City Council & Closed Exec. Meeting Minutes September 13, 2023 a. Taylor –  Parks & Recreation – Council Member Taylor gave no report. b. Koski –  Planning & Zoning Commission – Council Member Koski provided a report of the various topics covered at the meeting, including revisions to city ordinances and some discrepancies between the city code, downtown master plan and the comprehensive plan. Administrator Statz stated that the regularly scheduled meeting of October 3 had been rescheduled to October 10, 2023.  Fire Steering Committee – Council Member Koski stated that an emergency meeting the previous evening to authorize the purchase of a used fire truck at a cost not to exceed $500,000. c. Vacant d. Mosher –  Economic Development Authority – Council Member Mosher gave no report.  Police Governing Board – Council Member Mosher gave no report. e. Love – Mayor Love welcomed Conner James to Centerville and stated that he was unable to attend their Ribbon Cutting Ceremony. He stated that he had the opportunity to attend a Football fundraiser and was surprised at the participation of the Centerville community and it being so supportive and active. He stated that he would be attending an upcoming Hockey fundraiser and be supportive of them also. He stated that the Centennial Fire District participated a 9/11 memorial standing on the 35E bridge and he thanked them for their service and honoring those that gave their lives and not allowing the public to forget the event.  North Metro Telecommunications Commission – Mayor Love gave no report.  Police Governing Board – Mayor Love gave no report.  Other Mayoral Reports - Mayor Love gave no report. XI. RECESS CITY COUNCIL MEETING TO CLOSED EXECUTIVE SESSION Mayor Love recessed to the Scheduled Closed Executive Session at 8:31 p.m. and stated that Council would be taking a 5-minute recess prior to commencing the Closed Executive Session. Mayor Love stated that the meeting is closed pursuant to Minnesota Statute 13D.05, subd. 3, to discuss matters related to the budget and property governed by the Joint Powers Agreement of the Centennial Lakes Police Department. XII. CLOSED EXECUTIVE SESSION All members of Council were present. 1. Contract Negotiations Discussions were had regarding the Centennial Lakes Police Department Joint Powers Agreement. ADJOURN CLOSED EXECUTIVE SESSION Mayor Love adjourned the Closed Executive Session at 9:49 p.m. XIV. RECONVENE CITY COUNCIL MEETING Mayor Love reconvened the regularly scheduled Council meeting at 9:50 p.m. Motion by Council Member Taylor seconded by Council Member Koski to Adjourn the Regularly Scheduled Council Meeting of September 13, 2023 at 9:50 p.m. All in favor.
