The design of the park included a large rain garden, shoreline plantings and two intermittent creek beds leading from the rain garden and the "hidden" spring, respectively. In the 16 years since then, the maintenance of the park; specifically its natural features, has consisted mostly of an annual mowing in the fall. The shoreline area was given more specialized maintenance in its early years to ensure establishment of native species, however, it's been at least 10 years since any active management. With this more passive management, some areas have become overrun with weeds, trees and other non-native species. Staff met with two contractors with knowledge of native landscapes and received quotes on a multi-year plan to reestablish the native plantings intended for the rain garden, shoreline and other areas. We are recommending entering into a contract with Prairie Restorations to help us reestablish the intended plant mix in the prescribed areas. As you'll note in the proposal, some areas will need complete tear-out and replanting, while other areas may only require spot treatment, controlled burns or other targeted maintenance. Their proposal also contains some activities on which the city and/or volunteers could assist. COST AND SOURCE(S) OF FUNDING: 2024 - $7,770; 2025 - $1,425; Alternate to save $785 in 2024 w/volunteer planting. Parks Maint. Establishing a native landscape on this property will provide a long term, ecologically sound landscape that is adapted to the existing conditions of the site. This native landscape will not require irrigation, black dirt, or other soil amendments. It will add a distinctive look to the property as well as provide valuable habitat for songbirds, butterflies, bees, and other pollinators. B. Project Overview: 1. The project area will be seeded with native grasses and wildflowers of varying types to adapt to woodland, wet, and part-sun conditions. 2. To establish this planting, the site will be treated with herbicide to kill existing weeds, burned, seeded with native grasses and wildflowers, and where needed--mulched with straw and /or covered with straw erosion control blanket to protect the seeding and enhance germination. 3. Optionally, native wildflower and grass/sedge plugs will be planted in specific areas to enhance the diversity and aesthetics of the project. C. Site preparation: 1. Property owner will remove/mow trees and woody vegetation before spring of 2024. 2. In areas with actively growing vegetation, apply a glyphosate herbicide (Roundup® or equivalent) and a directions. 3. Remove the dead vegetation by implementing a prescribed burn using appropriate procedures, equipment and permits. nd 4. Following the burn, allow regrowth to occur. Apply a 2 application of glyphosate herbicide (Roundup® or equivalent) and a triclopyr herbicide (Vastlan® or equivalent) with appropriate surfactants, as per egetation. rd 5. Allow the site to green up, followed by a 3 application of a glyphosate herbicide (Roundup® or equivalent) and a triclopyr herbicide (Vastlan® or equivale minimum of 25 days before disturbing the vegetation with other procedures. D. Seed and Seeding: th 1. Acceptable seeding dates for native species are in the spring or summer before August 10 or in the fall th between September 20 and freeze-up. 2. All seed will be applied by hand broadcasting. 3. Raking will follow all grass seeding. 4. The plants used will consist primarily of species other than those previously seeded. 2. Upon the property owner's request, PRI can increase or decrease the number of live plants used. Increasing the number of live plants used will increase overall cost but help increase plant diversity (certain species are only available as live plants) and improve the prairie's overall aesthetic by helping to establish sooner. Lowering the number of plugs will reduce overall cost but increase the time for some flowers to bloom and decrease overall plant diversity. 3. Plant a total of 420 plugs. 4. Management: 1.Management (maintenance) plays a vital role in the eventual success of any native landscape installation, especially during the establishment period. Active management of your native landscape is highly recommended to give the project the best opportunity for long-term success. Management of your established section will begin before management of the re-installation. 2.During the germination year, the project area may need to be mowed to control annual weed development. If reducing competition. Mowing may also be necessary if the weeds are about to set seed. Optimum cutting height, depending on the wildflower species present, is typically 4 to 6 inches. It is important that the clippings are finely mulched in order to prevent smothering. PRI can provide the mowing services if desired. Please refer to the cost section of this proposal for a mowing quote. 3.In years following the first growing season, Integrated Plant Management (IPM) services are utilized to control annual, biennial, and perennial weed species within the developing native landscape. Typical IPM services include spot herbicide spraying, spot mowing, or hand weeding. These services are billed on a per trip cost agreed upon prior to the growing season. Rough estimates may be provided in the cost section of this proposal for these future management activities. 4.Prescribed burning is a highly effective management tool and may be recommended for your project as it matures. Burning stimulates native species to grow more robustly and also help to deter the presence of many non-native and/or woody species. Prescribed burning, if desired, will be provided as a separate lump sum cost. 5. ccur early in the spring, as soon as conditions permit. Anticipated Management: The following table conveys the anticipated management procedures for your project during the first 3 growing seasons. Also with it being towards the end of the season there were some plants that are currently out of stock. Like stated above, I was able to track down the same with some similar plants from the original installaon. For this replanng project I am quong the quanes of each type at 50% of originally installed. While following the original scope for planng, these areas are meant to be le to grow wild and cross pollinate with each other. With that being said other than manually pulling noceable weeds in these areas keeping them weed free would not be realisc. With the proper maintenance of the yearly cung back in the fall me, that would be the best me to pull as many weeds as possible while everything is short and not in the germinang stages. Assuming the previous proposal of us cung back the rain gardens and shoreline area this year so that come spring me we will have open areas to work with for planng we could complete this for $17,150. That quoted price may have some variance due to any increases that the nurseries implement starng in the spring, but we would honor labor, hauling, disposal, and equipment rates from this year. The State Forest Nursery offers 26 species of native bareroot trees and shrubs. However, seedling selection and availability decreases after the first few weeks of sales. Visit the State Forest Nursery seedling ordering webpage (mndnr.gov/forestry/nursery/ordering.html) to view the available species and access the tree seedling order form. A minimum order of 500 seedlings is required when purchasing from the State Forest Nursery. This is roughly the number of seedlings needed to plant one acre of bare land. Orders can be tailored in increments of 100 for each species. Prices vary depending on species, with the price as low as $195 for 500 seedlings. The State Forest Nursery also offers two pre-selected seedlings packets, simplifying the decision-making process. The conifer packet includes 250 white spruce and 250 red pine seedlings to add more greenery to woodlands in winter.
