MEETING NOT APPROVED I. CALL TO ORDER The meeting was called to order at approximately 6:30 p.m. by President Remillard. II. ROLL CALL President Remillard called the roll. Motion carried. IV. APPROVAL OF MINUTES The minutes were approved as presented. Motion by Commissioner Swenson and seconded by Commissioner Smith to approve the September 20, 2023, meeting minutes. All in favor. Motion carried. City of Centerville EDA Meeting Minutes October 17, 2023 V. BILLS AND COMMUNICATIONS 1. Bills a. Check List Executive Director Lewis reviewed the bills as presented in the packet. Motion by Commissioner Smith and seconded by President Remillard to approve the bills. All in favor. Anoka County Regional Economic Development (ACRED) Executive Director Lewis reviewed the report as presented in the packet. 2. Year to Date Financials Executive Director Lewis introduced the financial report as presented in the packet. Discussion ensued about the presentation of the financial report, primarily its format and ease of comprehension. Motion by President Remillard and seconded by Commissioner Swenson to approve the financial statement as presented. Commissioner Mosher, Commissioner Swenson, President Remillard voted aye. Commissioner Smith voted nay. Motion carried. 3. Ongoing Programs: Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet. 4. AdministratorÓs Report Executive Director Lewis reviewed the AdministratorÓs Report as presented in the packet. VIII. OLD BUSINESS 1. Business Appreciation Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about inviting businesses in person and handing out the tumblers that were purchased for the event. 2. Priorities from the Downtown Redevelopment Market Study Executive Director Lewis introduced this item as presented in the packet, providing an update on priorities from the study that the EDA is focusing on. Discussion ensued about priorities that the Ћ City of Centerville EDA Meeting Minutes October 17, 2023 EDA could ask other city boards and commission to review. The board selected the following priorities from the report (page 7) for review: 1. Maximize access and views to Centerville Lake (priority 1) Î Review by P&Z 2. Consider working with the school district to develop the Centerville Elementary School parking lot (priority 4) Î Review by city engineer & city council. 3. Transition residential densities to put higher density developments closer to the Intersection of Main Street and Centerville Road (priority 5) Î Review by P&Z 4. Partner with a planning firm to update traffic management, streetscape guidelines, and pedestrian plans for development in downtown (priority 6) Î Review by P&Z & city council. Motion by Commissioner Mosher to request that the Planning and Zoning Commission review the following priorities: Maximize access and views to Centerville Lake; Transition residential densities to put higher density developments closer to the Intersection of Main Street and Centerville Road; and Partner with a planning firm to update traffic management, streetscape guidelines, and pedestrian plans for development in downtown and that the city council consider working with the school district to develop the Centerville and Elementary School parking lot. All in favor. Motion carried. IX. NEW BUSINESS 1. Reports to the EDA Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about prior reports, current reporting, and future reporting. Commissioner Smith provided an overview of a report that he prepared for the boardÓs review. 2. Goals & Priorities for 2024 Executive Director Lewis introduced this item as presented in the packet. The 2023 goals were reviewed, and discussion ensued about further developing existing goals and expanding 2024 goals to include Business retention and expansion, business engagement, and review of EDA programs. Staff will present a draft of the goals at next monthÓs meeting. 3. Annual Report to City Council Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about the format of this yearÓs report. The EDA would like to incorporate information from the Downtown Redevelopment Market Study as well as program information, number of new businesses, etc. Staff will provide a draft report of the goals at the next meeting. 4. December 20 EDA Meeting Executive Director Lewis introduced this item as presented in the packet. Motion by Commissioner Smith, seconded by President Remillard to start the November thth 15 meeting at 5:30p.m. and to cancel the December 20 meeting. All in favor. Motion carried. ENGINEERING th 20 Avenue (CSAH 54) Corridor Study The technical advisory panel for the corridor study will be meeting in early December to review public input and formulate design concepts. PARKS & RECREATION nd 2 Annual Trunk or Treat & Halloween Hustle 5K It was a very cold Saturday morning on October 28, 2023, but the 2nd Annual event took place and many families participated. Thank you to the Centennial Fire District, Centennial Lakes Police Department, M-Health Fairview Ambulance Service, Rehbein Transit, Inc., the City of Centerville Public Works, the Scouts, Centerville Lions and all of the businesses that participated. The Community Education Hustle had 171 runners with 20 volunteers for their event. Mayor D. Love made an appearance and spoke with many participants. ÐName a Snowplow Contest KickoffÑ The contest commences on November 12-30, 2023. Online entry: https://tinyurl.com/msb9ujjm or utilize the QR code to the right to enter. Must be a Centerville resident, if a submission is received from a minor Î parent authorization is needed. Consulting engineers, KLM, will be performing some tests on the paint in the coming weeks to help understand the scope and timing of a repaint will look like. Public Works Truck Replacements Based on current pricing, the city moved forward with the purchase of a 1-ton pickup truck, but held off on the purchase of two more trucks that were programmed for replacement in the cityÓs Capital Equipment Replacement Plan. Staff continues to evaluate the market and look for alternative ways to equip our staff. Tree Maintenance With the progression of the Emerald Ash Borer, the city has been keeping an eye on dead and dying trees on our property and along our trails. Several times a year, the public works department is canvassing these areas to look for hazardous trees. We, then, solicit quotes and have a contractor take care of them all at once. City Hall Parking Lot Lighting Light bases and conduits have been installed. We are awaiting delivery of the poles. Once they arrive, wires will be pulled, the poles will be erected and the lights will be turned on! Centerville Lake Water Quality Project The Rice Creek Watershed District, in cooperation with Anoka Conservation district, the cities of Centerville and Lino Lakes, Anoka County Parks and the Centerville Lake HomeownerÓs Association has submitted a grant application for nearly $1,000,000 to help fund a water quality project for Centerville Lake. The recommended approach to the project is to treat the lake with Alum; a chemical which binds to the phosphorus in the lake, enabling it to settle to the bottom. CENTENNIAL LAKES POLICE DEPARTMENT Police Governing Board All three cities have now approved the funding formula change and the amended Joint Powers Agreement is in effect. Patrol Union Negotiations The City Administrators from the departmentÓs three cities are negotiating with the Patrol Union on their next contract. A second meeting was recently held and it appears that a deal could be made within the next month or so. CENTENNIAL FIRE DISTRICT Pinning Ceremony At the October 25, 2023 three promotions to Lieutenant were made to the following staff: Mr. Ryan Dion, Mr. Ryan Harris (Station 1, Circle Pines) and Mr. Jacob Pfeffer (Station 3, Centervile). All received Lieutenant bars following intensive training, interviewing and years of service. RetireeÓs were also recognized with proclamations from the City: Mr. Randy Lauderbaugh, Ms. Kathy Peil, Mr. Jeff Reinsberg, Mr. Matt Long, Mr. Zach Seraphine, Tom Stephney, and Mr. Tim Engle. The Fire-Barn Red is looking sharp. COMMUNITY DEVELOPMENT Block 7 Property (Downtown) Kennedy Property Development Based on direction from the City Council, staff is negotiating a purchase agreement with the prospective developer. We anticipate the agreement will go in front of the City Council at their December 13 meeting. 1737 Main Street (Block 3) City staff has been working with our realtor to find other potential buyers for the property. There are no current proposals. 7087 Centerville Road Î Connor James Salon (Block 8) The property owner has been issued a fence permit to complete the required work in the Interim Use Permit. 1687 Westview Street (LaLonde Property) The owner of the site has chosen a developer to work with on a proposed redevelopment project for the site. Ebert Companies is a builder and developer, based in the western suburbs of the Twin Cities and has experience building multi-family complexes in suburban and rural settings. They are gearing up for a presentation to the City Council on November 8. Staff has engaged with our TIF consultant to look at the preliminary feasibility of using TIF on this proposed project and to get an idea of how much increment could be provided, if necessary. stnd Old Mill Estates 1 and 2 Additions Close-out of the developmentÓs Rice Creek Watershed District Permit is the main remaining item which needs to be addressed before we can look at closing out the development escrow. The city continues to work with the developer and builders on site clean-up items. Centerville Storage The facility is now open for business. The developer has completed drainage corrections along the north side of the facility and will continue to work on watershed permit close-out. Bay View Villas (Waterworks Site) The developerÓs landscaping crew has begun work near the dock access area. Watershed permit closure is also required, prior to release of the development securities. Rehbein Commercial Developer securities have been received by the city for 35% of the initial project costs and will be held through the 2-year warranty period, which will end in 2024. The developer has now been granted close-out of their Rice Creek Watershed District permit. Kwik Trip Work is complete. We are working with the developer to close out the project. Max Storage (Fairview Street) The contractor is working diligently to complete the parking lot, landscaping and other exterior improvements as other crews work to finalize the building itself. Amazon Fulfillment Center The facility is now up and running at around 65% capacity. Over 250 employees now work in the building while more than 400 van drivers are based out of this facility. As the busy holiday season approaches, the facility is on pace to be able to deliver over 100,000 packages a day. Some supply chain issues have slowed Connexus EnergyÓs efforts to provide power to the electric vehicle charging stations, so a temporary generator will be brought in to supplement until the necessary, permanent equipment arrives. FEMA has been working directly with the consultant on final issues related to the floodplain modeling. We anticipate approval of the floodplain impacts shortly. Once FEMA approves of the proposed impacts, there will be some administrative steps necessary to complete the process. Submitted 2 more predevelopment grants to the county to conduct an ALTA survey and a wetland delineation study of the area shown to the left. The city-owned parcel and the parcel owned by R&R leasing have received authorization form the owners to submit the grant: 22 ȃ 31 ȃ 22 ȃ 43 ȃ 004 (city of Centerville) & 23 ȃ 31 ȃ 22 ȃ 44 ȃ 0007 (R&R Leasing).The city is in the process of obtaining signatures from the other property owners and therefore has requested conditional approval of those parcels. Goal 2. Spur New Development The EDA has worked closely with the cityÔs realtor to recruit new businesses: o Guys & Dolls Ï 1737 Main Street o Asian Restaurant Concept Ï 1737 Main Street o Apartments on Block 7 Lennar Schifsky Kennedy Properties o Apartments Ï LaLonde Property Northshore Development Ebert Construction The EDA has performed intentional outreach: o Attendance at HBA Meetings o Chamber events, Business Appreciation o MNCAR Expo EDAM events o Visits to businesses re-promotional opportunities. The EDA has begun implementation of its downtown redevelopment market study, by selecting a few priorities to focus on and requesting assignment of other priorities to city boards and commissions. 2 Goal 3. Increase Business Engagement The EDA held their annual business appreciation event on November 6 at KellyÔs Bar & Grille and had a record turnout. There were 13 businesses represented, about 40 people in attendance, and 3 raffle prizes awarded. Door to door visits were key to high attendance. Goal 4.
