HomeMy WebLinkAbout2023-10-17 WS & Meeting Minutes - Approved APPROVED CITY OF CENTERVILLE ECONOMIC DEVELOPMENT AUTHORITY WORK SESSION & MEETING MINUTES October 17, 2023 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic Development Authority meeting on October 17, 2023. MEETING I. CALL TO ORDER The meeting was called to order at approximately 6:30 p.m. by President Remillard. II. ROLL CALL President Remillard called the roll. PRESENT: President Mark Remillard Vice-President Chris Swenson Commissioner Darrin Mosher Commissioner Tony Smith STAFF: Assistant City Administrator/EDA Executive Director, Athanasia Lewis ABSENT: None VACANCY: One III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda There were no changes to the agenda. Motion by Commissioner Swenson, seconded by Commissioner Smith to approve the agenda. All in favor. Motion carried. IV. APPROVAL OF MINUTES The minutes were approved as presented. Motion by Commissioner Swenson and seconded by Commissioner Smith to approve the September 20, 2023, meeting minutes. All in favor. Motion carried. City of Centerville EDA Meeting Minutes October 17, 2023 V. BILLS AND COMMUNICATIONS 1. Bills a. Check List Executive Director Lewis reviewed the bills as presented in the packet. Motion by Commissioner Smith and seconded by President Remillard to approve the bills. All in favor. Motion carried. 2. Communications a. None VI. PRESENTATION a. None VII. REPORTS 1. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Executive Director Lewis reviewed the report as presented in the packet. 2. Year to Date Financials Executive Director Lewis introduced the financial report as presented in the packet. Discussion ensued about the presentation of the financial report, primarily its format and ease of comprehension. Motion by President Remillard and seconded by Commissioner Swenson to approve the financial statement as presented. Commissioner Mosher, Commissioner Swenson, President Remillard voted aye. Commissioner Smith voted nay. Motion carried. 3. Ongoing Programs: Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet. 4. Administrator’s Report Executive Director Lewis reviewed the Administrator’s Report as presented in the packet. VIII. OLD BUSINESS 1. Business Appreciation Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about inviting businesses in person and handing out the tumblers that were purchased for the event. 2. Priorities from the Downtown Redevelopment Market Study Executive Director Lewis introduced this item as presented in the packet, providing an update on priorities from the study that the EDA is focusing on. Discussion ensued about priorities that the 2 City of Centerville EDA Meeting Minutes October 17, 2023 EDA could ask other city boards and commission to review. The board selected the following priorities from the report (page 7) for review: 1. Maximize access and views to Centerville Lake (priority 1) – Review by P&Z 2. Consider working with the school district to develop the Centerville Elementary School parking lot (priority 4) – Review by city engineer & city council. 3. Transition residential densities to put higher density developments closer to the Intersection of Main Street and Centerville Road (priority 5) – Review by P&Z 4. Partner with a planning firm to update traffic management, streetscape guidelines, and pedestrian plans for development in downtown (priority 6) – Review by P&Z & city council. Motion by Commissioner Mosher to request that the Planning and Zoning Commission review the following priorities: Maximize access and views to Centerville Lake; Transition residential densities to put higher density developments closer to the Intersection of Main Street and Centerville Road; and Partner with a planning firm to update traffic management, streetscape guidelines, and pedestrian plans for development in downtown and that the city council consider working with the school district to develop the Centerville and Elementary School parking lot. All in favor. Motion carried. IX. NEW BUSINESS 1. Reports to the EDA Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about prior reports, current reporting, and future reporting. Commissioner Smith provided an overview of a report that he prepared for the board’s review. 2. Goals & Priorities for 2024 Executive Director Lewis introduced this item as presented in the packet. The 2023 goals were reviewed, and discussion ensued about further developing existing goals and expanding 2024 goals to include Business retention and expansion, business engagement, and review of EDA programs. Staff will present a draft of the goals at next month’s meeting. 3. Annual Report to City Council Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about the format of this year’s report. The EDA would like to incorporate information from the Downtown Redevelopment Market Study as well as program information, number of new businesses, etc. Staff will provide a draft report of the goals at the next meeting. 4. December 20 EDA Meeting Executive Director Lewis introduced this item as presented in the packet. Motion by Commissioner Smith, seconded by President Remillard to start the November thth 15 meeting at 5:30p.m. and to cancel the December 20 meeting. All in favor. ADJOURNMENT Motion by Commissioner Swenson, seconded by Commissioner Smith to adjourn the October 17, 2023, Economic Development Authority meeting at 9:00 p.m. All in favor. Motion carried. 4
