HomeMy WebLinkAbout2023-09-27 WS & CC Minutes - Approved Approved CITY OF CENTERVILLE CITY COUNCIL WORK SESSION AND MEETING SEPTEMBER 27, 2023 5:00 & 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled City Council Work Session & Meeting on September 27, 2023 in Council Chambers of City Hall and the Regular Council meeting was live streamed by North Metro TV at 6:30 p.m. WORK SESSION MEETING I. CALL TO ORDER Mayor D. Love called the meeting to order at 5:00 p.m. ROLL CALL PRESENT: Mayor D. Love Council Member Russ Koski Council Member Darrin Mosher Council Member Raye Taylor (Via Zoom) Junior Council Member Rowan Shaw (Non-Voting) ABSENT: City Attorney, Kurt Glaser STAFF: City Administrator, Mark Statz Assistant City Administrator, Athanasia Lewis II. ITEMS OF DISCUSSION 1. Private Roads; Request to turn Public Administrator Statz stated that he had received several requests for the two (2) private roads within the City become public or City owned (Ojibway Drive and Voyager Court). He also stated that the Willow Glen Townhomes are private roadways. He stated that there was a potential for several residents from the Townhome Associations to appear before Council. He stated that they had cancelled their appearance. He stated that the roadways were built differently than City roadways (width, depth of asphalt, setbacks of homes, etc.) and those issues would need to be considered. He stated consideration could be accepting the roadway as is, requiring total reconstruction prior to taking over. He stated that he would be working with the Townhome Associations and bringing the information back to Council. Discussion ensued regarding improving the roadways prior to assuming the roadways, the Street Fund, property taxes being paid by these property owners and the Townhome Association responsibility to maintain their private roads. It was stated that snow removal on sidewalks would remain their responsibility. Additional discussion ensued regarding concerns for whether the roadway was built up to standards, the roadway not being wide enough for the large snowplows, and limited storage for snow due to the close proximity of homes in areas of the two developments. 2. Block 7 Proposal (Kennedy Properties) City of Centerville City Council & Work Session Meeting Minutes September 27, 2023 Administrator Statz stated that they were proposing the same development as Centra Homes (13 homes facing Centerville Road and 13 homes facing the trail), exact same development proposal except for the financial proposal as they are asking for a 50% reduction in sewer/water connection charges (SAC/WAC) and assessments for the downtown road reconstruction project (City portion - $70,000). Administrator Statz stated that it would be appropriate not to negotiate the assessments, as residents have shown concern. Administrator Statz was looking for input on going forward with an agreement or not. Discussion ensued not understanding why the City’s cost are the same or more than the developers, cost per unit versus sale price, same architecture and same quality as Centra’s, land a part of the discount ($350,000 value but selling for $1), trade-off being economic development in the area, receiving grants from HUD (CDBG-County administrates of $200,000 each) with a risk of losing if selling to individuals homes, high-density with two affordable units, alternative options for development, streetscape is negotiable and could be phased in, wanting to get something built on and on the tax roll, purchase agreement or earnest money for going forward, what else could go there, apartment building paying for all fees and not ask for TIF would be wonderful, but not getting that, community buying in for townhomes rather than an apartment building, concern for the same offer being offered to Centra Homes. Administrator Statz stated that he recently spoke with Centra Homes and they wanted to allow Kennedy Properties to go forward and if it did not go, they may reconsider. 3. Staff Overtime Review Administrator Statz reviewed the submitted spreadsheet reviewing overtime for both the Public Works Staff and Administrative Staff for 2021-2023. He stated that the 2023 hours were projected out as the year has not been completed. He also stated that the costs of the overtime equated to 1% of budget salaries for the year. Administrator Statz stated that he felt that 177 total hours (projected to the end of 2023) was appropriate, but he would take direction from Council regarding zero overtime, cutting tasks and/or removing programs but he felt that staff has provided additional programs and opportunities for the city. Discussion ensued regarding 2021 overtime primarily regarding elections and a special election for the County Board position left by Rhonda Sivarajah and regular elections associated with 2022. It was stated that efficiency in tasks was important and assurance of that, police and fire budgets increasing, need for additional staff, flexing time and being smart/efficient about. Additional discussion took place regarding Public Works duties (i.e., snow removal, water delivery and sewer infrastructure reliance. It was also discussed that in a business aspect, government efficiencies should be looked at and it not being a reflection on staff when matters are discussed. 4. Logo/Branding Update Administrator Statz stated that he has received interest in city logoed apparel, whether it can be purchased by Committee/Commission/Council/Staff or a stipend be provided. He stated that for public events, a uniform appearance would be nice and would assist the public in determining those that serve. He also stated that it may assist in gaining/retaining members along with volunteers. It was discussed that the purchasing of apparel online for either items not provided to Committee/Commission/Council/Staff or if an individual wanted to purchase something different than a provided apparel item that alternative purchases could be made at the individuals own expense. It was also discussed whether an online portal for purchasing items should be available to the public. City Page 2 of 7 Not Approved City of Centerville City Council & Work Session Meeting Minutes September 27, 2023 Attorney Glaser advised Staff that a policy should be in place that covers “public purpose” expenditures of the city and the inclusion of apparel for Committee/Commission/Council/Staff. Discussion ensued regarding a flat dollar amount, that there should be a line item in the budget for purchases, annual purchases of an item, seasonal apparel, and uniformity along with public purchasing of goods. Consensus was to draft a policy regarding apparel and purchasing for Committee/Commission/Council/Staff and that same would be forthcoming for Council consideration and City Attorney review. 5. Committee Pay Administrator Statz reviewed a comparison of neighboring community’s Committee/Commission pay for serving and stated that it has been difficult to gain members and it may assist in retaining members. He also stated that the current pay was $50/meeting and increases had been limited and minimal in the past. Discussion ensued regarding a proposed increase of $25/meeting, it being approximately 10 years since it had been increased, assisting in off-setting daycare/babysitting costs, serving as being a part of the community and not as much for pay, potential for sign-on/retention bonus and implementation commencing in 2024 with the increase in pay per meeting being $25 for a total of $75/meeting. Discussion ensued regarding the increase in Council pay, a policy of raising every two to three years a certain percentage, it being approximately 15 years since there was an increase, polling neighboring communities for their Council pay, the requirement for implementation being the following election cycle and information being provided at the next Council Work Session for consideration. City Administrator Statz stated that there was an individual in the audience that wanted to address Council. Mayor Love added the appearance under Appearances/Presentations. Motion by Council Member Koski, seconded by Council Member Taylor to Approve the Set Agenda as Amended. All in favor. Motion carried. IV. APPEARANCES/PRESENTATIONS 1. Mr. Derek Lind, Ramsey, MN, - Representing (Anoka County Election Integrity Team, ACEIT) Mr. Lind introduced himself to Council and provided several informational pieces to Council regarding ACEIT and what they are asking for, regarding election reform within Anoka County. He briefly stated that they are requesting that elections return to the systems used 30 years ago, removing electronics from the process, hand counting ballots, and signing in on the old-style, name, address registration book. V. PUBLIC HEARINGS 1. None. VI. APPROVAL OF THE MINUTES 1. August 9, 2023 City Council Meeting Minutes Mayor Love provided an opportunity to Council to make modifications if needed. Motion by Council Member Mosher, seconded by Council Member Taylor to Approve the August 9, 2023 City Council Meeting Minutes as Presented. Roll Call. All in favor. Motion carried. Administrator Statz reminded the Council that when a member attends via Zoom, roll call votes were needed. VII. CONSENT AGENDA 1. Council Member Koski requested that Consent Agenda, Item #7 be pulled for further discussion. Motion by Council Member Koski, seconded by Council Member Mosher to Approve Consent Agenda Items #1-6 as Presented. Roll Call. All in favor. Motion carried. Council Member Koski stated that the Centerville Lions will be holding their annual event again this year, that it was a great event, and thanked them for all of their community efforts. Mayor Love concurred. Motion by Council Member Koski, seconded by Council Member Mosher to Approve Consent Agenda Item #5 as Presented. Roll Call. All in favor. Motion carried. VIII. OLD BUSINESS 1. Cancellation of Purchase Agreement for 1737 Main Street Administrator Statz stated that F & M Holdings, parent company for Guys & Dolls, would like to cancel their current purchase agreement with the city. He stated that the $1 would be returned to them as they felt they could not financially construct on the parcel. Discussion ensued regarding the fact that the agreement could not have continued and hoped them well in the future. Motion by Council Member Mosher, seconded by Council Member Taylor to Cancel the Purchase Agreement Between the City and F & M Holdings for the Purchase of 1737 Main Street. Roll Call. All in favor. Motion carried. IX. NEW BUSINESS 1. Declare a Vacancy on the City Council and Determine Next Steps Administrator Statz stated that with the passing of Council Member Steve King, the Council would officially need to declare a vacancy to fill the position and determine a deadline for acceptance of th applications. He stated that Staff discussed timing of the November meeting, deadline being the 20 of October and interviews being held on October 25, 2023, at the Work Session. He stated that Staff would be expecting interviews and appointment on the same evening. He stated that if the Council delayed action until November, then appointment would be in December as there would only be one meeting in November as which has been customary in the past. He also stated that a retreat would be scheduled for January/February, 2024. Administrator Statz stated that a special meeting could also be scheduled if a decision was not forthcoming on October 25, 2023. Page 5 of 7 City of Centerville City Council & Work Session Meeting Minutes September 27, 2023 There was concern regarding the number of applications received, timeline spread out for a lengthier amount time, the appointment/acceptance, appropriateness of accepting applications, calling a Special Meeting with the required three days’ notice, setting parameters for filling the vacancy, time that has already gone by and the news of Council Member King’s passing, Mayor Love thanked the late Council Member King and his family’s dedication to the Community. Council Member Koski, seconded by Council Member Mosher to Declare a Vacancy on City Council with Application Deadline Date of October 20, 2023 at Noon. Roll Call. All in favor. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Administrator/Engineer Report – Administrator Statz stated that his Administrator’s Report was contained in the Council’s packet and that he would be happy to answer any questions that may be had. He stated that North Metro TV was now providing podcasts of City meetings, Trunk or Treat coming up (October 28, 2023/Centerville Elementary School), the Mayor’s Minutes were just released, Centerville Cares has child care information, stripping project had been completed, the bike repair stand had been utilized, water tower repairs had been completed, Public Works trucks had been ordered even though the strike is in the process, Anoka County Parks request to explore the use of Mound Trail, parking lot lighting project is experiencing delays, grant application for Water Quality Project for Centerville Lake and move forward if are selected, Rice Creek Watershed District organizing a taxing district for people adjacent to Centerville Lake, Special meeting for the Centennial Lakes Joint Powers agreement regarding the funding formula. Assistant City Administrator Lewis reminded Council of the Amazon Ribbon Cutting scheduled for October 16, 2023, at 8 a.m. and she hoped that Council Members would attend. Jr. Council Member Shaw stated that it was Homecoming week of organized events, Friday there would be a pep fest, parade, etc. with the dance being held on Saturday. He also stated that the cross-county team would be at the Osseo Invitational held at Elm Creek on Thursday. 2. Council Reports a. Taylor –  Parks & Recreation – Council Member Taylor gave no report.  Anoka County Fire Protection Council (Interim) – Council Member Taylor gave no report. b. Koski –  Planning & Zoning Commission – Council Member Koski stated that the upcoming meeting had been re-scheduled from October 3 to October 10, 2023, at 6:30 p.m., with four public hearings, so if residents desired to provide input to attend.  Fire Steering Committee – Council Member Koski gave no report. c. Vacant - d. Mosher – Page 6 of 7 City of Centerville City Council & Work Session Meeting Minutes September 27, 2023  Economic Development Authority – Council Member Mosher stated that the EDA Annual Business Appreciation had been set for November 6, 2023, 5:30 – 7 p.m. at Kelly’s Korner, where there will be keynote speakers, opportunities for networking and drawings. Assistant City Administrator Lewis stated that the board also updated their Revolving Loan Grant Program.  Police Governing Board – Council Member Mosher gave no report. e. Love –  North Metro Telecommunications Commission – Mayor Love reported that they have entered into an agreement with Neighborhood Sports Network (NSN) which will allow local high school games to be streamed via NSPN and viewers will no longer able to watch from the North Metro TV website for free. He stated that a subscription would be needed to view that programming. Administrator Statz stated that viewers would still be able to watch on the North Metro TV website the evening of the game for free and that a video would be coming out shortly on how to continue to receive this viewing for free on social media, so it was suggested to follow North Metro. Mayor Love continued to report that the North Metro TV was providing a class series on Internet Literacy (focused for seniors) and stated that it has been very popular. He also reported that City meetings can be podcasted and election coverage for those communities that were hold elections and school board elections. He also stated that Special Events Coordinator, T.J. Tronson and North Metro were unanimously chosen to receive the Friend of the League award from the League of Women Voters at their September ceremony. He reported that there has been brief discussion regarding the possibility of entering into a Joint Powers Agreement for the Executive Director’s position as Ms. Arnson would be retiring at the end of the year. He stated that the Commission has not held formal discussions regarding this avenue to fill the position. He also stated that Administrator Statz was a part of the Search Committee to fill the position. He stated that comments were submitted to the FCC in support of requiring cable companies to provide subscribers with detailed billing/pricing.  Police Governing Board – Mayor Love gave no report.  Other Mayoral Reports - Mayor Love gave no report.
