This treatment will significantly improve the water clarity and should reduce or eliminate algae blooms. The effects are expected to last around 20 years. The grant comes with a 10% matching requirement from local sources. Additionally, there may be some other costs that were not grant eligible. Matt Kocian, from the Rice Creek Watershed District will be on hand to present more detailed information on the project and the proposed funding plan. Massage Therapist Î Jodi Day Page 2 of 6 City of Centerville City Council Meeting Minutes January 10, 2024 Administrator Statz stated gave a brief overview of submittals contained in the packet stating that with the Massage Therapist Applicant, the Centennial Lakes Police Department was recommending denial of issuance due to ÐCertificates shall be issued only to persons of good reputeÑ, the applicant having a criminal history involving felonies and ÐCertificates shall be issued only to applicants who have completely answered all of the information requested in the application process as accurate and truthful manner subject to penalty of criminal perjury, have paid the full license fee and have cooperated with the City in the review of the applicationÑ. Administrator Statz stated that upon last yearsÓ approval of issuance lengthy discussion was had that the charges were old enough to be expunged from the applicantÓs record, she has been licensed for the past five (5) months she without incident and potential for expungement he would advise Council to approve and thank the Centennial Lakes Police Department for their recommendation and due diligence. He also stated that the license can be revoked at any time with justification. Brief discussion was had regarding similar findings from the Centennial Lakes Police Department previously, lack of addressing both convictions and expungement qualifications being met but not before the courts. Motion by Council Member Taylor, seconded by Council Member Koski to Approve the Annual License Renewals of both the Massage Establishment Î Connor James Salon, Christina Folsom and Massage Therapist Î Jodi Day as Presented. Motion carried. 3.Contract for City Assessor Services Î Mary Wells & Christopher Larson Administrator Statz stated that stated that the existing contact was to expire in February, 2024, with a proposed contract for consideration for a three year period (2024-2027). He stated that staff would recommend approval and gave brief history with utilizing a private firm and the County. He stated that he felt it was a benefit to be on our own. He stated that the city would also pay the County for services. But felt with the modest increases included in the proposal, it would remain to be fiscally responsible. He stated that from time-to-time special requests regarding information for proposed developments, etc. have been provided at no extra cost, been invaluable and extremely timely. Motion by Council Member Sweeney, seconded by Council Member Mosher to Approve the Contract for Assessor Services Î Mary Wells & Christopher Larson as presented. All in favor. Motion carried. 4.Construction Contract Î Royal Meadows Street Lights Î Aide Electric Administrator Statz stated that there were four streetlights within the development with one that has failed. He stated that they were installed differently than most project (i.e., by the developer) and with a contract from the electrical provider for rental and usage charges. He stated that for the electrical provider to take them over for rental, everything needed to be installed to their current specifications. He stated that the infrastructure is fine at this time but a more modern/updated top/light housing for LED capabilities. He stated that when the infrastructure begins to fail, it would be wise to obtain the same rental type agreement for similar lights in town. Motion by Council Member Koski, seconded by Council Member Taylor to Authorize the Execution of the Aide Electric Contract for $4,150 to replace the top/light housing with LED Capabilities as presented. Motion carried. 5.North Metro TV Merger Discussion Page 3 of 6 City of Centerville City Council Meeting Minutes January 10, 2024 Administrator Statz gave a brief review of the Request for Council Action which was contained in the packet. He stated that the current Executive Director, Heidi Arnson was slated to retire as of January 12, 2024, that the board had named co-interims to operate the organization rather than completing the search for a new Executive Director, until such time as all members of the Commission had had an opportunity to consider whether to merge with another organization was the avenue to take versus the previous course of hiring. Lengthy discussion ensued regarding, the usefulness of the Commission, offerings to the member municipalities, services to the public, additional revenue streams that they have undertaken to offset the effects of streaming and customer cable decreases, the need for researching all possibilities, and the invaluable services provided. Motion by Council Member Koski, seconded by Council Member Mosher to not engage in conversations with another Commission regarding consolidation. Mayor Love, Council Members Koski and Mosher Aye, Council Members Taylor and Sweeney Nay. Motion carried (3/2). 6.Public Input Meeting Î LaLonde Property Administrator Statz stated that there has been discussion regarding enhanced discussions/public opportunities, civic engagement, etc. on larger development projects for educational purposes, transparency, etc. He suggested that this has been suggested in the past, as on occasion residents may feel or state that they were not provided with an opportunity for input because they were outside of the public hearing notice requirements or just not informed. Lengthy discussion ensued regarding Council goals, commitments of developers prior to appearing before council, Tax Increment Financing and structured educational material for ease of understanding, providing an avenue for questions and answers for the public, concept plans and previous construction projects, Administrator Statz stated that the developer was in favor of said meeting and stated that most of the time they complete similar meetings on their own. He stated that an Open House type meeting was more comfortable and provide more opportunities for one-on-one discussions. He did believe that having the consultant on hand for questions rather than a structured schedule for education would be good. Administrator Statz requested direction from Council regarding getting the word out (reader board, postcard, social media, email blast, newsletter, etc.) and whether changes should be made to exceed the state requirement regarding public hearings notices. Consensus was that all social media avenues would be advantageous along with an email blast, newsletter, reader board but this is not a public hearing necessitating mailings within a certain radius. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Administrator/Engineer Report Î Administrator Statz stated that his report was contained in the packet and that he would be happy to address any questions from the Council. The Mayor requested that he provide the Council with a review and he did so. She stated that the National Honor Society was having their inductions in the upcoming week. City Attorney Glaser reported that his office has been working with the new officers and is excited to see the department grow. a. He thanked the public safety departments for their services and that he had attended an Anoka County Public Officials meeting and he would be happy to provide an update to anyone who wished to receive an update. He thanked the Centennial Lakes Police Department and recognized National Law Enforcement Day. (i) Planning & Zoning Commission Î Council Member Koski stated that they swore in Dawn Kalina and along with the appoint of Commissioners Krueger as Chair and Olson as Vice- Chair. He wanted to thank Les Kuiper for serving on the Commission as he recently moved from town and resigned. He stated that a large discussion was the LaLonde Project. The organization works with legislators to ensure they understand the implications of proposed legislation on cities. Last year this group was particularly important as a record number of bills were introduced. Having this voice in St. Paul is invaluable. During deliberations on the public safety bill, our relationship with this organization allowed us to get our Chief of Police in front of the legislative committee to testify regarding the need for the funding formula to take into account cities who utilize JPAs for their police and fire departments. This testimony, along with others', affected changes to the initial draft of the bill which secured over $170,000 in funding. The EDA interviewed candidates at their September 21, 2022 meeting, and unanimously selected Chris Swenson to fill the unexpired term. Commissioner Swenson was sworn into office October 2022, however her initial term expired in July of last year. The five-year term outlined in the EDA by-laws renews for an additional six years, expiring July 30, 2029. Staff recommends the appointment of Chris Swenson to the EDA and requests that the appointment be retroactive from the expiration of the initial term through July 30, 2029. TITLE OF ISSUE: Donation to the Anoka County Historical Society (ACHS) BACKGROUND AND SUPPLEMENTAL INFORMATION: As part of the design of the city hall renovations, a "history niche" was added to the council chambers. In 2021, the city and Anoka County Historical Society (ACHS) signed a memorandum of understanding assigning the ACHS the responsibility of maintaining and curating the display case on an ongoing basis. The city's only expense is to reimburse ACHS for display hardware, which is approximately +/- $250.00 every four to six months, and monies are paid from the General Fund. The city values its partnership with the Anoka County Historical Society (ACHS), and would like to make a donation to ACHS to show their appreciation for the hard work they have poured into maintaining and curating the city's historic exhibit. Fortunately, this area has a back-up heating system which is keeping it heated while the boiler is down. Staff has solicited quotes for new boilers to replace the current one. There are several options, ranging from replacing it with a high efficiency unit to installing the same model as we had before. The current boiler operates at about 82% efficiency. It could be replaced with a high efficiency model (97%). There would be energy savings and a rebate available from CenterPoint Energy (see Option 1). Alternatively, the boiler could be replaced with a similar model at around that same performance (Option 2, below). Finally, Option 3 involves purchasing the exact same model as we currently have, new in the original crate, with venting, for $3,450.00 or best offer on eBay. We have researched the seller and verified they are a trusted seller and are capable of loading it onto a truck. It would need to be picked up from Pine Bluffs, Wyoming. So, we have 3 options: Up-Front Costs and Options 1.) Purchase and install a new 97% efficient boiler installed for $15,945. This boiler would be eligible for a rebate of around $1,500 from CenterPoint Energy, making the net cost around $14,445. 2.) Purchase and install a new 80+% boiler from with 2 new circulation pumps for $11,650. No rebates would apply to this model. 3.) Purchase the eBay 82% boiler, send an employee to pick it up and have it installed by a contractor. The installation estimate is $1,600. Cost for fuel, hotels and food to pick up the boiler on 3 day trip would be $650-700. Alternatively, we have estimates for shipping for $1,500. Total cost if purchased at the listed price, using our employee to pick it up would be $3,450 + 1600 + 700 = $5,750. We would offer the seller a lower amount first to see if they would take it. We received quotes from Hugo Plumbing, Comfort Plus and Metro Heating. Each company did not quote all of the options and had various suggestions on how and what to do in each case. The pricing you see above, represents the low quote for each option, among the three contractors. Ongoing Costs Moving to a more efficient boiler will offer cost savings on our natural gas bill. The cost for gas at public works has been, in the past, about $1,100 per month during the heating season. This includes the boiler, roof top HVAC for the office area and the hot water heater. The difference of 97-82 is 15% @ $800 per month over 5.5 months would be $660 per year. Therefore, looking at the upfront capital costs for the high efficiency model vs. the least expensive traditional model gives us: $14,445 - $5,750 = $8,695/$660/yr = 13.2 years. So, the return on our investment would take about 13 years to realize. Our current boiler lasted 16 years. Recommendation Staff is recommending the purchase of the same model off of eBay and having it installed by a contractor (Option #3). As the existing boiler is removed, it can be stripped for parts to ensure we have no-cost replacement parts, since we would be installing the same model. Staff would also support Option #1 if the council felt that the return on investment time was reasonable and they desired to install a more energy efficient model for environmental stewardship reasons. The name/winner will be announced at the CommitteeÓs February 7, 2024, meeting. City employees, Council/Committee/Commission members do not qualify to win the $50 prize if their entry is chosen. Be creative, funny and punny with your entries. Annual Skate Night The Committee delayed the Annual Skate/Sled Night by a week in hopes to have some snow and ice for sledding and skating. The event will be held on Saturday, January 20, 2024, at Laurie LaMotte Memorial Park commencing at 6:30 p.m. Free popcorn, hot cocoa, bonfire and smores. Please join us for a little Minnesota fun. These concepts are being drafted by the consulting engineers and will be made available for more specific public input sometime in February. Stay tuned for updates on how to weigh in. PUBLIC WORKS Water Tower Consulting engineers, KLM, have finished their work in performing some tests on the towerÓs paint to help understand the scope and timing of a repaint. Staff will be discussing the results of that report with the City Council at an upcoming workshop. Public Works Truck Replacements Based on current pricing, the city moved forward with the purchase of a 1-ton pickup truck, but held off on the purchase of two more trucks that were programmed for replacement in the cityÓs Capital Equipment Replacement Plan. Staff continues to evaluate the market and look for alternative ways to equip our staff. Centerville Lake Water Quality Project The Rice Creek Watershed District was awarded a $954,500 Clean Water Fund grant for an alum treatment on Centerville Lake. Matt Kocian, Lake and Stream Program Manager, said: ÐWeÓre very excited for this project, and confident that it will improve water quality conditions.Ñ If possible, the goal would be to complete the first ÐdoseÑ of treatment as early as April of 2024, with a second dose programmed for the spring of 2026. The watershed plans to hold some public informational meetings in the coming months as part of a larger public engagement strategy, including social media posts and appearing at city meetings, among other things. Mr. Kocian will present additional information at the January 24 City Council meeting. CENTENNIAL LAKES POLICE DEPARTMENT Welcome New Officer The Centennial Lakes Police Department is happy to introduce Seamus Linderholm, our newest officer. Seamus comes to us from the Washington County SheriffÓs Office, where he previously worked as a Correctional Officer in the jail division. COMMUNITY DEVELOPMENT 1687 Westview Street (LaLonde Property) A Memorandum of Understanding was approved at the December 13 City Council meeting, outlining the various facets of a potential development deal involving Tax Increment Financing in support of a 110-unit market rate apartment building. The development was also presented to the planning commission for a sketch plan review on January 2, 2024. Ebert Companies is now working to prepare an application for a Preliminary Plat and PUD as the next step in the entitlement process. The city is seeking feedback on the proposed development. Block 7 Property (Downtown) Kennedy Property Development Based on direction from the City Council, staff is negotiating a purchase agreement with the prospective developer. 1737 Main Street (Block 3) Staff and realtor, Mike Brass have been discussing the site with a potential developer looking to site a mixed use building on the small parcel. The developer will be asking his architect to draft some concept sketches in the coming weeks to explore what might work. 7087 Centerville Road Î Connor James Salon (Block 8) The required fencing has been installed along the west edge of the parking lot. An inspection of the seeding will take place in the spring to wrap up the initial items on the Interim Use Permit. stnd Old Mill Estates 1 and 2 Additions Close-out of the developmentÓs Rice Creek Watershed District Permit is the main remaining item which needs to be addressed before we can look at closing out the development escrow. The city continues to work with the developer and builders on site clean-up items. Centerville Storage The facility is now open for business. The developer has completed drainage corrections along the north side of the facility and will continue to work on watershed permit close-out. Rehbein Commercial Developer securities have been received by the city for 35% of the initial project costs and will be held through the 2-year warranty period, which will end in 2024. The developer has now been granted close-out of their Rice Creek Watershed District permit. Kwik Trip Work is complete. We are working with the developer to close out the project. Bay View Villas (Waterworks Site) Progress towards the close-out of the developmentÓs watershed permit is being made as the various agencies involved in the wetland portion of the permit confer with each other. Max Storage (Fairview Street) Two potential tenants for the Max Storage facility have been in contact with city staff to ensure their businesses will fit zoning regulations and the conditions of the siteÓs Conditional Use Permit. The owners are hoping to sign leases with these businesses in the coming weeks. The building is scheduled to be fully operational by February 1. A grand opening will be scheduled shortly. Amazon Fulfillment Center Two of the financial securities posted by AmazonÓs contractor will be considered for release and/or reduction at this City Council meeting. All work on the site is now complete and approved. A warranty period for public infrastructure has one more year on it. There are still additional securities in place for noise and traffic impacts with their own unique deadlines and conditions. Staff will bring those forward at the appropriate times.
