Among other things, the council will be examining long range budget forecasting, Capital Improvement Plans and other important planning documents. Although the plan will be called the 2024 Strategic Plan, it will certainly be designed to lead us beyond the one-year horizon. Staff is encouraging the Parks and Recreation Committee to support the City CouncilÓs efforts by reviewing the committeeÓs long-range facility plans. WeÓve attached your most recent iteration of the Capital Equipment Replacement schedule and the Park Dedication Fund Capital Improvement Plan. We will review how these two plans are funded and examine how that may influence our decisions. Before diving into the details of each Capital Plan, it may be worthwhile to revisit some overarching goals and the documents which outline them. Attached to this memo, youÓll see the ÐGoals and PoliciesÑ related to Parks and Trails from the CityÓs Comprehensive Plan; a document this committee helped formulate in 2017-2018. Since the Comprehensive PlanÓs adoption in 2018, here are a few things youÓve helped accomplish to further the vision outlined in the Comprehensive Plan: Capital Improvements: Added parking to Acorn Creek Park Added benches to Eagle Park and Trailside Park Added hydration stations to LaMotte Park and Acorn Creek Park Added bike repair station to LaMotte Park Added pickle ball striping to tennis court in Eagle Park Added Gaga Ball Pit to LaMotte Park Added trail and sidewalk segments connecting the new development (Old Mill Estates) to Acorn Creek Park st Added trail and sidewalk segments on Main Street, 21 Ave. & Michaud Way, connecting the community to an emerging commercial area Maintenance Initiatives: Reset backstops and re-graded areas at two softball fields in LaMotte Park Major part replacements on play structures in McBride Park Planting replacements at Cornerstone Park Worked with the Lions Club to restore the park monument sign for McBride Park Developed Adopt-a-Garden Program As we reflect on the Goals and Policies put forward in 2018 it may be prudent to think of what might have changed or emerged as a new topic since then. A few suggested discussion points might be: Broader Goals o Diversity Equity and Inclusion (DEI) o Environmental Projects o Maintenance Practices o Community Outreach o Determine Financial Needs to Support CIPs Existing Facilities o Replacement schedule for park equipment/facilities o Upgrades to equipment/facilities New Facilities o Missing recreation opportunities o Property acquisition for expansion or new parks Partnerships o Grants o Support of external projects The above list is simply meant to help the committee brainstorm and engage in some strategic discussions. ItÓs important to remember that most of these items will take several years, if not a decade or better to plan, fund and execute. I will be on hand at your January meeting to lead us through a discussion of these items. At the conclusion of our discussion we hope to have some general guidance for staff to be able to take back and better refine your Goals and Policies so that we might bring those forward to the City Council for consideration at their Retreat. Additionally, we will seek preliminary direction on revisions to the Capital Plans in terms of timing and what items should be added or subtracted from the lists. After the City CouncilÓs retreat, we will share their strategic vision with you and ask you to make final edits to your Goals and Policies and Capital Plans. But, due to my illness, I will be giving that presentaon in February, instead. It would be good to have a clear picture of the Park Dedicaon Fund and the current balance of the interfund loan between the PDF and the Sewer Fund, in me for the packet for that meeng (packet deadline 1/31 for 2/7 meeng). Also, it might be good to formulate a sta recommendaon for how much to keep in the PDF and how much to pay down the sewer debt, and when to make that transacon. Thanks. 1 Centerville 2040 Comprehensive Plan C HAPTER 5: P ARKS A ND T RAILS L OCAL P ARKS The City adopted a Park and Pedestrian System Comprehensive Plan in 1989, which provides goals, a needs assessment, concept plans and operations and maintenance information related to the local park and trail system. That document and this Plan are intended to serve as a basis for decisions regarding future implementation of the City park system. The plan elements reflected in the Park and Trails Plan are based on goals and polices developed during the Comprehensive Plan update process. The design of the park included a large rain garden, shoreline plantings and two intermittent creek beds leading from the rain garden and the "hidden" spring, respectively. In the 16 years since then, the maintenance of the park; specifically its natural features, has consisted mostly of an annual mowing in the fall. The shoreline area was given more specialized maintenance in its early years to ensure establishment of native species, however, it's been at least 10 years since any active management. With this more passive management, some areas have become overrun with weeds, trees and other non-native species. Staff met with two contractors with knowledge of native landscapes and received quotes on a multi-year plan to reestablish the native plantings intended for the rain garden, shoreline and other areas. We are recommending entering into a contract with Prairie Restorations to help us reestablish the intended plant mix in the prescribed areas. As you'll note in the proposal, some areas will need complete tear-out and replanting, while other areas may only require spot treatment, controlled burns or other targeted maintenance. Their proposal also contains some activities on which the city and/or volunteers could assist. Concerns for underdrain and soils (was it there, proper depth retained, etc.) The original design of the infiltration/filtration basin (rain garden) included the scarification of underlying soils, and the amendment of existing soils. The soil amendment involved replacement of existing soils with poorly graded, granular material mixed with a small percentage of organic material to promote plant growth. The placement of granular soils and the scarification of underlying soils were done to promote infiltration. However, in Centerville, no matter how deep you excavate, you will continue to hit a layer of impervious soils. Therefore, an underdrain was also installed in the rain garden to ensure the stormwater retention time did not exceed 48 hours, as required by the watershed district. This requirement helps ensure plants which thrive in intermittently flooded areas will survive. The work contemplated by the proposal from Prairie Restorations does not intend to disturb the existing soils or underdrain in the rain garden. Concerns for plantings and whether they were the same as previous or different variety (if the plantings did not prosper previously, why plant again?) The original design documents were shared with Prairie Restorations. We asked them to review the documents and, if appropriate recommend new species or eliminate species from the original design. Their proposal is a blend of the original design and updated recommendations for plant diversification. We believe the gradual decline of the rain gardenÓs original plantings had more to do with the lack of professional maintenance, such as is being proposed by Prairie Restorations, and less to do with a flawed original design. In summary, the old design was good; we can make it better. But, all plantings need care from knowledgeable professionals to thrive. The goal, going forward, is to provide that level of care to our investment. Committee Member Seeley wanted to speak with the Conservation District ÐMitchÑ We did not reach out to the Anoka Conservation District to review the proposal. As I recall, the ACD was more heavily involved with the shoreline plantings than they were with the rain garden. We are happy to ask ACD to weigh in if Committee Member Seeley has not already done so. If we are not able to get in touch with the ACD prior to the meeting, the Committee could certainly make their approval contingent upon their review and approval of our plans. We are happy to answer any further questions the committee may have and are interested to know if the committee (and other volunteers) wishes to have a hands-on role in the work, as is outlined in one of the proposalÓs options. 1 Thanks. Going o of the blue print from the original installaon I was able to nd 95% of the exact same plants. There are 4 that I was not able to nd in the exact type, but I was able to nd something very similar. Also with it being towards the end of the season there were some plants that are currently out of stock. I do have full condence that if awarded this project come spring me our nursery will have those few plants ready for you. Like stated above, I was able to track down the same with some similar plants from the original installaon. For this replanng project I am quong the quanes of each type at 50% of originally installed. While following the original scope for planng, these areas are meant to be le to grow wild and cross pollinate with each other. With that being said other than manually pulling noceable weeds in these areas keeping them weed free would not be realisc. With the proper maintenance of the yearly cung back in the fall me, that would be the best me to pull as many weeds as possible while everything is short and not in the germinang stages. Assuming the previous proposal of us cung back the rain gardens and shoreline area this year so that come spring me we will have open areas to work with for planng we could complete this for $17,150. However, it was very windy during the move causing some issues that needed to be fixed. 2. 2024 Contract Î Ms. Nissa Larson, Running Ventures Ms. Larson previously submitted a proposal to the Committee for review, modification and/or approval. Staff made a few minor adjustments to the wording. Several adjustments were made to the contract and Chair Errickson-Grahek stated that she had discussions with Ms. Larson regarding marketing and its timeframe. Motion made by Committee Member Akpan, seconded by Committee Member Freiermuth to recommend to the City Council to approve the 2024 Contract for the 5/8K Runs Along with the Kids Fun Run in an amount of $1,500. A Friendly Amendment was made by Committee Member Akpan to Include a $4.50/Registration Running Chip, $.35/Registration Race Bib, Subject to a Minimum Race Time Fee of $300. Tree Inventory Î Phase I Open Areas of Parks Rainbow Treecare has completed their inventory of the trees in the open areas of each park within the City and Stantec has overlayed the information on park specific maps for visual ease. Eagle Park trees were not included as part of the inventory as the area is denser, nor was Trailside Park as there were difficulties with coordinates. These maps, list of species and locations should assist the committee in going forward with their plans for diversification, removal, etc. Committee Member Fuchs mentioned she noted there are 28 species of trees and suggested adding some smaller stature trees, possibly some ornamental trees. Committee Members discussed various options to consider regarding types and sizes of trees to include in the Tree Plan. 4. Pavilion Bird-Nesting Prevention Committee Member Peterson suggested installation of bird spikes to both pavilions due to the swallow nesting issues. Public Works Director Palzer recommended the installation of plastic owls as a deterrent. Lengthy discussion ensued regarding the costs for each, with Director Palzer being authorized for installation of his recommendation. 5. 2024 Skate/Sled Night Rental Equipment Î Wargo Nature Center Committee Member Seeley provided an update of the availability of equipment and the associated rental costs. She also reported that there was a potential for a naturalist to facilitate an activity. Sign/Autograph Snowplow Suggestion Î Touch A Truck Events Within the Main Street Market Î Kids Night, a ÐTouch a TruckÑ event has been held (Centennial Lakes Police, squad; Centennial Fire District, fire engine; M-Health Fairview, ambulance; Rehbein Transit, school bus; etc. It was also stated that these same entities were involved in last yearÓs Trunk or Treat Event held in October. It was suggested that individuals participating in the event be allowed to sign/autograph the snowplow blade. Staff involved the Public Works Director, Palzer to secure his input on the idea. He felt that ÐtaggingÑ was an issue within our parks and on park equipment so this action may provide the improper use/etiquette for property not owned by them or their parents. It was suggested that holding a naming contest similar to that of the City of Minneapolis or St. Paul be completed. After additional discussion, it was decided that a contest for naming a snowplow was a better option with more details to follow. 7. Trunk or Treat Î Saturday, October 28, 2023, 9:30 to 11:30 am City Clerk Bender stated that the information was available on the cityÓs website and discussion ensued regarding volunteers, parking and promotion. It was discussed that volunteers should arrive at 9 a.m. VI. NEW BUSINESS 1. Trail/Sidewalk Snow Removal Map Î Discussion An email was received, along with an updated Parks and Trails map with the trail plow routes highlighted, from City Administrator Statz. He wanted to obtain the CommitteeÓs input regarding whether there were recommendations for removal/adding any areas for plowing. It was stated that street clearing is given priority and then trails and sidewalks being generally cleared within 24 hours. Several additional areas were discussed but additional information was needed. City Clerk Bender stated that the city may receive 20-30 complaints regarding cleaning of sidewalks/trails annually. 2. Trail Closure West Side of Centerville Elementary During School Hours - Signage A safety request has been received by City Administrator Statz from Centennial Elementary Principal Marken, along with Centennial Lakes Police Department, Chief James MorkÓs approval, to place signage closing the trail, at each end (Centerville Road & Lakeland Circle) during school hours to secure the outdoor play areas/open space of the school. After discussion, the Committee members requested additional information (i.e., ownership of the trail/easement, similar situations Page 3 of 5 City of Centerville Park & Recreation Meeting Minutes October 4, 2023 within the School District and how they are handling the situation, potential for accidents attempting to cross Main Street in an alternative area during the closure, etc. The Committee felt that additional information was needed regarding the above-stated item and that maybe a compromise could be reached. Suggestion from Resident to Upgrade Parks/MN WI Playground Grant An email was received stating concerns regarding outdated equipment, safety issues and limited accessibility for children with disabilities. The resident requested that resources and funding be allocated towards renovating, maintaining and providing accessible access for all children. Both Committee Member Grahek and City Clerk Bender responded to her. Ms. Bender offered the resident an opportunity to attend a meeting, along with the opportunity of serving on the Committee. The Committee felt that discussions would continue regarding funding, updating and additions for new equipment would be discussed in the near future. City Clerk Bender stated that the deadline for the MN/WI Playground Equipment Grant application was October 20, 2023. Discussion ensued as to whether there was enough time to adequately complete the application and it was suggested that a representative from MN WI Playground Equipment attend an upcoming meeting to address available grants for 2024. There was additional discussion regarding discounted pricing or additional grant opportunities from alternative vendors. 4. Committee Member Peterson then had a meeting with City Administrator Statz regarding the vision for this event. They determined that it might be best to leave it as a small hometown community event, run with volunteers, rather than focusing on making it a larger, more competitive event which would add additional funds to be expended and perhaps exclude some local participants and the committee members concurred. A company, called Bending Branches, has donated a high- quality paddle for the past five years and hope they will continue to be a sponsor. Committee Member Peterson stated that Ms. Larson had some great ideas when they previously spoke and he will again meet with her to discuss if she would like to be involved with this event in other ways and report back at the next meeting. 2. Trail Closure Signage Î West Side of Centerville Elementary A safety request had been received by City Administrator Statz from the Centennial Elementary Principal Marken, along with CLPD Chief James MorkÓs approval, to place signage closing the trail, at each end (Centerville Road & Lakeland Circle), during school hours to ensure the safety of the students while outside. It has been determined that the trail alongside the school is on school property and is maintained by them. A suggestion was made to have the language on the sign read ÐNo LoiteringÑ rather than ÐTrail Closed During School HoursÑ, thus allowing trail users to use the trail during those hours. Motion by Chair Errickson-Grahek, seconded by Committee Member Seeley to Recommend to Council the CommitteeÓs Support for the Request of the School District but recommend the usage of ÐNo LoiteringÑ rather than ÐTrail Closed During School HoursÑ. Hidden Spring Park Î Rain Garden Maintenance Hidden Spring Park was developed in 2007. The design of the park included a large rain garden, shoreline plantings and two intermittent creek beds leading from the rain garden and the ÐhiddenÑ spring. Since then, the maintenance of the park, specifically itÓs natural features, have consisted mostly of an annual mowing in the fall. The shoreline area was given more specialized maintenance in the first few years to ensure the establishment of native species. However, it has been at least 10 years since any active management of this area. Because of this passive management, some areas have become overrun with weeds, trees and other non-native species. City staff met with two contractors with backgrounds in native landscapes and quotes were provided for multi-year plans for re-establishment of the rain garden and routine maintenance. Park Facility Permit Application - Centennial Youth Hockey Mr. Peter Schmitt, Centennial Youth Hockey Association, submitted a request for use of Laurie LaMotte Memorial Park hockey rink and warming house during January and February, 2024. Cornerstone Park Public Works staff has removed some smaller bushes and replaced sod in those areas. Preparation for the center planting area for Spring plantings has been completed. d. Trailside Park The City will be contracting for the removal of the Willow tree during the winter. e. Community Education Halloween Hustle This event was held on Saturday, October 28and was successful with 171 runners and 20 volunteers. f. Letters from the Forest Lake area YMCA Letters of appreciation were received from Mr. Glen Gunderson, President and Mr. Bruce Thompson, a Board Member, for the donation of $500 from the City of Centerville. g. Trunk or Treat Chair Errickson-Grahek reported that the event was held on Saturday, October 28 from 9:30 am to 11:30 am. It was very well attended considering how cold it was. She stated that the Committee table was set up with the following items to be distributed - word find puzzles, coloring books, brochures with upcoming park activities and the remaining water bottles. There was a face painter available, and a snowplow and some of the emergency vehicles were on hand for the kids to explore. In addition, community resource officers were also present along with members of the Lions and some businesses were represented as well. b. Wargo Nature Center Equipment Rental A confirmation letter was received from the Wargo Nature Center confirming the equipment requested and the cost for both Skate/Sled Night events. 3. Council Liaison Update Î Ms. Raye Taylor Mr. Terry Sweeney has been appointed a Council Member to fill the late Council Member KingÓs vacant seat. She is recommending that: ** The dates be adjusted to July 18, 2024 Î August 22, 2024 allowing for three weeks of the market in August which may draw additional vendors who participated in the White Bear Lake Marketfest City of Centerville Park and Recreation Committee Meeting Minutes January 3,2024 which ends July 25, 2024. ** An increase in the fee charged to vendors $20 to $25/week and continue to require a minimum of participation in two events. Funds from these fees could offset the purchase signage, prizes or other expenses. ** Install a sign similar to the Bald Eagle Waterski ClubÓs (i.e., Home of the Bald Eagle Ski Club) that is installed at Corner Stone Park. She felt that a similar sign would be highly visible to pedestrians and vehicle traffic that utilize the intersection. Ms. Bender stated that she would need to discuss the possibility of installing a sign on the city owned parcel with Public Works Director Palzer and obtain costs. Name a Snowplow Contest Flyers were made and delivered to local businesses by Chair Errickson-Grahek, but due to an expiration date of the QR Code, only five submissions were received by the deadline. Chair Errickson-Grahek requested volunteers for assistance in putting the items together. 3. Council Liaison Update Council Liaison Sweeney gave a brief review of a potential high-end, u-shaped, 90-110 unit apartment that is being proposed for the LaLonde property in the downtown area near the school. He stated that it would be 3 stories, have lake views and mostly underground parking. VII.
