HomeMy WebLinkAbout2024-01-03 P & R Minutes - Approved Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a scheduled meeting on January 3, 2024, in the Council Chambers at the Centerville City Hall and live streamed at: https://northmetrotv.com/channel-15-live-stream. Present: Chairperson Heidi Errickson-Grahek Committee Member Emem Akpan Committee Member Kathy Freiermuth Committee Member Ashley Fuchs Committee Member Brian Peterson Committee Member Suzanne Seeley (Arrived 6:41 p.m.) Also Present: City Clerk, Ms. Teresa Bender City Council Liaison, Mr. Terry Sweeney Absent: None I. CALL TO ORDER Chair Errickson-Grahek called the January 3, 2024, meeting to order at 6:32 p.m. 1. Roll Call Chair Errickson-Grahek introduced the newly appointed Council Member Terry Sweeney, stating that he filled the vacated seat of the late Council Member King. She stated that the Council has appointed him as the Council Liaison to the committee. II. APPROVAL OF AGENDA Chair Errickson-Grahek stated she would like to table Item #4 under V. Committee Business (Unfinished) until City Administrator Statz is in attendance. III. AWARDS/PRESENTATIONS/APPEARANCES 1. Ms. Angela Conley – Main Street Market Ms. Conley appeared before the committee and stated that several vendors have reached out regarding their interest in the 2024 Main Street Market. She is recommending that: ** The dates be adjusted to July 18, 2024 – August 22, 2024 allowing for three weeks of the market in August which may draw additional vendors who participated in the White Bear Lake Marketfest City of Centerville Park and Recreation Committee Meeting Minutes January 3,2024 which ends July 25, 2024. ** An increase in the fee charged to vendors $20 to $25/week and continue to require a minimum of participation in two events. Funds from these fees could offset the purchase signage, prizes or other expenses. ** Install a sign similar to the Bald Eagle Waterski Club’s (i.e., Home of the Bald Eagle Ski Club) that is installed at Corner Stone Park. She felt that a similar sign would be highly visible to pedestrians and vehicle traffic that utilize the intersection. Ms. Bender stated that she would need to discuss the possibility of installing a sign on the city owned parcel with Public Works Director Palzer and obtain costs. Dates: July 18, 2024 – Fete des Lacs-City Celebration Week July 25, 2024 – Ladies Night August 1, 2024 – No theme August 8, 2024 – Pet Night August 15, 2024 – Kids Night August 22, 2024 – No theme Chair Errickson-Grahek requested that the item be placed on the February agenda for additional discussion regarding the possibility of placing a sign and its cost. IV. PUBLIC HEARINGS 1. None. V. COMMITTEE BUSINESS (UNFINISHED) 1. Skate Night (January 13, 2024) City Clerk Bender stated that it was recommended to either cancel or postpone the event by a week due to the warmer weather. Discussion was had to move the event to January 20 with City Clerk Bender contacting Wargo Nature Center to obtain availability of staff and equipment for the new date. Wargo Nature Center staff was not available for the rescheduled event. 2. Park Facility Usage Application – Boy Scout Troop 136 City Clerk Bender stated that the City received a request to utilize the Laurie LaMotte Memorial hockey rink and warming house on January 13, 2024 from 9-11:30 a.m. City Clerk Bender stated that the Scouts had withdrew their application due to weather conditions. 3. Name a Snowplow Contest Flyers were made and delivered to local businesses by Chair Errickson-Grahek, but due to an expiration date of the QR Code, only five submissions were received by the deadline. Chair Errickson-Grahek again offered to deliver the new flyer to local business and provide the contest information to those that attended the Skate/Sled event. 4. Hidden Spring Rain Garden Maintenance – Prairie Restoration Motion made by Committee Member Akpan, seconded by Chair Errickson-Grahek to Table the Item until City Administrator Statz Was in Attendance. All in favor. Motion carried. 5. Main Street Market Discussed under Awards/Presentations/Appearances VI. NEW BUSINESS 1. None VI. APPROVAL OF MINUTES 1. August 2, 2023 P & R Meeting Minutes Motion by Chair Errickson-Grahek, seconded by Committee Member Fuchs to approve the Parks & Recreation Committee Minutes of August 2, 2023 as Presented. All in favor. Motion carried. 2. September 6, 2023 P & R Meeting Minutes Motion made by Committee Member Akpan, seconded by Committee Member Seeley to approve the Parks & Recreation Committee Minutes of September 6, 2023 as Presented. All in favor. Motion carried. VIII. ANNOUNCEMENTS/UPDATES 1. Staff Updates a. Eagle Park Tree Removal City Clerk Bender stated that six to eight dead or dying trees were removed due to public hazard. b. Eagle Park Bench Installation Chair Errickson-Grahek reported that the Eagle Park Bench had been installed. Mr. Larry Boerner was very appreciative with its placement as it will provide a place for walkers to rest. The Committee thanked residents Mr. & Mrs. Bill Kapphahn and Mr. Don Quaintance for assisting in offsetting costs of the installation. Volunteer Appreciation Gifts Chair Errickson-Grahek provided a brief synopsis of discussion that had been held at the Committee level regarding lack of participation in the past, determining volunteers, best time to organize and hold the event, thank yous, gift cards, etc. Discussion was had regarding the purchasing of mugs, including a thank you card, hot cocoa mix packet and some candy as a thank you gift for those that assisted the city in making Centerville a wonderful place to live. Chair Errickson-Grahek requested volunteers for assistance in putting the items together. 3. Council Liaison Update Council Liaison Sweeney gave a brief review of a potential high-end, u-shaped, 90-110 unit apartment that is being proposed for the LaLonde property in the downtown area near the school. He stated that it would be 3 stories, have lake views and mostly underground parking. VII. ADJOURNMENT Motion by Committee Member Seeley, seconded by Committee Member Akpan to adjourn the January 3, 2024, P & R meeting at 7:45 p.m. All in favor. Motion carried.
