HomeMy WebLinkAbout2024-02-28 CC WS & Meeting Minutes - Approved CITY OF CENTERVILLE WORK SESSION & CITY COUNCIL MEETING FEBRUARY 28, 2024 Pursuant to due call and notice thereof, the City of Centerville held their Work Session on February 28, 2024 at 5:00 PM and their regularly scheduled City Council Meeting on February 28, 2024, in Council Chambers and the meeting was live streamed by North Metro TV at 6:30 p.m. WORK SESSION (5:00 PM) I. CALL TO ORDER Mayor Love called the meeting to order at 5:00 p.m. 1. Roll Call PRESENT: Mayor D. Love Approved Council Member Darrin Mosher Council Member Raye Taylor Council Member Terry Sweeney Junior Council Member Avery Sauber (Non-Voting) ABSENT: Council Member Russ Koski STAFF: City Administrator, Mark Statz Assistant City Administrator Athanasia Lewis Attorney, Kurt Glaser II. DISCUSSION ITEMS 1. Retreat Recap Assistant City Administrator Lewis reviewed the presentation that was included in the Council’s packet. 2. City Hall Staff Overtime Discussion Administrator Statz reviewed the information that was included in the Council’s packet. He also stated that the City’s Personnel Policy allowed for 80 hours of accrual of overtime, that he felt that with a supervisor’s prior approval, in some instances (i.e., scheduling, project, etc.), overtime was appropriate. Lengthy discussion was had regarding the item and consensus was that Supervisor’s would limit the levels and oversee the projects, workloads, etc. accordingly. 3. Open Meeting Law Review City Attorney reviewed the information that was included in the Council’s packet. III. ADJOURNMENT Mayor Love adjourned the meeting at 6:25 p.m. allowing for a 5-minute break prior to commencing Councils regular meeting. COUNCIL MEETING I. CALL TO ORDER City of Centerville City Council Meeting Minutes February 28, 2024 Mayor Love called the meeting to order at 6:30 p.m. 1. Roll Call PRESENT: Mayor D. PLEDGE OF ALLEGIANCE IV. APPROVAL OF AGENDA Mayor provided an opportunity for others to add or delete any items. Motion by Council Member Sweeney, seconded by Council Member Taylor to Approve the Agenda as stated above. All in favor. Motion carried. IV. APPOINTMENT/PRESENTATION 1. None. V. PUBLIC HEARING 1. None. VI. APPROVAL OF THE MINUTES 1. February 14, 2024, City Council Work Session & Meeting Minutes Mayor Love provided an opportunity for Council to make modifications if needed. Council Member Sweeney stated that the last paragraph of page 2 should appropriately reflect that the city rented equipment and pumped the pond for several days. Motion by Council Member Taylor, seconded by Council Member Mosher to Approve the February 14, 2024 Meeting Minutes with the above stated modification. All in favor. Motion carried. VII. CONSENT AGENDA Page 2 of 5 City of Centerville City Council Meeting Minutes February 28, 2024 1. City of Centerville Claims through February 23, 2024 (Checks #36549 – 36570, E2201 – E2205) 2. Centennial Lakes Police Department Claims through February 22, 2024 (Checks #15113- 15123, E2024016-2024018 & Payroll Check #15110-15112) 3. Centennial Fire District Claims through February 13, 2024 (Checks #9645-9656) 4. Resolution 24-0XX Submission of Charitable Gambling Annual Report 5. Request for Special Event, Temp. Liquor & Gambling Permits – Centerville Lions – Cadillac Dinner Mayor Love provided an opportunity for members to pull items for additional discussion. Mayor Love stated that Council Member Sweeney noted that the memorandum associated with Item #4 needed clarification regarding the 10% balance regarding Charitable Gambling funds. Motion by Council Member Sweeney, seconded by Council Member Taylor Approve the Consent Agenda with the noted change in Item #4 as presented. All in favor. Motion carried. VIII. OLD BUSINESS 1. Development Security Release Request – Kwik Trip Administrator Statz stated that the securities are held associated with developments along with smaller escrows for consulting, engineering and legal fees. He explained that the public improvements that were required by the Developer’s Agreement have been accepted by the city and that there is a two-year warranty period required on same. He explained that the securities are held in case the developer fail to complete their requirements stated within the Developer’s Agreement. He stated that it is customary for the city to refund 75% of the securities and retain 25% until the project is finalized and closed. Mayor Love asked Administrator Statz if there were any issues regarding noise from the car wash and he stated none. Administrator Statz stated that there were some concerns with vehicles cutting through MidwestOne’s parking lot to gain access to Kwik Trip. He stated that Kwik Trip installed larger boulders and planted trees in the area to deter that passage. Brief discussion ensued regarding the hours of operation and ability to change if requested. Motion by Council Member Mosher, seconded by Council Member Sweeney to Approve the Release Development Security to $40,449 and Release the Remaining $881 of Escrow Funds as Requested. All in favor. Motion carried. 2. Reschedule Town Hall Administrator Statz stated that Council scheduled the Town Hall Open House during spring break and it was brought to staff’s attention. He stated that maybe the last two weeks of the month would work better for the public. Council agreed to reschedule the meeting to March 25, 2024, 5-8 p.m. Page 3 of 5 City of Centerville City Council Meeting Minutes February 28, 2024 Assistant Administrator Lewis stated that there will be four different stations for discussions (i.e., LaLonde Property Concept and Tax Increment Financing (TIF), 2040 Comprehensive Plan Land Use Map, Civic Engagement/POLCO and Capital Projects/Unfunded Projects. Motion by Council Member Taylor, seconded by Council Member Sweeney to Approve March 25, 2024, 5-8 p.m. for the Town Hall Open House Meeting Date. All in favor. Motion carried. IX. NEW BUSINESS 1. None X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Administrator/Engineer Report – Administrator Statz stated that his report was contained in the packet and that he would be happy to address any questions from the Council. He provided the Council with a brief review. He stated that he and Jr. Council Member Sauber would be attending City Day on the Hill. 2. Council Reports Junior Council Member Sauber stated that she attended a recent EDA meeting where they discussed incubator spaces, the construction of a building that could provide that space, placing flags along Main Street and that she was excited to participate in City Day on the Hill. She reported that she also attended a school board meeting and found it interesting how different the meetings were compared to Council’s. She reported that the boys swimming and dive team were at State along with the boys wrestling team. She stated that the boys’ hockey team was in the section finals. a. Taylor – (i) Economic Development Authority – Council Member Taylor gave no report. (ii) Police Governing Board – Council Member Taylor gave no report. b. Koski – (i) Planning & Zoning Commission – Due to absence gave no report. (ii) Fire Steering Committee – Due to absence gave no report. c. Sweeney - (i) Fire Steering Committee – Council Member Sweeney gave no report. (ii) Parks & Recreation Committee – Council Member Sweeney gave no report. (iii) Fire Protection Council – Council Member Sweeney gave no report. d. Mosher – (i) Economic Development Authority – Council Member Mosher stated that Junior Council Member Sauber was in attendance and that he would provide her with the opportunity to provide the recap. He reported that Mr. Mike Brass appeared before them to discuss 1737 Main Street and its potential for incubator space and also stated that the Page 4 of 5 City of Centerville City Council Meeting Minutes February 28, 2024 committee was attempting to assist Max Storage with providing ease to potential tenants for allowable uses. (ii) Police Governing Board – Council Member Mosher gave no report. e. Love – (i) North Metro Telecommunications Commission – Mayor Love reported that they spoke about NSPN (local cable sports networking). He also reported that the commission was able to broadcast the last three State tournament football games due to the relationship. He stated that their home movie transfer services grossed $7,000 which was their most profitable month (December, 2023) and for their annual services $23,000. He stated that they continue to find new ways to make money as they recently filmed two football games for Cottage Grove and made $7,000. He also stated that they would be contracting their engineering/consulting services with the City of Cambridge for $250/hr. He stated that the total franchise fees for the year were $150,000 of which the City’s portion would be $5,367.02 which should be received shortly. (ii) Police Governing Board – Mayor Love gave no report. (iii) Other Mayoral Reports – Mayor Love reported that “Clearopathra” was named and he had participated in a photo opportunity with the winner. He stated that North Metro TV completed the photo op. and a cable segment of the event. He reported that City Day at the Capital was taking place on March 7, 2024, and that the Town Hall Open House was now scheduled for March 25, 2024. He stated that he had an appointment to meet with a Scout member which would assist the individual in obtaining their merit badge. XI. ADJOURNMENT Motion by Council Member Taylor, seconded by Council Member Sweeney to Adjourn the Council Meeting of February 28, 2024, at 7:08 p.m. All in favor. Motion carried.
