The proposed layout includes homes facing Centerville Road and some facing both Heritage Street and Sorel Street, respectively. A few homes would have facades facing the interior of the site. The attached layout and sample images are only preliminary and elicited several discussion points, including driveway length, snow storage, regional trail corridor, and other logistical issues. Also discussed, were strategies to meet the affordability component required of the project and additional right-of-way required by the county. The developer also seemed interested in speaking with the neighboring properties immediately west of the site to see if they would be interested in selling to allow a full development of the block. We are seeking feedback on the attached and would like to hear if there are other questions which should be added. A: Viewed from the east side, the building will have 3 stories of residential visible, to a total height of around 35 feet, with the architectural feature on the southeast corner of the building, rising to around 42 feet. Viewed from the west, the tuck-under garage parking level will also be visible on the north leg, pushing the height to approximately 46 feet. The view from the north side of the building will vary from 35 – 46 feet as you move from east to west. On the south side of the building the first floor may actually be below grade (accommodated with retaining walls) by as much as 5 feet. Traffic Q: How much traffic will it produce? A: A traffic study is being conducted and will estimate the trips in and out of the development, as well as some imagined development of the property to the south (west of Centerville Road, north of Main Street). Q: Will this require a traffic signal at Main Street and Centerville Road? A: The development’s traffic study will examine this question. There are specific criteria that must be met to allow a traffic signal. The intersection was designed for a future traffic signal when it was reconstructed in 2009. Q: Main Street is already too busy, why would we allow something that adds more traffic? A: Since 1994, traffic on Main Street has increased from around 5,000 trips per day to around 11,000 trips today. On the graph of traffic over the last 30 years, you can see a steady growth of traffic volumes on Main Street. Around 2014, traffic began increasing rapidly, continuing until the pandemic sent people home and began an era of less traffic on all roads. What’s notable, is that this rapid increase in traffic volume came during a time when Centerville platted no new lots. From 2007, to 2018, Centerville did not add a single lot, yet we saw traffic on Main Street grow substantially (from 8,300 to 11,000). This is a strong reminder of the fact that Centerville’s contribution to the traffic on Main Street is minimal compared to the impacts from developments in Hugo, Lino Lakes and Blaine. Stopping development in Centerville, will not stop traffic growth on Main Street. Project Scope Q: When was this property zoned to Mixed Use? A: The 1997 Comprehensive Plan guided the property for "Single Family Residential". In 2008, the city's updated Comprehensive Plan was adopted with the Future Land Use Plan showing the LaLonde property as "CBD/Mixed Use". The re-zoning of the LaLonde property from R-2 (Single Family Residential) to M-2 (Mixed Use) took place with Ordinance #48, in 2011. Zoning maps prior to 2011 show the property as "R-2" which is a Single Family Residential zoning district. It's likely that the change in 2008's comp plan was precipitated by the Downtown Master Plan, which was adopted in 2006. That plan was something which was put together after several years worth of public input, involving a steering committee made up of a number of citizens at large as well as sitting councilmembers and planning commissioners. The city Council did revisit the Downtown Mater Plan plan in 2020, making some minor changes and readopting it as the guiding document for our Mixed Use Districts. 1997 Comp Plan 2008 Comp Plan Q: Why do we need high density housing? Why not look for retailin our downtown, instead? A: Many real estate professionals, market studies and developers have pointed to the lack of “rooftops” andlow trafficcounts the immediate area surrounding downtown as reasonsfor being unable to attract retail to thearea. The 2006 Damon Farber studylaid out a plan to add this density to the downtown as a driver of retail investment. The 2023 study by LOCi, commissioned by theEDA, also pointed to the need for higher traffic counts and a denser populationto attract and sustain a vibrantdowntown. The unfortunate reality is that the downtown will not attract new retail projects without higher traffic counts and a denser population in a half-mile radius. If a thriving downtown is wanted, density is needed. Tax Increment Financing (TIF) Q: Will Tax Increment Financing (TIF) be used? A: The city and the prospective developers have a Memorandum of Understanding (MOU) which outlines terms of a potential TIF agreement for between 10 and 15 years or $2.5 million in TIF, whichever comes first. The MOU has many provisions, setting the expectations attached to such an offer, including, most importantly, that the project meet the legal criteria for a Redevelopment TIF District. Q: Will there be a public hearing on TIF? A: Yes. A separate public hearing on Tax Increment Financing (TIF) will be held as part of the requirements for the establishment of a TIF district. This hearing is set for June 12, at 6:30 PM at the City Council Meeting. Q: Why would the city consider TIF for this project? A: Tax Increment Financing is a tool that cities can use to help make a development feasible where conditions on the site make it otherwise cost prohibitive. Sites which present difficulties to development proposals often lend themselves to lower cost, often, less desirable alternatives to make the project pencil-out. Using TIF is a way to keep the property competitive in the open market for high-quality development. TIF is also a way to create positive momentum in an area that has traditionally struggled to attract investment. The city’s downtown area has not seen significant investment since the elementary school was constructed in the 1970s. Building a new project of this scale, can lead to other redevelopment projects. CITY OF CENTERVILLE REQUEST FOR COUNCIL ACTION Agenda Item # Department: Requested Council Meeting Date: April 24, 2024 Community Development WS 4 TITLE OF ISSUE: Mixed Use Development Proposal BACKGROUND AND SUPPLEMENTAL INFORMATION: Staff has been contacted by a developer seeking to explore a mixed use development on the vacant lot at the corner of 20th Avenue and Main Street consisting of high density, market rate multifamily development with a corner of vertically integrated retail. The 4.6 acre site is zoned B-2 Main Street Commercial, which would not currently allow any residential component. A Comprehensive Plan Amendment would likely be necessary, requiring a 4/5 vote of the Council. Staff is seeking direction as to whether or not concept something worth further discussion. If so, what type of parameters might be in place to allow it? Minimum square footage of retail? Specific type of retail? There are no sketches available at this time. CALL TO ORDER 1. Roll Call II. CALL TO ORDER Mayor Love called the meeting to order at 6:30 p.m. ROLL CALL PRESENT: Mayor D. PLEDGE OF ALLEGIANCE IV. APPROVAL OF AGENDA Mayor Love provided an opportunity for others to add or delete any items. Administrator Statz stated that Check #36659 was added to the list of claims for the League of MN Cities Insurance Trust for the CityÓs WorkerÓs Compensation Coverage. He also stated that he wanted to add Item #5 under New Business Î Missing Middle Housing Letter. An error was made regarding the Check number as it should show Check #36661 rather than #36659 as stated and showing on the Set Agenda. The Check Detail Register that was contained in the packet appropriately depicted Check #36661. City of Centerville City Council Meeting Minutes April 10, 2024 IV. APPOINTMENT/PRESENTATION/PUBLIC COMMENT Mrs. Nancy Golden, 1654 Lakeland Circle, introduced herself stating that she had been a resident since 1998 and desired to speak regarding the proposed traffic study for the LaLonde Development Apartment Complex. She wanted to know if this was when she should speak or when the item was addressed later in the evening. Mayor Love stated that the item was not for a public hearing, and they would not be taking public comment on the item at that time, but now would be the opportunity to speak. She stated that she and her husband moved to Centerville due to the Ðsmall town feelÑ, proximity of the lakes and the ability to see the stars. She stated that she knew that property taxes were high and throughout the entire longevity of their living experience in Centerville, they had been told that businesses were needed and that they would offset the tax burden on residents. She also stated that Amazon was now in town along with Kwik Trip and her taxes have not decreased but her house value has. She asked who would be receiving a benefit from the proposed LaLonde Development when the developers would be receiving TIF for a period of 15 years or $2.5 million dollars. She felt that the City would not be benefiting from it as they would not be receiving tax revenue from it. She stated that she would not be getting any tax reduction from it, and would not experience that spread. She also felt that the CityÓs resources would be spread even thinner. She stated that most property owners in Centerville were dual income households and quoted a recent top headline in USA Today stated that the inflation rate continues to rise, grocery prices were up 24% in last two years and gas prices, according to WCCO, were predicted to be $4 per gallon by summertime in Minnesota. She stated that health care prices have skyrocketing, as she is very aware of, as it is a large burden on them as she has a child that has health issues and that their out-of- pocket expenses have doubled in the past year. She stated that the market was down today. She also stated that does not seem to be any relief in sight. She believes that families are fatigued, and whatÓs in it for Centerville. She stated that it seemed that the City was just taking the first offer on some pretty valuable land, that she would love to have the property up on the hill and that it seems we are selling out to the first bidder. She also stated that she does not feel that this is right with the taxes that all residents pay. Mayor Love thanked Mrs. Golden for her comments and stated that the Council could not enter into conversations with the individuals speaking so they would just be listening to their comments. Mr. Gary Reimers, 1658 Lakeland Circle, introduced himself stating he has lived in Centerville for approximately 25 years, he stated that most individuals here this evening were concerned with the proposed development and thanked Mr. Statz for addressing his letter and promptly. He stated that Mr. Statz addressed the negatives within his letter and wished that the positives would/could be addressed and how this development would improve things for his family and others in the community. Mr. Reimers thanked Council for their time. Mayor Love thanked Mr. Reimers for his comments. V. PUBLIC HEARING 1. MS4/SWPPP Annual Public Input Meeting Page 2 of 7 City of Centerville City Council Meeting Minutes April 10, 2024 Administrator Statz stated that this is an annual meeting and a requirement of the permit holder (City of Centerville). Administrator Statz reviewed the 2024 MS4 Permit Annual Public Meeting presentation contained in their packet. Mayor Love opened the public input meeting at 6:55 p.m. Mayor Love offered an opportunity for the public to speak, no one from the audience spoke and he stated that the Council would leave the meeting open for a period of time and move on through the agenda. VI. APPROVAL OF THE MINUTES 1.March 27, 2024, City Council Work Session & Meeting Minutes Mayor Love provided an opportunity for Council to make modifications if needed. Motion by Council Member Koski seconded by Council Member Taylor to Approve the March 27, 2024, City Council Work Session & Meeting Minutes as Presented. Council Member Koski commented on Item #6 and stated that he appreciated the Scout Troops, their Leadership, principles and thanked them for their volunteerism and recognized long-time Leader Mr. Brian Peterson who was also a Parks & Recreation Committee member. Page 3 of 7 City of Centerville City Council Meeting Minutes April 10, 2024 Council Member Mosher commented on Item #7, and was unsure what services were to be provided. Administrator Statz stated that this was not a contract for treating any City trees as that was a separate contract, but rather to be the CityÓs preferred Emerald Ash Borer Tree Service provider. He stated that the City was not endorsing any single vendor. However, the city did solicit bids for this program several years ago and Rainbow Tree Care was chosen. The contract requires that they provide two educational mailings to residents, provide diagnostic services for no fee and provide reduced treatment fees if the tree was viable. Property owners would enter into individual contracts for services with Rainbow Tree Care. Council Member Koski asked if there were statistics of usage. Administrator Statz stated that we probably receive a phone call a week and it is very prevalent. Council Member Koski asked how often treatments would be needed and Administrator Statz stated a two-year cycle and could we put something on the website. Personnel Policy Revisions Administrator Statz stated that Council addressed this policy in a Work Session in March, staff incorporated Council comments and removed all the markups. Administrator Statz provided the Council with a brief review of the Request for Council Action as included in the packet. Motion by Council Member Koski, seconded by Council Member Sweeney Approve the Personnel Policy as presented. Roll Call: Mayor Love, Council Members Sweeney, Mosher, Koski and Taylor. Motion carried. st 2. Proposed Ord. #136, Second Series Î Amending Table 156-A.1 (1 Reading) Mayor Love asked if the Council could motion to approve the amendment as it was virtually a typographical error and previous action did show the intended amendment. Administrator Statz advised the Council to treat the item as a regular amendment and follow the two-reading process. He stated that there was nothing pressing with the correction. Administrator Statz stated that it was an unfortunate mishap/typographical error that is being corrected. No action was taken. 3. Traffic Study Î LaLonde Development Î TC^2, LLC Page 4 of 7 City of Centerville City Council Meeting Minutes April 10, 2024 Administrator Statz stated that this issue is very important, and the public has had numerous concerns regarding the additional traffic that would occur with the proposed development. He stated that the study would be required, and the developer would like to delay the study until the project is closer to being approved. However, he has spoken with them and shown them the importance of completing it soon and Staff is recommending that the city share in the fees associated with the study due increased traffic throughout the area, proposed growth and not just from this proposed development. He felt that the study could be completed by the May Public Hearing and the developer concurred with the shared cost. Council Member Koski asked about the firm and why they were chosen. Administrator Statz stated that the firm was familiar with the area and participated in the Amazon traffic study. Council Member Koski felt that the contractor was familiar with the area and probably the best to complete this. Jr. Council Member Sauber asked when it would be completed. Administrator Statz stated at the May 7, 2024, P & Z Public Hearing meeting. Council Member Mosher asked about how many homes with Lino th developments up 20 and Administrator Statz stated that Watermark is 850 homes, NorthPointe, 250 homes plus a 55+ apartment building, maybe an additional 200 to the south of Centerville and other miscellaneous parcels that could be developed. Mayor Love stated that he was comfortable with the contractor and the split as it was clear that the increased traffic would not just be caused due to this development. Motion by Council Member Koski, seconded by Council Member Sweeney to Approve the Traffic Study by TC^2, LLC with a 50/50 cost share with the LaLonde Developer as presented. Roll Call: Mayor Love, Council Members Sweeney, Mosher, Koski and Taylor. Motion carried. 4. Res. #24-0XX Î Junior Council Member Program Compensation Administrator Statz stated that this item was also previously discussed at the Work Session in March and how the program and its compensation for the member going forward. Assistant City Administrator Lewis finished presenting the item as Administrator StatzÓ voice was failing. Assistant City Administrator Lewis stated that the Jr. Council Member position has run for several years with compensation being the same a Committee/Commission board membersÓ compensation of $50 per meeting. She stated that it was felt that the language should be clarified and was in the submitted resolution. She stated that program enhancements would be held/discussed at the end of the year. Council Member Koski stated that the City of Centerville was the first city in the State to run a Jr. Council Member Program, it was the concept of the MayorÓs and has been a very nice addition to Council. He stated that it has provided another aspect of activism by a youth. He asked that City Assistant City Administrator Lewis provide a recap of the program and she did. Motion by Council Member Mosher, seconded by Council Member Taylor to Adopt Res. #24-007 Î Junior Council Member Program Compensation as presented. Roll Call: Mayor Love, Council Members Sweeney, Mosher, Koski and Taylor. Motion carried. 5. Joint Letter to Gov. & Leg. Re: ÐMissing Middle Housing BillsÑ Administrator Statz stated that the Council had before them a two-page letter that was drafted by the City of Ramsey addressed to the Governor and Legislators regarding pre-empting local zoning. He stated that Page 5 of 7 City of Centerville City Council Meeting Minutes April 10, 2024 from time-to-time local governments collaborate on efforts to show their approval or disapproval of laws that are being considered. He stated that the letter was forwarded after the packet was completed and the time is of the essence. He stated that he, the Mayor Love, Jr. Council Member Sauber, and Council Member Taylor had all spoke with Senator Heather Gustafson and Representative Elliot Engen about this issue on Day at the Capitol and passed and forwarded a resolution laying out the CityÓs position on the issue to them also. He stated that he has also been active emailing the same representatives on continuing issues associated with it. He stated that it is a very important issue. Jr. Council Member Sauber stated that she felt this was a very important issue. Council Member Sweeney asked whether our previous mailing went to the Governor, and it was stated no, but this was to the Governor and legislators. Council Member Mosher stated that the news has stated that this bill would create more law and affordable housing, but local government has local control allowing for public input that they want to take away. Council Member Koski we would not be speaking of this property or development if this was to go through and itÓs great that the audience was participating this evening. Mayor Love stated that this outlines why we attend conferences as this was where he had heard about it. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1.Administrator/Engineer Report Î Administrator Statz stated that his report was contained in the packet and that he would be happy to address any questions from the Council. He provided Council with a brief review. Administrator Statz stated that on Monday, the City received a formal application for Preliminary Plat (120 days) and Planned Unit Development (60 days) and scheduled for St. GenevieveÓs Community Parish Center on May 7, 2024, at 6:30 p.m. and the publicÓs opportunity for input. He also stated that everything received via email will also become a part of the public records and at the public hearing. He stated that most likely the Commission will make a recommendation to approve or deny to Council. He stated that the application will not be at the May 8, 2024, meeting thst but the 4 Wednesday of the month or 1 meeting in June. The City Council meeting is not a public hearing, but the Planning Commission is where voices should be heard. Council typically does not take comment. He stated that there would be a separate Public Hearing process for Tax Increment Financing and all information will be forwarded. Mayor Love stated that if anyone desired to be included in the email blast to provide your emails to the City and you will receive this report that is being reviewed. 2. Council Reports th Jr. Council Member Sauber stated that they are in the 4 quarter, the Juniors took their ACTs and sophomores finished state testing. She stated that that track team had their first meet, the softball and baseball teams beat Blaine and Lacrosse would be having the girls home opener on Friday and the boys have their first game the following week. She stated that she would be absent from the next few meetings due to scheduling conflicts. The second quote was of comparable costs. However, we feel that they may be able to provide a higher quality and/or longer show for our festival. The new vendor provides fireworks for the Hugo festival. Members of the Fete des Lacs Planning Committee discussed the vendor's performance with members of Hugo's festival planning committee and are in favor of moving to the new vendor. Sponsor explicitly acknowledges that an early morning search of the grounds/ location the morning after the display is of utmost importance. If any unexploded or defective fireworks are found, that were missed during the inspection the preceding evening, the sponsor shall immediately notify PC PYROTECHNICS , and the local fire department. 8. PC PYROTECHNICS agrees to take all steps reasonably necessary to safeguard Sponsor's property and the property of the spectators. Should any losses occur, the Sponsor must notify PC PYROTECHNICS of the nature of the loss and the date on which the loss occurred. Said notice shall be in writing and shall provide as much detail as reasonably possible in relation to the nature and extent of the loss. 9. PC PYROTECHNICS shall perform all services required hereunder, except when prevented by strike, lockout, act of God, accident, or other circumstances beyond PC PYROTECHNICS 'S control. 10. This Contract shall be construed by the laws of the state of Minnesota. In the event that any court of competent jurisdiction deems any provision of this agreement unenforceable, the remaining provisions hereof shall remain in full force and effect. 11. Public Works Truck Replacements Public Works staff spoke with representatives from Karl Chevrolet this week and they said our truck is scheduled for a build next week and we should have it within a month if all goes well. The city contracted with Iron Valley Equipment for a contractor dump box through the State Cooperative Purchasing contract. The box is built and a 25% deposit is being forwarded to hold it for us. The balance will be due after installation. We will purchase the snow plow after installation of the box. Peltier Estates Sharper Homes has submitted an application for a Preliminary Plat and Planned Unit Development for the th 19 acres in the northeast portion of the city along 20Avenue, just north of Deer Pass. The development th proposal features 24, detached townhomesserved by a cul-de-sac off of 20 Avenue. A trail connection to the sidewalk on the west side of Brian Drive will be made from the end of the cul-de-sac. A public hearing nd on the development was held on April 2, at the Planning &Zoning Commission meeting. The proposal is substantially the same as what was proposed in 2017 and again in 2021. The Planning Commission unanimously recommended approval of the Preliminary Plat and Conditional Use Permit for a Planned Unit Development. The City Council will consider the Preliminary Plat and CUP/PUD for approval at an upcoming meeting. rd Old Mill Estates 3Addition rd The developer of Old Mill Estates is proposing a 3 Addition concept that went before the Planning & th Zoning Commission for a “Concept Review” at their March 4,meeting. This subdivision was always a stnd part of the discussion when Old Mill Estates (1 and 2 Additions) was platted. However, the developer needed more time to work out wetland and power line easement issues. With some of those issues more in hand, the proposed subdivision would break up Lot 8, Block 2, into 4 lots (3 new lots). We anticipate a formal application for Preliminary Plat, leading to a public hearing in May. Block 7 Property (Downtown) A developer recently met with city staff to review a concept plan involving 20 – 26 row-style townhomes. No official application has been received. 1737 Main Street (Block 3) No recent activity. 7087 Centerville Road – Connor James Salon (Block 8) The required fencing has been installed along the west edge of the parking lot. An inspection of the seeding will take place in the spring to wrap up the initial items on the Interim Use Permit. stnd Old Mill Estates 1and 2 Additions The developer has had surveyors working on site to complete necessary documentation for close-out of the development’s Rice Creek Watershed District Permit, which is the main remaining item to be addressed before we can look at closing out the development escrow. The city continues to work with the developer and builders on site clean-up items. Centerville Storage The facility is now open for business. The developer has completed drainage corrections along the north side of the facility and will continue to work on watershed permit close-out. Rehbein Commercial Developer securities have been received by the city for 35% of the initial project costs and will be held through the 2-year warranty period, which will end in 2024. Several minor punch list items remain. Max Storage (Fairview Street) The building has been given a Certificate of Occupancy and is now fully operational. Drilling Estates The owner of the westernmost two lots on Mound Trail is looking to shift the common lot line between the two. After some discussion, all parties agree that platting the property (it’s not currently platted) would be the best way to accomplish this. An application for preliminary plat has now been received and a public hearing will be held at the May Planning and Zoning Meeting. The plat would not create any new lots. The plat will be jointly signed by Centerville and Lino Lakes, since the properties straddle the municipal boundary.
