HomeMy WebLinkAbout2024-03-06 P & R WS & Minutes - Approved Approved CITY OF CENTERVILLE PARKS & RECREATION COMMITTEE WORK SESSION & MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a scheduled Work Session on Wednesday, March 6, 2024 at 6 p.m. with the Regularly Schedule Meeting at 6:30 p.m. in Council Chambers at the Centerville City Hall. The Regularly Scheduled Meeting was live streamed at: https://northmetrotv.com/channel-15-live-stream. WORK SESSION I. CALL TO ORDER Chair Errickson-Grahek called the March 6, 2024 Work Session to order at 6:00 p.m. 1. ROLL CALL Present: Chairperson Heidi Errickson-Grahek Committee Member Emem Akpan Committee Member Suzanne Seeley Also Present: City Clerk, Ms. Teresa Bender City Council Liaison, Mr. Terry Sweeney Absent: Committee Member Kathy Freiermuth Committee Member Ashley Fuchs Committee Member Brian Peterson II. ITEMS OF DISCUSSION 1. Candidate Interview – Ms. Katya Port Committee Members “round-robin” style asked Ms. Port the predetermined set of questions and thanked her for her time and interest in serving on the committee. III. ADJOURNMENT Chair Errickson-Grahek adjourned the meeting at 6:25 p.m. allowing for a five-minute recess between meetings. REGULAR MEETING I. CALL TO ORDER Chair Errickson-Grahek called the Regularly Scheduled meeting of the Parks and Recreation Committee, to order at 6:27 p.m. City of Centerville Parks & Recreation WS & Meeting Minutes March 6, 2024 1. APPROVAL OF AGENDA Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Akpan to add the following item under VI. New Business: 4. Music in the Park and to approve this agenda as amended. All in favor. Motion carried. III. APPEARANCES Representatives of the Centerville Lions were invited to appear before the committee by Chair Errickson-Grahek upon a discussion with Lion Member Katie Hogan who stated that representatives of the club desired to address projects that they would be willing to assist with at Laurie LaMotte Memorial Park. Centerville Lion Representatives Katie Hogan, Ron Hogan and Mark Remillard appeared before the Committee and discussed projects that they could assist with at Laurie LaMotte Memorial Park. Discussions took place regarding hockey rink boards, the construction of a community center/warming house/concession area, upgrading the ballfields, adding pickleball courts to the park, additional playground equipment, etc. Ms. Hogan stated that the Lions have purchased tents that could be utilized to shade a portion of the hockey rink which may assist in retaining ice in that area and that they were willing to let the City utilize them. Chair Errickson-Grahek requested that the Lions provide three priorities that they would be willing to assist in financially and what they would like to see the park have as offerings. Lion Katie Hogan stated the following:  A Community Center with an attached warming house, restrooms and storage.  Upgrading the Playground equipment with the addition of equipment and routine maintenance.  Upgrading the ballfields and routine maintenance. Chair Errickson-Grahek stated that the committee has received several requests for additional play Page 2 of 5 City of Centerville Parks & Recreation WS & Meeting Minutes March 6, 2024 equipment and comments regarding maintenance issues at several parks. She stated that the committee was currently working on a Comprehensive Capital Improvements/Strategic Plan along with a tree inventory which will include diversification of planting trees in the parks and the inclusion of ADA equipment as some if not all parks. Council Liaison Sweeney mentioned the need for additional power sources within the park. Discussion ensued regarding the revitalization of the Tracie Joy McBride Monument sign and the need for updated monument signage throughout the city. Chair Errickson-Grahek stated that the signage had been placed on hold due to the possibility of a revamped city logo. Discussion also ensued regarding entrance signage. Chair Errickson-Grahek requested that a point of contact be given to assist the committee with continued discussions regarding the above suggestions. Lion Katie Hogan stated that she would be. It was also stated that the Lions did have the financial capabilities of assisting with several of the projects that were discussed. Chair Errickson-Grahek thanked the Lions for their input and appearance. IV. PUBLIC HEARINGS 1. None V. UNFINISHED BUSINESS 1. 2024 Strategic Planning and Capital Improvement Projects (CIP) Staff included information from a previous meeting regarding 2024 Strategic Planning and Capital Improvement Projects to spark discussion and forward-thinking for planning and budgeting purposes. This information contained projects that could be added to existing parks, replacement of equipment and new amenities, along with estimates for achieving these projects. Chair Errickson-Grahek suggested that committee members continue to review proposed projects and provide their top five priorities. She stated that the information obtained would be available at the April meeting. VI. NEW BUSINESS 1. Recommendation for Appointment to City Council Ms. Port was interviewed at the Work Session held earlier in the evening. Motion by Committee Member Akpan, seconded by Committee Member Seeley to recommend to Council the appointment to the Committee, Ms. Katya Port. Committee Member Peterson Abstained. Motion carried. 2. Midwest Multi Races/Kelly’s Korner – Shake Your Shamrock Page 3 of 5 City of Centerville Parks & Recreation WS & Meeting Minutes March 6, 2024 Midwest Multi Races has submitted a Special Event Application for use of the trails throughout the city for their annual Shake Your Shamrock runs. This event is sponsored by Kelly’s Korner. Staff stated that this has been an annual event for numerous years with Midwest Multi Races being respectful of the trails and cleanup associated with the event. Motion by Committee Member Peterson, seconded by Chair Errickson-Grahek to recommend to the City Council the approval of the Special Event Permit Application of Midwest Multisport Races for the usage of the City’s sidewalks/trails on March 16, 2024 from 11-12 p.m. for the Shake your Shamrock Run, subject to no spray painting on the trails. All in favor. Motion carried. 3. Centennial Lakes Little League Request for Use of LaMotte Fields A letter was received from Mr. Patrick Mahr, President of the Centennial Lakes Little League, requesting the use of the fields and facilities at Laurie LaMotte Memorial Park for the spring and summer (April 1-September 20, 2024). He also stated they are planning their annual park clean- up for Monday, April 22, 2024, with a back-up/rain date of Tuesday, April 23, 2024. An invitation was extended to the mayor, members of the committee and City Council to meet their volunteers to assist. Motion by Committee Member Peterson, seconded by Chair Errickson-Grahek to recommend to the City Council Approval of the Request from the Centennial Lakes Little League subject to providing their game schedule and no usage during the Fete des Lacs events. All in favor. Motion carried. 4. Music in the Park Committee Member Peterson stated that he has two bands that are fully committed and three additional bands that he is working with for scheduling. He stated that he is attempting to schedule several new bands for 2024 (i.e., Low Down Dirty Fools and B Plus Brass Band). VII. APPROVAL OF MINUTES 1 February 7, 2023 Work Session & Meeting Minutes Committee Member Peterson requested that “going” be added between “was” and “being” in the first sentence in VIII. Updates/Announcements, Item #2. Committee Member Seeley requested that “were donated to the Food Shelf” be added to the third sentence of the same paragraph. Motion made by Committee Member Peterson, seconded by Committee Member Akpan to approve the Work Session and Meeting Minutes with the stated modifications. All in favor. Motion carried. VIII. UPDATES/ANNOUNCEMENTS Page 4 of 5 City of Centerville Parks & Recreation WS & Meeting Minutes March 6, 2024 1. Staff Updates – Ms. Teresa Bender, City Clerk Reviewed the submitted Request for Action regarding updates with the Committee. 2. Committee Member Updates Chair Errickson-Grahek reported that Ms. Nissa Larson has completed the registration for the 5/8K registrations for Fete des Lacs and reported that with the Lions taking over the responsibilities for most events associated with the festival, and Ms. Lonni Olson’s schedule not allowing for the logo contest responsibilities, a committee member could champion the logo contest if the committee desired to continue it, with the Lions agreeing to utilize the logo for their marketing and race shirts provided by the committee associated with the runs. Committee Member Akpan stated that he would champion the logo contest and working with the school’s art teachers. Committee Member Peterson reported that the youth Scout leaders met and have agreed to participate in the Hidden Spring Park planting. He asked that Ms. Bender keep him in the loop and provide him with the contact from Prairie Restoration. Committee Member Fuchs also would like to be included in the emails. It was stated that additional volunteers would be needed, and Ms. Bender stated that when a date is chosen social media/marketing will commence. 3. Council Liaison Update Council Member Sweeney stated that the contract with Prairie Restoration included maintenance of several years. He stated that Council had scheduled a Town Hall-Open House for March 25, 2024, from 5-8 p.m. at City Hall and that all were welcome. He stated that several stations would be available to the public to obtain information (i.e. LaLonde Project/TIF, Finance/Budget, Community Priorities and Pelco). He also reported that there would be a CSAH54 Corridor Study Open House taking place on March 26, 2024, from 4:30-6:30 p.m. at City Hall and that was also open to the public. IX. ADJOURNMENT Motion by Committee Member Peterson, seconded by Committee Member Seeley to adjourn the March 6, 2024 Parks & Recreation Committee Meeting at 7:57 p.m. All in favor. Motion carried.
