PLANNING AND ZONING COMMISSION
Pursuant to due call and notice thereof, the Regular Meeting of the Planning and Zoning
Commission was held in Council Chambers on Monday, April 2, 2024, at 6:30 p.m.

Consulting Planner Phil Carlson was present to provide training on the role of the planning
commissioner.

The agenda was approved as presented.
Motion by Commissioner Olson seconded by Commissioner Nelson to Approve the Agenda.

IV. PUBLIC HEARING (6:30 PM or shortly thereafter)
1. Preliminary Plat & Planned Unit Development (PUD) – Peltier Estates
Administrator Statz introduced this item, noting that this is the third time this project has been
submitted. Prior submittals were previously approved by the city council; however, the project has
not moved forward. This submittal is the same as previous ones. Planning consultant Phil Carlson
reviewed his planning memo, noting that this is a Planned Unit Development (PUD) as there are
significant features, such as wetlands and ponding features. With the flexibility of a PUD, the lot
sizes are smaller.
Staff reported that at one time there was conversation about connecting the cul-de-sac to Brian
Drive and that is no longer the plan due to the large wetland complex that would need to be filled.
Staff added that a trail easement for a trail that connects to Acorn Park is important. A Trail
easement is not shown on a plat – it is recorded as a separate document. The development plans
include a trail from the west end of the new cul-de-sac to the north terminus of Brian Drive, where
it will connect to the sidewalk there. A portion of that trail will be an elevated boardwalk to limit
wetland impacts. An easement over the entire trail segment will need to be provided by the
developer, at their cost.
Administrator Statz noted that the existing trail segment from the Deer Pass cul-de-sac that was
planned to serve the 20 acres to the north may no longer be necessary. Instead, the city would
require a trail to be constructed from the entrance of the new development down across the east

edge of the property, adjacent to 20 Avenue (CSAH 54). The city might have to finish the trail
th
connection between the southern end of Peltier Estates, along 20 Avenue, and the Deer Pass
entrance.”
Chair Krueger opened the public hearing at 6:49 p.m.

Motion by Chair Krueger to open the public hearing at 6:49p.m.
Kari Clark with Sharper Communities addressed the Planning Commission and noted the homes
would be detached with loft options. The price point is anticipated to be between $650,000 to
$800,000. The square footage is around 1,600sf and Sharper Communities is looking to get started
this year. The homes would be built on spec and as they are sold. This would be groundskeeping
association with no snow and no mow.
Public Comments:
Megan Olson who resides at Deer Pass asked what the habitat would look like with the
development. Administrator Statz noted that there would be some impacts where you see the
streets and homes, but for the most part the wetlands would be left alone. Tree clearing is not part
of the plan. There is not a sidewalk planned because it is tight in the right-of-way.
Administrator Statz received an email from a resident who asked about the connection to Brian

Drive. The resident’s main concern was about traffic on 20 avenue.
Discussion ensued about the path between Brian Drive and the development, the width of the road
th
for public works operations and addition of the 20 avenue trail.
The public hearing was closed at 7:08 p.m.
Motion by Commissioner Kalina seconded by Commissioner Nelson to close the public
hearing at 7:08 p.m. All in favor. Motion carried.
V. AWARDS, PRESENTATIONS, APPEARANES
1. None
VI. OLD BUSINESS
1. Concept Plan for (updated) for 1687 Westview Street – LaLonde Proposal
Administrator Statz introduced this item as presented in the packet, noting that the revised
proposal:
Moves the building south to accommodate a fire lane and underground parking entrance on
the north side of the building.
Shrink's the building from 110 units to 104 and adds a slight angle to the north leg of the
building.
Moves the surface parking lot from the SW corner of the site to additional underground
parking, under the top tier of the outdoor patio.
The revised concept sketches include a rendering of the building, highlighting architectural
features that resemble the old Centerville Elementary School.
There was no formal action on this agenda item.

Administrator Statz announced that the May 7 public hearing for the LaLonde proposal will be
held at St. Gens church at 6:30p.m.
VII. NEW BUSINESS
1. Preliminary Plat & planned Unit Development – Peltier Estates

Motion by Commissioner Kalina seconded by Commissioner Olson to approve the
Preliminary Plat and Conditional Use Permit for a Planned Unit Development for Peltier
Estates, along with the Findings of Fact and Conditions detailed in the attached staff memos
and adding to condition number four an 8-foot wide, off-road, bituminous trail shall be

constructed in the westerly right-of-way of CSAH 54 (20 Ave.). All in favor. Motion
carried.
VIII. APPROVAL OF MIN UTES
1. March 4, 2024, Planning & Zoning Commission Meeting Minutes
Administrator Statz introduced this item as presented in the packet.
Motion by Commissioner Nelson, seconded by Commissioner Kalina to approve the March
4, 2024, Planning and Zoning Commission minutes. All in favor. Motion carried.
IX. ANNOUNCEMENTS/UPDATES
1. Council Member Mayor D. Love
Mayor D. Love welcomed the new commissioners and thanked everyone for their service.
2. Administrator’s Report
Administrator Statz reviewed the report as presented in the packet.
X. ADJOURNMENT
