HomeMy WebLinkAbout2024-05-22 WS & CC Minutes - Approved CITY OF CENTERVILLE WORK SESSION & CITY COUNCIL MEETING May 22, 2024 Pursuant to due call and notice thereof, the City of Centerville held their Work Session and their regularly scheduled City Council Meeting on May 22, 2024, at 5:30 p.m. and 6:30 p.m. (respectively), in Council Chambers. The regularly scheduled meeting (6:30 p.m.) was live streamed by North Metro TV. WORK SESSION (5:00 PM) I. CALL TO ORDER Mayor Love called the meeting to order at 5:00 p.m. 1. Roll Call PRESENT: Mayor D. Love Council Member Russ Koski Approved Council Member Darrin Mosher Council Member Terry Sweeney Council Member Raye Taylor ABSENT: Junior Council Member Avery Sauber (Non-Voting) STAFF: City Administrator, Mark Statz Assistant City Administrator Athanasia Lewis City Attorney, Kurt Glaser II. DISCUSSION ITEMS 1. Cannabis Zoning Administrator Statz stated that with the upcoming laws and regulations, Council may desire to give some thought to how to proceed with regulations associated with licensing, requirements, allowed zoning districts for sales, etc. Discussion ensued regarding waiting for other Anoka County communities to fulfill licensing amounts, exploring local businesses who may want to make these types of sales, a process for choosing a licensee, placing a moratorium of sales allowing for additional research and review of the law and regulations, growing of cannabis, etc. Discussion also ensued regarding the possibility of allowing sales in the B-1 (Commercial District) and the I-1 (Industrial District) with a required public hearing before the Planning & Zoning Commission for a code amendment and placing a moratorium shortly there after due to timing of the new law. 2. City Hall Campus Improvements Administrator Statz stated that numerous updates to the City Hall Campus had been completed but felt that additional consideration should be given to those that were previously proposed and held off on, (i.e., irrigation, management of existing turf/boulevard and handrail along the sidewalk). Discussion ensued regarding the potential for installation of artificial turf and an irrigation system. Staff was requested to obtain bids/quotes. City Development Tour Administrator Statz stated that as the Planning & Zoning Commission and Council will be tasked with potential development projects in the future, he proposed that members may want to participate in a tour of available property, transportation options, development/redevelopment properties, etc. Discussion ensued that this may be beneficial for all and staff was directed to arrange a tour of the community for members on July 24, 2024 from 5:00-6:30 p.m. The following locations will be visited: Well #1, Public Works building, LaMotte Park as a potential for a Community Center, the downtown area (i.e., Block 7, 1737 Main Street, Kelly’s Korner and surrounding properties, the LaLonde property and the vacant parcels north of Kwik Trip. III. ADJOURNMENT Mayor Love adjourned the meeting at 6:24 p.m. allowing for a 6-minute break prior to commencing Councils regular meeting. COUNCIL MEETING I. PLEDGE OF ALLEGIANCE IV. APPROVAL OF AGENDA Mayor provided an opportunity for others to add or delete any items. Motion by Council Member Taylor, seconded by Council Member Mosher to Approve the Agenda as stated above. All in favor. Motion carried. May 8, 2024, City Council Meeting Minutes Mayor Love provided an opportunity for Council to make modifications if needed. Council Member Sweeney requested that the comma be replace with a decimal point on page 2 in the third sentence to the end of the paragraph where it states “$1-2,2”; he requested that the second paragraph on page 3 be reworded along with the addition of “citizens of the public” rather than “no members” in the sentence following the Mayor opening the Board of Appeal and Equalization at 7:45 p.m. He also requested that “in lieu of Mayor” be added to the second paragraph under IV. Approval of the Minutes, 1. April 24, 2024, City Council Work Session & Meeting Minutes. He requested that on page 4, the first paragraph the word “would” be replaced with “asked if”, that the first reference of “Staff” in the first sentence of paragraph one under IX. New Business, 1. Grant Pre-Application-Solar on Public Buildings Program – MN Dept. of Commerce be replaced with “Council”, he requested that “depending upon how things were to shake” be removed and add “on structure,” after “depending”. He also requested that “in”, “and” and “for us” be removed from the following sentence in the paragraph. He requested that paragraph two that “sort of” be replace with “so to” in the first sentence, that sentence two be rewritten and that the last sentence the wording “that is utilizing the program” be replaced with “as it is a new program”. He also requested that the stand alone “s” be removed under his report for the Fire Protection Council. Motion by Council Member Sweeney, seconded by Council Member Koski to Approve the May 8, 2024, with the above stated amendments. 4 Ayes, Council Member Taylor abstained. Motion carried. VII. CONSENT AGENDA 1. City of Centerville Claims through May 22, 2024 (Checks #36716-36754 & E2237-E2242) 2. Centennial Lakes Police Department Claims through May 9, 2024 (Checks #15205-15227, E2024035-2024040 & Payroll Check 15202-15204) 3. Centennial Fire District Claims through May 14, 2024 (Checks #9700-9709 & E24005) Mayor Love provided an opportunity for members to pull items for additional discussion. Council Member Koski requested Checks #36747, 36758, 15212 & 9707. Mayor Love stated that all items would be pulled as there were checks that were referenced that were in all of the items. Council Member Koski asked about Check #36747 for engineering fees and whether they were pass through expenditures or internal expenditures. City Administrator Statz stated that the invoice was coded with four different expense accounts with one being punch list items associated with the 2022 Page 3 of 6 City of Centerville City Council Work Session & Meeting Minutes May 22, 2024 Street Project, which would be Streets/General Fund; one being mapping which would be General Fund and the other two were pass throughs (LaLonde Project & Peltier Estates – to developers) and being Escrow Fund that was affected. City Administrator Statz addressed Check #36750 stating that Council approved sharing of the traffic study (TC^2 with the developer so $3,536.25 was coming from the General Fund and $3,536.25 was a pass through to the LaLonde Project developer). Administrator Statz addressed Check #15212, Dodge of Burnsville for the purchase of their new vehicle and Check #9707 which was the quarterly payment to Spring Lake Park, Blaine, Mounds View Fire Department. Council Member Mosher asked about Check #36728 to Hugo Plumbing for the boiler and Administrator Statz stated that the fluids did not have to be changed. Council Member Mosher asked about the maintenance agreement for the new boiler and Administrator Statz stated that he would verify that it was contained. Motion by Council Member Koski, seconded by Council Member Taylor Approve the Consent Agenda as presented. All in favor. Motion carried. VIII. OLD BUSINESS 1. None. IX. NEW BUSINESS th 1. Res. #24-0XX – Adopting the Findings of the CSAH 54 (20 Avenue) Corridor Study and Establishing the Need for the Fairview Street Easement on PID 24-31-22-32-0004 (Amazon) Administrator Statz stated they TC^2 appeared before them and presented the draft study and findings. He stated that what was very important to us was the Amazon easement and realignment of Fairview Street. He stated that upon the Council’s adoption of the Corridor Study, staff would be forwarding a letter to Amazon claiming the easement. He also stated that the city has 10 years to identify the need and an additional 5 years to complete the realignment with funding set aside ($650,000 from the th developer). He stated that a turn lane would be installed along 20 there also and both will be discussed with the County regarding timing. Motion by Council Member Sweeney, seconded by Council Member Taylor to Adopt Res. #24-009 th – Adopting the Findings of the CSAH 54 (20 Avenue) Corridor Study and Establishing the Need for the Fairview Street Easement on PID 24-31-22-32-0004 (Amazon) as presented. All in favor. Motion carried. 2. Drilling Estates a. Preliminary Plat b. Final Plat Administrator Statz reviewed the Request for Council Action contained in the Council’s packet. He briefly stated that it was a simple, straightforward plat and stated that a total of four parcels were involved with two being in Centerville and two being in Lino Lakes. He stated that the lot lines have been straightened and that with this platting it cleans up the legal descriptions and allows for more noticeable lot lines. He stated that the structures/homes were located within Lino Lakes. Discussion ensued that one citizen commented at the public hearing regarding the matter who asked about the process of platting land and had some questions regarding her parcels not being platted. Page 4 of 6 City of Centerville City Council Work Session & Meeting Minutes May 22, 2024 Motion by Council Member Sweeney, seconded by Council Member Mosher to Approve both the Preliminary and Final Plat for the Drilling Estates as presented. All in favor. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Administrator/Engineer Report – Administrator Statz stated that his report was contained in the packet and that he would be happy to address any questions from the Council. He provided the Council with a brief review. He stated that the Public Hearing regarding Tax Increment Financing (TIF) would be on June 12, 2024, at St. Genevieve’s Community Parish Center commencing at 6:30 p.m. Assistant City Administrator Lewis reported that 26,000 gallons/day were released for the Alum Treatment of Centerville Lake for a total of 200,000 gallons for the treatment period. 2. Council Reports a. Taylor – (i) Economic Development Authority – Council Member Taylor gave a call out for local businesses to provide “swag”/branded material for the upcoming Fete des Lacs swag bags provided by the board and stated that they would need 150 by June 21, 2024. Council Member Taylor stated that the Committee would be expanding the offerings to local businesses who utilized the CenterStage program. She also stated that the EDA would be purchasing live floral arrangements that would be placed in the downtown area along Main Street. (ii) Police Governing Board – Council Member Taylor gave no report. b. Koski – Stated that he was unable to attend the upcoming Veterans Breakfast hosted by the City at Kelly’s Korner and that he thanked the city for this event. He welcomed the newly hired Public Works Maintenance Technician, Alex Barmettler. (i) Planning & Zoning Commission – Council Member Koski gave no report. (ii) Fire Steering Committee – Council Member Koski gave no report. c. Sweeney - Stated that he was also unable to attend the Veterans breakfast. (i) Fire Steering Committee – Council Member Sweeney gave no report. (ii) Parks & Recreation Committee – Council Member Sweeney gave no report. (iii) Fire Protection Council – Council Member Sweeney gave no report. d. Mosher – (i) Economic Development Authority – Council Member Mosher gave no report. (ii) Police Governing Board – Council Member Mosher stated that some reminder, digital speed signs had been ordered and would be placed throughout the community as a reminder to drivers and that two officers had been recently hired for a total of 17. e. Love – (i) North Metro Telecommunications Commission – Mayor Love gave no report Page 5 of 6 City of Centerville City Council Work Session & Meeting Minutes May 22, 2024 (ii) Police Governing Board – Mayor Love reported that they had a clean audit and they approved changes to the contract for the Earned Sick and Safe for various classes of the department and update policies accordingly. He stated that last week National Police Officers Week and thanked all officers for their dedication to the service. (iii) Other Mayoral Reports – Mayor Love reminded the audience of the upcoming Public Hearing regarding TIF on June 12, 2024. He also reminded the audience of the Veterans breakfast at Kelly’s Korner on Saturday, May 25, 2024, from 9 – 11 a.m. XI.
