HomeMy WebLinkAbout2024-05-01 P & R Minutes - Approved Approved CITY OF CENTERVILLE PARKS & RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held a Regularly Scheduled Meeting on Wednesday, May 1, 2024, at 6:30 p.m. in Council Chambers. The meeting was live streamed at: https://northmetrotv.com/channel-15-live-stream. I. CALL TO ORDER Chair Errickson-Grahek called the Regularly Scheduled meeting of the Parks & Recreation Committee, to order at 6:31 p.m. 1. ROLL CALL Present: Chairperson Heidi Errickson-Grahek Committee Member Emem Akpan Committee Member Ashley Fuchs Committee Member Brian Peterson Committee Member Katya Port Committee Member Suzanne Seeley Also Present: City Clerk, Ms. Teresa Bender City Council Liaison, Mr. Terry Sweeney Public Works Director, Mr. Paul Palzer Absent: Committee Member Kathy Freiermuth II. APPROVAL OF AGENDA Motion by Committee Member Seeley, seconded by Chair Errickson-Grahek, to add the following agenda item under VI. New Business, 8. Dog Park and to approve the agenda as amended. All in favor. Motion carried. III. APPEARANCES – Mr. Paul Palzer, Director of Public Works Mr. Palzer provided an update regarding the installation of the hydration stations – as of April 29 he was waiting for confirmation from Hugo Plumbing as to when these stations will be installed. Committee Member Seeley asked who is responsible for reporting issues with the playground equipment and other areas of the parks. Mr. Palzer stated that his staff does a weekly check of the parks and makes a written report of their findings. He also stated that a lot of the work will commence once the summer help has been hired, around mid-May. Mr. Palzer provided a copy of several Inclusive playground pieces to members for consideration City of Centerville Parks & Recreation Meeting Minutes May 1, 2024 when replacing/adding additional equipment to existing parks. It was suggested that the 4-slot Kayak Kiosk be installed at Trailside Park, on the south side of the Bald Eagle Waterski Club dock. City would also need to install 1 or 2 sections of dock with a ramp and possibly a gate stating for use of kayakers only. Will need to check on public liability. The Committee members are researching the installation of a Flowerpot metal trunk Tree in Cornerstone Park this year with the possibility of more to be added in the future. The first tree would be 7’ tall and hold 12” to 16” baskets/pots in which annuals would be planted. This type of decorative tree would be substantially less expensive than other prior options. There was discussion about installing irrigation & electricity. In the meantime, irrigation would mean using a pump & wand and electricity would mean solar lights. The Flowerpot Tree is to be placed on the June agenda. Rainbow Tree has been a positive entity in the community. They have been very helpful to the residents and the city. IV. PUBLIC HEARINGS 1. None V. UNFINISHED BUSINESS 1. SESAC/BMI/ASCAP Licensing SESAC, along with BMI and ASCAP are all Performance Rights Organizations (PRO). Almost all copyrighted music is represented by these three organizations with each representing a unique set of songwriters and repertoires of music. Therefore, each organization requires a license as they may only authorize the use of the copyrighted music that each represents. Under US Copyright Law, any municipality using copyrighted music is required to obtain proper licensing authorizations, i.e. a Public Performance License, prior to any music event. By doing so, Centerville will have the legally required permission to play the entire repertoires of these organizations. Motion made by Committee Member Peterson, seconded by Committee Member Seeley to recommend to the City Council to approve the expenditures of $581 for a 2024 license from SESAC and for a 2024 license from BMI., not to exceed $600. All in favor. Motion carried. Currently Centerville has a license from ASCAP for 2024, which is approximately $500 per year. In 2025, Centerville will purchase Public Performance Licenses from all three entities and SESAC and BMI will be added to the 2025 budget. 2. Kayak/Paddleboard Rental Kiosk – Whenever Watersports & Rent.Fun Two companies, Whenever Watersports and Rent.Fun, have provided proposals for a kayak rental Page 2 of 6 City of Centerville Parks & Recreation Meeting Minutes May 1, 2024 kiosk. After researching the proposal from Rent.Fun, Chairperson Errickson-Grahek determined that overall, the costs for a similar project is more expensive than the proposal from Whenever Watersport. Whenever Watersport would provide a kiosk for a 4 slot, single person kayaks for a promotional offer of $9,999 for a five (5) year contract period. The cost covers the kiosk, installation, remote access capabilities, live customer service, ongoing software costs, replacement equipment, local staff conducting weekly system checks and coverage under Whenever Watersports two-million- % dollar general liability policy. Additionally, 20 of revenue generated will be returned to Centerville, allowing an opportunity to recoup a large portion of this investment, while offering this unique service to the community. Some concerns are the need to review WW’s contract, if they have a one-time activation fee & the cost, how to expand the number of kayaks during the season, if needed, concerns about use of kayaks by residents vs nonresidents, balancing current priorities against other projects – maintenance, repairs, replacement i.e. playground equipment, etc. Motion made by Chairperson Errickson-Grahek, seconded by Committee Member Seeley to recommend to the City Council to approve the P & R Committee entering into a 5-year contract with Whenever Watersports for a 4-slot, single person kayak rental kiosk, to be installed at a location to be determined, at a cost of $9,999 over a five year term ($1,999.8 per year), subject to review and approval of said contract by the city attorney. Three ayes, two nays. Motion carried, VI. NEW BUSINESS 1. Acceptance of Centerville Lions Donation The Centerville Lions presented Mayor D. Love with a $500 donation at their Cadillac Dinner Event on April 20, 2024, which is an annual donation. The members of the P & R Committee are welcome to request additional funds, if needed, for any projects that may be underfunded. Motion made by Committee Member Seeley, seconded by Chairperson Errickson-Grahek to accept this $500 donation from the Centerville Lions, with gratitude. All in favor. Motion carried. 2. Additional Volleyball Court – Laurie LaMotte Park A resident contacted Chairperson Errickson-Grahek to inquire if there is a possibility of adding a second volleyball court in Laurie LaMotte Memorial Park. The original court was built in 2013 at a cost of a bit over $18,000. Committee Members would like to see this item added to the Community Priorities survey for public input the weekly Music in the Park and Main Street Market, plus at Fete des Lacs events. This will allow for additional input from residents/attendees and to update the current results. Page 3 of 6 City of Centerville Parks & Recreation Meeting Minutes May 1, 2024 3. Flowerpot Tree – Cornerstone Park This item was discussed under III. Appearances, paragraph 5. This item will be placed on the agenda for June. 4. Main Street Market Sign There was previous discussion to have a sign made that would be like the “Home of the Bald Eagle Waterski Club” for the Main Street Market. The fee for vendors has been increased by $5.per event to allow for the purchase of the sign. Ms. Angela Conley has requested that this sign be installed this year prior to the event commencing. Motion made by Committee Member Errickson, seconded by Committee Member Seeley to recommend to City Council to purchase (not to exceed $300) and have installed a “Home of the Main Street Market” sign at the corner of Centerville Road and Mainstreet on city property. All in favor. Motion carried. 5. 4-Imprint Marketing Items & Volunteer Appreciation Items Several items were presented for consideration as a thank you gift for the volunteers and as giveaways to attendees at Music in the Park and/or Main Street Market. A Kodak 2.5L Dry Bag was selected as the Volunteer Appreciation item and a Fishing Bobber Floater Keychain was selected as the freebie to give to park event attendees. Motion made by Chairperson Errickson-Grahek, seconded by Committee Member Akpan to recommend to City Council to approve the purchase of 150 Kodak 2.5L Dry Bags as the Volunteer Appreciation item at a cost of $682.50 plus $50 Logo Setup and 250 Fishing Bobber Floater Keychains as the freebie to give to park event attendees, at a cost of $447.50 plus $60 Logo Setup. All in favor. Motion carried. 6. Park Facility Use Application – Centerville Elementary School A request has been received from the Centerville Elementary School for use of Laurie LaMotte Memorial Park for end of school year picnics. Motion made by Chairperson Errickson-Grahek, seconded by Committee Member Seeley to recommend to the City Council to approve the Park Facility Permit Application for Centerville Elementary School to use Laurie LaMotte Memorial Park, including the bathrooms, from 11 am to 2 pm on 5/29, 5/30, 5/31 and 6/3, for students to play and have lunch. All in favor. Motion carried. 7. 2024 5/8K Runs Race Coordinator, Ms. Nissa Larson is looking for volunteers for this event. Discussions between Chairperson Errickson-Grahek and Ms. Larson had taken place regarding the following: race sponsorship, free entries for businesses that have organized fitness programs, a medallion and Page 4 of 6 City of Centerville Parks & Recreation Meeting Minutes May 1, 2024 prizes for the winning runners. Committee Member Peterson attends the Fete des Lacs planning meetings representing both the Scouts and the P & R committee. He will inquire if the sponsors will be printed on the back of the run shirts. It was suggested that Ms. Larson also attend as the coordinator of the runs. 8. Dog Park This agenda item is currently on the Community Priorities survey board and may be discussed at a later date. VII. APPROVAL OF MINUTES 1. April 3, 2024, P & R Meeting Minutes Motion by Committee Member Peterson, seconded by Committee Member Akpan to approve the April 3, 2024 regular Meeting Minutes as presented. All in favor. Motion carried. VIII. UPDATES/ANNOUNCEMENTS 1. Staff Updates – Ms. Teresa Bender, City Clerk There were no staff updates. 2. Committee Member Updates a. Fete des Lacs Logo Contest - Committee Member Akpan Winners of the Logo Contest, which ends on May 8th, will need to be determined prior to summer stnd vacation. There will be a 1 Place Winner, 2 Place Winner, and a Honorable Mention from both the Elementary and Middle schools. Mayor D. Love will be presenting awards to the winners. Ms. Lonnie Olson will be sending copies of all the entries from both the elementary and middle schools to each committee member via email. Each committee member should select their top five entries from both the elementary and the middle schools. Then a sub-committee comprised of Committee Members Akpan, Errickson-Grahek and Fuchs will get together to pick the top three entries from each school. The first-place winners will have their logo printed on the shirts for the 5k/8k Runs and will also be used as part of the Fete des Lacs flyer. b. Music in the Park – Committee Member Peterson All the slots have been filled, some with returning bands and others with new bands.
