Recent public input sessions (Town Hall, Music in the Park, etc.) have revealed that there is a broader interest from residents for this type of facility as well. For a number of reasons, LaMotte Park may be a preferred location for a potential building, however it is certainly not the only potential spot for it. Many things will need to be considered, including: facility capacity, uses, parking requirements, location, displaced park functions (if any), financing, timing, rental policies, maintenance and other logistical items. Also tied to this discussion is the status of the existing warming house building. It is in need of serious repair or demolition. At play are a number of publicly and privately held properties on which redevelopment has been explored. Staff will lead a walking tour of the downtown and discuss the various proposals for redevelopment that have been contemplated by landowners over the past few years. We ask the Council to begin the process of imagining what a future downtown looks like to you and to consider what questions you might have for residents to help understand their collective vision for the area as well. CITY OF CENTERVILLE REQUEST FOR COUNCIL ACTION Agenda Item # Department: Requested Council Meeting Date: July 24, 2024 Administration WS 2.1.d TITLE OF ISSUE: City Bus Tour - Well #1 (McBride Park) Re-investment Discussion BACKGROUND AND SUPPLEMENTAL INFORMATION: Water seems to be a hot topic these days, especially when it comes to clean drinking water and especially in the northeast metro. Issues such as PFAS (forever chemicals), the White Bear Lake lawsuit, Manganese (a primary reason Lino Lakes is building a treatment plant) and many others make protecting our water supply as critical as ever. Our city relies on two water supply wells to give us our drinking water. Most of what you use on a day to day basis comes from Well #2 (near city hall). However, the city also has a back-up well; Well #1, near the site of the old water tower. It has been many years since any major investment has been made in this well, mostly because it's only used on rare occasions. Given all of the pressures surrounding us, it is prudent to continue to reinvest in the infrastructure we have. In this case, ensuring Centerville has a reliable and sustainable water supply of its own. Staff will give a short tour of the Well #1 facility and discuss potential improvements. It's program consists of an annual Veteran's appreciation event, Purple Heart Parking Spaces at City Hall and LaMotte Park, display of POW/MIA flag, newspaper ads thanking Veterans, BTYR signage at entrances to the city, education via our website, and participation in the Beyond the Yellow Ribbon NE Metro Network (formerly the Lino Lakes Network). Staff champions the city's program and also works with the BTYR NE Network further their mission. Dorothy Radermacher for the BTYR NE Metro Network will be present a certificate of appreciation to the city for the Veterans' breakfast that was held over the Memorial Day holiday weekend. Dorothy will also provide an overview on the BTYR NE Metro Network. Transfer of Funds: $47,000 shall be transferred from the reserves of City of Centerville to the Centennial Fire District Capital Outlay Fund. 2. Purpose: The transferred funds shall be used exclusively for the purchase of a new fire truck, as identified by the Fire Department. 3. Authorization of Purchase: The City of Centerville hereby authorizes the Centennial Fire District to purchase the apparatus contemplated by this resolution. 4. Authorization of Transfer: The City of Centerville hereby authorizes and directs the City Administrator to effectuate this transfer of funds immediately upon passage of this resolution. 5. Vacancy on the Parks & Recreation Committee Committee vacancy: If you are interested in serving on the Committee, they meet the first Wednesday evening of every month at 6:30 p.m. at City Hall, unless otherwise scheduled. PUBLIC WORKS Solar on Public Buildings Grant The city received notice from the MN Department of Commerce letting us know that we have been selected to submit a full grant application, after passing the initial stage of the vetting process, which assessed our site readiness. The application is due inlate September. If awarded the grant could cover 60% of the costs, up to $72,000, with a federal tax rebate covering a large portion of the remaining 40%. Water Tower Consulting engineers, KLM, have finished their work in performing some tests on the tower’s paint to help understand the scope and timing of a repaint. Staff will be discussing the results of that report with the City Council at an upcoming workshop. Public Works Truck Replacements The 1-ton truck has been delivered and has now been sentout to be outfitted with the dump box and plow assemblies. This subdivision was always a stnd part of the discussion when Old Mill Estates (1 and 2 Additions) was platted. However, the developer needed more time to work out wetland and power line easement issues. With some of those issues more in hand, the proposed subdivision would break up Lot 8, Block 2, into 4 lots (3 new lots). Block 7 Property (Downtown) A developer is scheduled to meet with city staff on 7/23 to discuss a potential senior living development. 1737 Main Street (Block 3) No recent activity. Max Storage The developer is preparing to submit plans for Phase II of the development; a second building of the same size. The next building may contain fewer, larger units. Other than the change in the number of units, it looks like there won’t be any other changes to the site layout. Rehbein Commercial The security for this development has been released. Kwik Trip The city council approved a reduction in the development’s security, with the final escrow release coming at the end of the 2-year warranty period (Dec. ’24) Rehbein Industrial The security for this development has been released. Bay View Villas (Waterworks Site) Application for a wetland permit close-out has now been received by the watershed and is in process for approval. The city continues to be copied on correspondence between the developer and the wetland regulatory agencies; progress is being made towards a resolution on the wetland permit. Several minor punch list items remain. Drilling Estates The county has now authorized plat recording. A copy of the plat will be sent around for signatures. Marshall Properties The owner of 7216 and 7230 LaValle Drive has submitted several concept sketches for a 3 to 5 lot redevelopment encompassing the two existing lots. The 3 lot development would seek to align with R-2A zoning and would need minimal flexibility through a PUD. The two, 5-lot concepts would require PUD flexibility similar to that afforded the Bay View Villas development. The planning and zoning commission reviewed the concept plans at their July 9 meetingand had generally positive feedback for all of the options.
