MEETING NOT APPROVED I. CALL TO ORDER The meeting was called to order at approximately 5:30 p.m. by President Remillard. II. ROLL CALL President Remillard called the roll. PRESENT: President Mark Remillard Vice-President Chris Swenson Councilmember Darrin Mosher Councilmember Raye Taylor ABSENT: Commissioner Smith STAFF: Assistant City Administrator/EDA Executive Director, Athanasia Lewis III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda There were no changes to the agenda. Motion by Commissioner Swenson, seconded by Commissioner Taylor to approve the agenda. All in favor. Motion carried. IV. APPROVAL OF MINUTES The minutes were approved as presented. Motion by Commissioner Swenson and seconded by Commissioner Mosher to approve the September 16, 2024, meeting minutes. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS City of Centerville EDA Meeting Minutes September 16, 2024 1. Bills a. Check List Executive Director Lewis reviewed the bills as presented in the packet. Motion by Commissioner Mosher and seconded by Commissioner Taylor to approve the bills as presented. All in favor. Motion carried. 2. Communications a. None VI. PRESENTATION a. None VII. REPORTS 1. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Executive Director Lewis reviewed the report as presented in the packet. 2. Year to Date Financials Executive Director Lewis reviewed the financial report as presented in the packet. Motion by Commissioner Swenson and seconded by Commissioner Taylor to approve the financial report as presented. All in favor. Motion carried. 3. Ongoing Programs: Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet. Discussion ensued about the Center Stage program and ways to increase participation; suggestions include marketing via email blasts, Admin Reports, and social media. 4. AdministratorÓs Report Executive Director Lewis reviewed the AdministratorÓs Report as presented in the packet. VIII. OLD BUSINESS 1. None IX. NEW BUSINESS 1. Outdoor Lighting Perspectives - Agreement Executive Director Lewis introduced the item as presented, noting that a revision to the agreement, clarifying per year pricing has been added. Discussion ensued about the lights and service. The agreement indicates that the lights are white, but they should be multi-colored. Executive Director Lewis noted that she would ensure this change is made prior to signing the agreement. The lighting is only for the tree in front of City Hall. The Board also discussed having the lights installed on st the tree after October 31, with the option to have them uninstalled at the beginning of February or later. Ћ City of Centerville EDA Meeting Minutes September 16, 2024 Motion by Commissioner Taylor, seconded by Commissioner Swenson to approve the agreement with Outdoor Lighting with the noted revision of updating the agreement to reflect the use of multi-color lights. All in favor. Motion carried. 2. Holiday Lights for City Hall & Decorations Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about lights for the building and the EDA requested that staff work with Commissioner Taylor on lights that would work on both the city hall and fire department. The EDA approved a budget of $1,250 for the lights, with staff handling the installation. Discussion ensued about having the lights installed before Halloween. Motion by Commissioner Mosher, seconded by Commissioner Swenson to approve $1,250 for the purchase of holiday lights with advice from Commissioner Taylor. All in favor. Motion carried. 3. Board Resignation Î Tony Smith Executive Director Lewis introduced this item as presented in the packet. Executive Director Lewis thanked Commissioner Smith for his contribution to the EDA and the Board wished Tony all the best. Motion by Commissioner Mosher, seconded by Commissioner Taylor to accept EDA Member Tony SmithÓs resignation. All in favor. Motion carried. 4. Small Business Saturday Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about how the Board would like to support local businesses. The EDA asked staff to work with Michelle Koch, President of the Centennial Area Chamber to explore ideas. The Board also asked staff to send an email to businesses to gauge their interest in event participation via in person or online. The EDA also talked about preparing a guide for residents to increase awareness about business offerings/services. 5. Placemaking Î Cornerstone Park Executive Director Lewis introduced this item as presented. Discussion ensued about being open to providing financial support to enhance features with a smaller tree or customization features that exceed the approved budget from the Park Dedication Fund. The Board recommended that the EDA and City Council have an opportunity to see what the tree looks like. No financial commitment was made at this time and further discussion will resume at a future meeting. X. The 3-year plan will outline areas of focus for ACRED. Centennial Area Chamber (formerly the Quad Area Chamber) has a new logo and a lot of exciting events on the horizon. Please visit the Chamber's page for more information. HBA - a their last meeting, the HBA heard a brief presentation by Xcel representatives & behind the scenes tour of the training facilities. Center Stage - Staff and design consultant Michelle Koch met with Royalty Cuts and No Name Services, LLC to discuss EDA programs and ways that the program could help with marketing. Michelle is also working with VK Paint Protection about marketing services she could provide. Business Revolving Loan and Grant Program - No new activity, however staff reached out to Kelly's to inquire about the status of their fence quotes. The 5K is a fun run, costumes are acceptable, well-behaved animals are also allowed and there is a half mile kids turnaround so all ages can join. If you are a business interested in having a vehicle in the Trunk or Treat event, please register at: https://forms.gle/dUdJHP4vAccVdmgZA. Movie in the Park Garfield was a hit, with around 100 people attending this yearÓs Movie in the Park. Thanks to all the volunteers and those who came out. ELECTIONS Early Voting Just a reminder that early voting is now available during regular business hours, at City Hall (M-F; 7:30 AM Î 4:00 PM). Our elections staff has already handled around 40 voters. CENTERVILLE CARES As you know, there are several non-profit organizations that arededicated to helping those most vulnerable by providing meals to food pantriesand by promoting hunger awareness. The Centennial Fire District, in partnership with Meals from the Heart, is hosting a meal packing event at Fire District #3 on October 26. Volunteers will be packing 20,000 meals that will be provided to food pantries in the Centennial District area. ECONOMIC DEVELOPMENT Economic Development Authority (EDA) Seeking to Fill Board Vacancy There is currently an opening on the CityÓs Economic Development Authority (EDA). The EDA meets on the third Wednesday of each month at 5:30 p.m. at city hall. The EDA provides programs that attract and retain businesses, and the Board embraces rich and diverse points of view and values teamwork, working for the benefit of the City. Monthly Small Business Call Every month, the Minnesota Employment and Economic Development Office of Small Business and Innovation hosts a call. Join the conversation on the 2nd Tuesday of the month at 2:00 p.m.These callas provide an excellent opportunity for small business owners to have a conversation with business experts and their peers. EDA Programs for Businesses The Centerville EDA has a few programs that help support local businesses. The Centerstage program assists businesses with marketing. The Blue Sign Program assists eligible businesses advertise on the freeway. The Loan & Grant programs assist businesses with façade enhancements. Grant applications are currently being accepted. ADMINISTRATION Meeting and City Hall Schedule October 16, 2024, 5:30 p.m. Î Economic Development Authority October 23, 2024, City Council Work Session, 5:00 p.m., 6:30 Regular Meeting November 6, 2024, 6:30 p.m. Î Parks & Recreation Committee November 12, 2024, 6:30 p.m. Î Planning & Zoning Commission Public Hearing on Zoning Regs for Cannabis Sales ENGINEERING TH 20 Avenue (CSAH 54) Corridor Study Staff recently met with County Engineering staff to discuss the timing, funding and logistics for projects along the corridor. County staff will be sending a draft of the schedule for the various projects along with cost share estimates to the cities in the next month or two. 2025 Thin Overlay Project The City Engineer and Public Works Director have been examining streets and working with the Finance Director to scope a potential overlay project for 2025. The street fund has roughly $1 Million in available cash to spend. An overlay project was last done in 2022. For the past 10 years or so, the city has been doing bituminous (blacktop) overlays in lieu of seal coating. The overlays aim for a cycle of around 15 to 20 years, where seal coating was on a 5 to 7 year rotation. In the end, the overall cost is roughly the same, but we believe the results are better with the overlays. Homes along the route of the overlay project are generally asked to contribute a small portion of the cost (usually about 20%), through special assessments. The remaining costs come from the street fund which is supported by general levy taxes and franchise fees. PUBLIC WORKS Solar on Public Buildings Grant City staff has been working with the State officials and the contractor to submit a final grant application. The project would place solar panels on city hall and the fire station capable of supplying up to 40 kW of AC power to city hall. Excess power will be pushed to the power grid.
