Ms. Sundquist has decided that it is time to retire from the position and allow another, eager judge, to step into her footsteps and hold the title. The City of Centerville appreciates Ms. Sundquist's dedication to the community and her fair and legal diligence while serving. COST AND SOURCE(S) OF FUNDING: N/A REQUESTED COUNCIL ACTION: Motion to approve the proclamation contained in the packet as presented. For ClerkÓs Use: SUPPORTED DOCUMENTS ATTACHED Motion By: ____________________________________ Resolution Ordinance Contract Minutes Plan Map Second By: ____________________________________ Vote Record: Aye Nay _____ Proclamation Other (specify) ____________ __________ ___ _______________________________________________________________ _____ _____ _________________________________________________________________________ Administration Department Use: Refer to: _________________________________ Consent Tabled Until: ______________________________ Regular Other: ___________________________________ CITY OF CENTERVILLE PROCLAMATION Head Election Judge Shirley Sundquist WHEREAS, Shirley Sundquist has showed her political activism by devoting numerous hours of her personal time to being trained to serve in the capacity of Election Judge, Head Election Judge while balancing her personal life of a husband and a gamut of other organizations that she devotes her time to; and WHEREAS, she has served her community for 24 years; and WHEREAS, she has taken pride in being prompt, working until the polls were closed and all accounting had been generated and reconciled; and WHEREAS, she has exhibited her education and attention to detail in the electoral processes ensuring regulated methodologies were utilized in providing a fair and legal voting process for candidates and residents alike; and WHEREAS, Shirley has been well respected by her peers, never faltered with her responsibilities and always shown the true teamwork mentality by having concern for others and their recognition of service throughout the years; and WHEREAS, Shirley officially passes the Head Election Judge title on to others that may desire to serve in the capacity as of November 5, 2024. NOW, THEREFORE, BE IT RESOLVED that the City of Centerville acknowledges, with sincere appreciation, the dedication and loyal service of Shirley Sunquist for her 24 years of distinguished service to the residents of our city. BE IT FURTHER RESOLVED that the City Council, staff and residents extend their congratulations and best wishes to Shirley and her family for the many years of health, happiness, and success in retirement. COST AND SOURCE(S) OF FUNDING: N/A REQUESTED COUNCIL ACTION: Read Proclamation For ClerkÓs Use: SUPPORTED DOCUMENTS ATTACHED Motion By: ____________________________________ Resolution Ordinance Contract Minutes Plan Map Second By: ____________________________________ Vote Record: Aye Nay _____ Other (specify) ____________ __________ ___ _______________________________________________________________ _____ _____ _________________________________________________________________________ Administration Department Use: Refer to: _________________________________ Consent Tabled Until: ______________________________ Regular Other: ___________________________________ CITY OF CENTERVILLE PROCLAMATION Public Works Technician, Tedd Peterson WHEREAS, Tedd Peterson was hired by the city as a Public Works Technician in 1999 after an early career that included working for the city of St. Paul in various roles, and WHEREAS, Tedd has taken on many responsibilities over the years, including managing the cityÓs summer workforce, which usually includes college aged individuals, providing a safe, friendly and fun atmosphere for these young workers, and WHEREAS, among other project and programs, Mr. Peterson has been heavily involved in stormwater pond maintenance, street construction, and drinking water compliance, winning awards for the quality of our water, and WHEREAS, Tedd has a long history of being the Labor UnionÓs representative during contract negotiations, and has demonstrated an ability to work cooperatively towards amicable agreements that have served both the union and city well, and WHEREAS, Tedd has made his home here in Centerville, making his commitment to our community even stronger, and NOW, THEREFORE, BE IT RESOLVED that the City of Centerville recognizes and appreciates the 25 years of service given to the city, by Tedd Peterson. That Chapter 122 shall be adopted, as follows: REGULATION OF ADULT USE CANNABIS BUSINESS OPERATIONS Sec. 122-101. Purpose. The purpose of this ordinance is to establish State licensing, City registration, and business operational requirements related to Adult Use Cannabis Products in the City of Centerville. Sec. 122-102. Findings of City Council. The City Council makes the following findings regarding the need to regulate, register, and inspect business establishments that sell certain cannabis products: (1) The purpose of this ordinance is to implement the provisions of Minnesota Statutes, chapter 342, which authorizes the City of Centerville to protect the public health, safety, and welfare of its residents by regulating Cannabis Retail Businesses within its legal boundaries (2) Due to the passage of this new law by the Minnesota Legislature, the City Council believes the following rules, regulations, and standards for registering the sale of cannabinoid products are necessary to promote and protect the public health, safety, and general welfare of the residents of Centerville. Sec. 122-103 Denitions. Unless otherwise noted in this section, words and phrases contained in Minn. Stat. 342.01 and the rules promulgated pursuant to any of these acts, shall have the same meanings in this ordinance. Adult-Use Cannabis Product means a cannabis product that is approved for sale by the OCM or is substantially similar to a product approved by the OCM. Adult-Use Cannabis Product includes edible cannabis products but does not include Medical Cannabinoid Products or lower-potency hemp edibles. Cannabis Retail Business means a business licensed by the OCM and registered with the City to sell Adult-use cannabis products directly to customers including Medical Cannabinoid Products. Cannabis Retail Business does not include any other cannabis State license types including those who may have a combination license, which includes a retail component. Daycare means a location licensed with the Minnesota Department of Human Services, including residential locations, to provide the care of a child in a residence outside the child's own home for gain or otherwise, on a regular basis, for any part of a 24-hour day. Medical Cannabinoid Product is as dened under Minn. Stat. 342.01 subd. 52. Medical Cannabinoid Product does not include Adult-Use Cannabis Products or hemp-derived consumer products. Oce of Cannabis Management means the Minnesota Oce of Cannabis Management, referred to as ÐOCMÑ in this ordinance. Preliminary License Approval means an OCM pre-approval for a Cannabis Retail Business license for applicants who qualify under Minn. Stat. 342.17. Residential Treatment Facility is as dened under Minn. Stat. 245.462 subd. 23. Retail Registration means an approved registration issued by the City of Centerville to a state- licensed Cannabis Retail Business. School means a public school as dened under Minn. Stat. 120A.05 or a nonpublic school that must meet the reporting requirements under Minn. Stat. 120A.24. State License means an approved license issued by the OCM to a Cannabis Retail Business. Sec. 122-104. Personal Adult Use of Cannabis. Personal adult use, possession, and transportation of cannabis flower and cannabinoid products shall be allowed as authorized under M.S.A §342.09 and as regulated by City Code. Sec. 122-105. Limit of Privately Held Cannabis Retail Businesses Licensed in the City of Centerville. (a) The number of licensed cannabis retailer businesses in the City that may receive a retail registration is limited to one (1) private business for every 12,500 residents. (b) If Anoka County has the equivalent of one (1) active Cannabis Retail Business registration for every 12,500 residents in the County, then the City shall not be required to register additional state-licensed private Cannabis Retail Businesses. Sec 122-106. City of Centerville Operated Cannabis Retail Businesses. The City of Centerville may operate Cannabis Retail Businesses at the discretion of the Centerville City Council. A City operated Cannabis Retail Business shall not be counted against the license limits under Section 122-105(a). Sec. 122-107. State of Minnesota Issued Cannabis License Required. All licensees under this Article must obtain a license from the OCM prior to selling any adult-use cannabis products and must comply with the provisions of this Article and all state and federal laws and regulations. Sec. 122-108. City Cannabis Retail Business Registration Required. Before making retail sales to customers or patients, a Cannabis Retail Business must register with the City and pay the City Registration fee. A violation of this Section shall subject the violator to a civil penalty, as set forth in the CityÓs Fee Schedule, in an amount not to exceed $2,000 for each violation. Sec. 122-109. City Registration and Renewal Fees. The City registration and renewal fees are established as part of the CityÓs official Fee Schedule adopted annually and amended from time to time, are nonrefundable, and shall be charged as part of the registration process or renewal process as the case may be. A Cannabis Retail Business licensed to sell both adult-use cannabis and Medical Cannabinoid Products at the same location may only be charged a single City registration or renewal fee, as the case may be. The initial registration fee shall include the initial retail registration fee and the rst annual renewal fee. Subsequent renewal fees shall be charged at the time of the second renewal and each subsequent annual renewal thereafter. Sec 122-110. City Registration Application Submittal. The City shall issue a retail registration to a state-licensed Cannabis Retail Business that adheres to the requirements of Minn. Stat. 342.22 and all requirements of this ordinance. (a) An applicant for a retail registration shall ll out an application form, as provided by the City of Centerville. The form shall include, but is not limited to: (1) Full name of the property owner and applicant; (2) Address, email address, and telephone number of the applicant; (3) The address and parcel ID of the property for which the retail registration is sought; (4) Certication that the applicant complies with the requirements of all local ordinances; (5) Required Registration Fee; and (6) A copy of a valid state license or written notice of OCM license preapproval. (b) Once an application is considered complete, the City of Centerville shall inform the applicant as such, process the registration fees, and forward the application to the City Council for approval or denial. (c) The registration fee shall be non-refundable once processed. (d) A state-licensed Cannabis Retail Business application shall not be approved if the Cannabis Retail Business would exceed the maximum number of registered Cannabis Retail Businesses permitted under Section 122-105. (e) A state-licensed Cannabis Retail Business application shall not be approved or renewed if the applicant is unable to meet the requirements of this ordinance. (f) If multiple valid applications for retail registration exceeding the number of registered Cannabis Retail Businesses permitted under Section 122-105 are received by the City at the same time, the issuance of retail registrations shall be in accordance with a lottery system conducted by the City. Sec. 122-111. Issuance of City Registration. (a) The City will issue a City Registration to a Cannabis Retail Business that: (1) has a valid license issued by the OCM; (2) has paid the registration fee or renewal fee pursuant to Sec. 122-109; (3) is found to be in compliance with the requirements of Minnesota Statutes Chapter 342 at any preliminary compliance check that the City performs; and (4) is current on all property taxes and assessments at the location where the retail establishment is located. (b) Before issuing a retail registration, the City may conduct a preliminary compliance check to ensure that the Cannabis Retail Business is in compliance with the applicable operation requirements and the limits on the types of Adult-use cannabis products that may be sold. (c) The City issued registration may not be transferred. Sec 122-112 Location Change Within City Limits. A state-licensed Cannabis Retail Business shall be required to submit a new application for City registration under Section 122-110 if it seeks to move to a new location still within the legal boundaries of the City of Centerville. Sec. 122-113 Renewal of Registration. (a) The City registration shall be required to be renewed when a license is renewed with the OCM. (b) A Cannabis Retail Business shall apply to renew registration on a form established by the City. (c) The City may charge a renewal fee for the registration starting at the second renewal, as established in the CityÓs Fee Schedule. (d) The application for renewal of a retail registration shall include, but not be limited to, Items required under Section 122-110. Sec. 122-114. Certain Locations or Areas ineligible for City Cannabis Registration. (a) Cannabis Retail Businesses may only be located in the CityÓs B-1 or B-2 District and pursuant to a conditional use permit issued by the City. (b) No registration shall be granted to: (1) Any Cannabis Retail Business that is not in full compliance with this Code, the City's zoning regulations, the building code, the fire code, and all provisions of state and federal law; (2) A Cannabis Retail Business seeking to operate within 1,000 feet of a school; or within 500 feet of (i) a day care; (ii) a residential treatment facility; (iii) an attraction within a public park that is regularly used by minors, including a playground, athletic field, tennis/pickleball courts, ice arena, or related, as officially mapped by the City and approved by the City Council; or (iv) another Cannabis Retail Business or Cannabis Retailer in the City. (c) Nothing in this Section shall prohibit an active Cannabis Retail Business seeking registration from continuing operation at the same site if a school, daycare, residential treatment facility, or an attraction within a public park that is regularly used by minors moves within the minimum buer zone. Sec. 122-115. Cannabis Retail Business Hours of Operation. Cannabis Retail Businesses are limited to the retail sale of Adult-Use Cannabis Products between the hours of 10:00 A.M. to 10:00 P.M. Monday through Saturday. Sec. 122-116. Cannabis Retail Business Building Conditions. A licensed and registered Cannabis Retail Business shall maintain compliance with state and local building, fire, property maintenance, nuisance, and zoning requirements and/or regulations. Sec. 122-117. Compliance Checks and Inspections. (a) The City, its police department, or its designee, shall conduct compliance checks of every Cannabis Retail Business with a retail registration issued by the City at least once each calendar year. The checks shall assess compliance with age verification requirements, the applicable operation requirements, and the applicable limits on the types of Adult-Use Cannabis Products being sold. Said compliance checks may be performed by a law enforcement officer or a City employee. (b) The City must conduct unannounced age verification compliance checks at least once each calendar year. Age verification compliance checks must involve persons at least 17 years of age but under the age of 21 who, with the prior written consent of a parent or guardian if the person is under the age of 18, attempt to purchase Adult-Use Cannabis Products under the direct supervision of a law enforcement officer or a City employee. Sec. 122-118 Registration Suspension and Cancellation; Notice to Office; Penalties. (a) If the City determines that a Cannabis Retail Business is not operating in compliance with the requirements of this Article or M.S.A. Chapter 342, or that the operation of the business poses an immediate threat to the health or safety of the public, the City may suspend the retail registration of the Cannabis Retail Business. The City shall immediately notify the OCM of the suspension in writing and shall include a description of the grounds for the suspension. (b) The OCM shall review the retail registration suspension and may order reinstatement of the retail registration or take any action described in M.S.A §§ 342.19 or 342.21. (c) The retail registration suspension may be for up to 30 days unless the OCM suspends the license and operating privilege of the Cannabis Retail Business for a longer period or revokes the license. The business may not make sales to customers if their registration is suspended or revoked. (d) The City may reinstate the retail registration if the City determines that the violations have been resolved. The City must reinstate the retail registration if the OCM orders reinstatement. (e) No Cannabis Retail Business may make any sale to a customer or patient without a valid retail registration. The City may impose a civil penalty of up to $2,000 for each violation of this paragraph. Sec. 122-119 Civil Penalties. Subject to Minn. Stat. 342.22, subd. 5(e) the City may impose a civil penalty, as specied in the CityÓs Master Fee Schedule, for registration violations, not to exceed $2,000. Section 2. Effective Date. This ordinance takes effect upon its adoption and publication. Section 3. Summary Publication. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Centerville, due to the lengthy nature of this Ordinance has directed that this title and summary be prepared for publication pursuant to Minn. Scope This policy applies to all external requests to City staff for decorative lighting of city facilities. Definitions City Hall, a facility where city business is conducted and where city boards and commissions hold monthly meetings. The building is located at 1880 Main Street. Fire Station #3, a facility that serves as administrative offices for Centennial Fire Department staff and emergency response vehicles. The building is located at 1800 Main Street. Public Works - a facility where city operations are conducted and where city infrastructure is stored. The building is located at 2085 W Cedar Street. In general, consensus was that the costs we a bit much. Staff revisited the idea, adding some environmental components, ultimately landing on an irrigation system utilizing a stormwater reuse system. Grant funding for up to 50% of the costs may be available from the Rice Creek Watershed District. Staff is seeking authorization to apply for said funds. COST AND SOURCE(S) OF FUNDING: $90,000 - $45,000 grant and $45,000 city funds (Storm Water Utility Fund) REQUESTED COUNCIL ACTION: Motion to authorize a grant application to the Rice Creek Watershed District for a stormwater reuse system at the City Hall Campus. We lost over $196,000 in revenue from the combination of a one-time public safety grant of $171,186 and the loss of $25,315 in Local Government Aid. Staff is recommending that all funds from the closed bond fund for 309 - Police Station Construction, currently anticipated to be more than $65,000 at year end, be transferred in as a revenue source to offset part of this loss. To cover the remaining loss and the expenditure increase the General Fund property tax levy must go up by $286,238 to balance the budget. The following chart identifies revenue changes of $4,000 or more in the General Fund budget. The debt service levy decreased only slightly for 2024. That created a larger reduction for the 2025 budget. Staff proposed a reduction of $53,488 in the debt service levy for 2025 to which council agreed. This drops the total 2025 levy increase down to $232,720 or a 7.7% increase over 2024. Even at that level, Centerville is still in the bottom half of Anoka County cities. We are also below the statewide average levy increase of 8.8% as calculated by the Minnesota Department of Revenue. But that does not mean the average property owner will see 7.7% as their tax increase. The levy increase is offset by a substantial increase in the cityÓs tax capacity due to recent commercial and industrial construction including Amazon, Kwik Trip, and Sutton Transport. The median increase in home value for Centerville is 3.36%. The change in Market Value Homestead Credit for 2025 provides for a larger credit for all homes valued below $517,200. The effect of these changes mean that the theoretical average home valued at $351,550 in 2023 that increased to $363,350 (a 3.36% increase) will only see an increase of about 1.4% or about $19 more in city taxes. The bad news is that doesnÓt necessarily hold true for higher valued homes Î meaning those over $500,000. After a property reaches $500,000 in value the tax capacity goes up by 1.25% rather than 1%. Properties valued over this amount will see an increase of around 1.2% more than their property value increase. This means a home valued at $532,120 in 2023 and increasing 3.36% up to $550,000 in 2024 will see an increase of 4.53% or $98 in their city property tax. This action is finalizing the process staff last discussed with City Council members on November 8, 2023. At that point, staff had proposed a potential transfer of $300,000 from both Water and Sewer for a total cash infusion of $600,000. There have been a number of project changes since that time. There have been changes to all areas that have moved out some of the need. We can make the fund solvent with a transfer of $250,000 this year and annual transfers in of $60,000. Staff proposes that the following allocation of funds be used for transfers. Fund One-Time Transfer Ongoing Transfers starting in 2025 Water $100,000 $25,000 Sewer $100,000 $25,000 Storm Water $ 50,000 $10,000 Equipment Replacement Fund City Hall Staff is still investigating new financial software solutions. Clearly, we wonÓt be able to get that done in the next two months, so we have moved the funding to 2025. We arenÓt sure we will need all that funding if we go with a cloud-computing solution. Most of the software we are reviewing is not premise based any longer, so the initial costs might be lower, but there would be a corresponding increase in annual maintenance costs with a cloud computing solution. Staff is unable to project a corresponding decrease in costs with Metro-INET at this time. Metro-INET recommends computer equipment be replaced every five years. We attempt to keep them longer if they are in good physical shape and still support the current software platforms, but we had to replace two computers this year. We moved $9,000 out of the original $12,000 to next year and updated the amounts in later years. The Fire Hall roof replacement has been moved out to 2034 based on the recent assessment of its condition related to the installation of solar panels. Park & Recreation We made major changes to the park replacement schedule earlier this year. We now have a plan to replace all our playground equipment in the next 15 years. Those changes as adopted at the September 11 council meeting are reflected in the attached schedule. Public Works We have many changes in this area due to truck purchases. We purchased a 1-ton truck that Council authorized but did not sell the old one. We will need to replace that truck for snow plowing and summer help purposes, since we have been limited in our ability to purchase vehicles through the state Cooperative Purchasing Venture due to manufacturer restrictions. We have also moved a pickup that we chose not to replace this year to 2024 with a 5% increase included in the price. This is based on what staff expects with the UAW wage increases and general inflation trends. We have also included those replacements in six years again based on our general practice to maximize resale value. We also did the same for the pickups purchased in 2021 for replacement in 2027. The biggest change comes from the two dump/plow trucks. Lino Lakes replaced two trucks in 2023 and their cost was $310,000. If we use that information and a 3% inflation factor, then we come to the $329,000 price included for next year on the 2001 Sterling Truck. We inflated that figure by 3% annually to get the 2007 Sterling Truck replacement in 2031. Cash Flow The big change we made to the revenue schedule was to add the $100,000 in additional transfer from the General Fund that Council made in September of this year. That added to the $250,000 proposed with the current action brings us to a total transfer in of $350,000 for the year. We continued the proposed $60,000 annual transfers in the following years along with a 3% inflation factor. These transfers are justifiable based on the amount of use this equipment gets in performing enterprise fund related tasks. Having said all this, the fund goes into deficit in 2025 with the purchase of the new dump truck without a cash infusion and stays in deficit with the purchase of the second dump truck. These are once in 20+ year purchases. It doesnÓt seem to make sense to raise the annual contribution too high just to cover these expenditures and then drop down again after these two purchases. That defeats the process Council has followed of making incremental changes and keeping tax levy increases on a low, steady basis. Conclusion Staff recommends that the council adopt the proposed purchase schedules and transfers as presented. Since the proposed development is adjacent to jurisdictional boundaries of the city, it is required by state law that the city receive notice of the public hearing and be given an opportunity to submit comments on the proposed development. Administrator Statz drafted a memo with recommendations on the proposal and the Planning Commission motioned to submit the comments to Lino Lakes. These comments have been submitted to Lino Lakes and a copy of Administrator Statz's memo is included in the December 11th council packet (see attached). As part of the aforementioned discussion, the Planning Commission expressed interest in notifying residents via multiple platforms, including direct mailings, about the Peltier Ponds development proposal. The arrow below shows the development in relation to the CentervilleÓs Future Land Use Map from the Comprehensive Plan. Zoning The proposed zoning for the project is a combination of low, medium, and high density th residential areas. The higher density housing is positioned along 20 Avenue and on the south side of the development, nearest the city boundary. However, there is a large buffer of wetlands in between. There is an area of upland along the city boundary, which does not show any homes proposed. It is unclear whether this area may be developed in the future, especially if there were road access from the south (connecting into future Centerville development). Notably, there is a large piece of property adjacent to Centerville, to the southwest of this development which is not part of this proposal. Road and TrailConnectivity One element of adjacent development often important to review is the connectivity of road and trail networks. These facilities become part of the larger community where residents of both cities expect continuity in their transportation and recreation routes. Most residents using the roads and trails wonÓt know whether they are in Centerville or Lino Lakes. The arrows below show potential trail and road connections, Mill Road on th the west and 20 Avenue on the east, respectively. Mill Road Although the development proposal is not immediately adjacent to Centerville at Mill Road, it is important that both a road network and trail network be put in place, ready to be bridged by the eventual development of the property in between. It appears that the southern extension of Gordon Avenue Northwill offera logical through route for Mill RoadÓs extension to the north. This route also appears to feature a trail or sidewalk along the east side of the road. This works well with the existing sidewalk along Mill Road in Centerville. It is not clear whether or not Peltier Lake Drive will be severed as part of this development or not. In other words, will northbound traffic on Mill Road, end up at a dead end on Peltier Lake Drive. Again, it seems appropriate that eventually, Mill Road would become Gordon Avenue North, but it is not clear what happens in theinterim. th 20Avenue (CSAH 54) th The east portion of the development borders the existing right-of-way of 20 Avenue (CSAH 54). This road connection is also important. The development plan shows just th one connection to the busy county road, making for efficient access, keeping 20 Avenue free of unnecessary side-roads. th A trail is not shown along the west side of 20 Avenue. However, a wider, multi-use th trail already exists along the east side of 20 Avenue. The use of the east-side trail, unfortunately, requires crossing the county road. A trail stubbed to the south may be a good way for folks on the west side of county road to have a self-contained trail and sidewalk loop linking Centerville and Lino Lakes without the need to cross. Some trail rd work would need to be done in Centerville to make this connection between 73 Street th and the proposed new development. The potential of a trail along the west side of 20 rd Avenue, north of 73 Street has been discussed in recent years as the Peltier Estates development was examined. Further exploration of this idea should be a priority for both cities. East-West Connection to Future Development It will be important for the east-west road which runs through the high density townhome th area to be constructed to dimensions which support a viable through route between 20 Avenue and the future development area as shown in the map below. Without this route, rd traffic from the future development area will be likely to use Mill Road and 73 Street as th their primary in-and-out to 20 Avenue. Parks A park is shown in the southwests corner of the development with lakeshore access. More information about the potential uses of this park should be gathered. If the park were used for boat access, this may be a concern to existing lakeshore homeowners. Utilities It is staffÓs understanding that the development will be served by Lino LakesÓ sewer and water utilities. We do not anticipate any interconnection between the two citiesÓ utility infrastructure as part of this development. Conclusions and Recommendations Staff offers the following comments for consideration by the Planning Commission to be forwarded to the City of Lino Lakes: th 1. A trail should be considered along the west side of 20 Avenue between the southern border of Lino Lakes and the entrance road to the development. 2. The east-west road through the high density townhome area should be designed to handle traffic from the future development area directly to the west. 3. Further information on the uses proposed for the lakeside park should be provided. 4. It is assumed that Gordon Ave. North will connect to Mill Road, through the undeveloped area, at some point in the future. A trail connection through that area should be planned as well. It should be clarified what happens to Peltier Lake Drive in the interim (i.e. will it be dead ended?). ENGINEERING TH 20Avenue (CSAH 54) Corridor Study Staff recently met with County Engineering staff to discuss the timing, funding and logistics for projects along the corridor. County staff will be sending a draft of the schedule for the various projects along with cost share estimates to the cities in the next month or two. 2025 Thin Overlay Project The City Engineer and Public Works Director have been examining streets and working with the Finance Director to scope a potential overlay project for 2025. The street fund has roughly $1 Million in available cash to spend. An overlay project was last done in 2022. For the past 10 years or so, the city has been doing bituminous (blacktop) overlays in lieu of seal coating. The overlays aim for a cycle of around 15 to 20 years, where seal coating was on a 5-to-7-year rotation. In the end, the overall cost is roughly the same, but we believe the results are better with the overlays. Homes along the route of the overlay project are generally asked to contribute a small portion of the cost (usually about 20%), through special assessments. The remaining costs come from the street fund which is supported by general levy taxes and franchise fees. PUBLIC WORKS Solar on Public Buildings Grant Grant documents have been signed and sent in to the state. A kick-off meeting with the contractor will be scheduled shortly. COMMUNITY DEVELOPMENT Planning and Zoning Commission The Planning and Zoning Commission met on December 4, 2024, and conducted the following business: A public hearing was held on the Table of Allowed Uses Î an update to the table to include uses that are not currently included on this table. The item was tabled for further discussion at the CommissionÓs January meeting. Reviewed and commented on Peltier Ponds Development (Libel property) because it is in an Adjacent Jurisdiction. This subdivision was always a stnd part of the discussion when Old Mill Estates (1 and 2 Additions) was platted. However, the developer needed more time to work out wetland and power line easement issues. With some of those issues more in hand, the proposed subdivision would break up Lot 8, Block 2, into 4 lots (3 new lots). Block 7 Property (Downtown) The prospective developer again met with city staff the week of October 28 and presented some renderings of potential townhomes. Staff discussed architectural requirements, CDBG grant restrictions and other logistical issues with the site. 1737 Main Street (Block 3) Staff received a call from a business owner asking about using Block 3 as a place for a new building to house their Photography Studio. The business currently rents space in Minneapolis and is looking to build and own their own structure. Their initial thoughts were to build a single-story commercial building of around 3,500 Î 5,000 square feet. The potential owners were set to look at the site this week and get back to city staff sometime in the next few weeks with any concerns. Max Storage The developers of Max Storage have decided wait until spring to begin construction of Phase II. A sign permit application has been submitted for a permanent sign to be installed for Caliber Collision, a tenant in the existing building. A temporary sign hangs where the permanent sign will end up. 2062 Fairview Street Î Design House Greetings Design House Greetings is considering a second building to expand their current operation in Centerville. A concept plan was reviewed at the Planning and Zoning Commission meeting on September 3. A formal Site Plan Review application is anticipated in the coming weeks. Kwik Trip The city council approved a reduction in the developmentÓs security, with the final escrow release coming at the end of the 2-year warranty period (Dec. Ó24) Bay View Villas (Waterworks Site) At the last City Council meeting, final payment of outstanding claims was authorized. A final accounting of the escrow account is being completed and a refund of any remaining funds will be sent in the coming weeks. 1687 Westview Street (LaLonde Property) An application for a Comprehensive Plan Amendment to change the guided land use from Central Business District/Mixed Use to Public/Institutional, along with an application for a subsequent rezoning from M-2 Mixed Use Neighborhood to P-1 Public were jointly submitted by the landowner and school district on October 15, 2024. A public hearing for these zoning applications was held on November 12, at 6:30 PM at City Hall. The Planning Commission took public comment and ultimately recommended approval of both zoning requests. The City Council approved these requests at their December 5, 2024, meeting. Staff is preparing the submittal to the Met Council for the Comprehensive Plan Amendment as the final step in the process. st 7075 21 Avenue S. st The cityÓs Zoning Administrator issued a Zoning Letter to a prospective buyer of the property at 7075 21 Ave. S. The requester is a real estate related business, installing signs and sign posts for various relators around the metro area. The operation would feature 6 full time employees and 4 part-time, seasonal employees. The business would occupy about 7,500 square feet and may look to lease the remaining 5,000 square feet. In general, the letter supported the use as allowed under the zoning code and/or as a legal non- conformity, siting the continuance of the existing use. No major changes to the property are proposed at this time. We understand the business to have a purchase order in place, moving forward with their due diligence process before finalizing the acquisition.
