Paul has always collaborated with surrounding cities and as early as 1995 when he was the
unofficial emergency response/back-up person for the city of Hugo for several years, as Hugo only
had one Public Works Staff. He also served as the Centerville's emergency representative to Anoka
County, FEMA and BCA. Paul spearheaded environmentally friendly practices, and Centerville
became the first of surrounding cities to implement a salt reduction program utilizing the use of
salt -brine roadway treatment. He followed up with creating a consortium with Lino Lakes, Hugo,
Circle Pines and Lexington to receive grant to buy equipment for these cities to starttheir salt brine
program. Paul was also instrumental as a founding member of the Anoka Wellhead Group and
surrounding city's back-up building inspector group. Paul was a volunteer for the MN Building
Official's emergency response team until2023.
In 1994, Paul became the 15731' Minnesota Certified Building Official in Minnesota and is currently
the 2Wh longest Licensed Code Official in the State. He also served as Lexington's Designated
Building Official for 2 years. He has achieved many certificates of expertise in building inspections
including the ICC; International Code Council's Certified Building Inspector, Certified Building
Plans Examiner, Certified Building Official and most prominently a Building Code Specialist, the
highest combination certificate of any Building Official in the State. Paul has coached 4 inspectors
of which three have become Designated Building Officials for MN cities.
Paul holds a MN Class D Water and Wastewater License and has mentored 8 staff members in
receiving their licenses over the years. He created a pond inventory program for the over 100 ponds
in the city. Paul has represented the city with the Anoka County Wellhead, Highway, Parks and
Emergency Service Groups; MNWARN, RCWD, MDH, MhCA, AWWA, MRWA, ICC, MCES,
WATERISAC, MECA, MS4, DOLI, EPA, DOT, OSHA, MNDOT, DNR, and MN Duty Officer. Paul will
have been on -call 24/7 for 30 years, 8 months and 5 days on December 27, 2024.
Memorable moments and challenges have been the freezing of the water tower, two watermain
breaks caused by contractors emptying the water tower, many power outages, 2 storms damaging
every building in town, underground lightning putting a hole thru the cities well pump on a clear
blue afternoon, Y2K, the 9/11 event, 2008 crash and staff reduction, lift station 3 flooding, installing
a new water tower, overseeing the inspection of more than 800 new buildings & 40
subdivision/infrastructure projects with population growth from 1750 to 4000.
