MEETING MEETINGS
May 15, 2024
5:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic
Development Authority meeting on April 17, 2024.

I. CALL TO ORDER
The meeting was called to order at approximately 5:30 p.m. by President Remillard.
II. ROLL CALL
President Remillard called the roll.

III. APPROVAL OF AGENDA
1. Call for Changes to the Agenda
There were no revisions to the agenda.
Motion by Commissioner Swenson, seconded by Commissioner Mosher to approve the
agenda. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
The minutes were approved as presented.
Motion by Commissioner Mosher and seconded by Commissioner Swenson to approve the
April 17, 2024, meeting minutes. All in favor. Motion carried.

V. BILLS AND COMMUNICATIONS
1. Bills
a. Check List
Executive Director Lewis reviewed the bills as presented in the packet.
Motion by Commissioner Taylor and seconded by Commissioner Swenson to approve the
bills. All in favor. Motion carried.
2. Communications
a. None
VI. PRESENTATION
a. Karen Skepper, Anoka County Director of Community & Government
Relations
Karen Skepper, the Anoka County Director of Community Development & Government Relations,
spoke with the EDA about the formation of Anoka County Housing and Redevelopment Authority
(HRA) and the HRA levy that is set into separate accounts for each community. In 2012, economic
development powers were added to the Anoka County HRA, expanding eligible uses of HRA
funds in communities. With the addition of economic development powers, cities who opt in
(Centerville has opted in) can use funds for housing projects, studies, redevelopment activities,
etc.
The EDA asked if executive office suites or incubator space are eligible use(s) and Ms. Skepper
advised the board to ask two questions when thinking about projects: 1. Who would you serve,
noting that you do not want to do something for just one person. 2. Can the project be replicated,
noting that the project and/or activity must be able to be replicated.
The EDA asked if HRA funds could be used on development and/or predevelopment activities to
enhance a façade, site readiness, etc. Ms. Skepper advised that HRA funds cannot be used to help
just one development, adding that the use of funds for developers/developments/businesses must
be treated equally. Ms. Skepper noted that a robust façade enhancement program would benefit
many and be a good option for the use of HRA funds.
The City of Centerville has one housing project (Chauncy Barret) and a portion of HRA funds are
set aside to maintain these facilities. The city’s unassigned HRA balance is approximately
$450,000. The EDA asked if funds could be used for a community center, and Ms. Skepper advised
that they cannot be used for this purpose. All eligible uses are defined in State Statute (Chapter
469, Economic Development).

2. Year to Date Financials
Executive Director Lewis reviewed the financial report as presented in the packet.
Motion by Commissioner Swenson and seconded by Commissioner Taylor to approve the
financial report as presented. All in favor. Motion carried.
3. Ongoing Programs:
Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet.
4. Administrator’s Report
Executive Director Lewis reviewed the Administrator’s Report as presented in the packet.
VIII. OLD BUSINESS
1. Main Street Enhancements
Executive Director Lewis introduced the item as presented in the packet. Discussion ensued about
the quote that Simple and Grand provided for seasonal planters (various options). The EDA
decided to go with four seasons and a total of fourteen planters (2 round 2” planters outside of city
hall and 12 26” planters along Main Street and Centerville Road.).
Motion by Commissioner Swenson and seconded by Commissioner Taylor to approve the
quote from Simple and Grand in the amount of $9,191.48 for seasonal planters for all four
seasons. All in favor. Motion carried.
2. EDA Program Review – Center Stage Program Review
Executive Director Lewis introduced the item as presented in the packet. Discussion ensued about
the existing program, as well as additional services that could be provided by Main Street
Marketers and Lonni Olson Design & Consulting. There was consensus about increasing the
variety of marketing programs to include the digital services the board discussed.
Motion by President Remillard, seconded by Commissioner Taylor to authorize staff to work
with graphic designers on digital marketing services for local businesses. All in favor. Motion
carried.
IX. NEW BUSINESS
1. Budget for 2025
Executive Director Lewis introduced the item as presented in the packet. Discussion ensued about
the line items and the EDA requested the following revisions:
+500 for Appreciation/Events (Business Appreciation)
+315 Dues & Subscriptions (MNCAR, Other)
+13,000 Professional Services (Planters, Placemaking, Lights)
+10,000 Revolving Loan & Grant Program
+1,000 Promotional Items (Misc)
+475 for Legal Review
+10,000 Opportunity Fund Contribution

2. Program Review – Revolving Grant & Loan Program
Executive Director Lewis introduced this item as presented. Discussion ensued about increasing
the match in the grant portion of the Revolving Loan and Grant program from up to a 5,000 match
to up to a $10,000 match.
Motion by Commissioner Mosher, seconded by President Remillard to increase the match in
the Revolving Loan and Grant program (grant program only) from up to a $5,000 match to
up to a $10,000 match. All in favor. Motion carried.
3. Rescheduling June Meeting
Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about
whether the EDA wanted to move the date of their June meeting in case the council were to ask
the EDA for a statement on the use of incentives for development and/or redevelopment,
considering the upcoming public hearing on TIF for the LaLonde proposal. The EDA opted to
th
keep their June meeting on the 18. The EDA will review its policy toolkit later this year, and
they want to ensure that their statement(s) are not associated with any particular development.
X. ADJOURNMENT
Motion by Commissioner Swenson, seconded by Commissioner Mosher to adjourn the May
15, 2024, Economic Development Authority meeting at 7:37 p.m. All in favor. Motion
carried.
