PARKS & RECREATION COMMITTEE
MEETING MINUTES
Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee
held a Regularly Scheduled Meeting on Wednesday, June 5, 2024, at 6:30 p.m. in Council
Chambers at the Centerville City Hall. The Regularly Scheduled Meeting was live streamed at:

I. CALL TO ORDER
Chair Errickson-Grahek called the Regularly Scheduled meeting of the Parks and Recreation
Committee, to order at 6:41 p.m.

II. APPROVAL OF AGENDA
Motion made by Committee Member Peterson, seconded by Committee Member Seeley, to
add the following agenda items: under VI. Unfinished Business, 6. Kayak Price Change and
under VII. New Business, 2. Presentation and 3. Rescheduling of July Meeting, and under
IX Updates, 2. Committee Member Updates, adding Music License under MITP and to
approve this agenda as amended. All in favor. Motion carried.

V. UNFINISHED BUSINESS
1. Additional Volleyball Courts
a. A resident contacted Chairperson Errickson-Grahek to inquire if there is a possibility
of adding a second volleyball court in Laurie LaMotte Memorial Park.
b. Another resident contacted city staff regarding the possibility of building a volleyball
court in Acorn Creek Park.
Chairperson Errickson-Grahek reported that she has not yet received a price/bid from the Park
Maintenance Department. This item will be tabled to the July P & R Committee Meeting.
2. Flowerpot Tree – Cornerstone Park
The Committee members are researching the purchase and installation of a Flowerpot metal trunk
Tree in Cornerstone Park this year with the possibility of more to be added in the future. The first
tree would be 7’ tall and hold 12” to 16a. baskets/pots in which annuals would be planted. This
type of decorative tree would be substantially less expensive than other prior options. There was
discussion about installing irrigation & electricity. In the meantime, irrigation would mean using
a pump & wand and electricity would mean solar lights.
Chairperson Errickson-Grahek reported that a price/bid has not yet been received from the welding
company. This item will be tabled to the July P & R Committee Meeting.
3. 2024 5/8K Runs and Paddle Board Race
These activities are a part of the Fete des Lacs Event with the runs scheduled for Saturday, July

20 and the Paddle Board Race is scheduled for Sunday, July 21.
a. Volunteers: as always, many volunteers will be needed to help with these runs,
including putting out signs, set up and manning of the registration table and water stations along
the route, setting up the start and finish lines, setting up the tent for refreshments for runners at
conclusion of race, an announcer in the finish area, help with timing devices, course monitors to
help direct runners along the correct course, Committee Members: Ashley Fuchs offered to help
where needed, Suzanne Seeley offered to help set up and take down signage as she has done in the
past, Brian Peterson will be helping at both the runs and the paddle board race.
City Clerk Bender reminded everyone that there is some construction going on near & in the park.
Chairperson Errickson-Grahek suggested that volunteers bring family and friends to keep them
company and perhaps entice some of them to help as well. She will also communicate to Race
Coordinator, Ms. Nissa Larson, the list of volunteers thus far and also remind her of the ongoing
construction. To the Committee Members she reminded them to Recruit, Recruit & Recruit some
more.
b. Medallion Give Aways to Winners: No medallions to be given out. City
Administrator Statz informed Chairperson Errickson-Grahek that the City will be covering the
costs of both runs.

c. Offering free entries for businesses that have organized fitness programs. It was
decided to eliminate this action for 2024
Committee Member Akpan inquired if there was a minimum age for the volunteers for the Paddle
Board event. Currently, there is not a minimum age requirement.
4. Special Event Permit Application – Anoka County Radio Club
An application was received from the Anoka County Radio Club to hold their annual ACRC/ARRL
Field Day, 2024 in the parking lot at Laurie LaMotte Memorial Park from Friday evening, June
strd
21 through Sunday afternoon, July 23, with an anticipated attendance of 25 to 30 over the
weekend. They would also appreciate the use of the bathrooms, park facilities, trails, table &
unoccupied fields. This annual event has been held in Centerville for many years. They have also
been active in other community events.
Motion by Committee Member Peterson, seconded by Committee Member Seeley to
recommend to the Council the approval of the Anoka County Radio Clubs’s use of Laurie
LaMotte Memorial Park for their Field Day events from June 21 through June 23, 2024. All
in favor. Motion carried.
5. Park Facility Permit Application – Graduation Party
An application was received from Ms. Julie Swanson for the use of Hidden Spring Park on Sunday,

June 9 from 10:00 am to 7:30 pm. for a graduation party.
Motion by Committee Member Peterson, seconded by Committee Member Akpan to
recommend to the Council the approval of the use of Hidden Spring Park on Sunday, June
9,
92024 from 10:00 am to 7:30 pm, for a graduation party. All in favor. Motion carried.
6. Kayak Price Increase
The original information was received from Whenever Watersports regarding partnering with the
City of Centerville to provide a dedicated Kayak Kiosk/station with 4 kayaks for the public to rent.
The price quoted was $9,999 but that was their Spring Special, a limited time offer for the first
five communities which accepted this offer to partner with them. A recommendation to Council
to approve the selected package was approved, but upon follow up contact with the company the
pricing had gone up significantly, to $14,999 due to labor and materials increases. However, the
company did offer a discount of 10% on the revised price due to our interest and length of time it
has taken to get approval. The committee is waiting for the city attorney to complete his review
of the contract and suggest any language changes if needed.
As previously discussed, Lakeside Park had been selected as the most suitable location for the
Kayak Kiosk with the hope of utilizing the club’s dock. After communication with the Bald Eagle
Waterski Club, City Clerk Bender shared with the committee members that the club had some very

serious safety concerns and did not want the public using their dock, citing liability and insurance
concerns and plan to again block access to their dock. They practice on Mondays and Tuesdays
from 6 pm to 9 pm and occasional Saturdays for two to three hours, with the shows being held on
Thursday evenings. Some of these concerns include: if the Kiosk is located at Lakeside Park, close
to their dock, they would want access to the Kiosk closed during their shows and practices, due to
the possibility of renters of the kayaks and/or the members of the ski club could be in danger from
collision or other unanticipated situations. In lieu of their concerns, it might be best not to locate
this activity at Trailside Park.
There was discussion regarding purchasing a dock for use with the Kayak rentals and possibly
locating it at Hidden Springs Park or another acceptable location. It was then determined to rescind
the motion made at the May 1, 2024 committee meeting regarding recommending to Council to
accept the price and location of the Kiosk with a 5 year contract.
Motion by Chairperson Errickson-Grahek, seconded by Committee Member Fuchs to
RESCIND the motion made at the May 1, 2024 committee meeting regarding recommending
to Council to accept the price and location of the Kayak Kiosk due to price having increased
and finding an alternation location. All in favor. Motion carried.
VI. NEW BUSINESS
1. Playground Maintenance
Chairperson Errickson-Grahek, along with PW Director Palzer and another individual, did a tour
of playground equipment in the parks to observe the repairs and maintenance needed. Most of the
existing equipment is in good shape with some needing repairs and others needing replacement
parts. Repainting equipment is also an option
a. Additional New Inclusive Playground Equipment
This committee would like to see the playground area enlarged and updated at Laurie LaMotte
Memorial Park. Additional space will be needed for the sizes of the fall areas/safety zones and
adding pathways between the equipment. Funding may be from the Park Dedication Fund.
GameTime, Inc. provided the committee members with photos of several options of inclusive
equipment to review. Discussion ensued with the following items being listed as being most
desirable: Merry Musical, Rock a Bout, Roller Table, Sand Table, See Saw, Sensory Ring, Sensory
Wave (3 different designs), Whirl Wheel (3 different designs). Also, a Wheelchair Swing.
Chairperson Errickson-Grahek suggested that a committee member volunteer to take this list to
the Public Works Department to obtain their opinion of how much space would be needed to add
up to all five items that will eventually be selected. In addition, there will need to be estimates
provided for the time and materials used to enlarge and install the equipment and safety areas.

Selection of the up to five pieces of equipment will be done by the committee members and the
Public Works Department. City Clerk Bender and Chairperson Errickson-Grahek will contact P.W.
Director Palzer regarding the above.
2. Resignation of Committee Member Seeley
After serving for 22 years as a member of the Centerville Park and Recreation Committee,
Committee Member Seeley announced her retirement/resignation.
Motion made by Committee Member Akpan, seconded by Committee Member Fuchs to
accept Committee Member Suzanne Seeley’s resignation, with many thanks and also regret.
All in favor. Motion Carried.
3. Reschedule July Meeting
Motion made by Committee Member Errickson-Grahek, seconded by Committee Member
Akpan to change the meeting date from Wednesday, July 3, 2024 to Monday, July 8, 2024.
Same time, same location. All in favor. Motion Carried.
VII. APPROVAL OF MINUTES
1. May 1, 2024, P & R Meeting Minutes
Motion by Committee Member Seeley, seconded by Committee Member Akpan to approve
the May 1, 2024 regular Meeting Minutes with one amended item, i.e. that Committee
Member Errickson-Grahek title be changed to Chairperson Errickson-Grahek.. All in
favor. Motion carried.
VIII. UPDATES/ANNOUNCEMENTS
1. Staff Updates – Ms. Teresa Bender, City Clerk
a. Hydration Stations Installations
Hugo Pluming has contacted Gopher Locate to have the two parks marked for utilities prior to
digging. Hugo Plumbing will then install the Hydration Stations.
b. LaLond Apartment Building
Due to Council Liaison Sweeney’s absence, City Clerk Bender reported the following regarding
the LaLond Apartment Building status: Council had made a motion to approve the project with
some conditions.

2. Committee Member Updates
a. Logo Contest/Presentations
Committee Member Akpan reported on the results of the Logo Contest. The 2024 theme for the
Logo Contest was “Shoot for the Moon”. There were two age categories: Kindergarten through
thththstndrd
5 grade and 6 through 8 grades each with a 1, 2 and 3 place winner plus an honorable
mention. Many entries were received, and they were creative and colorful. After the Logo winners
had been chosen, Mayor Love presented each of them with a check, letter and certificate.
b. Music In The Park
Committee Member Peterson reported that all but a couple of bands have submitted their contracts.
He shared the first four dates and the band playing. He has been being enlightened by his son how
to run the new mixer, which will be connected to a laptop, therefore taking up less space.
Chairperson Errickson-Grahek informed the members that Carboni’s has declined to participate at
this activity. It was suggested that they be asked to provide tips for other food vendors and possibly
a reason for them not participating this year. She also received a thank you letter from SES for
obtaining the license for 2024.
Each member is encouraged to take a MITP sign to place on their property for a maximum of 14
days, remove for 1 day, then replace, etc.
3. Chairperson’s Report
Chairperson Errickson-Grahek has two lists of Park Priorities, from the community survey, for the
members to consider including the two highest priorities: Trees and Playground Equipment. The
next three items to consider are: to add power in Laurie LaMotte Memorial Park, repair/remodel
the existing Warming House and to build a new Community Center. In addition, some smaller
projects could be added such as disc golf, volleyball court and/or the Kayak Kiosk

Motion made by Committee Member Seeley, seconded by Committee Member Errickson-Grahek to
adjourn the June 5, 2024, Parks and Recreation Committee Meeting at 7:54pm. All in favor.
