HomeMy WebLinkAbout2024-09-04 P & R Minutes - Approved Approved CITY OF CENTERVILLE PARKS & RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held their Regularly Scheduled Meeting on Wednesday, September 4, 2024, at 6:30 p.m. in Council Chambers of the Centerville City Hall. The Regularly Scheduled Meeting was live streamed at: https://northmetrotv.com/channel-15-live-stream. REGULARLY SCHEDULED MEETING I. CALL TO ORDER Acting Chairperson, Committee Member Peterson, called the Regularly Scheduled Meeting of the Parks and Recreation Committee, to order on September 4, 2024, at 6:35 p.m. 1. OATH OF OFFICE: Ms. Deanna Loomis Ms. Deanna Loomis was sworn in as a member of the Parks & Recreation Committee by Acting Chairperson Peterson. 2. APPROVAL OF AGENDA Motion by Committee Member Akpan, seconded by Committee Member Freiermuth to remove Item #1, Volleyball Court, under Unfinished Business from the agenda. All in favor. Motion carried. Motion by Committee Member Akpan, seconded by Committee Member Fuchs to swap New Business and Unfinished Business and changing Item #4, Appointment of Vice Chair to #1 under Unfinished Business allowing for the arrival of City Administrator Statz and to approve this agenda as amended. Volunteer Appreciation Day/Date This event has been held, in the fall, for the past 2 years. It is to show appreciation to all the volunteers who help with many programs organized by the committee. There will be a social hour with complementary appetizers and beverages being served, a few words of appreciation from the mayor and distribution of small mementos as thank you gifts to the volunteers for giving of their time to the community. The 2025 event location will be held at St. Genevieve’s, on Tuesday, October 22 at 6:00 p.m. It was determined to ask Kelly’s Korner to be the caterer for this event and that Chairperson Errickson-Grahek coordinate the food. VI. UNFINISHED BUSINESS 1. Appointment of Vice Chair Motion by Committee Member Fuchs, seconded by Committee Member Akpan to appoint Committee Member Katya Port as Vice Chair of the Park and Recreation Committee. All in favor. Motion carried. 2. Public Art – Cornerstone Park City Administrator Statz reviewed the options available for beautification (a Fiore Tree) and/or adding historical and volunteer information in this park. Historical and/or Memorial monuments could include the strong Native American presence (e.g. Indian Burial Mound, Settlers/Founding Fathers, Veterans, First Responders, how volunteers down through the ages have helped the community grow, etc.) A bust with a plaque, rock mounted plaques, wall with interchangeable plaques, etc. There is currently a memorial near the flagpole, honoring Veterans which was placed when the park was constructed several years. Lengthy discussion was had regarding the inclusion of the public, the committee, etc. in determining a memorial and that they committee may organize a subcommittee to accomplish their goal. It was determined to consider the Fiore Tree, with 7 pots to start the beautification of the park as a placemaking item. Discussion ensued regarding the amount of pots, seasonal changes, options (lighting, audio, etc.) Motion by Committee Member Akpan, seconded by Committee Member Freiermuth to recommend to the City Council to expend up to $25,000, from the Park Dedication Fund, for the purchase and installation of the Grande Fiore Tree,_with 7 baskets for installation in the center, circular garden at Cornerstone Park. All in favor. Motion carried. Page 2 of 6 City of Centerville Parks & Recreation Committee Meeting Minutes September 4, 2024 Motion by Committee Member Port, seconded by Committee Member Akpan to pursue options to install an additional monument/memorial within the park by the formation of a sub-committee. All in favor. Motion carried. 3. Adaptive Play Equipment. Park Dedication Fund/Adaptive Play Equipment City Administrator Statz stated that the Park Dedication Fund had approximately $400,000 available for the purchase of new equipment. He stated that Council approved the committee’s Capital Equipment Replacement Plan and in addition to the 40,000 per year for the next 4 years to be transferred from the city’s General Fund for P & R Capital Equipment Replacement Fund (CERF), they also transferred a one-time $100,000 from the city’s General Fund’s to the P & R’s CERF, to accelerate the repair, maintenance and replacement of existing playground equipment. City Administrator Statz reviewed the recommendations the P & R Committee made to City Council in August. Upon review of that information, Council Members made a few modifications to the recommendations:  Changing the year for the addition of the New Adaptive Play Equipment at Laurie LaMotte Memorial Park from 2030 to 2025 at a cost of $170,000. The new equipment would be inclusive with adaptive play items similar to those chosen by the committee in August (swing, Merry Musical, Sensory Wave Horseshoe and Roller Table).  Major repairs to be completed in 2024/2025 at Acorn Creek Park with a budget of $45,000. Staff is moving forward with ordering the replacement decking for the play structure.  Changing the year for replacement equipment at Royal Meadows from 2025 to 2030. City Administrator Statz stated that staff would be obtaining Requests for Proposals from play equipment vendors going forward, with the committee participating in the decision making for the purchase along with if any equipment being salvageable or salable. He stated that the Requests for Proposals will include the selections similar to or those that were determined by the committee previous for the adaptive equipment and new equipment ensuring a cohesive structure for all abilities not to exceed $427,000 and taking vendors recommendations for equipment. Installation of new equipment is anticipated in 2025 allowing time for obtaining the RFPs, committee consideration and ordering schedules along with vendor installation schedules. Motion by Committee Member Akpan, seconded by Committee Member Freiermuth to recommend to the City Council to obtain bids and install $427,000 worth of equipment at Laurie LaMotte Memorial Park in 2025, which will offer a range of experiences for all, and to amend the Park Equipment Capital Replacement Plan accordingly. Staff Updates – Ms. Teresa Bender, City Clerk a. Main Street Market th The final Main Street Market was held on August 22. This was the 4 year of the event and participation has been growing each year, with the number of vendors and visitors much larger than anticipated this year. Attendance ranged from 300 up to 800 each week; a minimum of 3 to 4 food vendors participated weekly, along with up to 31 artisans and crafters. It was a great season and many thanks to the volunteers: Mr. Tedd Carlson, Ms. Suzanne Seeley, Ms. Heidi Errickson- Grahek and Ms. Angel Conley. Also, many thanks to the Public Works Department for the set up and removal of tables and equipment, plus the Centennial Police Department for directing traffic and keeping attendees safe, without whom this weekly event would not have been possible. A re-cap meeting was held to discuss dates for 2025 (Main Street Market dates will be determined after the Centerville Lions have set the dates for the 2025 Fete des Lacs event), rescheduling the themed evenings to not overlap with neighboring community events and the possible additions of other events (i.e. dunk tank, etc.), with Chairperson Errickson-Grahek, city staff and Ms. Angela Conley in attendance. b. Trunk or Treat The 2024 Trunk or Treat & Touch A Truck is scheduled for Saturday, October 26, from 9:30 am to 11:30 am at the south end of the Centerville Elementary School Parking lot. In addition to handing out Halloween treats on site, personnel and vehicles from the following entities will be on hand: Centennial Fire (Engine), Centennial Lakes Police (Squad Car), M-Health Fairview (Ambulance) Centerville Public Works (Snowplow) and from local businesses. Volunteers will be needed to help set up and distribute treats and information during the event. This event follows the Halloween Hustle 5K Race, sponsored by the Centennial Community Education/Centennial Alumni Association. c. Maintenance and Repair of the Parks A request was received from a resident to move a picnic table, in Eagle Park, out from under trees and to place it closer to the trail. It was pressure washed due to discoloration and moved as requested. In addition to the picnic table, the Public Works Department completed the following additional services during August:  Weeded Park Monuments in all the Parks  Regular Maintenance of Garbage/Recycling/Dog Receptacles in all the Parks  Cut Up & Removed Fallen Branches in all the Parks Page 4 of 6 City of Centerville Parks & Recreation Committee Meeting Minutes September 4, 2024  Cut Brush and Weeds in Cornerstone Park  Placed Black Dirt & Seed (Restoration near Hydration Station) in Acorn Creek Park  Installed New Drain Near the Play Structure(s) in Laurie LaMotte Memorial Park  Placed Mulch in Playground Fall Zones in Acorn, Tracie Joy McBride Memorial & Eagle Parks Committee Member Peterson had the opportunity to visit a few of the parks and noted the following: that the newly placed mulch looks good, there were nicely done repairs made to some of the playground equipment and how well the colors of the repainted equipment matched the original colors. He also stated that there are several picnic tables that are showing signs of wear, discoloration and minor damage. 2. Committee Member Updates – Committee Member Peterson a. Music in the Park This weekly event has concluded for the summer. New dates for 2025 will need to be set and future discussion regarding funding of some additional and/or replacement equipment. b. Movie in the Park This annual event is scheduled to begin at 7:30 pm or dusk on Saturday, September 14, at Laurie LaMotte Memorial Park. The movie, concessions (popcorn & lemonade) should begin at 5:30 p.m. Volunteers will be needed for both the set-up and during the movie presentation. The movie selected for this year is The Garfield Movie, with special thanks to Committee Members Port and Loomis for their input and suggestions. Thanks to city staff for placing a poster for this event in the Kiosk and Committee Member Peterson placed posters on a sandwich board in Laurie LaMotte Park. The projector has been reserved from EMI Audio and a blue-ray copy of the movie has been secured. c. Skate Nights – 2025 thth The dates for the 2025 Skate Nights will be Friday, January 10 and Saturday, February 15. In addition to skating, there will be sledding activities. Wargo Nature Center will be contacted regarding what type of equipment which can be available and pricing for same. Refreshments planned to be served will be popcorn, hot chocolate and s’mores. In addition, there will be a bonfire and music playing during this event. Staff will reach out regarding the cost of having horse drawn sleigh rides. Volunteers will be needed for sharing any new ideas for other activities during these events, shopping for ingredients, helping with set up for the event and as helpers during the events. 3. Council Liaison Update – Mr. Terry Sweeney Council Liaison Sweeney reported that the council reviewed the committee’s capital replacement plan and a $100,000 (on time) was moved into the General Fund’s Capital Equipment Replacement Fund. Current council members want to focus on regular repair/maintenance of parks. He stated Page 5 of 6 City of Centerville Parks & Recreation Committee Meeting Minutes September 4, 2024 that the Centerville Lions would like to assist in some way for the improvement of parks also (fall zone protection, new dugouts for the ballfields, etc.).
